322 Waste Management, Strategies and Situation in South Africa: An Overview

Abstract:
This paper highlights some interesting facts on South African-s waste situation and management strategies, in particular the Integrated Waste Management. South Africa supports a waste hierarchy by promoting cleaner production, waste minimisation, reuse, recycling and waste treatment with disposal and remediation as the last preferred options in waste management. The drivers for waste management techniques are identified as increased demand for waste service provision; increased demand for waste minimisation; recycling and recovery; land use, physical and environmental limitations; and socio-economic and demographic factors. The South African government recognizes the importance of scientific research as outlined on the white paper on Integrated Pollution and Waste Management (IP and WM) (DEAT, 2000).

Abstract:
Bandung city center can be deemed as economic, social and cultural center. However the city center suffers from deterioration. The retail activities tend to shift outward the city center. Numerous idyllic residences changed into business premises in two villages situated in the north part of the city during 1990s, especially after a new highway and flyover opened. According to space syntax theory, the pattern of spatial integration in the urban grid is a prime determinant of movement patterns in the system. The syntactic analysis results show the flyover has insignificant influence on street network in the city center. However the flyover has been generating a major difference in the new commercial area since it has become relatively as strategic as the city center. Besides street network, local government policy, rapid private motorization and particular condition of each site also played important roles in encouraging the current commercial areas to flourish.

Abstract:
Developing countries are facing a problem of slums and there appears to be no fool proof solution to eradicate them. For improving the quality of life there are three approaches of slum development and In-situ up-gradation approach is found to be the best one, while the relocation approach has proved to be failure. Factors responsible for failure of relocation projects are needed to be assessed, which is the basic aim of the paper. Factors responsible for failure of relocation projects are loss of livelihood, security of tenure and inefficiency of the Government. These factors are traced out & mapped from the examples of Western & Indian cities. National habitat, Resettlement policy emphasized relationship between shelter and work place. SRA has identified 55 slums for relocation due reservation of land uses, security of tenure and non- notified status of slums. Abstract:
The public sector holds large amounts of data of various areas such as social affairs, economy, or tourism. Various initiatives such as Open Government Data or the EU Directive on public sector information aim to make these data available for public and private service providers. Requirements for the provision of public sector data are defined by legal and organizational frameworks. Surprisingly, the defined requirements hardly cover security aspects such as integrity or authenticity. In this paper we discuss the importance of these missing requirements and present a concept to assure the integrity and authenticity of provided data based on electronic signatures. We show that our concept is perfectly suitable for the provisioning of unaltered data. We also show that our concept can also be extended to data that needs to be anonymized before provisioning by incorporating redactable signatures. Abstract:
The health and environmental risk of eating mushrooms grown in Abakaliki were evaluated in terms of heavy metals accumulation. Mushroom samples were collected from four different farms located at Izzi, Amajim, Amana and Amudo and analyzed for (iron, lead, manganese and cadmium) using Bulk Scientific Atomic Absorption Spectrophotometer 205. Results indicates mean range of concentrations of the trace metals in the mushrooms were Fe (0.22-152. 03), Mn (0.74-9.76), Pb (0.01.0.80), Cd (0.61-0.82) mg/L respectively. Accumulation of Cd on the four locations under investigation was higher than the UK Government Food Science Surveillance and World Health Organization maximum recommended levels in mushroom for human consumption. The Fe and Mn contaminants of Amudo were significant and show the impact of anthropogenic/atmospheric pollution. The potential sources of the heavy metals in the mushrooms were from urban waste, dust from mining and quarrying activities, natural geochemistry of the area, and use of inorganic fertilizers

Especially, disturbance or neutralization of a major social infrastructure can result in extensive material damage and social disorder. To address this issue, many nations around the world are researching and developing various techniques and information security policies as a government-wide effort to protect their infrastructures from newly emerging threats. Transport and logistics are the lifeblood of societies. There is a strong correlation between overall growth in economic activity and growth of transport. The movement of people and goods has the potential for creating wealth and prosperity, therefore the state of transportation infrastructure and especially the condition of road networks is often a governmental priority. The design, building and maintenance of national roads constitute a substantial share of government budgets. Taking into account the magnitude and importance of these investments, the expedience, efficiency and sustainability of these projects are of great public interest. This paper provides an overview of supply chain management principles applied to road construction. In addition, road construction performance measurement systems and ICT solutions are discussed. Road construction in Estonia is analyzed. Abstract:
The fundamental issues in ICT Governance (ICTG) implementation for Malaysian Public Sector (MPS) is how ICT be applied to support improvements in productivity, management effectiveness and the quality of services offered to its citizens. Our main concern is to develop and adopt a common definition and framework to illustrate how ICTG can be used to better align ICT with government’s operations and strategic focus. In particular, we want to identify and categorize factors that drive a successful ICTG process. This paper presents the results of an exploratory study to identify, validate and refine such Critical Success Factors (CSFs) and confirmed seven CSFs and nineteen sub-factors as influential factors that fit MPS after further validated and refined. The Delphi method applied in validation and refining process before being endorsed as appropriate for MPS. The identified CSFs reflect the focus areas that need to be considered strategically to strengthen ICT Governance implementation and ensure business success.

The improvement of irrigation systems in the Nile Delta is one of the most important attempts in Egypt to implement more effective irrigation technology by improving the existing irrigation networks. Demand delivery system in the existing irrigation network is using of mechanical gates structures to automatically divert water from one portion of an agricultural field to another in the desired amount and sequence. This paper discusses evaluating main irrigation networks system under the government managed before and after improvement systems in the Nile Delta. The overall results indicate that policy of using the demand delivery concept through irrigation networks is successful by improving water delivery performance among them than the rotation delivery concept that used before. It is provided fair share of water delivery among irrigation districts and available water in the end of irrigation network, although this system located in an end of irrigation networks in the Nile Delta.Keywords: Automation system, Irrigation district, Rotation system, Water delivery performance

This paper looks at the development of Fisheries education in Karnataka and the supply of skilled human capital to the sector. The study tries to analyse their job occupancy patterns, Compound Growth Rate (CGR) and forecasts the fisheries graduates supply using the Holt method. In Karnataka, fisheries are one of the neglected allied sectors of agriculture in spite of having enormous scope and potential to contribute to the State's agriculture GDP. The State Government has been negligent in absorbing skilled human capital for the development of fisheries, as there are so many vacant positions in both education institutes, as well as the State fisheries department. CGR and forecasting of fisheries graduates shows a positive growth rate and increasing trend, from which we can understand that by proper utilization of skilled human capital can bring development in the fisheries sector of Karnataka.Keywords: Compound growth rate, fisheries education, Holt method, skilled human capital.

Abstract:
In 2013 and 2014, the U.S. Food and Drug Administration (FDA) collected data from selected fast food restaurants and full service restaurants for tracking changes in the occurrence of foodborne illness risk factors. This paper discussed how we customized spatial random sampling method by considering financial position and availability of FDA resources, and how we enriched restaurants data with location. Location information of restaurants provides opportunity for quantitatively determining random sampling within non-government units (e.g.: 240 kilometers around each data-collector). Spatial analysis also could optimize data-collectors’ work plans and resource allocation. Spatial analytic and processing platform helped us handling the spatial random sampling challenges. Our method fits in FDA’s ability to pinpoint features of foodservice establishments, and reduced both time and expense on data collection.

Abstract:
This main purpose of the study reported here was to investigate the extent to which the form of school governance (particularly decision-making) had an impact upon the effectiveness of the school with reference to parental involvement, planning and budgeting, professional development of teachers, school facilities and resources, and student outcomes. Particular attention was given to decision-making within the governance arrangements. The study was based on four case studies of high schools in New South Wales, Australia including one government school, one independent Christian community school, one independent Catholic school, and one Catholic systemic school. The focus of the research was principals, teachers, parents, and students of four schools with varying governance structures. To gain a greater insight into the issues, the researchers collected information by questionnaire, semi-structured interview, and review of school key documents. Rural villagers in Thailand have unique skill for producing craft using local materials. However, the appearance and function of their products are not suited to the demand of international market. The Thai government policy on sustainable economy emphasises the necessity to incorporate a design strategy that will draw out the unique qualities and add value to the products, while raising the satisfaction of international consumer. As an industrial designer, the author sees opportunities that design can enhance sustainability of Thai local products through the potentials that available in village-based enterprises. This research attempts to address, how best use design to practically solve the problems in the development of Thais product in. The privilege solution is expressed through the design of design strategy that supports sustain economic development of microenterprise in Thailand in the way that aligns with product design development. This consideration integrates together with global business outlook in the development of products from rural communities.

The transition from conventional to sustainable approach consumes time as it requires changes from different facets in the industry ranging from individual, organisational to industry level. In Malaysia, there are various efforts to bring green into the industry but the progress is low-moderate. Will the current efforts bear larger fruits in the near future? This study examines the perceptions of the developers in Malaysia on the future of the green housing sector for the next 5 years. The introduction of GBI rating system, improvement of awareness and knowledge among the stakeholders, support from the government and local industry and the effect of competitive advantage would support brighter future. It-s difficult for China-s current land transfer institutions limited to county-wide to solve the contradiction between urban-rural development and construction land shortage. On the basis of analyzing China-s construction land transfer system, and evaluation toward Transfer of development rights (TDR) practices in Anhui and Chongqing, the passage proposes: (1) we should establish a multi-level land indicators trade market under the guidance of regional spatial objectives, and allow land transfer paid across cities and counties within a specific area following the regulation of both government and market; (2) it would be better to combine organically the policy ntentions of land plan, regional plan, urban plan and economic plan, and link them with land indicators transfer to promote a wider range of urban-rural balance and regional coordination.Keywords: China's land institutions, transfer of development rights, urban-rural balance, regional coordination.

Abstract:
Soekarno-Hatta International Airport (Soetta IA) is a primary airport of Greater Jakarta, the busiest airport in Indonesia and the 12th rank of busiest airport in the world. In 2010, the number of air passengers significantly grows and being the second highest one in the world. To anticipate the demand, Greater Jakarta needs a multi airports system (MAS). Ministry of Communication and Government of West Java Province choose different airport for being positioned as the second airport, whether Karawang Airport or Majalengka Airport. The present study predicts that, in 2019, the number of air passengers origin from Greater Jakarta and departure from Karawang IA is going to be considered, namely between 5-20 million passengers, meanwhile that of Majalengka Airport is going to be less than two million passengers. The present study concludes that Karawang Airport is more suitable for being positioned as the second airport in MAS Greater Jakarta than such plan for Majalengka Airport.

Abstract:
The purpose of this paper is to develop models that would enable predicting student success. These models could improve allocation of students among colleges and optimize the newly introduced model of government subsidies for higher education. For the purpose of collecting data, an anonymous survey was carried out in the last year of undergraduate degree student population using random sampling method. Decision trees were created of which two have been chosen that were most successful in predicting student success based on two criteria: Grade Point Average (GPA) and time that a student needs to finish the undergraduate program (time-to-degree). Decision trees have been shown as a good method of classification student success and they could be even more improved by increasing survey sample and developing specialized decision trees for each type of college. These types of methods have a big potential for use in decision support systems.

The housing industry is crucial for sustainable development of every country. Housing is a basic need that can enhance the quality of life. Owning a house is therefore the main aim of individuals. However, affordability has become a critical issue towards homeownership. In recent years, housing price in the main cities has increased tremendously to unaffordable level. This paper investigates factors influencing the housing price from developer’s perspective and provides recommendation on strategies to tackle this issue. Online and face-to-face survey was conducted on housing developers operating in Penang, Malaysia. The results indicate that (1) location; (2) macroeconomics factor; (3) demographic factors; (4) land/zoning and; (5) industry factors are the main factors influencing the housing price. This paper contributes towards better understanding on developers’ view on how the housing price is determined and form a basis for government to help tackle the housing affordability issue.Keywords: Factors influencing house price, housing affordability, housing developers, Malaysia.

It has been always observed that the effectiveness of MIS as a support tool for management decisions degenerate after time of implementation, despite the substantial investments being made. This is true for organizations at the initial stages of MIS implementations, manual or computerized. A survey of a sample of middle to top managers in business and government institutions was made. A large ratio indicates that the MIS has lost its impact on the day-to-day operations, and even the response lag time expands sometimes indefinitely. The data indicates an infant mortality phenomenon of the bathtub model. Reasons may be monotonous nature of MIS delivery, irrelevance, irreverence, timeliness, and lack of adequate detail. All those reasons collaborate to create a degree of degeneracy. We investigate and model as a bathtub model the phenomenon of MIS degeneracy that inflicts the MIS systems and renders it ineffective. Abstract:
Cost has always been the leading concern in green building development. The perception that construction cost for green building is higher than conventional buildings has only made the discussion of green building cost more difficult. Understanding the factors that will influence the cost of green construction is expected to shed light into what makes green construction more or at par with conventional projects, or perhaps, where cost can be optimised. This paper identifies the elements of cost before shifting the attention to the influencing factors. Findings from past studies uncovered various factors related to cost which are grouped into five focal themes i.e. awareness, knowledge, financial, technical, and government support. A conceptual framework is produced in a form of a flower diagram indicating the cost influencing factors of green building development. These factors were found to be both physical and non-physical aspects of a project. The framework provides ground for the next stage of research that is to further explore how these factors influence the project cost and decision making.Keywords: Green project, factors influencing cost, hard cost, soft cost.

There are many views on how human decision makers behave. In this work, the Justices of the United States Supreme Court will be viewed in terms of constrained maximization and cognitivecybernetic theory. This paper will integrate research in such fields as law, political science, psychology, economics and decision making theory. It will be argued that due to its heavy workload, the Supreme Court is forced to make decisions in a boundedly rational manner. The ideas and theory put forward here will be tested in the area of the Court’s decisions involving religion. Therefore, the cases involving the U.S. Constitution’s Free Exercise Clause and Establishment Clause will be analyzed. Also, variables such as the U.S. government’s involvement in these cases will be considered. The years to be studied will be 1987-2011.

The objective of this research work is to discuss the concept of “green growth” in the Republic of Kazakhstan introduced by its government in the “National Sustainable Development Strategy” with the objective of transition to a resource-efficient, “green economy.” We believe that emerging economies like Kazakhstan can pursue a cleaner and more efficient development path by introducing an environmental tax system based on resource consumption rather than only income and labor. The key issues discussed in this article are the eco-efficiency, which refers to closing the gap between economic and ecological efficiencies, and the structural change of the economy toward “green growth.” We also strongly believe that studying the experience of East Asian countries on “green reform” including eco-innovation and “green solutions” in business is essential to the case of Kazakhstan. All of these will raise the status of Kazakhstan to the level of one of the thirty developed countries over the next decades.

This research aims to study value-creation process of producing monk-s bowls, Thai traditional handicrafts, which is facing problems in adapting to the changing society. It also aims to identify problems and obstacles to value creation. This research is based on a case study of monk-s bowl manufactures from Ban-Baat Village, Bangkok. The conceptual framework is based on the model of value chain to analyze the process. The research methodology is qualitative. This research found that the value-creation process of monk-s bowls consists of eight activities contributing to adding value to the products and increasing profits to the producers in return. Five major problems and obstacles are found. The research suggests that these problems and obstacles limit the manufacturers- potential for creating more valued product and lead to business stagnation. These problems should be addressed and solved with collaboration among the government, the private sector and the manufacturers.Keywords: Craft manufacturing, problems and obstacles, value chain, value creation.

It is important to build a sustainable society through the reconstruction process rather than simply restoring the infrastructure. To compare the goals of reconstruction plans of quake-stricken municipalities, Japanese language morphological analysis was performed by using text mining techniques. Frequently-used nouns were sorted into four main categories of “life”, “disaster prevention”, “economy”, and “harmony with environment”. Because Soma City is affected by nuclear accident, sentences tagged to “harmony with environment” tended to be frequent compared to the other municipalities. Results from cluster analysis and principle component analysis clearly indicated that the local government reinforces the efforts to reduce risks from radiation exposure as a top priority.

Abstract:
The recurring decimal of rural and urban poverty in Nigeria, resulting from lack of sustainable livelihood activities by the people due to non-diversification of the economy, necessitated this study. One hundred snail farmers were randomly selected in Akure North and Akure South Local Government areas of Ondo State, Southwest Nigeria where snail farming is widely practised. Data collection was through questionnaires administration and onsite observation of farms. Data obtained were subjected to descriptive statistics, Student-s t-test and regression analysis. Cost benefit ratio (CBR) and rate of return on investment (RORI) were calculated in order to determine the poverty alleviation potentials of snail farming in the study areas. Although snail farming was profitable and viable, it was below poverty line. With time and more knowledge in its farming activities, and with more people taking to snail production, its poverty alleviation and reduction potentials will increase.Keywords: Alleviation, farming, Nigeria, potential, poverty, snail.

Abstract:
Recently, the interest of globalization in the field of teacher education has increased. In the U.S., the government is trying to enhance the quality of education through a global approach in education. To do so, the schools in the U.S. are recruiting teachers with global capability from countries like Korea where competent teachers are being trained. Meanwhile, in the case of Korea, although excellent teachers have been cultivated every year, due to a low birth rate it is not easy to become a domestic teacher. To solve the trouble that the two countries are facing, the study first examines the demand and necessity of globalization in the field of teacher education between Korea and the U.S. Second, we propose a new project, called the ‘Global Teachers University (GTU)’ program to satisfy the demands of both countries. Finally, we provide its implications to build the future educational cooperation for teacher training in a global context.

Abstract:
An incentive for performance, as one subsystem of a new performance management system, has been implemented in the Thai public sector since 2004. This research investigates the development of organizational justice in the incentive allocation by comparing the roles of distributive and procedural justice on national personnel-s attitudinal outcomes (incentive satisfaction and job performance) between 2 periods, i.e. 2006 and 2008. The data were collected via self-administered questionnaires completed by national government officers and employees. They were stratified using multistage sampling with 2,600 usable samples or 72.0% response rate in 2006, and 1,969 usable samples or 59.3% in 2008. The findings are: (1) There is no difference in means between the two periods relating to distributive justice, procedural justice, incentive satisfaction and job performance. (2) Distributive justice and procedural justice played more important roles in predicting incentive satisfaction and job performance in 2008 than in 2006.Keywords: Distributive justice, incentive allocation, proceduraljustice, Thai public sector.

Abstract:
Because of its global reach, reduction of time restraints, and ability to reduce costs and increase sales, use of the Internet, the World Wide Web (WWW), and related technologies can be a competitive tool in the arsenal of small and medium-sized enterprises (SMEs). Countries the world over are interested in the successful adoption of the Internet by SMEs. Because a vast majority of jobs come from that sector, greater financial success of SMEs translates into greater job growth and, subsequently, higher tax revenue to the government. This research investigated the level of Internet usage for business solutions by small and medium enterprises in Jordan. Through the survey of a random sample of 100 firms with less than 500 employees and from data obtained from this survey that formed the basis for our study, we found that a majority of respondents use the Internet in business activities , the adoption of the Internet as a business tool is limited to a brochure where Web site which primarily provides one way. Abstract:
Scarcity in energy sector is a major problem, which can hamper the growing development of a country. Bangladesh is one of the electricity-deprived countries; however, the energy demand of Bangladesh is increasing day by day. Due to the shortage of natural resources and environmental issues, many nations are now moving towards renewable energy. Among various form of renewable energy, wind energy is one of most potential source. In this paper, the present energy condition of Bangladesh is discussed and the necessity of moving towards renewable energy is clarified. The wind speed found at different locations at different heights and different years from the survey of several organizations are presented. Although, the results of installed low capacity wind turbines (from few kW to few tens of kW) operated by private or government organization at different places in Bangladesh are not so encouraging; however, it is shown that Bangladesh has a high potential of using large wind turbine (MW range) for capturing wind energy at different places. The present condition of wind energy in Bangladesh and other countries in the world are also presented to emphasize the requisite of moving towards wind energy.

Abstract:
The main objective of this paper is to give a comprehensive review of non-renewable energy and renewable energy utilization in Malaysia, including hydropower, solar photovoltaic, biomass and biogas technologies. Malaysia mainly depends on non-renewable energy (natural gas, coal and crude oil) for electricity generation. Therefore, this paper provides a comprehensive review of the energy sector and discusses diversification of electricity generation as a strategy for providing sustainable energy in Malaysia. Energy policies and strategies to protect the non-renewable energy utilization also are highlighted, focusing in the different sources of energy available for high and sustained economic growth. Emphasis is also placed on a discussion of the role of renewable energy as an alternative source for the increase of electricity supply security. It is now evident that to achieve sustainable development through renewable energy, energy policies and strategies have to be well designed and supported by the government, industries (firms), and individual or community participation.
