2901 Assessing and Managing Intellectual Capital to Support Open Innovation Paradigm

Abstract:
The objective of this paper is to support the application of Open Innovation practices in firms and organizations by the assessment and management of Intellectual Capital. Intellectual Capital constituents are analyzed in order to verify their capability of acting as key drivers of Open Innovation processes and, therefore, of creating value. A methodology is defined to settle a procedure which helps to select the most relevant Intellectual Capital value drivers and to provide Communities of Innovation with strategic and managerial guidelines in sustaining Open Innovation paradigm. An application of the methodology is developed within a specifically addressed project and its results are hereafter examined.

Abstract:
The implementation of quality management systems in higher education in different countries is determined by national regulatory choices and supranational indications (such as the European Standard Guidelines for Quality Assurance). The effective functioning and transformative capacity of these quality management systems largely depend on the organizational context in which they are applied and, more specifically, on the culture of quality developed in single universities or in single countries. The University's concept of quality culture integrates the structural dimension of Quality Assurance (QA) (quality management manuals, process definitions, tools) with the value dimension of an organization (principles, skills, and attitudes). Within the EHEA (European Higher Education Area), countries such as Portugal, the Netherlands, the UK, and Norway demonstrate a greater integration of QA principles in the various organizational levels and areas of competence of university institutions or have greater experience in implementation or scientific and political debate on the matter. Therefore, the study, through an integrative literature review, of the quality management systems of these countries is aimed at determining a framework of the culture of quality, helpful in defining the elements which, both in structural-organizational terms and in terms of values and skills and attitudes, have proved to be factors of success in the effective implementation of quality assurance systems in universities and in the countries considered in the research. In order for a QA system to effectively aim for continuous improvement in a complex and dynamic context such as the university one, it must embrace a holistic vision of quality from an integrative perspective, focusing on the objective of transforming the reality being evaluated.

Abstract:
Implementation of LARG (Lean, Agile, Resilient, Green) practices in the supply chain management is a complex task mainly because ecological, economical and operational goals are usually in conflict. To implement these LARG practices successfully, companies’ need relevant decision making tools allowing processes performance control and improvement strategies visibility. To contribute to this issue, this work tries to answer the following research question: How to master performance and anticipate problems in supply chain LARG practices implementation? To answer this question, a risk management approach (RMA) is adopted. Indeed, the proposed RMA aims basically to assess the ability of a supply chain, guided by “Lean, Green and Achievement” performance goals, to face “agility and resilience risk” factors. To proof its relevance, a logistics academic case study based on simulation is used to illustrate all its stages. It shows particularly how to build the “LARG risk map” which is the main output of this approach.

Abstract:
In this study, workplace environmental monitoring systems were established using USN(Ubiquitous Sensor Networks) and LabVIEW. Although existing direct sampling methods enable finding accurate values as of the time points of measurement, those methods are disadvantageous in that continuous management and supervision are difficult and costs for are high when those methods are used. Therefore, the efficiency and reliability of workplace management by supervisors are relatively low when those methods are used. In this study, systems were established so that information on workplace environmental factors such as temperatures, humidity and noises is measured and transmitted to the PC in real time to enable supervisors to monitor workplaces through LabVIEW on the PC. When any accidents have occurred in workplaces, supervisors can immediately respond through the monitoring system and this system enables integrated workplace management and the prevention of safety accidents. By introducing these monitoring systems, safety accidents due to harmful environmental factors in workplaces can be prevented and these monitoring systems will be also helpful in finding out the correlation between safety accidents and occupational diseases by comparing and linking databases established by this monitoring system with existing statistical data.Keywords: Ubiquitous Sensor Nework, LabVIEW, Environment Monitoring.

Abstract:
Peace diplomacy is the most important international tool to maintain peace all over the World. This study consists of three parts. In the first part, the leadership of Devlet Bahçeli, leader of the Nationalist Movement Party, will be introduced as a tool of peace communication and peace management. Also, in this part, peace communication will be explained by the peace leadership traits of Devlet Bahçeli, who is one of the efficient political leaders representing the concepts of compromise and agreement on different sides of politics. In the second part of study, it is aimed to analyze Devlet Bahçeli’s leadership within the frame of peace communication and the final part of this study is about creating an original public communication model for public diplomacy based on Devlet Bahçeli as an example. As a result, the main purpose of this study is to develop an original peace communication model including peace modules, peace management projects, original dialogue procedures and protocols exhibited in the policies of Devlet Bahçeli. The political leadership represented by Devlet Bahçeli inspires political leaders to provide peace communication. Abstract:
Adequate housing has been a widely discussed theme in academic circles related to low-cost housing, whereas its physical features are easy to deal with, overcrowding (related to social, cultural and economic aspects) is still ambiguous, particularly regarding the set of indicators that can accurately reflect and measure it. This paper develops research on low-cost housing models for developing countries and what is the best method to embed overcrowding as an important parameter for adaptability. A critical review of international overcrowding indicators and their application in two developing countries, Cape Verde and Angola, is presented. The several rationales and the constraints for an accurate assessment of overcrowding are considered, namely baseline data (statistics), which can induce misjudgments, as well as social and cultural factors (such as personal choices of residents). This paper proposes a way to tackle overcrowding through housing adaptability, considering factors such as physical flexibility, functional ambiguity, and incremental expansion schemes. Moreover, a case-study is presented to establish a framework for the theoretical application of the proposed approach.

Abstract:
IEEE 802.16 (WiMAX) aims to present high speed wireless access to cover wide range coverage. The base station (BS) and the subscriber station (SS) are the main parts of WiMAX. WiMAX uses either Point-to-Multipoint (PMP) or mesh topologies. In the PMP mode, the SSs connect to the BS to gain access to the network. However, in the mesh mode, the SSs connect to each other to gain access to the BS. The main components of QoS management in the 802.16 standard are the admission control, buffer management and packet scheduling. In this paper, we use QualNet 5.0.2 to study the performance of different scheduling schemes, such as WFQ, SCFQ, RR and SP when the numbers of SSs increase. We find that when the number of SSs increases, the average jitter and average end-to-end delay is increased and the throughput is reduced.

Abstract:
Digital Watermarking is a procedure to prevent the unauthorized access and modification of personal data. It assures that the communication between two parties remains secure and their communication should be undetected. This paper investigates the consequence of the watermark strength of the grayscale image using a Discrete Wavelet Transformation (DWT) additive technique. In this method, the gray scale host image is divided into four sub bands: LL (Low-Low), HL (High-Low), LH (Low-High), HH (High-High) and the watermark is inserted in an LL sub band using DWT technique. As the image is divided into four sub bands, a watermark of equal size of the LL sub band has been inserted and the results are discussed. LL represents the average component of the host image which contains the maximum information of the image. Two kinds of experiments are performed. In the first, the same watermark is embedded in different images and in the later on the strength of the watermark varies by a factor of s i.e. (s=10, 20, 30, 40, 50) and it is inserted in the same image.

In 2009, the new HRM policy was implemented in Qatar for public sector organisations. The purpose of this research is to examine how Qatar’s 2009 HRM policy was significant in influencing employee retention in public organisations. The conducted study utilised quantitative methodology to analyse the data on employees’ perceptions of such HRM practices as Performance Management, Rewards and Promotion, Training and Development associated with the HRM policy in public organisations in comparison to semi-private organisations. Employees of seven public and semi-private organisations filled in the questionnaire based on the 5-point Likert scale to present quantitative results. The data was analysed with the correlation and multiple regression statistical analyses. It was found that Performance Management had the relationship with Employee Retention, and Rewards and Promotion influenced Job Satisfaction in public organisations. Relationship between Job Satisfaction and Employee Retention was also observed. The Lean Environmental Management Integration System (LEMIS) framework development is integration between lean core element and ISO 14001. The curiosity on the relationship between continuous improvement and sustainability of lean implementation has influenced this study toward LEMIS. Characteristic of ISO 14001 standard clauses and core elements of lean principles are explored from past studies and literature reviews. Survey was carried out on ISO 14001 certified companies to examine continual improvement by implementing the ISO 14001 standard. The study found that there is a significant and positive relationship between Lean Principles: value, value stream, flow, pull and perfection with the ISO 14001 requirements. LEMIS is significant to support the continuous improvement and sustainability. The integration system can be implemented to any manufacturing company. It gives awareness on the importance on why organizations need to sustain its environmental management system. In the meantime, the lean principle can be adapted in order to streamline daily activities of the company. Throughout the study, it had proven that there is no sacrifice or trade-off between lean principles with ISO 14001 requirements. The framework developed in the study can be further simplified in the future, especially the method of crossing each sub requirements of ISO 14001 standard with the core elements of Lean principles in this study.

Abstract:
Arrival flights tend to spend long waiting times at holding stacks if the arrival airport is congested. However, the waiting time spent in the air in the vicinity of the arrival airport may be reduced if the delays are distributed to the cruising phase of the arrival flights by means of speed control. Here, a case study was conducted for the flights arriving at Changi Airport. The flights that were assigned holdings were simulated to fly at a reduced speed during the cruising phase. As the study involves a single airport and is limited to imposing speed constraints to arrivals within 200 NM from its location, the simulation setup in this study could be considered as an application of the Extended Arrival Management (E-AMAN) technique, which is proven to result in considerable fuel savings and more efficient management of delays. The objective of this experiment was to quantify the benefits of imposing cruise speed constraints to arrivals at Changi Airport and to assess the effects on controllers’ workload. The simulation results indicated considerable fuel savings, reduced aircraft emissions and reduced controller workload.

Due to today-s turbulent environment, manufacturing resources, particularly in assembly, must be reconfigured frequently. These reconfigurations are caused by various, partly cyclic, influencing factors. Hence, it is important to evaluate the innovation ability - the capability of resources to implement innovations quickly and efficiently without large expense - of manufacturing resources. For this purpose, a new methodology is presented in this article. Within the methodology, design structure matrices and graph theory are used. The results of the methodology include different indices to evaluate the innovation ability of the manufacturing resources. Due to the cyclicity of the influencing factors, the methodology can be used to synchronize the realization of adaptations.

Abstract:
The inherent skin patterns created at the joints in the finger exterior are referred as finger knuckle-print. It is exploited to identify a person in a unique manner because the finger knuckle print is greatly affluent in textures. In biometric system, the region of interest is utilized for the feature extraction algorithm. In this paper, local and global features are extracted separately. Fast Discrete Orthonormal Stockwell Transform is exploited to extract the local features. Global feature is attained by escalating the size of Fast Discrete Orthonormal Stockwell Transform to infinity. Two features are fused to increase the recognition accuracy. A matching distance is calculated for both the features individually. Then two distances are merged mutually to acquire the final matching distance. The proposed scheme gives the better performance in terms of equal error rate and correct recognition rate.

The impacts of projects that failed to meet stakeholders expectations have left behind long lasting negative consequences in organization. Therefore, this research aims to investigate on key success factors of project management in an organization. It is believed that recognizing important factors that contribute to successful project will help companies to increase the overall profitability. 150 questionnaires were distributed to respondents and 110 questionnaires were collected and used in performing the data analysis. The reasons for this attention can be attributed to higher investments in information systems and technology, the increasing wave of mergers and acquisitions and emergence of new financial instruments. In addition, the New Basel Capital Accord (known as Basel II) demands a capital requirement for operational risk and further motivates financial institutions to more precisely measure and manage this type of risk. The aim of this paper is to shed light on main characteristics of operational risk management and common applied methods: scenario analysis, key risk indicators, risk control self assessment and loss distribution approach.

Abstract:
Despite various methods that exist in software risk management, software projects have a high rate of failure. When complexity and size of the projects are increased, managing software development becomes more difficult. In these projects the need for more analysis and risk assessment is vital. In this paper, a classification for software risks is specified. Then relations between these risks using risk tree structure are presented. Analysis and assessment of these risks are done using probabilistic calculations. This analysis helps qualitative and quantitative assessment of risk of failure. Moreover it can help software risk management process. This classification and risk tree structure can apply to some software tools.

This research work takes a different approach in the discussion of urban form impacts on transport planning and auto dependency. Concentrated density represented by effective density explains auto dependency better than the conventional density and it is proved to be a realistic density representative for the urban transportation analysis. Model analysis reveals that effective density is influenced by the shopping accessibility index as well as job density factor. It is also combined with the job access variable to classify four levels of Transport Activity Centers (TACs) in Okinawa, Japan. Trip attraction capacity and levels of the newly classified TACs was found agreeable with the amount of daily trips attracted to each center. The trip attraction data set was drawn from a 2007 Okinawa personal trip survey. Many organizations are opting to adopt Open Source Software (OSS) as it is the current trend to rely on each other rather than on companies (Software vendors). It is a clear shift from organizations to individuals, the concept being to rely on collective participation rather than companies/vendors.
The main objectives of this research are 1) to identify the current level of OSS usage in Sultan Qaboos University; 2) to identify the potential benefits of using OSS in educational institutes; 3) to identify the OSS applications that are most likely to be used within an educational institute; 4) to identify the existing and potential barriers to the successful adoption of OSS in education.
To achieve these objectives a two-stage research method was conducted. First a rigorous literature review of previously published material was performed (interpretive/descriptive approach), and then a set of interviews were conducted with the IT professionals at Sultan Qaboos University in Oman in order to explore the extent and nature of their usage of OSS.

In this research, the authors analyze network stability using agent-based simulation. Firstly, the authors focus on analyzing large networks (eight agents) by connecting different two stable small social networks (A small stable network is consisted on four agents.). Secondly, the authors analyze the network (eight agents) shape which is added one agent to a stable network (seven agents). Thirdly, the authors analyze interpersonal comparison of utility. The “star-network "was not found on the result of interaction among stable two small networks. On the other hand, “decentralized network" was formed from several combination. In case of added one agent to a stable network (seven agents), if the value of “c"(maintenance cost of per a link) was larger, the number of patterns of stable network was also larger. In this case, the authors identified the characteristics of a large stable network. Abstract:
Tool Tracker is a client-server based application. It is essentially a catalogue of various network monitoring and management tools that are available online. There is a database maintained on the server side that contains the information about various tools. Several clients can access this information simultaneously and utilize this information. The various categories of tools considered are packet sniffers, port mappers, port scanners, encryption tools, and vulnerability scanners etc for the development of this application. This application provides a front end through which the user can invoke any tool from a central repository for the purpose of packet sniffing, port scanning, network analysis etc. Apart from the tool, its description and the help files associated with it would also be stored in the central repository. This facility will enable the user to view the documentation pertaining to the tool without having to download and install the tool. The application would update the central repository with the latest versions of the tools. The application would inform the user about the availability of a newer version of the tool currently being used and give the choice of installing the newer version to the user. Thus ToolTracker provides any network administrator that much needed abstraction and ease-ofuse with respect to the tools that he can use to efficiently monitor a network.

Abstract:
Copreneurship is a term used to describe the business pattern of operations run by married couples who share commitment, goals, and responsibilities in handling a business. Research conducted overseas showed that copreneurship business activities grew quickly and played a role in elevating families’ and nations’ socio-economic standards. In Malaysia, copreneurship has long been cultivated by spouses. Thus, this study aimed to explore the factors that motivate married partners to start a copreneurship business, and who is the dominant partner in the management of this business. The study participants are four entrepreneurial couples who are SME business operators selected through purposive sampling. In-depth interviews and direct observation were used as methods of measurement for triangulation of qualitative data in this study. The findings of the interviews were administered using NVivo 8.0 software. The result shows that freedom is a key factor that drives entrepreneurs to set up copreneurship businesses, and that the husband dominates the management aspects of the business. The study gives an overview of the parties involved in entrepreneurship to provide understanding of the copreneurship concept as it is practiced. This study provides academic value by creating understanding of the importance of a harmonious family institution specifically for forming entrepreneurs in the familial environment in Malaysia.Keywords: Copreneurs, copreneurship, business management, enterprise.

Abstract:
This paper considers the benefits gained by using an efficient quality of service management such as DiffServ technique to improve the performance of military communications. Low delay and no blockage must be achieved especially for real time tactical data. All traffic flows generated by different applications do not need same bandwidth, same latency, same error ratio and this scalable technique of packet management based on priority levels is analysed. End to end architectures supporting various traffic flows and including lowbandwidth and high-delay HF or SHF military links as well as unprotected Internet sub domains are studied. A tuning of Diffserv parameters is proposed in accordance with different loads of various traffic and different operational situations.Keywords: Military data networks, Quality of service, Tacticalsystems.

Supplier appraisal fosters energy in Supply Chain Management and helps in best optimization of viable business partners for a company. Many Decision Making techniques have already been proposed by researchers for supplier-s appraisal. However, Analytic Hierarchy Process (AHP) is assumed to be the most structured technique to attain near-best solution of the problem. This paper focuses at implementation of AHP in the procurement processes. It also suggests that on what factors a Public Sector Enterprises must focus while dealing with their suppliers and what should the suppliers do to synchronize their activities with the strategic objectives of Organization. Green supply chain management is an increasingly recognized practice among companies that are seeking to improve environmental performance. Of particular concern is how to arouse organizational awareness and put green activities into practice in order to enhance manufacturing performances. This paper investigates the correlation of green supply chain practices and manufacturing performances in Malaysian certified MS ISO 14000 manufacturing firms. Today, the Internet based communication has widen the opportunity of event monitoring system in the medical field. There is always a need of analyzing and designing secure and reliable mobile communication between the hospital and biomedical engineers mobile units. This study has been carried out to find possible solution using SIP-based event notification for alerting the technical staff about the Biomedical Device (BMD) status and Patients treatment session. The Session Initiation Protocol (SIP) can be used to create a medical event notification system. SIP can work on a variety of devices. Its adoption as the protocol of choice for third generation wireless networks allows for a robust and scalable environment. One of the advantages of SIP is that it supports personal mobility through the separation of user addressing and device addressing. The solution for Telemed alert notification system is based on SIP - Specific Event Notification. Abstract:
With the technological development and rise of virtual worlds, these spaces are becoming more and more attractive for cybercriminals, hidden behind avatars and fictitious identities. Since access to these spaces is not restricted or controlled, some impostors take advantage of gaining unauthorized access and practicing cyber criminality. This paper proposes an identity management approach for securing access to virtual worlds. The major purpose of the suggested solution is to install a strong security mechanism to protect virtual identities represented by avatars. Thus, only legitimate users, through their corresponding avatars, are allowed to access the platform resources. Access is controlled by integrating an authentication process based on biometrics. In the request process for registration, a user fingerprint is enrolled and then encrypted into a watermark utilizing a cancelable and non-invertible algorithm for its protection. After a user personalizes their representative character, the biometric mark is embedded into the avatar through a watermarking procedure. The authenticity of the avatar identity is verified when it requests authorization for access. We have evaluated the proposed approach on a dataset of avatars from various virtual worlds, and we have registered promising performance results in terms of authentication accuracy, acceptation and rejection rates.Keywords: Identity management, security, biometrics authentication and authorization, avatar, virtual world.

Abstract:
Currently, the field of data migration is very topical. As the number of applications developed rapidly, the ever-increasing volume of data collected has driven the architectural migration from Relational Database Management System (RDBMS) to NoSQL (Not Only SQL) database. This very recent technology is important enough in the field of database management. The main aim of this paper is to present a methodology for data migration from RDBMS to NoSQL database. To illustrate this methodology, we implement a software prototype using MySQL as a RDBMS and MongoDB as a NoSQL database. Although this is a hard engineering work, our results show that the proposed methodology can successfully accomplish the goal of this study.Keywords: Data Migration, MySQL, RDBMS, NoSQL, MongoDB.
