1204 Algorithm Research on Traffic Sign Detection Based on Improved EfficientDet

Abstract:
Aiming at the problems of low detection accuracy of deep learning algorithm in traffic sign detection, this paper proposes improved EfficientDet based traffic sign detection algorithm. Multi-head self-attention is introduced in the minimum resolution layer of the backbone of EfficientDet to achieve effective aggregation of local and global depth information, and this study proposes an improved feature fusion pyramid with increased vertical cross-layer connections, which improves the performance of the model while introducing a small amount of complexity, the Balanced L1 Loss is introduced to replace the original regression loss function Smooth L1 Loss, which solves the problem of balance in the loss function. Experimental results show, the algorithm proposed in this study is suitable for the task of traffic sign detection. Compared with other models, the improved EfficientDet has the best detection accuracy. Although the test speed is not completely dominant, it still meets the real-time requirement.Keywords: convolutional neural network, transformer, feature pyramid networks, loss function

Abstract:
All structures are subject to vertical and lateral loads. Under these loads, structures make deformations and deformation values of structural elements mustn't exceed their capacity for structural stability. Especially, lateral loads cause critical deformations because of their random directions and magnitudes. Wind load is one of the lateral loads which can act in any direction and any magnitude. Although wind has nearly no effect on reinforced concrete structures, it must be considered for steel structures, roof systems and slender structures like minarets. Therefore, every structure must be able to resist wind loads acting parallel and perpendicular to any side. One of the effective methods for resisting lateral loads is assembling cross steel elements between columns which are called as wind bracing. These cross elements increases lateral rigidity of a structure and prevent exceeding of deformation capacity of the structural system. So, this means cross elements are also effective in resisting earthquake loads too. In this paper; Effects of wind bracing to earthquake resistance of structures are studied. Structure models (with and without wind bracing) are generated and these models are solved under both earthquake and wind loads with different seismic zone parameters. It is concluded by the calculations that; in low-seismic risk zones, wind bracing can easily resist earthquake loads and no additional reinforcement for earthquake loads is necessary. Masonry is the oldest building materials since ancient times. Adobe, stone, brick are the most widespread materials used in the construction of masonry buildings. Masonry buildings compose of a large part of building stock especially in rural areas and underdeveloped regions of Turkey. The seismic performance of adobe masonry buildings is vulnerable against earthquake effects. In this study, after 2011 Van earthquake with magnitude 7.2 Mw, damages occurred in existing adobe masonry buildings in Van city is investigated. Abstract:
This paper presents a brief survey of the techniques used for sign language recognition along with the types of sensors used to perform the task. It presents a modified method for identification of an isolated sign language gesture using Microsoft Kinect with the OpenNI framework. It presents the way of extracting robust features from the depth image provided by Microsoft Kinect and the OpenNI interface and to use them in creating a robust and accurate gesture recognition system, for the purpose of ASL translation. The Prime Sense’s Natural Interaction Technology for End-user - NITE™ - was also used in the C++ implementation of the system. The algorithm presents a simple finger counting algorithm for static signs as well as directional Finite State Machine (FSM) description of the hand motion in order to help in translating a sign language gesture. Abstract:
Downtime is one of the major sources (alongside damage and injury/death) of financial loss incurred by a structure in an earthquake. The length of downtime associated with a building after an earthquake varies depending on the time taken for the reaction (to the earthquake), decision (on the future course of action) and execution (of the decided course of action) phases. Post-earthquake assessment of buildings is a key step in the decision making process to decide the appropriate safety placarding as well as to decide whether a damaged building is to be repaired or demolished. The aim of the present study is to develop a model to quantify downtime associated with the post-earthquake building-assessment phase in terms of two parameters; i) duration of the different assessment phase; and ii) probability of different colour tagging. Post-earthquake assessment of buildings includes three stages; Level 1 Rapid Assessment including a fast external inspection shortly after the earthquake, Level 2 Rapid Assessment including a visit inside the building and Detailed Engineering Evaluation (if needed). In this study, the durations of all three assessment phases are first estimated from the total number of damaged buildings, total number of available engineers and the average time needed for assessing each building. Then, probability of different tag colours is computed from the 2010-11 Canterbury earthquake Sequence database. Finally, a downtime model for the post-earthquake building inspection phase is proposed based on the estimated phase length and probability of tag colours. Criminal offenders have a fundamental goal not to leave any traces at the crime scene. Some may suppose that items recovered underwater will have no forensic value, therefore, they try to destroy the traces by throwing items in water. These traces are subjected to the destructive environmental effects. This can represent a challenge for Forensic experts investigating finger marks. Accordingly, the present study was conducted to determine the optimal method for latent fingerprints development on non-porous surfaces submerged in aquatic environments at different time interval. The two factors analyzed in this study were the nature of aquatic environment and length of submerged time. In addition, the quality of developed finger marks depending on the used method was also assessed. Therefore, latent fingerprints were deposited on metallic, plastic and glass objects and submerged in fresh or sea water for one, two, and ten days. After recovery, the items were subjected to cyanoacrylate fuming, black powder and small particle reagent processing and the prints were examined. Each print was evaluated according to fingerprint quality assessment scale. The present study demonstrated that the duration of submersion affects the quality of finger marks; the longer the duration, the worse the quality.The best results of visualization were achieved using cyanoacrylate either in fresh or sea water. This study has also revealed that the exposure to sea water had more destructive influence on the quality of detected finger marks.Keywords: fingerprints, fresh water, sea, non-porous

Abstract:
In this study, an artificial intelligence-based (ANN based) analytical method has been developed for analyzing earthquake performances of the reinforced concrete (RC) buildings. 66 RC buildings with four to ten storeys were subjected to performance analysis according to the parameters which are the existing material, loading and geometrical characteristics of the buildings. The selected parameters have been thought to be effective on the performance of RC buildings. In the performance analyses stage of the study, level of performance possible to be shown by these buildings in case of an earthquake was determined on the basis of the 4-grade performance levels specified in Turkish Earthquake Code- 2007 (TEC-2007). After obtaining the 4-grade performance level, selected 23 parameters of each building have been matched with the performance level. In this stage, ANN-based fast evaluation algorithm mentioned above made an economic and rapid evaluation of four to ten storey RC buildings. Extracting spatial temporal features of the hand gesture trajectory plays an important role in a dynamic gesture recognition system. Finding a discrete feature descriptor for the motion trajectory based on the orientation feature is the main concern of this paper. Abstract:
Objective: The aim of this study is to i) investigate the socio-demographics and living conditions of households in Haiti pre- and post 2010 earthquake, ii) determine the household prevalence of emotional and physical abuse in children (aged 2-14) after the earthquake, and iii) explore the association between earthquake-related loss and experience of emotional and physical child abuse in the household while considering potential confounding variables and the interactive effects of a number of social, economic, and demographic factors. Methods: A nationally representative sample of Haitian households from the 2005/6 and 2012 phases of the Demographic and Health Surveys (DHS) was used. Descriptive analysis was summarized using frequencies and measures of central tendency. Chi-squared and independent t-tests were used to compare data that was available pre-earthquake and post-earthquake. The association between experiences of earthquake-related loss and emotional and physical child abuse was assessed using log-binomial regression models. Results: Comparing pre-post-earthquake, noteworthy improvements were observed in the educational attainment of the household head (9.1% decrease in “no education” category) and in possession of the following household items: electricity, television, mobile-phone, and radio post-earthquake. Approximately 77.0% of children aged 2-14 experienced at least one form of physical abuse and 78.5% of children experienced at least one form of emotional abuse one month prior to the 2012 survey period. Analysis regarding the third objective (association between experiences of earthquake-related loss and emotional and physical child abuse) is in progress. Conclusions: The extremely high prevalence of emotional and physical child abuse in Haiti indicates an immediate need for improvements in the enforcement of existing policies and interventions aimed at decreasing child abuse in the household.Keywords: Haiti earthquake, physical abuse, emotional abuse, natural disasters, children

Abstract:
There are old cast-in-place concrete box girder bridges in California with inter-span hinges that are designed based on old earthquake codes. Hinge removal is part of the bridges’ earthquake retrofitting project, and hinges were removed and replaced with modified hinges per new earthquake codes. The span that has a hinge is divided into short and long cantilevers in which the short cantilever supports the long cantilever. In the recent bridge hinge replacement, the length of the short and long cantilevers were 20ft and 80ft, respectively. The seat in the new design is wider than the old design, and the horizontal and vertical movements of the deck at the hinge location must be computed to check if restraints are needed. In this paper, besides considering the conventional reinforced concrete box girder bridges, the hinge removal operations, along with the response spectrum analysis based on the El Centro 1940 earthquake, will be presented to verify if vertical and horizontal restrainers are needed.Keywords: hinge replacement, restrainers, vertical earthquake, response spectrum analysis

The city of Oran, like any other region of northern Algeria, is subject to frequent seismic activity, the study presented in this work will be based on an analysis of urban and architectural context of the city of Oran before the date of the earthquake of 1790, and then try to deduce the differences between the old city before and after the earthquake. The analysis developed as a specific objective to tap into the seismic history of the city of Oran parallel to its urban history. The example of the citadel of Oran indicates that constructions presenting the site of the old citadel, may present elements of resistance for face to seismic effects. Several powerful earthquakes have struck Padang during recent years, one of the largest of which was an M 7.6 event that occurred on September 30, 2009 and caused more than 1000 casualties. Following the event, we conducted a 12-site microtremor array investigation to gain a representative determination of the soil condition of subsurface structures in Padang. From the dispersion curve of array observations, the central business district of Padang corresponds to relatively soft soil condition with Vs30 less than 400 m/s. because only one accelerometer existed, we simulated the 2009 Padang earthquake to obtain peak ground acceleration for all sites in Padang city. By considering the damage data of the 2009 Padang earthquake, we produced seismic risk vulnerability estimation of non-engineered houses for rock, medium and soft soil condition. We estimated the loss ratio based on the ground response, seismic hazard of Padang and the existing damaged to non-engineered structure houses due to Padang earthquake in 2009 data for several return periods of earthquake events.Keywords: profile, Padang earthquake, microtremor array, seismic vulnerability

This study proposes a recording-based approach to characterize and quantify earthquake-induced site nonlinearity, exemplified as soil nonlinearity and/or liquefaction. Alternative to Fourier spectral analysis (FSA), the paper introduces time-frequency analysis of earthquake ground motion recordings with the aid of so-called Hilbert-Huang transform (HHT), and offers justification for the HHT in addressing the nonlinear features shown in the recordings. The equations on confined compressive strength of FRP wrapped concrete cylinders is described in the 7th chapter of the Turkish Earthquake Code (TEC-07) that enter into force in 2007. This study aims to evaluate the applicability of TEC-07 on confined compressive strengths of circular FRP wrapped concrete cylinders. To this end, a large number of data on circular FRP wrapped concrete cylinders are collected from the literature. It is necessary to develop a design methodology that includes the possibility of seismic events occurring in a region, the vulnerability of the civil hydraulic structure, and the effects of the occurrence hazard on society, environment, and economy in order to evaluate the flood and earthquake risks of coastal bridge networks. This paper presents a design approach for the assessment of the risk and sustainability of coastal bridge networks under time-variant flood-earthquake conditions. The social, environmental, and economic indicators of the network are used to measure its sustainability. These consist of anticipated loss, downtime, energy waste, and carbon dioxide emissions. The design process takes into account the possibility of happening in a set of flood and earthquake scenarios that represent the local seismic activity. Based on the performance of each bridge as determined by fragility assessments, network linkages are measured. The network's connections and bridges' damage statuses after an earthquake scenario determine the network's sustainability and danger. The sustainability measures' temporal volatility and the danger of structural degradation are both highlighted. Gesture is any body movement that expresses some attitude or any sentiment. Gestures as a sign language are used by deaf people for conveying messages which helps in eliminating the communication barrier between deaf people and normal persons. Nowadays, everybody is using mobile phone and computer as a very important gadget in their life. But there are some physically challenged people who are blind/deaf and the use of mobile phone or computer like device is very difficult for them. So, there is an immense need of a system which works on body gesture or sign language as input. In this research, Microsoft Kinect Sensor, SDK V2 and Hidden Markov Toolkit (HTK) are used to recognize the object, motion of object and human body joints through Touch less NUI (Natural User Interface) in real-time. The depth data collected from Microsoft Kinect has been used to recognize gestures of Indian Sign Language (ISL). The recorded clips are analyzed using depth, IR and skeletal data at different angles and positions. The proposed system has an average accuracy of 85%. The developed Touch less NUI provides an interface to recognize gestures and controls the cursor and click operation in computer just by waving hand gesture. The use of signs and symbols to represent cardinal information is inalienable among African communities. It has been the tenable instrument of cultural transmission for decades, but in the current transposal of Western values, a good number of communicating codes and symbolic images have been gradually relegated to the background. This paper discusses the regeneration of cultural artifacts and sign languages in Nigerian films using Johnpaul Rebecca and Ayamma as models in a qualitative research based on Charles Sanders Pierce's Semiotics as well as quantitative methods of survey using questionnaire and focus group discussion as instruments to obtain data. With a population of 2,343 viewers of the movies used for the study and a sample size of 322 respondents using Philip Meyer’s guide, findings show that cultural relics can stabilise the subject matter of a film. Artifacts can stimulate curiosity and invoke nostalgia. Sign languages encode deeper information that ordinary speech may not properly convey in films. It concludes that the use of non-verbal codes in filmmaking deserves deep research into the culture portrayed and that non-verbal cues communicate deeper information about a people's cosmos in a film than dialogue. It recommends that adequate research should be made before producing a film and the idea of cultural values represented in artifacts and sign language should be ingrained in the courses for students to acquaint themselves with.Keywords: cultural artifact, Nollywood films, non-verbal communication, sign language

In earthquake situation, medical response communities such as field and referral hospitals are challenged with injured victims’ identification and tracking. In our project, it was developed a patient tracking platform (PTP) where first responders triage the patients with an electronic tag which report the location and some information of each patient during his/her movement. This platform includes: 1) near field communication (NFC) tags (ISO 14443), 2) smart mobile phones (Android-base version 4.2.2), 3) Base station laptops (Windows), 4) server software, 5) Android software to use by first responders, 5) disaster command software, and 6) system architecture. Our model has been completed through literature review, Delphi technique, focus group, design the platform, and implement in an earthquake exercise. This paper presents consideration for content, function, and technologies that must apply for patient tracking in medical emergencies situations. Iran is a capable zone for earthquake that follows loss of lives and financial damages. To have sheltering for earthquake victims is one of the basic requirements although it is hard to select suitable places for temporary resettling after an earthquake happens. Before these kinds of disasters happen, the best places for resettling the victims must be designated. This matter is an important issue in disaster management and planning. Geospatial Information System (GIS) has a determining role in disaster management; it can determine the best places for temporary resettling after such a disaster. In this paper the best criteria have been determined associated with their weights and buffers by use of research and questionnaire for locating the best places. In this paper, AHP method is used as decision model and to locate the best places for temporary resettling is done based on the selected criteria. Also in this research are made the buffer layers of criteria and change them to the raster layers. Later on, the raster layers are multiplied on desired weights then, the results are added together. This work aims to analyze and compare the punctuation marks (PM) in school texts of Brazilian and French students and the comments on these PM made spontaneously by the students during the ongoing text. Assuming textual genetics as an investigative field within a dialogical and enunciative approach, we defined a common methodological design in two 1st year classrooms (7 years old) of the primary school, one classroom in Brazil (Maceio) and the other one in France (Paris). Through a multimodal capture system of writing processes in real time and space (Ramos System), we recorded the collaborative writing proposal in dyads in each of the classrooms. This system preserves the classroom’s ecological characteristics and provides a video recording synchronized with dialogues, gestures and facial expressions of the students, the stroke of the pen’s ink on the sheet of paper and the movement of the teacher and students in the classroom. The multimodal register of the writing process allowed access to the text in progress and the comments made by the students on what was being written. In each proposed text production, teachers organized their students in dyads and requested that they should talk, combine and write a fictional narrative. We selected a Dyad of Brazilian students (BD) and another Dyad of French students (FD) and we have filmed 6 proposals for each of the dyads. The proposals were collected during the 2nd Term of 2013 (Brazil) and 2014 (France). In 6 texts written by the BD there were identified 39 PMs and 825 written words (on average, a PM every 23 words): Of these 39 PMs, 27 were highlighted orally and commented by either student. In the texts written by the FD there were identified 48 PMs and 258 written words (on average, 1 PM every 5 words): Of these 48 PM, 39 were commented by the French students. Unlike what the studies on punctuation acquisition point out, the PM that occurred the most were hyphens (BD) and commas (FD). Despite the significant difference between the types and quantities of PM in the written texts, the recognition of the need for writing PM in the text in progress and the comments have some common characteristics: i) the writing of the PM was not anticipated in relation to the text in progress, then they were added after the end of a sentence or after the finished text itself; ii) the need to add punctuation marks in the text came after one of the students had ‘remembered’ that a particular sign was needed; iii) most of the PM inscribed were not related to their linguistic functions, but the graphic-visual feature of the text; iv) the comments justify or explain the PM, indicating metalinguistic reflections made by the students. Our results indicate how the comments of the BD and FD express the dialogic and subjective nature of knowledge acquisition. Our study suggests that the initial learning of PM depends more on its graphic features and interactional conditions than on its linguistic functions.Keywords: collaborative writing, erasure, graphic marks, learning, metalinguistic awareness, textual genesis

Geospatial Information System(GIS) has a determining role in disaster management, it can determine the best places for temporary resettling after such a disaster. In this paper, the best criteria have been determined associated with their weights and buffers by use of research and questionnaire for locating the best places. In this paper, AHP method is used as decision model and to locate the best places for temporary resettling is done based on the selected criteria. Also, in this research are made the buffer layers of criteria and change them to the raster layers. Later on, the raster layers are multiplied on desired weights then, the results are added together. Finally, there are suitable places for resettling of victims by desired criteria by different colors with their optimum rate in ArcGIS software.Keywords: disaster management, temporary resettlement, earthquake, criteria

Abstract:
Mapping the earthquake-size distribution in various tectonic regimes on a local to regional scale reveals statistically significant variations in the range of at least 0.4 to 2.0 for the b-value in the frequency-magnitude distribution. We map the earthquake frequency–magnitude distribution (b value) as a function of depth in the Reservoir Triggered Seismicity (RTS) region in Kalabsha region, in south Egypt. About 1680 well-located events recorded during 1981–2014 in the Kalabsha region are selected for the analysis. The earthquake data sets are separated in 5 km zones from 0 to 25 km depth. The result shows a systematic decrease in b value up to 12 km followed by an increase. The increase in b value is interpreted to be caused by the presence of fluids. We also investigate the spatial distribution of b value with depth. Significant variations in the b value are detected, with b ranging from b 0.7 to 1.19. Low b value areas at 5 km depth indicate localized high stresses which are favorable for future rupture.Keywords: seismicity, frequency-magnitude, b-value, earthquake

Abstract:
Detection of damaged parts of roads after earthquake is essential for coordinating rescuers. In this study, an approach is presented for the semi-automatic detection of damaged roads in a city using pre-event vector maps and both pre- and post-earthquake QuickBird satellite images. Damage is defined in this study as the debris of damaged buildings adjacent to the roads. Some spectral and texture features are considered for SVM classification step to detect damages. Finally, the proposed method is tested on QuickBird pan-sharpened images from the Bam City earthquake and the results show that an overall accuracy of 81% and a kappa coefficient of 0.71 are achieved for the damage detection. Abstract:
Regional earthquake early warning (EEW) systems are not suitable for Taiwan, as most destructive seismic hazards arise due to in-land earthquakes. These likely cause the lead-time provided by regional EEW systems before a destructive earthquake wave arrives to become null. On the other hand, an on-site EEW system can provide more lead-time at a region closer to an epicenter, since only seismic information of the target site is required. Instead of leveraging the information of several stations, the on-site system extracts some P-wave features from the first few seconds of vertical ground acceleration of a single station and performs a prediction of the oncoming earthquake intensity at the same station according to these features. Since seismometers could be triggered by non-earthquake events such as a passing of a truck or other human activities, to reduce the likelihood of false alarms, a seismometer was installed at three different locations on the same site and the performance of the EEW system for these three sensor locations were discussed. The results show that the location on the ground of the first floor of a school building maybe a good choice, since the false alarms could be reduced and the cost for installation and maintenance is the lowest.Keywords: earthquake early warning, on-site, seismometer location, support vector machine

Abstract:
Adapazarı railway car factory, the only railway car factory of Turkey, was constructed in 1950. It was a steel design and it had filled beam sections and truss beam systems. Columns were steel profiles and box sections. The factory was damaged heavily on Izmit Earthquake and closed. In this earthquake 90% of damaged structures are reinforced concrete, the others are %7 prefabricated and 3% steel construction. As can be seen in statistical data, damaged industrial buildings in this earthquake were generally reinforced concrete and prefabricated structures. Adapazari railway car factory is the greatest steel structure damaged in the earthquake. This factory has 95% of the total damaged steel structure area. In this paper; earthquake damages on beams and columns of the factory are studied by considering TS648 'Turkish Standard Building Code for Steel Structures' and also damaged connection elements as welds, rivets and bolts are examined. A model similar to the damaged system is made and high-stress zones are searched. Deaf students face unique challenges in educational settings, particularly when it comes to understanding technical and scientific terminology. The reliance on written and spoken languages can create barriers for deaf individuals who primarily communicate using sign language. This lack of accessibility can hinder their learning experience and compromise equity in education. To address this issue, the TechWhiz project has been developed as a comprehensive glossary of scientific and technical concepts explained in sign language. Assessing language proficiency is a major issue in psycholinguistic research. There are multiple tools that measure language dominance and language proficiency in hearing bilinguals, however, this is not the case for Deaf bilinguals. Specifically, there are few, if not none, assessment tools useful in the description of the multilingual abilities of Mexican Deaf signers. Because of this, the linguistic characteristics of Mexican Deaf population have been poorly described. This paper attempts to explain the necessary changes done in order to adapt the Bilingual Language Profile (BLP) to Mexican Sign Language (LSM) and written/oral Spanish. BLP is a Self-Evaluation tool that has been adapted and translated to several oral languages, but not to sign languages. Lexical, syntactic, cultural, and structural changes were applied to the BLP. 35 Mexican Deaf signers participated in a pilot study. All of them were enrolled in Higher Education programs. BLP was presented online in written Spanish via Google Forms. No additional information in LSM was provided. Results show great heterogeneity as it is expected of Deaf populations and BLP seems to be a useful tool to create a bilingual profile of the Mexican Deaf population. This is a first attempt to adapt a widely tested tool in bilingualism research to sign language. Developing a software application using an interface with computers and peripheral devices using gestures of human body such as hand movements keeps growing in interest. A review on this hand gesture detection and recognition based on computer vision technique remains a very challenging task. This is to provide more natural, innovative and sophisticated way of non-verbal communication, such as sign language, in human computer interaction. Nevertheless, this paper explores hand detection and hand gesture recognition applying a vision based approach. The hand detection and recognition used skin color spaces such as HSV and YCrCb are applied. However, there are limitations that are needed to be considered. Almost all of skin color space models are sensitive to quickly changing or mixed lighting circumstances. There are certain restrictions in order for the hand recognition to give better results such as the distance of user’s hand to the webcam and the posture and size of the hand.Keywords: hand detection, hand gesture, hand recognition, sign language
