Abstract:
Yttrium oxide (Y2O3) films have been successfully deposited with yttrium-ethylenediamine tetraacetic acid (EDTA·Y·H) complexes prepared by various milling techniques. The effects of the properties of the EDTA·Y·H complex on the properties of the deposited Y2O3 films have been analyzed. Seven different types of the raw EDTA·Y·H complexes were prepared by various commercial milling techniques such as ball milling, hammer milling, commercial milling, and mortar milling. The milled EDTA·Y·H complexes exhibited various particle sizes and distributions, depending on the milling method. Furthermore, we analyzed the crystal structure, morphology and elemental distribution profile of the metal oxide films deposited on stainless steel substrate with the milled EDTA·Y·H complexes. Depending on the milling technique, the flow properties of the raw powders differed. The X-ray diffraction pattern of all the samples revealed the formation of Y2O3 crystalline phase, irrespective of the milling technique. Of all the different milling techniques, the hammer milling technique is considered suitable for fabricating dense Y2O3 films.

Authors: Tsai-Hsiu Lin
Abstract:
Presentism is one of the orientations of teachers’ teaching culture. However, there are few researchers to explore it in Taiwan. The objective of this study is to establish an expert-based determination of the content of teachers’ presentism in Taiwan. The author reviewed the works of Jackson, Lortie, and Hargreaves and employed Hargreaves’ three forms of teachers’ presentism as a framework to design the questionnaire of this study. The questionnaire of teachers’ presentism comprised of 42 statements. A three-round web-based Delphi survey was proposed to 14 participants (two teacher educators, two educational administrators, three school principals, and seven schoolteachers), 13 participants (92.86%) completed the three-rounds of the study. The participants were invited to indicate the importance of each statement. The Delphi study used means and standard deviation to present information concerning the collective judgments of respondents. Finally, the author obtained consensual results for 67% (28/42). However, the outcome of this study could be the result of identifying a series of general statements rather than an in-depth exposition of the topic.

Abstract:
Resource discovery is one of the chief services of a grid. A new approach to discover the provenances in grid through learning automata has been propounded in this article. The objective of the aforementioned resource-discovery service is to select the resource based upon the user-s applications and the mercantile yardsticks that is to say opting for an originator which can accomplish the user-s tasks in the most economic manner. This novel service is submitted in two phases. We proffered an applicationbased categorization by means of an intelligent nerve-prone plexus. The user in question sets his or her application as the input vector of the nerve-prone nexus. The output vector of the aforesaid network limns the appropriateness of any one of the resource for the presented executive procedure. The most scrimping option out of those put forward in the previous stage which can be coped with to fulfill the task in question is picked out. Te resource choice is carried out by means of the presented algorithm based upon the learning automata.

Authors: Reza Dinarvand, Mahdi Sadeghian, Somaye Sadeghian
Abstract:
Prediction of the ultimate bearing capacity of piles (Qu) is one of the basic issues in geotechnical engineering. So far, several methods have been used to estimate Qu, including the recently developed artificial intelligence methods. In recent years, optimization algorithms have been used to minimize artificial network errors, such as colony algorithms, genetic algorithms, imperialist competitive algorithms, and so on. In the present research, artificial neural networks based on colonial competition algorithm (ANN-ICA) were used, and their results were compared with other methods. The results of laboratory tests of short piles in clayey soils with parameters such as pile diameter, pile buried length, eccentricity of load and undrained shear resistance of soil were used for modeling and evaluation. The results showed that ICA-based artificial neural networks predicted lateral bearing capacity of short piles with a correlation coefficient of 0.9865 for training data and 0.975 for test data. Furthermore, the results of the model indicated the superiority of ICA-based artificial neural networks compared to back-propagation artificial neural networks as well as the Broms and Hansen methods.

Authors: P. S. Hiremath, Siddu P. Algur
Abstract:
With the explosive growth of information sources available on the World Wide Web, it has become increasingly difficult to identify the relevant pieces of information, since web pages are often cluttered with irrelevant content like advertisements, navigation-panels, copyright notices etc., surrounding the main content of the web page. Hence, tools for the mining of data regions, data records and data items need to be developed in order to provide value-added services. Currently available automatic techniques to mine data regions from web pages are still unsatisfactory because of their poor performance and tag-dependence. In this paper a novel method to extract data items from the web pages automatically is proposed. It comprises of two steps: (1) Identification and Extraction of the data regions based on visual clues information. (2) Identification of data records and extraction of data items from a data region. For step1, a novel and more effective method is proposed based on visual clues, which finds the data regions formed by all types of tags using visual clues. For step2 a more effective method namely, Extraction of Data Items from web Pages (EDIP), is adopted to mine data items. The EDIP technique is a list-based approach in which the list is a linear data structure. The proposed technique is able to mine the non-contiguous data records and can correctly identify data regions, irrespective of the type of tag in which it is bound. Our experimental results show that the proposed technique performs better than the existing techniques.

Authors: J. Junk, M. Eickermann
Abstract:
The Small Hive Beetle, Aethina tumida (Coleoptera: Nitidulidae) is a parasite for honey bee colonies, Apis mellifera, and was recently introduced to the European continent, accidentally. Based on the literature, a model was developed by using regional meteorological variables (daily values of minimum, maximum and mean air temperature as well as mean soil temperature at 50 mm depth) to calculate the time-point of hive invasion by A. tumida in springtime, the development duration of pupae as well as the number of generations of A. tumida per year. Luxembourg was used as a test region for our model for 2005 to 2013. The model output indicates a successful surviving of the Small Hive Beetle in Luxembourg with two up to three generations per year. Additionally, based on our meteorological data sets a first migration of SHB to apiaries can be expected from mid of March up to April. Our approach can be transferred easily to other countries to estimate the risk potential for a successful introduction and spreading of A. tumida in Western Europe.

Authors: Baghdasaryan Marinka, Ulikyan Azatuhi
Abstract:
The efficient usage of the compensation abilities of the electrical drive synchronous motors used in production processes can essentially improve the technical and economic indices of the process. Reducing the flows of the reactive electrical energy due to the compensation of reactive power allows to significantly reduce the load losses of power in the electrical networks. As a result of analyzing the scientific works devoted to the issues of regulating the excitation of the synchronous motors, the need for comprehensive investigation and estimation of the excitation mode has been substantiated. By means of the obtained transmission functions, in the Simulink environment of the software package MATLAB, the transition processes of the excitation mode have been studied. As a result of obtaining and estimating the graph of the Nyquist plot and the transient process, the necessity of developing the Proportional-Integral-Derivative (PID) regulator has been justified. The transient processes of the system of the PID regulator have been investigated, and the amplitude–phase characteristics of the system have been estimated. The analysis of the obtained results has shown that the regulation indices of the developed system have been improved. The developed system can be successfully applied for regulating the excitation voltage of different-power synchronous motors, operating with a changing load, ensuring a value of the power coefficient close to 1.

Authors: Md. Mahbubur Rahim
Abstract:
B2E portals represent a new class of web-based information technologies which many organisations are introducing in recent years to stay in touch with their distributed workforces and enable them to perform value added activities for organisations. However, actual usage of these emerging systems (measured using suitable instruments) has not been reported in the contemporary scholarly literature. We argue that many of the instruments to measure usage of various types of IT-enabled information systems are not directly applicable for B2E portals because they were developed for the context of traditional mainframe and PC-based information systems. It is therefore important to develop a new instrument for web-based portal technologies aimed at employees. In this article, we report on the development and initial qualitative evaluation of an instrument that seeks to operationaise a set of independent factors affecting the usage of portals by employees. The proposed instrument is useful to IT/e-commerce researchers and practitioners alike as it enhances their confidence in predicting employee usage of portals in organisations. Keywords: Portal, business-to-employees, instrument, evaluation, qualitative research.

Abstract:
The purpose of this paper is to highlight the importance of the concept of competitiveness in the supply chain and to present a conceptual framework for Supply Chain Competitiveness (SCC). The framework is based on supply chain activities, which are inputs, necessary for SCC and the benefits which are the outputs of SCC. A literature review is conducted on key supply chain competitiveness issues, its determinants, its various dimensions followed by exploration for SCC. Based on the insights gained, a conceptual framework for SCC is presented based on activities for SCC, SCC environment and outcomes of SCC. The information flow in the conceptual framework is bi-directional at all levels and the activities are interrelated in a global competitive environment. The activities include the activities of suppliers, manufacturers and distributors, giving more emphasis on manufacturers- activities. Further, implications of various factors such as economic, politicolegal, technical, socio-cultural, competition, demographic etc. are also highlighted. The SCC framework is an attempt to cover the relatively less explored area of supply chain competitiveness. It is expected that this work will further motivate researchers, academicians and practitioners to work in this area and offers conceptual help in providing a directions for supply chain competitiveness which leads to improvement in the supply chain and supply chain performance. Keywords: Competitive advantage, supply chain, SCC, supplychain management.

Authors: Sulaiman Yunus
Abstract:
The need for modeling response to urban fire disaster cannot be over emphasized, as recurrent fire outbreaks have gutted most cities of the world. This necessitated the need for a prompt and efficient response system in order to mitigate the impact of the disaster. Promptness, as a function of time, is seen to be the fundamental determinant for efficiency of a response system and magnitude of a fire disaster. Delay, as a result of several factors, is one of the major determinants of promptgness of a response system and also the magnitude of a fire disaster. Response Delay Model (RDM) intends to bridge the gap in urban fire disaster response system through incorporating and synchronizing the delay moments in measuring the overall efficiency of a response system and determining the magnitude of a fire disaster. The model identified two delay moments (pre-notification and Intra-reflex sequence delay) that can be elastic and collectively plays a significant role in influencing the efficiency of a response system. Due to variation in the elasticity of the delay moments, the model provides for measuring the length of delays in order to arrive at a standard average delay moment for different parts of the world, putting into consideration geographic location, level of preparedness and awareness, technological advancement, socio-economic and environmental factors. It is recommended that participatory researches should be embarked on locally and globally to determine standard average delay moments within each phase of the system so as to enable determining the efficiency of response systems and predicting fire disaster magnitudes.

Authors: Okan Özgönenel
Abstract:
This paper presents the development of a wavelet based algorithm, for distinguishing between magnetizing inrush currents and power system fault currents, which is quite adequate, reliable, fast and computationally efficient tool. The proposed technique consists of a preprocessing unit based on discrete wavelet transform (DWT) in combination with an artificial neural network (ANN) for detecting and classifying fault currents. The DWT acts as an extractor of distinctive features in the input signals at the relay location. This information is then fed into an ANN for classifying fault and magnetizing inrush conditions. A 220/55/55 V, 50Hz laboratory transformer connected to a 380 V power system were simulated using ATP-EMTP. The DWT was implemented by using Matlab and Coiflet mother wavelet was used to analyze primary currents and generate training data. The simulated results presented clearly show that the proposed technique can accurately discriminate between magnetizing inrush and fault currents in transformer protection. Keywords: Artificial neural network, discrete wavelet transform, fault detection, magnetizing inrush current.

Abstract:
Selecting an appropriate image representation is the most important factor in implementing an effective Content-Based Image Retrieval (CBIR) system. This paper presents a multi-feature fusion approach for efficient CBIR, based on the distance distribution of features and relative feature weights at the time of query processing. It is a simple yet effective approach, which is free from the effect of features' dimensions, ranges, internal feature normalization and the distance measure. This approach can easily be adopted in any feature combination to improve retrieval quality. The proposed approach is empirically evaluated using two benchmark datasets for image classification (a subset of the Corel dataset and Oliva and Torralba) and compared with existing approaches. The performance of the proposed approach is confirmed with the significantly improved performance in comparison with the independently evaluated baseline of the previously proposed feature fusion approaches.

The existing methods for sentiment analysis are based mainly on sentiment dictionaries, machine learning, and deep learning. The first two kinds of methods rely on heavily sentiment dictionaries or large amounts of labelled data. The third one overcomes these two problems. So, in this paper, we focus on the third one. Specifically, we survey various sentiment analysis methods based on convolutional neural network, recurrent neural network, long short-term memory, deep neural network, deep belief network, and memory network. We compare their futures, advantages, and disadvantages. Also, we point out the main problems of these methods, which may be worthy of careful studies in the future. Abstract:
Since 1992, year where Hugo de Garis has published the first paper on Evolvable Hardware (EHW), a period of intense creativity has followed. It has been actively researched, developed and applied to various problems. Different approaches have been proposed that created three main classifications: extrinsic, mixtrinsic and intrinsic EHW. Each of these solutions has a real interest. Nevertheless, although the extrinsic evolution generates some excellent results, the intrinsic systems are not so advanced. This paper suggests 3 possible solutions to implement the run-time configuration intrinsic EHW system: FPGA-based Run-Time Configuration system, JBits-based Run-Time Configuration system and Multi-board functional-level Run-Time Configuration system. The main characteristic of the proposed architectures is that they are implemented on Field Programmable Gate Array. A comparison of proposed solutions demonstrates that multi-board functional-level run-time configuration is superior in terms of scalability, flexibility and the implementation easiness. Keywords: Evolvable hardware, evolutionary computation, FPGA systems.

Abstract:
This paper examines the problem of designing a robust H∞ filter for a class of uncertain fuzzy descriptor systems described by a Takagi-Sugeno (TS) fuzzy model. Based on a linear matrix inequality (LMI) approach, LMI-based sufficient conditions for the uncertain nonlinear descriptor systems to have an H∞ performance are derived. To alleviate the ill-conditioning resulting from the interaction of slow and fast dynamic modes, solutions to the problem are given in terms of linear matrix inequalities which are independent of the singular perturbation ε, when ε is sufficiently small. The proposed approach does not involve the separation of states into slow and fast ones and it can be applied not only to standard, but also to nonstandard uncertain nonlinear descriptor systems. A numerical example is provided to illustrate the design developed in this paper.

Abstract:
A Sulforhodamine-B assay-guided fractionation on Nigella sativa seeds was conducted to determine the presence of cytotoxic compounds against human hepatoma (HepG2) cells. Initially, a freeze-dried sample of Nigella sativa seeds was sequentially extracted into solvents of increasing polarities. Crude extracts from the sequential extraction of Nigella sativa seeds in chloroform and ethyl acetate showed the highest cytotoxicity. The combined mixture of these two extracts was subjected to bioassay guided fractionation using a modified Kupchan method of partitioning, followed by Sephadex® LH-20 chromatography. This chromatographic separation process resulted in a column fraction with a convincing IC50 (half-maximal inhibitory concentration) value of 13.07 µg/ml, which is considerable for developing therapeutic drug leads against human hepatoma. Reversed phase High-Performance Liquid Chromatography (HPLC) was finally conducted for the same column fraction and the result indicates the presence of one or several main cytotoxic compounds against human HepG2 cells.

Authors: Muhammad Shafi, Paul W. H. Chung
Abstract:
This paper proposes a hybrid method for eyes localization in facial images. The novelty is in combining techniques that utilise colour, edge and illumination cues to improve accuracy. The method is based on the observation that eye regions have dark colour, high density of edges and low illumination as compared to other parts of face. The first step in the method is to extract connected regions from facial images using colour, edge density and illumination cues separately. Some of the regions are then removed by applying rules that are based on the general geometry and shape of eyes. The remaining connected regions obtained through these three cues are then combined in a systematic way to enhance the identification of the candidate regions for the eyes. The geometry and shape based rules are then applied again to further remove the false eye regions. The proposed method was tested using images from the PICS facial images database. The proposed method has 93.7% and 87% accuracies for initial blobs extraction and final eye detection respectively. Keywords: Erosion, dilation, Edge-density

University is such a network in which different sections i.e. teaching, research, students and office work as a parallel structure. They consume some inputs of university commonly and some others individually. Then, they produce both dependent and independent outputs. These DMUs are called two-component DMUs with network structure. In this paper, performance of the faculties of Zahedan branch is calculated by using relative efficiency model and also, a formula to compute relative efficiencies teaching and research components based on DEA are offered.

Abstract:
Nowadays, mobile touch technologies, such as tablets, are an integral part of teaching and learning in many special elementary schools. Many special education teachers tend to choose an iPad tablet with iOS. The reason is simple; the iPad has a function for pupils with special educational needs. If we decide to use tablets in teaching, in general, first we should try to stimulate the cognitive abilities of the pupil at the highest level, while holding the pupil’s attention on the task, when working with the device. This paper will describe how student attention can be increased by eliminating the working environment of selected applications, while using iPads with pupils in a special elementary school. Assisted function approach is highly effective at eliminating unwanted touching by a pupil when working on the desktop iPad, thus actively increasing the pupil´s attention while working on specific educational applications. During the various stages of the action, the research was conducted via data collection and interpretation. After a phase of gaining results and ideas for practice and actions, we carried out the check measurement, this time using the tool-assisted approach. In both cases, the pupils worked in the Math Board application and the resulting differences were evident.
