638 A New Similarity Measure Based On Edge Counting

Abstract:
In the field of concepts, the measure of Wu and Palmer [1] has the advantage of being simple to implement and have good performances compared to the other similarity measures [2]. Nevertheless, the Wu and Palmer measure present the following disadvantage: in some situations, the similarity of two elements of an IS-A ontology contained in the neighborhood exceeds the similarity value of two elements contained in the same hierarchy. This situation is inadequate within the information retrieval framework. To overcome this problem, we propose a new similarity measure based on the Wu and Palmer measure. Our objective is to obtain realistic results for concepts not located in the same way. The obtained results show that compared to the Wu and Palmer approach, our measure presents a profit in terms of relevance and execution time.

Iodine radionuclides in accident releases under severe accident conditions at NPP with VVER are the most radiationimportant with a view to population dose generation at the beginning of the accident. To decrease radiation consequences of severe accidents the technical solutions for severe accidents management have been proposed in MIR.1200 project, with consideration of the measures for suppression of volatile iodine forms generation in the containment. Abstract:
Soil erosion has special consequences for landfills that are more serious than those found at conventional construction sites. Different potential heads between two sides of a landfill and the subsequent movement of water through pores within the soil body could trigger the soil erosion and construction instability. Such condition was encountered in a landfill project in the southern part of Norway. To check the risk of internal erosion due changes in the groundwater level (because of seasonal flooding in the river), a series of numerical simulations by means of Geo-Seep software were conducted. Output of this study provides a total picture of the landfill stability, possibilities of erosions and necessary measures to prevent or reduce the risk for the landfill operator.

Abstract:
An empirical study of web applications that use software frameworks is presented here. The analysis is based on two approaches. In the first, developers using such frameworks are required, based on their experience, to assign weights to parameters such as database connection. In the second approach, a performance testing tool, OpenSTA, is used to compute start time and other such measures. From such an analysis, it is concluded that open source software is superior to proprietary software. The motivation behind this research is to examine ways in which a quantitative assessment can be made of software in general and frameworks in particular. Abstract:
In this paper we present a method of abrupt cut detection with a novel logic of frames- comparison. Actual frame is compared with its motion estimated prediction instead of comparison with successive frame. Four different similarity metrics were employed to estimate the resemblance of compared frames. Obtained results were evaluated by standard used measures of test accuracy and compared with existing approach. Based on the results, we claim the proposed method is more effective and Pearson correlation coefficient obtained the best results among chosen similarity metrics.

In this sense, energy efficiency has been studied as a factor that enhances the positive impacts of energy in communities; however, the implementation of efficiency requires strong policy and strategies that usually rely on individual measures focused in independent dimensions. Abstract:
Reformulating the user query is a technique that aims to improve the performance of an Information Retrieval System (IRS) in terms of precision and recall. This paper tries to evaluate the technique of query reformulation guided by an external resource for Arabic texts. To do this, various precision and recall measures were conducted and two corpora with different external resources like Arabic WordNet (AWN) and the Arabic Dictionary (thesaurus) of Meaning (ADM) were used. Examination of the obtained results will allow us to measure the real contribution of this reformulation technique in improving the IRS performance.

Abstract:
The SOM has several beneficial features which make it a useful method for data mining. One of the most important features is the ability to preserve the topology in the projection. There are several measures that can be used to quantify the goodness of the map in order to obtain the optimal projection, including the average quantization error and many topological errors. Many researches have studied how the topology preservation should be measured. One option consists of using the topographic error which considers the ratio of data vectors for which the first and second best BMUs are not adjacent. In this work we present a study of the behaviour of the topographic error in different kinds of maps. We have found that this error devaluates the rectangular maps and we have studied the reasons why this happens. Abstract:
To investigate the possible correlation between peer aggression and peer victimization, 148 sixth-graders were asked to respond to the Reduced Aggression and Victimization Scales (RAVS). RAVS measures the frequency of reporting aggressive behaviors or of being victimized during the previous week prior to the survey. The scales are composed of six items each. Each point represents one instance of aggression or victimization. Specifically, the Pearson Product-Moment Correlation Coefficient (PMCC) was used to determine the correlations between the scores of the sixthgraders in the two scales, both in individual items and total scores. Positive correlations were established and correlations were significant at the 0.01 levels.

Abstract:
In this work we introduce an efficient method to limit the impact of the hiding process on the quality of the cover speech. Vector quantization of the speech spectral information reduces drastically the number of the secret speech parameters to be embedded in the cover signal. Compared to scalar hiding, vector quantization hiding technique provides a stego signal that is indistinguishable from the cover speech. The objective and subjective performance measures reveal that the current hiding technique attracts no suspicion about the presence of the secret message in the stego speech, while being able to recover an intelligible copy of the secret message at the receiver side.Keywords: Speech steganography, LSF vector quantization, fast Fourier transform

Identification of optimal building geometry is one of key factors to be considered. Architectural form of a building has impact on space heating and cooling energy use, however the interrelationship between the geometry and resultant energy use is not always readily apparent. Abstract:
The aim of this study is to predict breast cancer and to construct a supportive model that will stimulate a more reliable prediction as a factor that is fundamental for public health. In this study, we utilize general regression neural networks (GRNN) to replace the normal predictions with prediction periods to achieve a reasonable percentage of confidence. The mechanism employed here utilises a machine learning system called conformal prediction (CP), in order to assign consistent confidence measures to predictions, which are combined with GRNN. We apply the resulting algorithm to the problem of breast cancer diagnosis. The results show that the prediction constructed by this method is reasonable and could be useful in practice.

Multiscale entropy (MSE) is an extensively used index to provide a general understanding of multiple complexity of physiologic mechanism of heart rate variability (HRV) that operates on a wide range of time scales. Accurate selection of electrocardiogram (ECG) sampling frequency is an essential concern for clinically significant HRV quantification; high ECG sampling rate increase memory requirements and processing time, whereas low sampling rate degrade signal quality and results in clinically misinterpreted HRV. In this work, the impact of ECG sampling frequency on MSE based HRV have been quantified. Abstract:
In this paper, we will analyze the relationship between the neo-liberal concept of property rights and redistribution policy. This issue is back in the focus of interest due to the crisis 2008. The crisis has reaffirmed the influence of the state on the free-market processes. The interference of the state with property relations reopened a classical question: is it legitimate to redistribute resources of a man in favor of another man with taxes? The dominant view is that the neoliberal philosophy of natural rights is incompatible with redistributive measures. In principle, this view can be accepted. However, when we look into the details of the theory of natural rights proposed by some coryphaei of neoliberal philosophy, such as Hayek, Nozick, Buchanan and Rothbard, we can see that it is not such an unequivocal view.

Abstract:
We present a method to create special domain collections from news sites. The method only requires a single sample article as a seed. No prior corpus statistics are needed and the method is applicable to multiple languages. We examine various similarity measures and the creation of document collections for English and Japanese. The main contributions are as follows. First, the algorithm can build special domain collections from as little as one sample document. Second, unlike other algorithms it does not require a second “general" corpus to compute statistics. In an era where misleading information may quickly circulate on digital news channels, it is crucial to have efficient and trustworthy methods to detect and reduce the impact of misinformation. This research proposes an innovative framework that combines Natural Language Processing (NLP), Reinforcement Learning (RL), and Blockchain technologies to precisely detect and minimize the spread of false information in news articles on social media. The framework starts by gathering a variety of news items from different social media sites and performing preprocessing on the data to ensure its quality and uniformity. NLP methods are utilized to extract complete linguistic and semantic characteristics, effectively capturing the subtleties and contextual aspects of the language used. These features are utilized as input for a RL model. This model acquires the most effective tactics for detecting and mitigating the impact of false material by modeling the intricate dynamics of user engagements and incentives on social media platforms. The integration of blockchain technology establishes a decentralized and transparent method for storing and verifying the accuracy of information. The Blockchain component guarantees the unchangeability and safety of verified news records, while encouraging user engagement for detecting and fighting false information through an incentive system based on tokens. The suggested framework seeks to provide a thorough and resilient solution to the problems presented by misinformation in social media articles.

Several methods have been proposed for color image compression but the reconstructed image had very low signal to noise ratio which made it inefficient. This paper describes a lossy compression technique for color images which overcomes the drawbacks. The technique works on spatial domain where the pixel values of RGB planes of the input color image is mapped onto two dimensional planes. The proposed technique produced better results than JPEG2000, 2DPCA and a comparative study is reported based on the image quality measures such as PSNR and MSE.Experiments on real time images are shown that compare this methodology with previous ones and demonstrate its advantages.Keywords: Color Image compression, spatial domain, planereduction, root mean square, image restoration

Backward erosion piping is an important failure mechanism for water-retaining structures, a phenomenon that results in the formation of shallow pipes at the interface of a sandy or silty foundation and a cohesive cover layer. This paper studies the effect of two soil types on backward erosion piping; both in case of a homogeneous sand layer, and in a vertically layered sand sample, where the pipe is forced to subsequently grow through the different layers. Two configurations with vertical sand layers are tested; they both result in wider pipes and higher critical gradients, thereby making this an interesting topic in research on measures to prevent backward erosion piping failures.Keywords: Backward erosion piping, embankments, physical modelling, sand.

In this paper, a new time-delay estimation technique based on the cross IB-energy operator [5] is introduced. This quadratic energy detector measures how much a signal is present in another one. The location of the peak of the energy operator, corresponding to the maximum of interaction between the two signals, is the estimate of the delay. The method is a fully data-driven approach. The discrete version of the continuous-time form of the cross IBenergy operator, for its implementation, is presented. The European Union Survey on Income and Living Conditions (EU-SILC) is a popular survey which provides information on income, poverty, social exclusion and living conditions of households and individuals in the European Union. The EU-SILC contains variables which may contain outliers. The presence of outliers can have an impact on the measures and indicators used by the EU-SILC. In this paper, we used data sets from various countries to analyze the presence of outliers. In addition, we obtain some indicators after removing these outliers, and a comparison between both situations can be observed. Finally, some conclusions are obtained.

In this paper, we report how to acquire serious victims’ locations in the Acute Stage of Large-scale Disasters, in an Emergency Information Network System designed by us. The background of our concept is based on the Great East Japan Earthquake occurred on March 11th, 2011. Through many experiences of national crises caused by earthquakes and tsunamis, we have established advanced communication systems and advanced disaster medical response systems. However, Japan was devastated by huge tsunamis swept a vast area of Tohoku causing a complete breakdown of all the infrastructures including telecommunications. Therefore, we noticed that we need interdisciplinary collaboration between science of disaster medicine, regional administrative sociology, satellite communication technology and systems engineering experts. Communication of emergency information was limited causing a serious delay in the initial rescue and medical operation. For the emergency rescue and medical operations, the most important thing is to identify the number of casualties, their locations and status and to dispatch doctors and rescue workers from multiple organizations. In the case of the Tohoku earthquake, the dispatching mechanism and/or decision support system did not exist to allocate the appropriate number of doctors and locate disaster victims. Even though the doctors and rescue workers from multiple government organizations have their own dedicated communication system, the systems are not interoperable.

To provide a better understanding of fair share policies supported by current production schedulers and their impact on scheduling performance, A relative fair share policy supported in four well-known production job schedulers is evaluated in this study. The experimental results show that fair share indeed reduces heavy-demand users from dominating the system resources. However, the detailed per-user performance analysis show that some types of users may suffer unfairness under fair share, possibly due to priority mechanisms used by the current production schedulers. These users typically are not heavy-demands users but they have mixture of jobs that do not spread out.

In this paper, the experimental study for the instability of a separator rotor is presented, under dynamic loading response in the harmonic analysis condition. The global measurement and analysis of vibration on the cement separator RC500 is carried, the points of measurement used are radial dots, vertical, horizontal and oblique. The measures of trends and spectral analysis for reconnaissance of the main anomalies, the main defects in the separator and manifestation, the results prove that the defects effect has a negative effect on the stability of the rotor. Overlay structure based on m-Binary Search Tree (BST) is one such popular technique. It deals with the division of the tree into different key intervals and then assigning the key intervals to a BST. The popularity of the BST makes this overlay structure vulnerable to different kinds of attacks. Here we present four such possible attacks namely index poisoning attack, eclipse attack, pollution attack and syn flooding attack. The functionality of BST is affected by these attacks. It is providing for SMS´s global environment the capability and profit to achieve its commitment regarding the effectiveness of the quality management system in customer requirements meeting and also the continual improvement of the organization’s and SME´s processes overall performance and efficiency, as well as its societal security via continual planning improvement. DYVELOP model´s maps - the Blazons are able mathematically - graphically express the relationships among entities, actors, and processes, including the discovering and modeling of the cycling cases and their phases. The blazons need live PowerPoint presentation for better comprehension of this paper mission – added value analysis. The crisis management of SMEs is obliged to use the cycles for successful coping of crisis situations. Several times cycling of these cases is a necessary condition for the encompassment of the both the emergency event and the mitigation of organization´s damages. Abstract:
An increasing degree of automation in air traffic will also change the role of the air traffic controller (ATCO). ATCOs will fulfill significantly more monitoring tasks compared to today. However, this rather passive role may lead to Out-Of-The-Loop (OOTL) effects comprising vigilance decrement and less situation awareness. The project MINIMA (Mitigating Negative Impacts of Monitoring high levels of Automation) has conceived a system to control and mitigate such OOTL phenomena. In order to demonstrate the MINIMA concept, an experimental simulation set-up has been designed. This set-up consists of two parts: 1) a Task Environment (TE) comprising a Terminal Maneuvering Area (TMA) simulator as well as 2) a Vigilance and Attention Controller (VAC) based on neurophysiological data recording such as electroencephalography (EEG) and eye-tracking devices. The current vigilance level and the attention focus of the controller are measured during the ATCO’s active work in front of the human machine interface (HMI). The derived vigilance level and attention trigger adaptive automation functionalities in the TE to avoid OOTL effects. This paper describes the full-scale experimental set-up and the component development work towards it. Hence, it encompasses a pre-test whose results influenced the development of the VAC as well as the functionalities of the final TE and the two VAC’s sub-components.

Abstract:
We explore targeted subsidy in a set-up for which manufacturing firms in a waste-spillover network make endogenous production decisions. Here, games of substitution in digraphs arises where waste-producing firms internalise negative externality in a quadratic fashion. We find neutrality in intervention policies that create or reduce spillover links. Most importantly, we observe centrality distinction in asymmetric digraphs so that the dependence and power of each firm play unique roles. Here we see that in targeted subsidy, a firm with greater centrality guarantees optimal welfare improvement. This centrality however measures the weakness of each firm’s Nash-based link to other neighbourhood firms i.e., lower negative externality.
