637 Dynamic Capitalization and Visualization Strategy in Collaborative Knowledge Management System for EI Process

Abstract:
Knowledge is attributed to human whose problemsolving behavior is subjective and complex. In today-s knowledge economy, the need to manage knowledge produced by a community of actors cannot be overemphasized. This is due to the fact that actors possess some level of tacit knowledge which is generally difficult to articulate. Problem-solving requires searching and sharing of knowledge among a group of actors in a particular context. Knowledge expressed within the context of a problem resolution must be capitalized for future reuse. In this paper, an approach that permits dynamic capitalization of relevant and reliable actors- knowledge in solving decision problem following Economic Intelligence process is proposed. Knowledge annotation method and temporal attributes are used for handling the complexity in the communication among actors and in contextualizing expressed knowledge. A prototype is built to demonstrate the functionalities of a collaborative Knowledge Management system based on this approach. It is tested with sample cases and the result showed that dynamic capitalization leads to knowledge validation hence increasing reliability of captured knowledge for reuse. Abstract:
There has been renewal of interest in the relation between Green IT and cloud computing in recent years. Cloud computing has to be a highly elastic environment which provides stable services to users. The growing use of cloud computing facilities has caused marked energy consumption, putting negative pressure on electricity cost of computing center or data center. Each year more and more network devices, storages and computers are purchased and put to use, but it is not just the number of computers that is driving energy consumption upward. We could foresee that the power consumption of cloud computing facilities will double, triple, or even more in the next decade. This paper aims at resource allocation and scheduling technologies that are short of or have not well developed yet to reduce energy utilization in cloud computing platform. In particular, our approach relies on recalling services dynamically onto appropriate amount of the machines according to user’s requirement and temporarily shutting down the machines after finish in order to conserve energy. We present initial work on integration of resource and power management system that focuses on reducing power consumption such that they suffice for meeting the minimizing quality of service required by the cloud computing platform.Keywords: Cloud computing, energy utilization, power consumption, resource allocation.

In many countries, digital city or ubiquitous city (u-City) projects have been initiated to provide digitalized economic environments to cities. Recently in Korea, Kangwon Province has started the u-Kangwon project to boost local economy with digitalized tourism services. We analyze the limitations of the ubiquitous IT approach through the u-Kangwon case. We have found that travelers are more interested in quality over speed in access of information. For improved service quality, we are looking to develop an IT-convergence service design framework (ISDF). Abstract:
This paper addresses the problem of building a unified structure to describe a peer-to-peer system. Our approach uses the well-known notations in the P2P area, and provides a global architecture that puts a separation between the platform specific characteristics and the logical ones. In order to enable the navigation of the peer across platforms, a roaming layer is added. The latter provides a capability to define a unique identification of peer and assures the mapping between this identification and those used in each platform. The mapping task is assured by special wrapper. In addition, ontology is proposed to give a clear presentation of the structure of the P2P system without interesting in the content and the resource managed by the peer. The ontology is created according to the web semantic paradigm and using OWL language; so, the structure of the system is considered as a web resource.Keywords: Peer to peer, ontology, owl.

Over the past decades, amount of scientific information has been growing exponentially. It became more complicated to process and systemize this amount of data. The approach to systematization of scientific information on the production of biogas based on the ontological IT platform “T.O.D.O.S.” has been developed. It has been proposed to select semantic characteristics of each work for their further introduction into the IT platform “T.O.D.O.S.”. An ontological graph with a ranking function for previous scientific research and for a system of selection of microorganisms has been worked out. These systems provide high performance of information management of scientific information.

Abstract:
The center/unit for industry engagement and collaboration, as well as Internship, plays a significant role at a university. In general, the Center serves as the official interface between industry and the school or department to cultivate students’ early exposure to professional experience. The missions of the Center are not limited to provide a communication channel and collaborative platform for the industries and the university but also to assist students to build their career paths early while still at the university. In recent years, a cooperative education experience (commonly known as a co-op) has been strongly advocated for students to make the school-to-work transition. The nature of the co-op program is not only consistent with the internships/final year design projects, but it is also more industrial-oriented with academic support from faculty at the university. The purpose of this paper is to describe an approach to how cooperative education experience can be integrated into the engineering curriculum. It provides a mutual understanding and exchange of ideas for the approach between the university and industry. A suggested format in terms of timeline, duration, selection of candidates, students, and companies’ expectations for the co-op program is described. Also, feedback from employers/industries shows that a longer-term co-op program is well suited for students compared with a short-term internship. To this end, it provides an insight into collaboration and/or partnership between the university and the industries to prepare professional work-ready graduates.

Ocean current is always available around the surrounding of SHELL Sabah Water Platform and data are collected every 10 minutes, 24 hours a day, for a period of 365 days. Due to low current speed, conventional hydrokinetic power generation is not feasible, thus leading to the study of low current enabled vortex induced vibration power generation application. In this case, the design of a vortex induced vibration application is studied to obtain an optimum design for the VIV oscillator. Power output is then determined to study the feasibility of the VIV application in low current condition.

Australia, while being a large and eager consumer of innovative and cutting edge Information and Communication Technologies (ICT), continues to struggle to remain a leader in Technological Innovation. This paper has two main contributions to address certain aspects of this complex issue. The first being the current findings of an ongoing research project on Information and Innovation Management in the Australian Information and Communication Technologies (ICT) sector. The major issues being considered by the project include: investigation of the possible inherent entrepreneurial nature of ICT; how to foster ICT innovation; and examination of the inherent difficulties currently found within the ICT industry of Australia in regards to supporting the development of innovative and creative ideas. The second major contribution is details of the I.-C.A.N. (Innovation by Collaborative Anonymous Networking) software application information management tool created and evolving in our research group. I-CAN, besides having a positive reinforcement acronym, is aimed at facilitating productive collaborative innovation in an Australian workplace. Such a work environment is frequently subjected to cultural influences such as the 'tall poppy syndrome' and 'negative' or 'unconstructive' peer-pressure. Cooperative learning has been defined as learners working together as a team to solve a problem to complete a task or to accomplish a common goal, which emphasizes the importance of interactions among members to promote the whole learning performance. With the popularity of society networks, cooperative learning is no longer limited to traditional classroom teaching activities. Since society networks facilitate to organize online learners, to establish common shared visions, and to advance learning interaction, the online community and online learning community have triggered the establishment of web-based societies. Numerous research literatures have indicated that the collaborative learning community is a critical issue to enhance learning performance. Hence, this paper proposes a learning community recommendation approach to facilitate that a learner joins the appropriate learning communities, which is based on k-nearest neighbor (kNN) classification. To demonstrate the viability of the proposed approach, the proposed approach is implemented for 117 students to recommend learning communities. The experimental results indicate that the proposed approach can effectively recommend appropriate learning communities for learners.

Nowadays, many manufacturing companies try to reinforce their competitiveness or find a breakthrough by considering collaboration. In Korea, more than 900 manufacturing companies are using web-based collaboration systems developed by the government-led project, referred to as i-Manufacturing. The system supports some similar functions of Product Data Management (PDM) as well as Project Management System (PMS). A web-based collaboration system provides many useful functions for collaborative works. This system, however, does not support new linking services between buyers and suppliers. Therefore, in order to find new collaborative partners, this paper proposes a framework which creates new connections between buyers and suppliers facilitating their collaboration, referred to as Excellent Manufacturer Scouting System (EMSS). EMSS plays a role as a bridge between overseas buyers and suppliers. As a part of study on EMSS, we also propose an evaluation method of manufacturability of potential partners with six main factors. In a task to assist NASA in analyzing the dynamic forces caused by operational countermeasures of an astronaut’s exercise platform impacting the spacecraft, feedback delay and signal noise were added to a simulation model of an active controlled vibration isolation and stabilization system to regulate the movement of the exercise platform. Two additional simulation tools used in this study were Trick and MBDyn, software simulation environments developed at the NASA Johnson Space Center. Simulation results obtained from these three tools were very similar. All simulation results support the hypothesis that an active controlled vibration isolation and stabilization system outperforms a passive controlled system even with the addition of feedback delay and signal noise to the active controlled system. In this paper, squat exercise was used in creating excited force to the simulation model. The exciter force from squat exercise was calculated from motion capture of an exerciser. The simulation results demonstrate much greater transmitted force reduction in the active controlled system than the passive controlled system.

Abstract:
This paper examines the effects of pile-soil-structure interaction on the dynamic response of offshore platforms under the action of near-fault earthquakes. Two offshore platforms models are investigated, one with completely fixed supports and one with piles which are clamped into deformable layered soil. The soil deformability for the second model is simulated using non-linear springs. These platform models are subjected to near-fault seismic ground motions. The role of fault mechanism on platforms’ response is additionally investigated, while the study also examines the effects of different angles of incidence of seismic records on the maximum response of each platform.

Abstract:
Line-of-sight (LOS) information, data rates, good quality, and flexible network service are limited by the fact that, for the duration of any given connection, they experience severe variation in signal strength due to fading and path loss. Wireless system faces major challenges in achieving wide coverage and capacity without affecting the system performance and to access data everywhere, all the time. In this paper, the cell coverage and edge rate of different Multiple-input multiple-output (MIMO) schemes in 20 MHz Long Term Evolution (LTE) system under Unmanned Air Vehicles (UAV) platform are investigated. After some background on the enormous potential of UAV, MIMO, and LTE in wireless links, the paper highlights the presented system model which attempts to realize the various benefits of MIMO being incorporated into UAV platform. The performances of the three MIMO LTE schemes are compared with the performance of 4x4 MIMO LTE in UAV scheme carried out to evaluate the improvement in cell radius, BER, and data throughput of the system in different morphology. The results show that significant performance gains such as bit error rate (BER), data rate, and coverage can be achieved by using the presented scenario.Keywords: BER, LTE, MIMO, path loss, UAV.

In an effort to understand the preliminary effects of aerodynamic stress on alveolar epithelial cells, we developed a multifluidic cell culture platform capable of supporting alveolar cultures at an air-liquid interface under constant air flow and exposure to varying pressure stimuli on the apical side while providing nourishment on the basolateral plane. Our current study involved utilizing the platform to study the effect of basement membrane coating and addition of dexamethasone on cellular response to pressure in A549 and H441 alveolar epithelial cells.

There is an increasing demand for developing urban land to provide better living conditions for all citizens in Afghanistan. Most of the development will involve the acquisition of land. And the current land acquisition method practiced by central government is expropriation, which is a cash-based transaction method that imposes heavy fiscal burden on local municipalities and central government, and it does not protect ownership rights and social equity of landowners besides it relocates the urban poor to remote areas with limited access to jobs and public services. The questionnaire analysis, backed by observations of different case studies in countries where land readjustment is used as a collaborative land development tool indicates that the method plays a key role in valuing landowners’ rights, giving other community members and stakeholders the opportunity to collaboratively implement urban development projects. The practice of the method is reducing the heavy fiscal burden on the local and central governments and is a better option to deal with the current development challenges in Afghanistan.Keywords: Collaboration, land readjustment, master plan, expropriation.

Abstract:
This paper discusses about the conceptual design and development of the control system software using Programmable logic controller (PLC) for autonomous driving and agricultural operations of Multipurpose Agricultural Robot Platform (MARP). Based on given initial conditions by field analysis and desired agricultural operations, the structural design development of MARP is done using modelling and analysis tool. PLC, being robust and easy to use, has been used to design the autonomous control system of robot platform for desired parameters. The robot is capable of performing autonomous driving and three automatic agricultural operations, viz. hilling, mulching, and sowing of seeds in the respective order. The input received from various sensors on the field is later transmitted to the controller via ZigBee network to make the changes in the control program to get desired field output. The research is conducted to provide assistance to farmers by reducing labor hours for agricultural activities by implementing automation. This study will provide an alternative to the existing systems with machineries attached behind tractors and rigorous manual operations on agricultural field at effective cost.

With the rapid spread of the COVID-19 pandemic, the Saudi government suspended students from going to school to combat the outbreak. As e-learning was not applied at all in schools, online teaching and learning have been revived in Saudi Arabia by providing a new platform called ‘Madrasati’. The Decomposed Theory of Planned Behaviour (DTPB) is used to examine individuals’ intention behaviour in many fields. Nevertheless, the factors that affect teachers’ continuance intention of the Madrasati platform have not yet been investigated. The purpose of this paper is to present a conceptual model in light with DTPB. To enhance the predictability of the model, the study incorporates other variables including learning content quality and interactivity as sub-factors under the perceived usefulness, students and government influences under the subjective norms, and technical support and prior e-learning experience under the perceived behavioural control. The model will be further validated using a mixed methods approach. Such findings would help administrators and stakeholders to understand teachers’ needs and develop new methods that might encourage teachers to continue using Madrasati effectively in their teaching.

Abstract:
Almost every aspect of our daily lives is now intertwined with some degree of Human-Computer Interaction (HCI). HCI courses draw on knowledge from disciplines as diverse as computer science, psychology, design principles, anthropology and more. The HCI courses in the Department of Electronics at Tsinghua University, known as the Media and Cognition course, is constantly updated to reflect the most advanced technological advances, such as virtual reality, augmented reality and artificial intelligence-based interaction. For more than a decade, this course has used an interest-based approach to teaching, in which students proactively propose some research-based questions and collaborate with teachers, using course knowledge to explore potential solutions. Semantic communication plays a key role in facilitating understanding and interaction between users and computer systems, ultimately enhancing system usability and user experience. The advancements in AI-generated technology, which has gained significant attention from both academia and industry in recent years, are exemplified by language models like GPT-3 that generate human-like dialogues from given prompts. The latest version of the HCI course practices a semantic communication platform based on AI-generated techniques. We explored a student-centered model and proposed an interest-based teaching method. Students are no longer just recipients of knowledge, but become active participants in the learning process driven by personal interests, thereby encouraging students to take responsibility for their own education. One of the latest results of this teaching approach in the course "Media and Cognition" is a student proposal to develop a semantic communication platform rooted in artificial intelligence generative technologies. The platform solves a key challenge in communications technology: the ability to preserve visual signals. The interest-based approach emphasizes personal curiosity and active participation, and the proposal of an artificial intelligence-generated semantic communication platform is an example and successful result of how students can exert greater creativity when they have the power to control their own learning.

Social resilience has role to govern the local community and coastal fisheries resources toward sustainable fisheries development in tsunami affected area. This paper asses, explore and investigates of indigenous institutions, external and internal facilitators toward strengthening social resilience. Identification of the genuine organizations role had been conducted twice by using Rapid Assessment Appraisal, Focus Group Discussion, and in-depth interview for collecting primary and secondary data. Local wisdom had a contribution and adaptable to rebound social resilience. The Panglima Laot Lhok (sea commander) had determined and adapted role on recovery of the fishing community, particularly facilitated aid delivery to fishermen, as shown in anchovy fisheries relief case in Krueng Raya Bay. Toke Bangku (financial trader) had stimulated for reinforcement of advance payment and market channel. The other institutions supported upon linking and bridging connectivity among stakeholders. Collaborative governance can avoid conflict, reduce donor dependency and strengthen social resilience within fishing community.

Determining how many virtual machines a Linux host could run can be a challenge. One of tough missions is to find the balance among performance, density and usability. Now KVM hypervisor has become the most popular open source full virtualization solution. It supports several ways of running guests with more memory than host really has. Due to large differences between minimum and maximum guest memory requirements, this paper presents initial results on same-page merging, ballooning and live migration techniques that aims at optimum memory usage on KVM-based cloud platform. Given the design of initial experiments, the results data is worth reference for system administrators. Organization of video databases is becoming difficult task as the amount of video content increases. Video classification based on the content of videos can significantly increase the speed of tasks such as browsing and searching for a particular video in a database. In this paper, a content-based videos classification system for the classes indoor and outdoor is presented. The system is intended to be used on a mobile platform with modest resources. The algorithm makes use of the temporal redundancy in videos, which allows using an uncomplicated classification model while still achieving reasonable accuracy. The training and evaluation was done on a video database of 443 videos downloaded from a video sharing service. Collaboration is a powerful tool for professional development and central for creating opportunities for teachers to reflect on their practice. However, school districts continue to have difficulty both implementing and sustaining collaboration. The purpose of this research was to investigate the experience of the teacher in a creative, instructional collaboration. The teachers in this study found that teacher-initiated collaboration offered them trust and they were more open with their partners. An interpretative phenomenological analysis was used for this study as it told the story of the teacher’s experience. Interpretative Phenomenological Analysis was chosen for this study to capture the complex and contextual nature of the teacher experience from a creative, instructional collaborative experience. This study sought to answer the question of how teachers in a private, faith-based school experience collaboration. In particular, the researcher engaged the study’s participants in interviews where they shared their unique perspectives on their experiences in relation to this phenomenon. Through the use of interpretative phenomenological analysis, the researcher interpreted the experiences of each participant in an attempt to gain deeper insight into how teachers made sense of their understanding of collaboration. In addition to the researcher’s interpreting the meaning of this construct for each research participant, this study gave a voice to the individual experiences and positionality of each participant at the research site. Moreover, the key findings presented in this study shed light on how teachers within this particular context participated in and made sense of their experience of creating an instructional collaborative. The research presented the findings that speak to the meaning that each research participant experienced in their relation to participating in building a collaborative culture and its effect on professional and personal growth. The researcher provided recommendations for future practice and research possibilities. The research findings demonstrated the unique experiences of each participant as well as a connection to the literature within the field of teacher professional development. The results also supported the claim that teacher collaboration can facilitate school reform. Participating teachers felt less isolation and developed more teacher knowledge.

Abstract:
One of the most important factors for the success of e-government is training and preparing the workforce of the public sector. As changes and innovation in the public sector progress at a very slow pace and more slowly than in the private sector, issues related to human resources require special care. This is because the workforce will eventually seize the opportunities of the technological solutions used in e-Government. Thus, the central administration should provide employees with continuous and focused training not only on new technologies but also on a wide range of subjects and also improve interdepartmental interaction.
To achieve all this, new methods and training tools need to be implemented in addition to assessment of the employees. In this spirit, we propose the development of an educational platform with user personalization features. We propose the development of this platform using Moodle as the basic tool. Incorporating a personalization mechanism is very important since different employees have different backgrounds, education levels, computer skills, or different capability to develop further. Key features of the proposed platform include, besides typical e-learning tools, communities organized in order to exchange experiences and knowledge, groups of users based on certain criteria, automatic evaluation of users and potential self-education and self-assessment. In its fully developed form, this platform can be part of a more comprehensive knowledge management system for the public sector.

Abstract:
This research presents a multi-modal simulation in the reconstruction of the past and the construction of present in digital cultural heritage on mobile platform. In bringing the present life, the virtual environment is generated through a presented scheme for rapid and efficient construction of 360° panoramic view. Then, acoustical heritage model and crowd model are presented and improvised into the 360° panoramic view. For the reconstruction of past life, the crowd is simulated and rendered in an old trading port. However, the keystone of this research is in a virtual walkthrough that shows the virtual present life in 2D and virtual past life in 3D, both in an environment of virtual heritage sites in George Town through mobile device. Firstly, the 2D crowd is modelled and simulated using OpenGL ES 1.1 on mobile platform. The 2D crowd is used to portray the present life in 360° panoramic view of a virtual heritage environment based on the extension of Newtonian Laws. Secondly, the 2D crowd is animated and rendered into 3D with improved variety and incorporated into the virtual past life using Unity3D Game Engine. The behaviours of the 3D models are then simulated based on the enhancement of the classical model of Boid algorithm. Finally, a demonstration system is developed and integrated with the models, techniques and algorithms of this research. The virtual walkthrough is demonstrated to a group of respondents and is evaluated through the user-centred evaluation by navigating around the demonstration system. The results of the evaluation based on the questionnaires have shown that the presented virtual walkthrough has been successfully deployed through a multi-modal simulation and such a virtual walkthrough would be particularly useful in a virtual tour and virtual museum applications.

In this paper, we evaluate the benefits of distributed 4x4 MIMO LTE downlink systems compared to that of the co-located 4x4 MIMO LTE downlink system. The performance evaluation was carried out experimentally by using Wireless Open-Access Research Platform (WARP), where the comparison between the 4x4 MIMO LTE transmission downlink system in distributed and co-located techniques was examined. The measured Error Vector Magnitude (EVM) results showed that the distributed technique achieved better system performance compared to the co-located arrangement.Keywords: Multiple-input-multiple-output, MIMO, distributed MIMO, co-located MIMO, LTE.

This research attempts to explore gaps in Information Systems (IS) and innovation literatures by developing a model of Information Technology (IT) capability in enabling innovation. The research was conducted by using semi-structured interview with six innovators in business consulting, financial, healthcare and academic organizations. The interview results suggest four elements of ITenabled innovation capability which are information (ability to capture ideas and knowledge), connectivity (ability to bridge geographical boundary and mobilize human resources), communication (ability to attain and engage relationships between human resources) and transformation (ability to change the functions and process integrations) in defining IT-enabled innovation platform. Abstract:
Inter-agent communication manager facilitates communication among mobile agents via message passing mechanism. Until now, all Foundation for Intelligent Physical Agents (FIPA) compliant agent systems are capable of exchanging messages following the standard format of sending and receiving messages. Previous works tend to secure messages to be exchanged among a community of collaborative agents commissioned to perform specific tasks using cryptosystems. However, the approach is characterized by computational complexity due to the encryption and decryption processes required at the two ends. The proposed approach to secure agent communication allows only agents that are created by the host agent server to communicate via the agent communication channel provided by the host agent platform. These agents are assumed to be harmless. Therefore, to secure communication of legitimate agents from intrusion by external agents, a 2-phase policy enforcement system was developed. The first phase constrains the external agent to run only on the network server while the second phase confines the activities of the external agent to its execution environment. To implement the proposed policy, a controller agent was charged with the task of screening any external agent entering the local area network and preventing it from migrating to the agent execution host where the legitimate agents are running. On arrival of the external agent at the host network server, an introspector agent was charged to monitor and restrain its activities. This approach secures legitimate agent communication from Man-in-the Middle and Replay attacks.

The global demand for continuous and eco-friendly renewable energy as alternative to fossils fuels is large and ever growing in nowadays. This paper will focus on capability of Vortex Induced Vibration (VIV) phenomenon in generating alternative energy for offshore platform application. In order to maximize the potential of energy generation, the effects of lock in phenomenon and different geometries of cylinder were studied in this project. VIV is the motion induced on bluff body which creates alternating lift forces perpendicular to fluid flow. Normally, VIV is unwanted in order to prevent mechanical failure of the vibrating structures. But in this project, instead of eliminating these vibrations, VIV will be exploited to transform these vibrations into a valuable resource of energy.
