The efficient use of available licensed spectrum is becoming more and more critical with increasing demand and usage of the radio spectrum. This paper shows how the use of spectrum as well as dynamic spectrum management can be effectively managed and spectrum allocation schemes in the wireless communication systems be implemented and used, in future. This paper would be an attempt towards better utilization of the spectrum. This research will focus on the decision-making process mainly, with an assumption that the radio environment has already been sensed and the QoS requirements for the application have been specified either by the sensed radio environment or by the secondary user itself. We identify and study the characteristic parameters of Cognitive Radio and use Genetic Algorithm for spectrum allocation. The design of technological procedures for manufacturing certain products demands the definition and optimization of technological process parameters. Their determination depends on the model of the process itself and its complexity. Certain processes do not have an adequate mathematical model, thus they are modeled using heuristic methods. First part of this paper presents a state of the art of using soft computing techniques in manufacturing processes from the perspective of applicability in modern CAx systems. Methods of artificial intelligence which can be used for this purpose are analyzed. Abstract:
Airbag deployment has been known to be responsible for huge death, incidental injuries and broken bones due to low crash severity and wrong deployment decisions. Therefore, the authorities and industries have been looking for more innovative and intelligent products to be realized for future enhancements in the vehicle safety systems (VSSs). Although the VSSs technologies have advanced considerably, they still face challenges such as how to avoid unnecessary and untimely airbag deployments that can be hazardous and fatal. Currently, most of the existing airbag systems deploy without regard to occupant size and position. As such, this paper will focus on the occupant and crash sensing performances due to frontal collisions for the new breed of so called smart airbag systems. It intends to provide a thorough discussion relating to the occupancy detection, occupant size classification, occupant off-position detection to determine safe distance zone for airbag deployment, crash-severity analysis and airbag decision algorithms via a computer modeling. The proposed system model consists of three main modules namely, occupant sensing, crash severity analysis and decision fusion. The occupant sensing system module utilizes the weight sensor to determine occupancy, classify the occupant size, and determine occupant off-position condition to compute safe distance for airbag deployment. The crash severity analysis module is used to generate relevant information pertinent to airbag deployment decision. Outputs from these two modules are fused to the decision module for correct and efficient airbag deployment action. Generator of hypotheses is a new method for data mining. It makes possible to classify the source data automatically and produces a particular enumeration of patterns. Pattern is an expression (in a certain language) describing facts in a subset of facts. The goal is to describe the source data via patterns and/or IF...THEN rules. Used evaluation criteria are deterministic (not probabilistic). The search results are trees - form that is easy to comprehend and interpret. In recent years, Radio Frequency Identification (RFID) is followed with interest by many researches, especially for the purpose of indoor positioning as the innate properties of RFID are profitable for achieving it. A lot of algorithms or schemes are proposed to be used in the RFID-based positioning system, but most of them are lack of environmental consideration and it induces inaccuracy of application. In this research, a lot of algorithms and schemes of RFID indoor positioning are discussed to see whether effective or not on application, and some rules are summarized for achieving accurate positioning. On the other hand, a new term “Noise Factor" is involved to describe the signal loss between the target and the obstacle. Car failure detection is a complicated process and requires high level of expertise. Any attempt of developing an expert system dealing with car failure detection has to overcome various difficulties. This paper describes a proposed knowledge-based system for car failure detection. The paper explains the need for an expert system and the some issues on developing knowledge-based systems, the car failure detection process and the difficulties involved in developing the system. The system structure and its components and their functions are described. The system has about 150 rules for different types of failures and causes. It can detect over 100 types of failures. A knowledge base stores facts and rules about the world that applications can use for the purpose of reasoning. By applying the concept of granular computing to a knowledge base, several advantages emerge. These can be harnessed by applications to improve their capabilities and performance. In this paper, the concept behind such a construct, called a granular knowledge cube, is defined, and its intended use as an instrument that manages to cope with different data types and detect knowledge domains is elaborated. Furthermore, the underlying architecture, consisting of the three layers of the storing, representing, and structuring of knowledge, is described. Abstract:
Near-infrared (NIR) spectroscopy is a widely used method for material identification for laboratory and industrial applications. While standard spectrometers only allow measurements at one sampling point at a time, NIR Spectral Imaging techniques can measure, in real-time, both the size and shape of an object as well as identify the material the object is made of. The online classification and sorting of recovered paper with NIR Spectral Imaging (SI) is used with success in the paper recycling industry throughout Europe. Recently, the globalisation of the recycling material streams caused that water-based flexographic-printed newspapers mainly from UK and Italy appear also in central Europe. These flexo-printed newspapers are not sufficiently de-inkable with the standard de-inking process originally developed for offset-printed paper. This de-inking process removes the ink from recovered paper and is the fundamental processing step to produce high-quality paper from recovered paper. Thus, the flexo-printed newspapers are a growing problem for the recycling industry as they reduce the quality of the produced paper if their amount exceeds a certain limit within the recovered paper material. This paper presents the results of a research project for the development of an automated entry inspection system for recovered paper that was jointly conducted by CTR AG (Austria) and PTS Papiertechnische Stiftung (Germany). Within the project an NIR SI prototype for the identification of flexo-printed newspaper has been developed. The prototype can identify and sort out flexoprinted newspapers in real-time and achieves a detection accuracy for flexo-printed newspaper of over 95%. NIR SI, the technology the prototype is based on, allows the development of inspection systems for incoming goods in a paper production facility as well as industrial sorting systems for recovered paper in the recycling industry in the near future.Keywords: spectral imaging, imaging spectroscopy, NIR, waterbasedflexographic, flexo-printed, recovered paper, real-time classification.

In this paper DJess is presented, a novel distributed production system that provides an infrastructure for factual and procedural knowledge sharing. DJess is a Java package that provides programmers with a lightweight middleware by which inference systems implemented in Jess and running on different nodes of a network can communicate. Monitoring the health condition of patients is a complex problem that involves different medical units and requires continuous monitoring especially in rural areas because of inadequate number of available specialized physicians. The proposed system will improve patient care and drive costs down comparing to the existing system in Jordan. The proposed system will be the start point to faster and improve the communication between different units in the health system in Jordan. Connecting patients and their physicians beyond hospital doors regarding their geographical area is an important issue in developing the health system in Jordan. The ability of making medical decisions, the quality of medical is expected to be improved.

This work proposes a fuzzy methodology to support the investment decisions. While choosing among competitive investment projects, the methodology makes ranking of projects using the new aggregation OWA operator – AsPOWA, presented in the environment of possibility uncertainty. For numerical evaluation of the weighting vector associated with the AsPOWA operator the mathematical programming problem is constructed. On the basis of the AsPOWA operator the projects’ group ranking maximum criteria is constructed. The methodology also allows making the most profitable investments into several of the project using the method developed by the authors for discrete possibilistic bicriteria problems. The article provides an example of the investment decision-making that explains the work of the proposed methodology.

Due to the importance of the feature selection problem and the potential of ACO, this paper presents a novel method that utilizes the ACO algorithm to implement a feature subset search procedure. This paper presents an unsupervised color image segmentation method. It is based on a hierarchical analysis of 2-D histogram in RGB color space. This histogram minimizes storage space of images and thus facilitates the operations between them. The results showed that the student motivation behavior model by using association rule technique can indicate the important variables that influence the student motivation behavior on e-Learning.

Three service providers in competition, try to optimize their quality of service / content level and their service access price. But, they have to deal with uncertainty on the consumers- preferences. To reduce their uncertainty, they have the opportunity to buy information and to build alliances. We determine the Shapley value which is a fair way to allocate the grand coalition-s revenue between the service providers. Then, we identify the values of β (consumers- sensitivity coefficient to the quality of service / contents) for which allocating the grand coalition-s revenue using the Shapley value guarantees the system stability. For other values of β, we prove that it is possible for the regulator to impose a per-period interest rate maximizing the market coverage under equal allocation rules.Keywords: Alliance, Shapley value, Stability, Repeated game, Interest rate.

In this work, the surgical theater of a local hospital in KSA was analyzed using simulation. The focus was on attempting to answer questions related to how many Operating Rooms (ORs) to open and to analyze the performance of the surgical theater in general and mainly the Post Anesthesia Care Unit (PACU) to assist making decisions regarding PACU staffing. The surgical theater consists of ten operating rooms and the PACU unit which has a maximum capacity of fifteen beds. Different sequencing rules to sequence the surgical cases were tested and the Longest Case First (LCF) were superior to others. Text Mining is around applying knowledge discovery techniques to unstructured text is termed knowledge discovery in text (KDT), or Text data mining or Text Mining. In decision tree approach is most useful in classification problem. With this technique, tree is constructed to model the classification process. There are two basic steps in the technique: building the tree and applying the tree to the database. This paper describes a proposed C5.0 classifier that performs rulesets, cross validation and boosting for original C5.0 in order to reduce the optimization of error ratio. The feasibility and the benefits of the proposed approach are demonstrated by means of medial data set like hypothyroid. It is shown that, the performance of a classifier on the training cases from which it was constructed gives a poor estimate by sampling or using a separate test file, either way, the classifier is evaluated on cases that were not used to build and evaluate the classifier are both are large. If the cases in hypothyroid.data and hypothyroid.test were to be shuffled and divided into a new 2772 case training set and a 1000 case test set, C5.0 might construct a different classifier with a lower or higher error rate on the test cases. An important feature of see5 is its ability to classifiers called rulesets. The ruleset has an error rate 0.5 % on the test cases. The standard errors of the means provide an estimate of the variability of results. One way to get a more reliable estimate of predictive is by f-fold –cross- validation. The error rate of a classifier produced from all the cases is estimated as the ratio of the total number of errors on the hold-out cases to the total number of cases. The Boost option with x trials instructs See5 to construct up to x classifiers in this manner. Trials over numerous datasets, large and small, show that on average 10-classifier boosting reduces the error rate for test cases by about 25%.Keywords: C5.0, Error Ratio, text mining, training data, test data.

In the present paper, active control system is used in different heights of the building and the most effective part was studied where the active control system is applied. The mathematical model of the building is established in MATLAB and in order to active control the system FLC method was used. Three different locations of the building are chosen to apply active control system, namely at the lowest story, the middle height of the building, and at the highest point of the building with TMD system. The equation of motion was written for high rise building and it was solved by statespace method. Abstract:
This paper studied the flow shop scheduling problem under machine availability constraints. The machines are subject to flexible preventive maintenance activities. The nonresumable scenario for the jobs was considered. That is, when a job is interrupted by an unavailability period of a machine it should be restarted from the beginning. The objective is to minimize the total tardiness time for the jobs and the advance/tardiness for the maintenance activities. To solve the problem, a genetic algorithm was developed and successfully tested and validated on many problem instances. The computational results showed that the new genetic algorithm outperforms another earlier proposed algorithm.

As a pillar of sustainable development, ecology has become an important milestone in research community, especially due to global challenges like climate change. The ecological performance of products can be scientifically conducted with life cycle assessments. In the construction sector, significant amounts of CO2 emissions are assigned to the energy used for building heating purposes. Therefore, sustainable construction materials for insulating purposes are substantial, whereby aerogels have been explored intensively in the last years due to their low thermal conductivity. Therefore, the WALL-ACE project aims to develop an aerogel-based thermal insulating plaster that would achieve minor thermal conductivities. But as in the early stage of development phases, a lot of information is still missing or not yet accessible, the ecological performance of innovative products bases increasingly on uncertain data that can lead to significant deviations in the results. To be able to predict realistically how meaningful the results are and how viable the developed products may be with regard to their corresponding respective market, these deviations however have to be considered. Therefore, a classification method is presented in this study, which may allow comparing the ecological performance of modern products with already established and competitive materials. In order to achieve this, an alternative calculation method was used that allows computing with lower and upper bounds to consider all possible values without precise data. The life cycle analysis of the considered products was conducted with an interval arithmetic based calculation method. The results lead to the conclusion that the interval solutions describing the possible environmental impacts are so wide that the result usability is limited. Nevertheless, a further optimization in reducing environmental impacts of aerogels seems to be needed to become more competitive in the future.

Fused deposition modelling (FDM) is one of the most prominent rapid prototyping (RP) technologies which is being used to efficiently fabricate CAD 3D geometric models. However, the process is coupled with many drawbacks, of which the surface quality of the manufactured RP parts is among. Hence, studies relating to improving the surface roughness have been a key issue in the field of RP research. In this work, a technique of modelling the surface roughness in FDM is presented. Using experimentally measured surface roughness response of the FDM parts, an ANFIS prediction model was developed to obtain the surface roughness in the FDM parts using the main critical process parameters that affects the surface quality. Abstract:
We propose that Virtual Learning Environments (VLEs) should be designed by taking into account the characteristics, the special needs and the specific operating rules of the academic institutions in which they are employed. In this context, we describe a VLE module that extends the support of the organization and delivery of course material by including administration activities related to the various stages of teaching. These include the co-ordination, collaboration and monitoring of the course material development process and institution-specific course material delivery modes. Our specialized module, which enhances VLE capabilities by Helping Educators and Learners through a Laboratory Assistance System, is willing to assist the Greek tertiary technological sector, which includes Technological Educational Institutes (T.E.I.).Keywords: Virtual learning environments, Teachingcoordination, Laboratorial education, Technological institutes.

Abstract:
A computer model of Quantum Theory (QT) has been developed by the author. Major goal of the computer model was support and demonstration of an as large as possible scope of QT. This includes simulations for the major QT (Gedanken-) experiments such as, for example, the famous double-slit experiment. Besides the anticipated difficulties with (1) transforming exacting mathematics into a computer program, two further types of problems showed up, namely (2) areas where QT provides a complete mathematical formalism, but when it comes to concrete applications the equations are not solvable at all, or only with extremely high effort; (3) QT rules which are formulated in natural language and which do not seem to be translatable to precise mathematical expressions, nor to a computer program. The paper lists problems in all three categories and describes also the possible solutions or circumventions developed for the computer model.Keywords: Computability, Foundation of Quantum Mechanics, Measurement Process, Modeling.

Abstract:
Quality evaluation of urban environment is an integral part of efficient urban environment planning and management. The development of fuzzy set theory (FST) and the introduction of FST to the urban study field attempts to incorporate the gradual variation and avoid loss of information. Urban environmental quality assessment pertain to interpretation and forecast of the urban environmental quality according to the national regulation about the permitted content of contamination for the sake of protecting human health and subsistence environment . A strategic motor vehicle control strategy has to be proposed to mitigate the air pollution in the city. There is no well defined guideline for the assessment of urban air pollution and no systematic study has been reported so far for Indian cities. The methodology adopted may be useful in similar cities of India. Remote sensing & GIS can play significant role in mapping air pollution.Keywords: GIS, Pollution, Remote Sensing, Urban.

Abstract:
System MEMORI automatically detects and recognizes rotated and/or rescaled versions of the objects of a database within digital color images with cluttered background. This task is accomplished by means of a region grouping algorithm guided by heuristic rules, whose parameters concern some geometrical properties and the recognition score of the database objects. This paper focuses on the strategies implemented in MEMORI for the estimation of the heuristic rule parameters. This estimation, being automatic, makes the system a highly user-friendly tool.
