4692 The Role of Zakah and Waqf in Poverty Alleviation: A Strategy for West Africa
Authors: Maryam Idris Bakori
Abstract:
The level of poverty in our region (West Africa) is a severe problem. The statistics about it are scary and alarming. For example, Report on Economic and Social Conditions in West Africa by United Nations Economic Commission for Africa gives the following gloomy picture of social conditions in the region: In West Africa, approximately one person in three in the towns, and one in two in the rural areas, cannot afford the expenditure needed to cover their basic needs. The situation has reached emergency proportions and calls for urgent social action (Recent Economic and Social Developments in West Africa and Prospects for 2010). Many different policies and programs to combat the poverty in the region have been embarked upon by the government of various countries in West Africa, but yet the ugly face of poverty persists. However, to explore opportunities and avenues for making positive contributions to national and regional development, this paper sets out to examine the role of two Islamic institutions; Zakah and Waqf, in poverty alleviation and how Islam uses these two institutions among others to eradicate poverty. The paper suggests that the governments of various countries of West Africa should endeavor to integrate Zakah and Waqf into their poverty alleviation programs by borrowing a leaf from some countries in Africa and Asia that have integrated these Islamic institutions into their poverty reduction programs, and they have started to reap the positive result from the policy. Keywords: waqf, poverty, zakah, Islamic economy, education

Procedia PDF Downloads 1544688 Strategy of Balancing in Russian Energy Diplomacy toward Middle East
Authors: Davood Karimipour
Abstract:
Since long ago, Russia has been one of the most influential actors in regional equations in South West Asia. The geographic affinity of its vital interests with Western Asia has caused Moscow to have a high sensitivity to the balance of power in the Middle East, as its role in the Syrian crisis clearly demonstrated the importance. In recent years, Moscow has tried to use the energy diplomacy tool in maintaining the balance of power between the major powers in the region. The paper, based on the qualitative case study method, investigates how Russia’s energy diplomacy plays a role in the balance of regional forces in the Middle East, studying the country’s conduct towards Iran, Saudi Arabia, Turkey, and Israel. The hypothesis presented that Russia, using energy tools, is trying to push the regional powers toward cooperation in order to increase the influence in the region, increase power in global markets, and controlling the US to restore power balance in the region. Its cooperation in the Iranian gas industry, the country’s relations with Saudis in the framework of OPEC, cooperation with the Turkish Kurds and the presence in the Israeli gas industry are an example of these Russian energy diplomacy initiatives in West Asia, which is the common point of the Moscow approach to South West Asia. Keywords: Russia, balance of power, energy diplomacy, Middle East

Procedia PDF Downloads 2484684 Does Trade and Institutional Quality Play Any Significant Role on Environmental Quality in Sub-Saharan Africa?
Authors: Luqman Afolabi
Abstract:
This paper measures the impacts of trade and institutions on environmental quality in Sub-Saharan Africa (SSA). To examine the direction and the magnitude of the effects, the study employs the pooled mean group (PMG) estimation technique on the panel data obtained from the World Bank’s World Development and Governance Indicators, between 1996 and 2018. The empirical estimates validate the environmental Kuznets curve hypothesis (EKC) for the region, even though there have been inconclusive results on the environment – growth nexus. Similarly, a positive coefficient is obtained on the impact of trade on the environment, while the impact of the institutional indicators produce mixed results. A significant policy implication is that the governments of the SSA countries pursue policies that tend to increase economic growth, so that pollutants may be reduced. Such policies may include the provision of incentives for sustainable growth-driven industries in the region. In addition, the governance infrastructures should be improved in such a way that appropriate penalties are imposed on the pollutants, while advanced technologies that have the potentials to reduce environmental degradation should be encouraged. Finally, it is imperative from these findings that the governments of the region should promote their trade relations and the competitiveness of their local industries in order to keep pace with the global markets. Keywords: environmental quality, institutional quality sustainable development goals, trade
Procedia PDF Downloads 1424683 Spatio-Temporal Analysis of Drought in Cholistan Region, Pakistan: An Application of Standardized Precipitation Index
Authors: Qurratulain Safdar
Abstract:
Drought is a temporary aberration in contrast to aridity, as it is a permanent feature of climate. Virtually, it takes place in all types of climatic regions that range from high to low rainfall areas. Due to the wide latitudinal extent of Pakistan, there is seasonal and annual variability in rainfall. The south-central part of the country is arid and hyper-arid. This study focuses on the spatio-temporal analysis of droughts in arid and hyperarid region of Cholistan using the standardized precipitation index (SPI) approach. This study has assessed the extent of recurrences of drought and its temporal vulnerability to drought in Cholistan region. Initially, the paper described the geographic setup of the study area along with a brief description of the drought conditions that prevail in Pakistan. The study also provides a scientific foundation for preparing literature and theoretical framework in-line with the selected parameters and indicators. Data were collected both from primary and secondary data sources. Rainfall and temperature data were obtained from Pakistan Meteorology Department. By applying geostatistical approach, a standardized precipitation index (SPI) was calculated for the study region, and the value of spatio-temporal variability of drought and its severity was explored. As a result, in-depth spatial analysis of drought conditions in Cholistan area was found. Parallel to this, drought-prone areas with seasonal variation were also identified using Kriging spatial interpolation techniques in a GIS environment. The study revealed that there is temporal variation in droughts' occurrences both in time series and SPI values. The paper is finally concluded, and strategic plan was suggested to minimize the impacts of drought. Keywords: Cholistan desert, climate anomalies, metrological droughts, standardized precipitation index
Procedia PDF Downloads 2134682 Effectiveness of Jute Geotextiles for Hill Slope Stabilization in Adverse Climatic Condition
Authors: Pradip Choudhury, Tapobrata Sanyal
Abstract:
Effectiveness of Jute Geotextiles (JGT) in hill slope management now stands substantiated. The reasons of its efficacy are attributed to its bio-degradability, hygroscopic property and its thickness. Usually open weave JGT is used for slope management. Thickness of JGT helps in reducing the velocity of surface run-off, thus curbing the extent of migration of soil particles detached as a result of kinetic energy of rain-drops and also of wind effects. Initially JGT acts as cover of the surface of slope thus protect movement of loose soil particles. Hygroscopic property of jute effects overland storage of the flow. JGT acts as mulch and creates a congenial micro-climate that fosters quick growth of vegetation on bio-degradation. In fact JGT plays an important role in bio-remediation of slope-erosion problems. Considering the environmental aftermath, JGT is the preferred option in developed countries for surface soil conservation against erosion. In India JGT has not been tried in low temperature zones at high altitudes where temperature goes below the freezing point (even below - 25° Celsius). The behavior of JGT in such low-temperature zones is not precisely known. The 16th BRTF of Project Himank of Border Roads Organization (BRO) has recently taken the initiative to try two varieties of JGT , ie, 292 gsm and 500 gsm at two different places for hill slope management in Leh, a high altitude place of about 2,660 mtrs and 4900 mtrs above MSL respectively in Jammu & Kashmir where erosion is caused more as a result of rapid movement of sand particles due to high wind (wind erosion. Soil particles of the region formed naturally by weathering of fragile rocks are usually loosely bonded (non-cohesive), undergo dissociation with the rise in wind force and kinetic energy of rain drops and are blown away by wind. Open weave JGT interestingly was observed to contain the dissociated soil particles within its pores and lend stability the affected soil mass to a great extent thus preventing its movement by extraneous agents such as wind. The paper delineates about climatic factors, type of JGT used and the prevailing site conditions with an attempt to analyze the mechanism of functioning of JGT in low temperature zones. Keywords: climate, erosion, jutegeotextile, stabilize
Procedia PDF Downloads 4284681 Physico-Chemical Quality Study of Geothermal Waters of the Region DjéRid-Tunisia
Authors: Anis Eloud, Mohamed Ben Amor
Abstract:
Tunisia is a semi-arid country on ¾ of its territory. It is characterized by the scarcity of water resources and accentuated by climate variability. The potential water resources are estimated at 4.6 million m3 / year, of which 2.7 million m3 / year represent surface water and 1.9 million m3 / year feed all the layers that make up the renewable groundwater resources. Water available in Tunisia easily exceed health or agricultural salinity standards. Barely 50% of water resources are less than 1.5 g / l divided at 72% of surface water salinity, 20% of deep groundwater and only 8% in groundwater levels. Southern Tunisia has the largest web "of water in the country, these waters are characterized by a relatively high salinity may exceed 4 gl-1. This is the "root of many problems encountered during their operation. In the region of Djérid, Albian wells are numerous. These wells debit a geothermal water with an average flow of 390 L / s. This water is characterized by a relatively high salinity and temperature of which is around 65 ° C at the source. Which promotes the formation of limescale deposits within the water supply pipe and the cooling loss thereby increasing the load in direct relation with enormous expense and circuits to replace these lines when completely plugged. The present work is a study of geothermal water quality of the region Djérid from physico-chemical analyzes. Keywords: water quality, salinity, geothermal, supply pipe
Procedia PDF Downloads 5314680 A Geo DataBase to Investigate the Maximum Distance Error in Quality of Life Studies
Authors: Paolino Di Felice
Abstract:
The background and significance of this study come from papers already appeared in the literature which measured the impact of public services (e.g., hospitals, schools, ...) on the citizens’ needs satisfaction (one of the dimensions of QOL studies) by calculating the distance between the place where they live and the location on the territory of the services. Those studies assume that the citizens' dwelling coincides with the centroid of the polygon that expresses the boundary of the administrative district, within the city, they belong to. Such an assumption “introduces a maximum measurement error equal to the greatest distance between the centroid and the border of the administrative district.”. The case study, this abstract reports about, investigates the implications descending from the adoption of such an approach but at geographical scales greater than the urban one, namely at the three levels of nesting of the Italian administrative units: the (20) regions, the (110) provinces, and the 8,094 municipalities. To carry out this study, it needs to be decided: a) how to store the huge amount of (spatial and descriptive) input data and b) how to process them. The latter aspect involves: b.1) the design of algorithms to investigate the geometry of the boundary of the Italian administrative units; b.2) their coding in a programming language; b.3) their execution and, eventually, b.4) archiving the results in a permanent support. The IT solution we implemented is centered around a (PostgreSQL/PostGIS) Geo DataBase structured in terms of three tables that fit well to the hierarchy of nesting of the Italian administrative units: municipality(id, name, provinceId, istatCode, regionId, geometry) province(id, name, regionId, geometry) region(id, name, geometry). The adoption of the DBMS technology allows us to implement the steps "a)" and "b)" easily. In particular, step "b)" is simplified dramatically by calling spatial operators and spatial built-in User Defined Functions within SQL queries against the Geo DB. The major findings coming from our experiments can be summarized as follows. The approximation that, on the average, descends from assimilating the residence of the citizens with the centroid of the administrative unit of reference is of few kilometers (4.9) at the municipalities level, while it becomes conspicuous at the other two levels (28.9 and 36.1, respectively). Therefore, studies such as those mentioned above can be extended up to the municipal level without affecting the correctness of the interpretation of the results, but not further. The IT framework implemented to carry out the experiments can be replicated for studies referring to the territory of other countries all over the world. Keywords: quality of life, distance measurement error, Italian administrative units, spatial database

Abstract:
A two-fluid model of Herschel-Bulkley fluid flow through tubes of small diameters is studied. It is assumed that the core region consists of Herschel-Bulkley fluid and Newtonian fluid in the peripheral region. The analytical solutions for velocity, flow flux, effective viscosity, core hematocrit and mean hematocrit have been derived and the effects of various relevant parameters on these flow variables have been studied. It has been observed that the effective viscosity and mean hematocrit increase with yield stress, power-law index, hematocrit and tube radius. Further, the core hematocrit decreases with hematocrit and tube radius. Keywords: two-layered model, non-Newtonian fluid, hematocrit, Fahraeus-Lindqvist effect, plug flow
Procedia PDF Downloads 4704678 Implementing a Plurilingual Approach to ELF in Primary School: An International Comparative Study
Authors: A. Chabert
Abstract:
The present paper is motivated by the current influence of communicative approaches in language policies around the globe (especially through the Common European Framework of Reference), along with the exponential spread of English as a Lingua Franca worldwide. This study focuses on English language learning and teaching in the last year of primary education in Spain (in the bilingual Valencian region), Norway (in the Trondelag region), and China (in the Hunan region) and proposes a plurilingual communicative approach to ELT in line with ELF awareness and the current retheorisation of ELF within multilingualism (Jenkins, 2018). This study, interdisciplinary in nature, attempts to find a convergence point among English Language Teaching, English as a Lingua Franca, Language Ecology and Multilingualism, breaking with the boundaries that separate languages in language teaching and acknowledging English as international communication, while protecting the mother tongue and language diversity within multilingualism. Our experiment included over 400 students across Spain, Norway, and China, and the outcomes obtained demonstrate that despite the different factors involved in different cultures and contexts, a plurilingual approach to English learning improved English scores by 20% in each of the contexts. Through our study, we reflect on the underestimated value of the mother tongue in ELT, as well as the need for a sustainable ELF perspective in education worldwide. Keywords: English as a Lingua Franca, English language teaching, language ecology, multilingualism

Procedia PDF Downloads 3394676 Revitalization Strategy of Beijing-Tianjin-Hebei Rural Areas Organized by Production-Living-Ecology Spatial Network at Township Level
Authors: Liuhui Zhu, Peng Zeng
Abstract:
The rural revitalization strategy means to take the country and the city on the same level, and achieve urban-rural integration and comprehensive development of rural areas. Beijing-Tianjin-Hebei rural areas have always been the weak links in the region, with prominently uneven development between urban and rural areas. The rural areas need to join the overall regional synergy. Based on the analysis of the characteristics and problems of rural development in the region from the perspective of production-living-ecology space, the paper proposes the township as the basic unit for rural revitalization according to the overall requirements of the rural revitalization strategy. The basic unit helps to realize resource arrangement, functional organization, and collaborative governance organized by the production-living-ecology spatial network. The paper summarizes the planning strategies for the basic unit. Through spatial cognition and spatial reconstruction, the three space is networked through the base, nodes, and connections to improve the comprehensive value of rural areas and achieve the multiple goals of rural revitalization. Keywords: rural revitalization, Beijing-Tianjin-Hebei region, township level, production-living-ecology spatial network

Authors: Habtamu Fufa, Yemane Berhane
Abstract:
Child under nutrition has long-term consequences for intellectual ability, economic productivity, reproductive performance and susceptibility to metabolic and cardiovascular disease. The unacceptably high prevalence of malnutrition in young children of the region has not changed much over the last decades, which could make the achievement of the corresponding Millennium Development Goals very unlikely. Despite the well-documented problems of child malnutrition in Sub-Saharan Africa, there is few systematic review of evidences on determinants of child malnutrition in the region. The current available evidence on determinants of child under nutrition in Sub-Saharan Africa is systematically reviewed. The method used in searching relevant literature was using bio medical databases PUBMED, Google scholar and the website of the World Health Organization on nutrition using the following key words: "Determinants “, "Child Malnutrition", and "Sub- Saharan Africa". The search was limited to articles published in and after 1995 up to date. In all the reviewed articles, the data were analyzed using multivariate regression analysis and or odds ratios for significance of determinants in child malnutrition. Synthesis of 40 published articles from various countries of the region is done and noted that household economic status, maternal education, disease, breastfeeding practices, age and sex of a child, birth interval and residential areas were found to be determinants of child under nutrition. Poverty remains the main factor of malnutrition in Sub-Saharan Africa and poor education of parents aggravates the malnutrition through perpetuation of poor nutrition practices. Male children under five years are the most affected ones. Understanding of these determinants of poor nutritional attainment would provide insights in designing interventions for reducing the high levels of child malnutrition in this region. Large-scale multi-sectoral community-based interventions are urgently needed for a sustainable improvement of child nutritional & health status in Sub-Saharan Africa. Keywords: child malnutrition, determinants, Sub-Saharan Africa, health status

Procedia PDF Downloads 754673 Critical Parameters of a Square-Well Fluid
Authors: Hamza Javar Magnier, Leslie V. Woodcock
Abstract:
We report extensive molecular dynamics (MD) computational investigations into the thermodynamic description of supercritical properties for a model fluid that is the simplest realistic representation of atoms or molecules. The pair potential is a hard-sphere repulsion of diameter σ with a very short attraction of length λσ. When λ = 1.005 the range is so short that the model atoms are referred to as “adhesive spheres”. Molecular dimers, trimers …etc. up to large clusters, or droplets, of many adhesive-sphere atoms are unambiguously defined. This then defines percolation transitions at the molecular level that bound the existence of gas and liquid phases at supercritical temperatures, and which define the existence of a supercritical mesophase. Both liquid and gas phases are seen to terminate at the loci of percolation transitions, and below a second characteristic temperature (Tc2) are separated by the supercritical mesophase. An analysis of the distribution of clusters in gas, meso- and liquid phases confirms the colloidal nature of this mesophase. The general phase behaviour is compared with both experimental properties of the water-steam supercritical region and also with formally exact cluster theory of Mayer and Mayer. Both are found to be consistent with the present findings that in this system the supercritical mesophase narrows in density with increasing T > Tc and terminates at a higher Tc2 at a confluence of the primary percolation loci. The expended plot of the MD data points in the mesophase of 7 critical and supercritical isotherms in highlight this narrowing in density of the linear-slope region of the mesophase as temperature is increased above the critical. This linearity in the mesophase implies the existence of a linear combination rule between gas and liquid which is an extension of the Lever rule in the subcritical region, and can be used to obtain critical parameters without resorting to experimental data in the two-phase region. Using this combination rule, the calculated critical parameters Tc = 0.2007 and Pc = 0.0278 are found be agree with the values found by of Largo and coworkers. The properties of this supercritical mesophase are shown to be consistent with an alternative description of the phenomenon of critical opalescence seen in the supercritical region of both molecular and colloidal-protein supercritical fluids. Keywords: critical opalescence, supercritical, square-well, percolation transition, critical parameters.

Authors: Muhammad Jawad Hashmi
Abstract:
The idea of nuclear terrorism is as old as nuclear weapons but the global concerns of likelihood of nuclear terrorism are uncertain. Post 9/11 trends manifest that terrorists are believers of massive causalities. Innovation in terrorist’s tactics, sophisticated weaponry, vulnerability, theft and smuggling of nuclear/radiological material, connections between terrorists, black market and rough regimes are signaling seriousness of upcoming challenges as well as global trends of “terror-transnationalism.” Furthermore, the International-Atomic-Energy-Agency’s database recorded 2734 incidents regarding misuse, unauthorized possession, trafficking of nuclear material etc. Since, this data also includes incidents from south Asia, so, there is every possibility to claim that such illicit activities may increase in future, mainly due to expansion of nuclear industry in South Asia. Moreover, due to such mishaps the region is vulnerable to threats of nuclear terrorism. This is also a reason that the region is in limelight along with issues such as rapidly growing nuclear arsenals, nuclear safety and security, terrorism and political instability. With this backdrop, this study is aimed to investigate the prevailing threats and challenges in South Asia vis a vis nuclear safety and security. Authors: Michael A. Tabug, Arvin C. Diesmos
Abstract:
The foraging ecology of the Philippine endemic Draco spilopterus was studied through a combination of in-situ field observations and laboratory examinations of specimens of the species. A total of four populations of the species were studied across the Luzon Biogeographic Region between June 2017 and March 2019. Of the 59 lizards captured, gut contents of 54 individuals were studied. A total of 2933 food items were sorted into seven types, such as Formicidae (ants) (96%), Araneae (spiders) (0.034%), Coleoptera (beetles) (0.579%), Hemiptera (scale insects) (0.102%), Isoptera (termites) (2.796%), Lepidoptera (larvae) (0.307%), and Diplopoda (millipede) (0.102%). Diet analysis revealed that D. spilopterus fed mainly on insect arthropods and were dominated by ants (Formicidae). Of the four populations studied, lizards consumed a relatively high proportion of ants (96%), which strongly implies that D. spilopterus is a specialist predator and a sit-and-wait active forager. The observed feeding activities of D. spilopterus also show that it is diurnal forager and actively hunts for prey from 0830 hr to 1658 hr, with decreasing activity during midday. Draco spilopterus lizards were also observed to use a wide spectrum of perch heights while foraging, regardless of the dimension of trees. Keywords: ant specialists, diet analysis, flying lizards, foraging ecology, Luzon Biogeographic Region
Procedia PDF Downloads 1644669 Characterizing the Diffused Double Layer Properties of Clay Minerals
Authors: N. Saranya
Abstract:
The difference in characteristic behavior of clay minerals for different electrolyte solution is dictated by the corresponding variation occurring at its diffused double layer thickness (DDL). The diffused double layer of clay mineral has two distinct regions; the inner region is termed as ‘Stern layer’ where ions are strongly attached to the clay surface. In the outer region, the ions are not strongly bonded with the clay surface, and this region is termed as ‘diffuse layer’. Within the diffuse layer, there is a plane that forms a boundary between the moving ions and the ions attached to the clay surface, which is termed as slipping or shear plane, and the potential of this plane is defined as zeta potential (ζ). Therefore, the variation in diffused double layer properties of clay mineral for different electrolyte solutions can be modeled if the corresponding variation in surface charge, surface potential, and zeta potential are computed. In view of this, the present study has attempted to characterize the diffused double layer properties of three different clay minerals interacting with different pore fluids by measuring the corresponding variation in surface charge, surface potential, and zeta potential. Further, the obtained variation in the diffused double layer property is compared with the Gouy-Chapman model, which is the widely accepted theoretical model to characterize the diffused double layer properties of clay minerals. Keywords: DDL, surface charge, surface potential, zeta potential

Authors: Mustafa Yıldız, Ali Ulvi Uzer, Murat Olgun
Abstract:
In this study, geotechnical and mineralogical properties of gypsum containing clay basis which form the ground of Second Organized Industrial Zone in Konya province have been researched through comprehensive field and laboratory experiments. Although sufficient geotechnical research has not been performed yet, an intensive structuring in the region continues at present. The study area consists of mid-lake sediments formed by gypsum containing soft silt-clay basis which evolves to a large area. To determine the soil profile and geotechnical specifications; 18 drilling holes were opened and disturbed / undisturbed soil samples have been taken through shelby tubes within 1.5m intervals. Tests have been performed on these samples to designate the index and strength properties of soil. Besides, at all drilling holes Standart Penetration Tests have been done within 1.5m intervals. For the purpose of determining the mineralogical characteristics of the soil; all rock and X-RD analysis have been carried out on 6 samples which were taken from various depths through the soil profile. Strength and compressibility characteristics of the soil were defined with correlations using laboratory and field test results. Unconfined compressive strength, undrained cohesion, compression index varies between 16 kN/m2 and 405.4 kN/m2, 6.5 kN/m2 and 72 kN/m2, 0.066 and 0.864, respectively. Keywords: Konya second organized industrial region, strength, compressibility, soft clay
