497 Enhancing the Effectiveness of Air Defense Systems through Simulation Analysis

Abstract:

Air Defense Systems contain high-value assets that are expected to fulfill their mission for several years - in many cases, even decades - while operating in a fast-changing, technology-driven environment. Thus, it is paramount that decision-makers can assess how effective an Air Defense System is in the face of new developing threats, as well as to identify the bottlenecks that could jeopardize the security of the airspace of a country. Given the broad extent of activities and the great variety of assets necessary to achieve the strategic objectives, a systems approach was taken in order to delineate the core requirements and the physical architecture of an Air Defense System. Then, value-focused thinking helped in the definition of the measures of effectiveness. Furthermore, analytical methods were applied to create a formal structure that preliminarily assesses such measures. To validate the proposed methodology, a powerful simulation was also used to determine the measures of effectiveness, now in more complex environments that incorporate both uncertainty and multiple interactions of the entities. The results regarding the validity of this methodology suggest that the approach can support decisions aimed at enhancing the capabilities of Air Defense Systems. In conclusion, this paper sheds some light on how consolidated approaches of Systems Engineering and Operations Research can be used as valid techniques for solving problems regarding a complex and yet vital matter.

496 Authentication and Data Hiding Using a Reversible ROI-based Watermarking Scheme for DICOM Images

Abstract:

In recent years image watermarking has become an important research area in data security, confidentiality and image integrity. Many watermarking techniques were proposed for medical images. However, medical images, unlike most of images, require extreme care when embedding additional data within them because the additional information must not affect the image quality and readability. Also the medical records, electronic or not, are linked to the medical secrecy, for that reason, the records must be confidential. To fulfill those requirements, this paper presents a lossless watermarking scheme for DICOM images. The proposed a fragile scheme combines two reversible techniques based on difference expansion for patient's data hiding and protecting the region of interest (ROI) with tamper detection and recovery capability. Patient's data are embedded into ROI, while recovery data are embedded into region of non-interest (RONI). The experimental results show that the original image can be exactly extracted from the watermarked one in case of no tampering. In case of tampered ROI, tampered area can be localized and recovered with a high quality version of the original area.

495 Using Blockchain Technology to Extend the Vendor Managed Inventory for Sustainability

Abstract:

Nowadays, Information Technology (IT) is changing the way traditional enterprise management concepts work. One of the most dominant IT achievements is the Blockchain Technology. This technology enables the distributed collaboration of stakeholders for their interactions while fulfilling the security and consensus rules among them. This paper has focused on the application of Blockchain technology to enhance one of traditional inventory management models. The Vendor Managed Inventory (VMI) has been considered one of the most efficient mechanisms for vendor inventory planning by the suppliers. While VMI has brought competitive advantages for many industries, however its centralized mechanism limits the collaboration of a pool of suppliers and vendors simultaneously. This paper has studied the recent research for VMI application in industries and also has investigated the applications of Blockchain technology for decentralized collaboration of stakeholders. Focusing on sustainability issue for total supply chain consisting suppliers and vendors, it has proposed a Blockchain based VMI conceptual model. The different capabilities of this model for enabling the collaboration of stakeholders while maintaining the competitive advantages and sustainability issues have been discussed.

494 High-Value Health System for All: Technologies for Promoting Health Education and Awareness

Abstract:

Health for all is considered as a sign of well-being and inclusive growth. New healthcare technologies are contributing to the quality of human lives by promoting health education and awareness, leading to the prevention, early diagnosis and treatment of the symptoms of diseases. Healthcare technologies have now migrated from the medical and institutionalized settings to the home and everyday life. This paper explores these new technologies and investigates how they contribute to health education and awareness, promoting the objective of high-value health system for all. The methodology used for the research is literature review. The paper also discusses the opportunities and challenges with futuristic healthcare technologies. The combined advances in genomics medicine, wearables and the IoT with enhanced data collection in electronic health record (EHR) systems, environmental sensors, and mobile device applications can contribute in a big way to high-value health system for all. The promise by these technologies includes reduced total cost of healthcare, reduced incidence of medical diagnosis errors, and reduced treatment variability. The major barriers to adoption include concerns with security, privacy, and integrity of healthcare data, regulation and compliance issues, service reliability, interoperability and portability of data, and user friendliness and convenience of these technologies.

493 A Quantification Method of Attractiveness of Stations and an Estimation Method of Number of Passengers Taking into Consideration the Attractiveness of the Station

Abstract:

In the metropolitan areas in Japan, in many stations, shopping areas are set up, and escalators and elevators are installed to make the stations be barrier-free. Further, many areas around the stations are being redeveloped. Railway business operators want to know how much effect these circumstances have on attractiveness of the station or number of passengers using the station. So, we performed a questionnaire survey of the station users in the metropolitan areas for finding factors to affect the attractiveness of stations. Then, based on the analysis of the survey, we developed a method to quantitatively evaluate attractiveness of the stations. We also developed an estimation method for number of passengers based on combination of attractiveness of the station quantitatively evaluated and the residential and labor population around the station. Then, we derived precise linear regression models estimating the attractiveness of the station and number of passengers of the station.

492 Core Issues Affecting Software Architecture in Enterprise Projects

Abstract:

In this paper we analyze the core issues affecting software architecture in enterprise projects where a large number of people at different backgrounds are involved and complex business, management and technical problems exist. We first give general features of typical enterprise projects and then present foundations of software architectures. The detailed analysis of core issues affecting software architecture in software development phases is given. We focus on three main areas in each development phase: people, process, and management related issues, structural (product) issues, and technology related issues. After we point out core issues and problems in these main areas, we give recommendations for designing good architecture. We observed these core issues and the importance of following the best software development practices and also developed some novel practices in many big enterprise commercial and military projects in about 10 years of experience.

491 Media and Information Literacy (MIL) for Thai Youths

Abstract:

The objectives of this study are to determine the role of media that influence the values, attitudes and behaviors of Thai youths. Analytical qualitative research techniques were used for this purpose. Data collection based techniques was used which were individual interviews and focus group discussions with journalists, sample of high school and university students, and parents. The results show that “Social Media" is still the most popular media for Thai youths. It is also still in the hands of the marketing business and it can motivate Thai youths to do so many things. The main reasons of media exposure are to find quality information that they want quickly, get satisfaction and can use social media to get more exciting and to build communities. They believe that the need for media and information literacy skills is defined as making judgments, personal integrity, training of family and the behavior of close friends.

490 A Framework for Review Spam Detection Research

Abstract:

With the increasing number of people reviewing products online in recent years, opinion sharing websites has become the most important source of customers’ opinions. Unfortunately, spammers generate and post fake reviews in order to promote or demote brands and mislead potential customers. These are notably destructive not only for potential customers, but also for business holders and manufacturers. However, research in this area is not adequate, and many critical problems related to spam detection have not been solved to date. To provide green researchers in the domain with a great aid, in this paper, we have attempted to create a highquality framework to make a clear vision on review spam-detection methods. In addition, this report contains a comprehensive collection of detection metrics used in proposed spam-detection approaches. These metrics are extremely applicable for developing novel detection methods.

489 Nongovernmental Organisations’ Sustainable Strategic Planning and Its Impact on Donors’ Loyalty

Abstract:

The non-profit sector has been heavily rising with the rise of sustainable development in developed and developing countries. Most economies are putting high pressure on this sector, believing that nongovernmental organizations (NGOs) are one of the main rescues during crises worldwide. However, with the rising number of those NGOs comes their incapability of sustaining their performance and fundraising. Additionally, donors who are considered the key partners for those organizations have become knowledgeable about this sector which made them more demanding, putting high pressure on those organizations to believe that there must be a valuable return for the economy in order to donate. This research aims to study the impact of a sustainable strategic planning model on raising loyal donors; the proposed model of this research presents several independent variables determining their impact on donors' intention to become loyal.

488 Modular Data and Calculation Framework for a Technology-Based Mapping of the Manufacturing Process According to the Value Stream Management Approach

Abstract:

Value Stream Management (VSM) is a widely used methodology in the context of Lean Management for improving end-to-end material and information flows from a supplier to a customer from a company’s perspective. Whereas the design principles, e.g. Pull, value-adding, customer-orientation and further ones are still valid against the background of an increasing digitalized and dynamic environment, the methodology itself for mapping a value stream is characterized as time- and resource-intensive due to the high degree of manual activities. The digitalization of processes in the context of Industry 4.0 enables new opportunities to reduce these manual efforts and make the VSM approach more agile. The paper at hand aims at providing a modular data and calculation framework, utilizing the available business data, provided by information and communication technologies for automizing the value stream mapping process with focus on the manufacturing process.

487 Mining Implicit Knowledge to Predict Political Risk by Providing Novel Framework with Using Bayesian Network

Abstract:

Nowadays predicting political risk level of country has become a critical issue for investors who intend to achieve accurate information concerning stability of the business environments. Since, most of the times investors are layman and nonprofessional IT personnel; this paper aims to propose a framework named GECR in order to help nonexpert persons to discover political risk stability across time based on the political news and events. To achieve this goal, the Bayesian Networks approach was utilized for 186 political news of Pakistan as sample dataset. Bayesian Networks as an artificial intelligence approach has been employed in presented framework, since this is a powerful technique that can be applied to model uncertain domains. The results showed that our framework along with Bayesian Networks as decision support tool, predicted the political risk level with a high degree of accuracy.

486 A New Traffic Pattern Matching for DDoS Traceback Using Independent Component Analysis

Abstract:

Recently, Denial of Service(DoS) attacks and Distributed DoS(DDoS) attacks which are stronger form of DoS attacks from plural hosts have become security threats on the Internet. It is important to identify the attack source and to block attack traffic as one of the measures against these attacks. In general, it is difficult to identify them because information about the attack source is falsified. Therefore a method of identifying the attack source by tracing the route of the attack traffic is necessary. A traceback method which uses traffic patterns, using changes in the number of packets over time as criteria for the attack traceback has been proposed. The traceback method using the traffic patterns can trace the attack by matching the shapes of input traffic patterns and the shape of output traffic pattern observed at a network branch point such as a router. The traffic pattern is a shapes of traffic and unfalsifiable information. The proposed trace methods proposed till date cannot obtain enough tracing accuracy, because they directly use traffic patterns which are influenced by non-attack traffics. In this paper, a new traffic pattern matching method using Independent Component Analysis(ICA) is proposed.

485 An E-Government Implementation Model for Peruvian State Companies Based on COBIT 5.0: Definition and Goals of the Model

Abstract:

As part of the regulatory compliance process and the streamlining of public administration, the Peruvian government has implemented the National E-Government Plan in all state institutions with the aim of providing citizens with solid services based on the use of Information and Communications Technologies (ICT). As part of the regulations, the requisites to be met by public institutions have been submitted. However, the lack of an implementation model was detected, one that can serve as a guide to such institutions in order to materialize the organizational and technological structures needed, which allow them to provide the required digital services. This paper develops an implementation model of electronic government (e-government) for Peru’s state institutions, in compliance with current regulations based on a COBIT 5.0 framework. Furthermore, the paper introduces phase 1 of this model: business and IT goals, the goals cascade and the future model of processes.

484 Combined Safety and Cybersecurity Risk Assessment for Intelligent Distributed Grids

Abstract:

As more parts of the power grid become connected to the internet, the risk of cyberattacks increases. To identify the cybersecurity threats and subsequently reduce vulnerabilities, the common practice is to carry out a cybersecurity risk assessment. For safety classified systems and products, there is also a need for safety risk assessments in addition to the cybersecurity risk assessment to identify and reduce safety risks. These two risk assessments are usually done separately, but since cybersecurity and functional safety are often related, a more comprehensive method covering both aspects is needed. Some work addressing this has been done for specific domains like the automotive domain, but more general methods suitable for, e.g., Intelligent Distributed Grids, are still missing. One such method from the automotive domain is the Security-Aware Hazard Analysis and Risk Assessment (SAHARA) method that combines safety and cybersecurity risk assessments. This paper presents an approach where the SAHARA method has been modified to be more suitable for larger distributed systems. The adapted SAHARA method has a more general risk assessment approach than the original SAHARA. The proposed method has been successfully applied on two use cases of an intelligent distributed grid.

As traditional innovation has already taken its place in managers’ to do lists; managers and companies have started to look for new ways to go beyond the traditional innovation. Because of its cost, traditional innovation became a burden for companies since they only use inner sources. Companies have intended to use outer innovation sources to decrease the innovation costs and Open Innovation has become a new solution for companies at this point. Crowdsourcing is a tool of Open Innovation and it consists of two words: Outsourcing and crowd. Crowdsourcing aims to benefit from the efforts and ideas of a virtual crowd via Internet technologies. In addition to that, crowdsourcing can help entrepreneurs to innovate and grow their businesses. They can crowd source anything they can use to grow their businesses: Ideas, investment, new business, new partners, new solutions, new policies, data, insight, marketing or talent. Therefore, the aim of the study is to be able to show some possible ways for entrepreneurs to benefit from crowdsourcing to expand or foster their businesses. In the study, the term crowdsourcing has been given in details and these possible ways have been searched and given.

Manufacturing process has been considered as one of the most important activity in business process. It correlates with productivity and quality of the product so industries could fulfill customer’s demand. With the increasing demand from customer, industries must improve their manufacturing ability such as shorten lead-time and reduce wastes on their process. Lean manufacturing has been considered as one of the tools to waste elimination in manufacturing or service industry. Workforce development is one practice in lean manufacturing that can reduce waste generated from operator such as waste of unnecessary motion. Anthropometric approach is proposed to determine the recommended measurement in operator’s work area. The method will get some dimensions from Indonesia people that related to piston workstation. The result from this research can be obtained new design for the work area considering ergonomic aspect.

481 Adopting Flocks of Birds Approach to Predator for Anomalies Detection on Industrial Control Systems

Abstract:

Industrial Control Systems (ICS) such as Supervisory Control And Data Acquisition (SCADA) can be seen in many different critical infrastructures, from nuclear management to utility, medical equipment, power, waste and engine management on ships and planes. The role SCADA plays in critical infrastructure has resulted in a call to secure them. Many lives depend on it for daily activities and the attack vectors are becoming more sophisticated. Hence, the security of ICS is vital as malfunction of it might result in huge risk. This paper describes how the application of Prey Predator (PP) approach in flocks of birds could enhance the detection of malicious activities on ICS. The PP approach explains how these animals in groups or flocks detect predators by following some simple rules. They are not necessarily very intelligent animals but their approach in solving complex issues such as detection through corporation, coordination and communication worth emulating. This paper will emulate flocking behavior seen in birds in detecting predators. The PP approach will adopt six nearest bird approach in detecting any predator. Their local and global bests are based on the individual detection as well as group detection. The PP algorithm was designed following MapReduce methodology that follows a Split Detection Convergence (SDC) approach.

480 Exit Strategies from The Global Crisis

Abstract:

While the form of crises may change, their essence remains the same (such as a cycle of abundant liquidity, rapid credit growth, and a low-inflation environment followed by an asset-price bubble). The current market turbulence began in mid-2000s when the US economy shifted to imbalanced both internal and external macroeconomic positions. We see two key causes of these problems – loose US monetary policy in early 2000s and US government guarantees issued on the securities by government-sponsored enterprises what was further fueled by financial innovations such as structured credit products. We have discovered both negative and positive lessons deriving from this crisis and divided the negative lessons into three groups: financial products and valuation, processes and business models, and strategic issues. Moreover, we address key risk management lessons and exit strategies derived from the current crisis and recommend policies that should help diminish the negative impact of future potential crises.

479 Conceptualization of Value Co-Creation for Shrimp Products in Bangladesh

Abstract:

For the shrimp companies to remain relevant to its local and international consumers, they must offer new shrimp product and services. It must work actively not just to create value for the consumer, but to involve the consumer in co-creating value for shrimp product innovation in the market. In this theoretical work, we conceptualize the business concept of value co-creation in the context of shrimp products, and propose a framework of value co-creation for shrimp product innovation in shrimp industries. With guidance on value co-creation in in shrimp industry, and shrimp value chain actors mapped to the co-creation cycle, companies can use the framework to offer new shrimp product to consumer communities. Although customer co-creation is known approach in the world, it is not commonly used by the companies in Bangladesh. This paper makes an original contribution by conceptualizing co-creation and set the examples of best co-creation practices in food sector. The results of the study provide management with guidelines for successful co-creation projects with an innovation- and market-oriented approach. The framework also provides a basis for further research in this area.

478 Peer Assessment in the Context of Project-Based Learning Online

Abstract:

The pedagogy project has been proven as an active learning method, which is used to develop learner-s skills and knowledge.The use of technology in the learning world, has filed several gaps in the implementation of teaching methods, and online evaluation of learners. However, the project methodology presents challenges in the assessment of learners online. Indeed, interoperability between E-learning platforms (LMS) is one of the major challenges of project-based learning assessment. Firstly, we have reviewed the characteristics of online assessment in the context of project-based teaching. We addressed the constraints encountered during the peer evaluation process. Our approach is to propose a meta-model, which will describe a language dedicated to the conception of peer assessment scenario in project-based learning. Then we illustrate our proposal by an instantiation of the meta-model through a business process in a scenario of collaborative assessment on line.

477 A Method for Iris Recognition Based on 1D Coiflet Wavelet

Abstract:

There have been numerous implementations of security system using biometric, especially for identification and verification cases. An example of pattern used in biometric is the iris pattern in human eye. The iris pattern is considered unique for each person. The use of iris pattern poses problems in encoding the human iris. In this research, an efficient iris recognition method is proposed. In the proposed method the iris segmentation is based on the observation that the pupil has lower intensity than the iris, and the iris has lower intensity than the sclera. By detecting the boundary between the pupil and the iris and the boundary between the iris and the sclera, the iris area can be separated from pupil and sclera. A step is taken to reduce the effect of eyelashes and specular reflection of pupil. Then the four levels Coiflet wavelet transform is applied to the extracted iris image. The modified Hamming distance is employed to measure the similarity between two irises. This research yields the identification success rate of 84.25% for the CASIA version 1.0 database. The method gives an accuracy of 77.78% for the left eyes of MMU 1 database and 86.67% for the right eyes. The time required for the encoding process, from the segmentation until the iris code is generated, is 0.7096 seconds. These results show that the accuracy and speed of the method is better than many other methods.

476 Image Transmission in Low-Power Networks in Mobile Communications Channel

Abstract:

This paper studies a vital issue in wireless communications, which is the transmission of images over Wireless Personal Area Networks (WPANs) through the Bluetooth network. It presents a simple method to improve the efficiency of error control code of old Bluetooth versions over mobile WPANs through Interleaved Error Control Code (IECC) technique. The encoded packets are interleaved by simple block interleaver. Also, the paper presents a chaotic interleaving scheme as a tool against bursts of errors which depends on the chaotic Baker map. Also, the paper proposes using the chaotic interleaver instead of traditional block interleaver with Forward Error Control (FEC) scheme. A comparison study between the proposed and standard techniques for image transmission over a correlated fading channel is presented. Simulation results reveal the superiority of the proposed chaotic interleaving scheme to other schemes. Also, the superiority of FEC with proposed chaotic interleaver to the conventional interleavers with enhancing the security level with chaotic interleaving packetby- packet basis.

475 Text-Mining Approach for Evaluation of Affective Management Practices

Abstract:

The purpose of this paper is to propose a text mining approach to evaluate companies- practices on affective management. Affective management argues that it is critical to take stakeholders- affects into consideration during decision-making process, along with the traditional numerical and rational indices. CSR reports published by companies were collected as source information. Indices were proposed based on the frequency and collocation of words relevant to affective management concept using text mining approach to analyze the text information of CSR reports. In addition, the relationships between the results obtained using proposed indices and traditional indicators of business performance were investigated using correlation analysis. Those correlations were also compared between manufacturing and non-manufacturing companies. The results of this study revealed the possibility to evaluate affective management practices of companies based on publicly available text documents.

474 Identification of the Key Sustainability Issues to Develop New Decision Support Tools in the Spanish Furniture Sector

Abstract:

The environmental impacts caused by the current production and consumption models, together with the impact that the current economic crisis, bring necessary changes in the European industry toward new business models based on sustainability issues that could allow them to innovate and improve their competitiveness. This paper analyzes the key environmental issues and the current and future market trends in one of the most important industrial sectors in Spain, the furniture sector. It also proposes new decision support tools -diagnostic kit, roadmap and guidelines- to guide companies to implement sustainability criteria into their organizations, including eco-design strategies and other economical and social strategies in accordance with the sustainability definition, and other available tools such as eco-labels, environmental management systems, etc., and to use and combine them to obtain the results the company expects to help improve its competitiveness.

473 Measuring Strategic Management Maturity: An Empirical Study in Turkish Public and Private Sector Organizations

Abstract:

Strategic Management is highly critical for all types of organizations. This paper examines maturity level of strategic management practices of public and private sector organizations in Turkey, and presents a conceptual model for assessing the maturity of strategic management in any organization. This research focuses on R&D intensive organizations (RDO) because it is claimed that such organizations are more innovative and innovation is a critical part of the model. The Strategic management maturity model (S-3M) is basically composed of six maturity levels with five different dimensions. Based on 63 organizations, the findings reveal that the average maturity of all organizations in the sample group is three out of five. It corresponds to the stage of ‘performed’. Results simply show that the majority of organizations from various industries and sectors implement strategic management activities; however, they experience multiple challenges to optimize strategic management processes and integrate organizational components with business strategies. Briefly, they struggle to become an innovative organization.

472 Continuity Planning in Supply Chain Networks: Degrees of Freedom and Application in the Risk Management Process

Abstract:

Supply chain networks are frequently hit by unplanned events which lead to disruptions and cause operational and financial consequences. It is neither possible to avoid disruption risk entirely, nor are network members able to prepare for every possible disruptive event. Therefore a continuity planning should be set up which supports effective operational responses in supply chain networks in times of emergencies. In this research network related degrees of freedom which determine the options for responsive actions are derived from interview data. The findings are further embedded into a common risk management process. The paper provides support for researchers and practitioners to identify the network related options for responsive actions and to determine the need for improving the reaction capabilities.

471 A Knowledge Acquisition Model Using Multi-Agents for KaaS

These days customer satisfaction plays vital role in any business. When customer searches for a product, significantly a junk of irrelevant information is what is given, leading to customer dissatisfaction. To provide exactly relevant information on the searched product, we are proposing a model of KaaS (Knowledge as a Service), which pre-processes the information using decision making paradigm using Multi-agents. Information obtained from various sources is taken to derive knowledge and they are linked to Cloud to capture new idea. The main focus of this work is to acquire relevant information (knowledge) related to product, then convert this knowledge into a service for customer satisfaction and deploy on cloud. For achieving these objectives we are have opted to use multi agents. They are communicating and interacting with each other, manipulate information, provide knowledge, to take decisions. The paper discusses about KaaS as an intelligent approach for Knowledge acquisition.

470 An Efficient Spam Mail Detection by Counter Technique

Abstract:

Spam mails are unwanted mails sent to large number of users. Spam mails not only consume the network resources, but cause security threats as well. This paper proposes an efficient technique to detect, and to prevent spam mail in the sender side rather than the receiver side. This technique is based on a counter set on the sender server. When a mail is transmitted to the server, the mail server checks the number of the recipients based on its counter policy. The counter policy performed by the mail server is based on some pre-defined criteria. When the number of recipients exceeds the counter policy, the mail server discontinues the rest of the process, and sends a failure mail to sender of the mail; otherwise the mail is transmitted through the network. By using this technique, the usage of network resources such as bandwidth, and memory is preserved. The simulation results in real network show that when the counter is set on the sender side, the time required for spam mail detection is 100 times faster than the time the counter is set on the receiver side, and the network resources are preserved largely compared with other anti-spam mail techniques in the receiver side.

469 RadMote: A Mobile Framework for Radiation Monitoring in Nuclear Power Plants

Abstract:

Wireless Sensor Networks (WSNs) have attracted the attention of many researchers. This has resulted in their rapid integration in very different areas such as precision agriculture,environmental monitoring, object and event detection and military surveillance. Due to the current WSN characteristics this technology is specifically useful in industrial areas where security, reliability and autonomy are basic, such as nuclear power plants, chemical plants, and others. In this paper we present a system based on WSNs to monitor environmental conditions around and inside a nuclear power plant, specifically, radiation levels. Sensor nodes, equipped with radiation sensors, are deployed in fixed positions throughout the plant. In addition, plant staff are also equipped with mobile devices with higher capabilities than sensors such as for example PDAs able to monitor radiation levels and other conditions around them. The system enables communication between PDAs, which form a Mobile Ad-hoc Wireless Network (MANET), and allows workers to monitor remote conditions in the plant. It is particularly useful during stoppage periods for inspection or in the event of an accident to prevent risk situations.

468 A Model Suggestion on Competitiveness and Sustainability of SMEs in Developing Countries

Abstract:

The factor which developing countries are in need is capital. Such countries make an effort to increase their income in order to meet their expenses for employment, infrastructure, superstructure investments, education, health and defense. The sole income of the countries is taxes collected from businesses. The businesses should drive profit and return in order to be able to toll. In a world where competition exists, different strategies may be followed by business in developing countries and they must specify their target markets. İn order to minimize cost and maximize profit, SMEs have to concentrate on target markets and select cost oriented strategy. In this study, a theoretical model is suggested that SME firms have to act as cluster between each other, and also must be optimal provider for large scale firms. SMEs’ policy must be supported by public. This relationship can benefit large scale firms to have brand over the world, and this organization increases value added for developing countries.
