Authors: S. K. Balashanmugam, Padmavati Manchikanti, S. R. Subramanian
Abstract:
The question of legal liability over injury arising out of the import and the introduction of GM food emerges as a crucial issue confronting to promote GM food and its derivatives. There is a greater possibility of commercialized GM food from the exporting country to enter importing country where status of approval shall not be same. This necessitates the importance of fixing a liability mechanism to discuss the damage, if any, occurs at the level of transboundary movement or at the market. There was a widespread consensus to develop the Cartagena Protocol on Biosafety and to give for a dedicated regime on liability and redress in the form of Nagoya Kuala Lumpur Supplementary Protocol on the Liability and Redress (‘N-KL Protocol’) at the international context. The national legal frameworks based on this protocol are not adequately established in the prevailing food legislations of the developing countries. The developing economy like India is willing to import GM food and its derivatives after the successful commercialization of Bt Cotton in 2002. As a party to the N-KL Protocol, it is indispensable for India to formulate a legal framework and to discuss safety, liability, and regulatory issues surrounding GM foods in conformity to the provisions of the Protocol. The liability mechanism is also important in the case where the risk assessment and risk management is still in implementing stage. Moreover, the country is facing GM infiltration issues with its neighbors Bangladesh. As a precautionary approach, there is a need to formulate rules and procedure of legal liability to discuss any kind of damage occurs at transboundary trade. In this context, the proposed work will attempt to analyze the liability regime in the existing Food Safety and Standards Act, 2006 from the applicability and domestic compliance and to suggest legal and policy options for regulatory authorities. Keywords: Commercialisation, food safety, FSSAI, genetically modified foods, India, liability.

Abstract:
The quantum communication technology is an evolving design which connects multiple quantum enabled devices to internet for secret communication or sensitive information exchange. In future, the number of these compact quantum enabled devices will increase immensely making them an integral part of present communication systems. Therefore, safety and security of such devices is also a major concern for us. To ensure the customer sensitive information will not be eavesdropped or deciphered, we need a strong authentications and encryption mechanism. In this paper, we propose a mutual authentication scheme between these smart quantum devices and server based on the secure exchange of information through quantum channel which gives better solutions for symmetric key exchange issues. An important part of this work is to propose a secure mutual authentication protocol over the quantum channel. We show that our approach offers robust authentication protocol and further our solution is lightweight, scalable, cost-effective with optimized computational processing overheads. Keywords: Quantum cryptography, quantum key distribution, wireless quantum communication, authentication protocol, quantum enabled device, trusted third party.

Abstract:
Machine learning represents a set of topics dealing with the creation and evaluation of algorithms that facilitate pattern recognition, classification, and prediction, based on models derived from existing data. The data can present identification patterns which are used to classify into groups. The result of the analysis is the pattern which can be used for identification of data set without the need to obtain input data used for creation of this pattern. An important requirement in this process is careful data preparation validation of model used and its suitable interpretation. For breeders, it is important to know the origin of animals from the point of the genetic diversity. In case of missing pedigree information, other methods can be used for traceability of animal´s origin. Genetic diversity written in genetic data is holding relatively useful information to identify animals originated from individual countries. We can conclude that the application of data mining for molecular genetic data using supervised learning is an appropriate tool for hypothesis testing and identifying an individual.

Abstract:
Internet Access Technologies (IAT) provide a means through which Internet can be accessed. The choice of a suitable Internet technology is increasingly becoming an important issue to ISP clients. Currently, the choice of IAT is based on discretion and intuition of the concerned managers and the reliance on ISPs. In this paper we propose a model and designs algorithms that are used in the Internet access technology specification. In the proposed model, three ranking approaches are introduced; concurrent ranking, stepwise ranking and weighted ranking. The model ranks the IAT based on distance measures computed in ascending order while the global ranking system assigns weights to each IAT according to the position held in each ranking technique, determines the total weight of a particular IAT and ranks them in descending order. The final output is an objective ranking of IAT in descending order. Keywords: Internet Access Technology (IAT).

Authors: Chi-Lun Liu
Abstract:
Requirements modeling and analysis are important in successful information systems' maintenance. Unified Modeling Language (UML) class diagrams are useful standards for modeling information systems. To our best knowledge, there is a lack of a systems development methodology described by the organism metaphor. The core concept of this metaphor is adaptation. Using the knowledge representation and reasoning approach and ontologies to adopt new requirements are emergent in recent years. This paper proposes an organic methodology which is based on constructivism theory. This methodology is a knowledge representation and reasoning approach to analyze new requirements in the class diagrams maintenance. The process and rules in the proposed methodology automatically analyze inconsistencies in the class diagram. In the big data era, developing an automatic tool based on the proposed methodology to analyze large amounts of class diagram data is an important research topic in the future.

Authors: M. Sarrab, H. Bourdoucen
Abstract:
Mobile applications are verified to check the correctness or evaluated to check the performance with respect to specific security properties such as Availability, Integrity and Confidentiality. Where they are made available to the end users of the mobile application is achievable only to a limited degree using software engineering static verification techniques. The more sensitive the information, such as credit card data, personal medical information or personal emails being processed by mobile application, the more important it is to ensure the confidentiality of this information. Monitoring untrusted mobile application during execution in an environment where sensitive information is present is difficult and unnerving. The paper addresses the issue of monitoring and controlling the flow of confidential information during untrusted mobile application execution. The approach concentrates on providing a dynamic and usable information security solution by interacting with the mobile users during the runtime of mobile application in response to information flow events.

Abstract:
Knowledge transfer between personnel could benefit an organization’s improved competitive advantage in the marketplace from a strategic approach to knowledge management. The lack of information sharing between personnel could create knowledge transfer gaps while restricting the decision-making processes. Knowledge transfer between personnel can potentially improve information sharing based on an implemented knowledge management strategy. An organization’s capacity to gain more knowledge is aligned with the organization’s prior or existing captured knowledge. This case study attempted to understand the overall influence of a KMS within the corporate environment and knowledge exchange between personnel. The significance of this study was to help understand how organizations can improve the Return on Investment (ROI) of a knowledge management strategy within a knowledge-centric organization. A qualitative descriptive case study was the research design selected for this study. The lack of information sharing between personnel may create knowledge transfer gaps while restricting the decision-making processes. Developing a knowledge management strategy acceptable at all levels of the organization requires cooperation in support of a common organizational goal. Working with management and executive members to develop a protocol where knowledge transfer becomes a standard practice in multiple tiers of the organization. The knowledge transfer process could be measurable when focusing on specific elements of the organizational process, including personnel transition to help reduce time required understanding the job. The organization studied in this research acknowledged the need for improved knowledge management activities within the organization to help organize, retain, and distribute information throughout the workforce. Abstract:
Vaccines serve a great deal in protecting the population globally. Vaccine products are subject to rigorous quality control and approval before use to ensure safety. Even if all actors take the required precautions, some people could still have adverse events following immunization (AEFI) caused by the vaccine composition or an error in its administration. AEFI underreporting is pronounced in low-income settings like Cameroon. The Country introduced electronic platforms to strengthen surveillance. With the introduction of many novel vaccines, like COVID-19 and the novel Oral Polio Vaccine (nOPV) 2, there was a need to monitor AEFI in Cameroon. A cross-sectional study was conducted from July to December 2022. Data on AEFI per region of Cameroon were reviewed for the previous five years. Data were analyzed with MS Excel, and the results were presented in proportions. AEFI reporting was uncommon in Cameroon. With the introduction of novel vaccines in 2021, the health authorities engaged in new tools and training to capture cases. AEFI detected almost doubled using the open data kit (ODK) compared to previous platforms, especially following the introduction of the nOPV2 and COVID-19 vaccines. The AEFI rate was 1.9 and 160 per administered 100,000 doses of nOPV2 and COVID-19 vaccines, respectively. This mobile tool captured individual information for people with AEFI from all regions. The platform helped to identify common AEFI following the use of these new vaccines. The ODK mobile technology was vital in improving AEFI reporting and providing data to monitor the use of new vaccines in Cameroon.

Abstract:
The growing interest on national heritage preservation has led to intensive efforts on digital documentation of cultural heritage knowledge. Encapsulated within this effort is the focus on ontology development that will help facilitate the organization and retrieval of the knowledge. Ontologies surrounding cultural heritage domain are related to archives, museum and library information such as archaeology, artifacts, paintings, etc. The growth in number and size of ontologies indicates the well acceptance of its semantic enrichment in many emerging applications. Nowadays, there are many heritage information systems available for access. Among others is community-based e-museum designed to support the digital cultural heritage preservation. This work extends previous effort of developing the Traditional Malay Textile (TMT) Knowledge Model where the model is designed with the intention of auxiliary mapping with CIDOC CRM. Due to its internal constraints, the model needs to be transformed in advance. This paper addresses the issue by reviewing the previous harmonization works with CIDOC CRM as exemplars in refining the facets in the model particularly involving TMT-Artifact class. The result is an extensible model which could lead to a common view for automated mapping with CIDOC CRM. Hence, it promotes integration and exchange of textile information especially batik-related between communities in e-museum applications. Keywords: automated mapping, cultural heritage, knowledgemodel, textile practice

Abstract:
Recently, the interest of globalization in the field of teacher education has increased. In the U.S., the government is trying to enhance the quality of education through a global approach in education. To do so, the schools in the U.S. are recruiting teachers with global capability from countries like Korea where competent teachers are being trained. Meanwhile, in the case of Korea, although excellent teachers have been cultivated every year, due to a low birth rate it is not easy to become a domestic teacher. To solve the trouble that the two countries are facing, the study first examines the demand and necessity of globalization in the field of teacher education between Korea and the U.S. Second, we propose a new project, called the ‘Global Teachers University (GTU)’ program to satisfy the demands of both countries. Finally, we provide its implications to build the future educational cooperation for teacher training in a global context.

Abstract:
This paper presents a taxonomy of non-technical skills, communicative intentions, and behavior for an individual acting as a medical coordinator. In medical emergency situations, a leader among the group is imperative to both patient health and team emotional and mental health. Situational Leadership is used to make clear and easy-to-follow guidelines for behavior depending on circumstantial factors. Low-level leadership behaviors belonging to two different styles, directive and supporting, are identified from literature and are included in the proposed taxonomy. The high-level information in the taxonomy consists of the necessary non-technical skills belonging to a medical coordinator: situation awareness, decision making, task management, and teamwork. Finally, communicative intentions, dimensions, and functions are included. Thus this work brings high-level and low-level information - medical non-technical skills, communication capabilities, and leadership behavior - into a single versatile taxonomy of behavior. Keywords: Medical, leadership styles, taxonomy, human behavior.

Abstract:
The use of sewage sludge and effluents from wastewater treatment plants for irrigation of agricultural lands is on the rise particularly in peri-urban areas of developing countries. The reuse of nutrients and organic matter in treated wastewater and sewage sludge via land application is a desirable goal. However, trace or heavy metals present in sludge pose the risk of human or phytotoxicity from land application. Long-term use of sewage sludge, heavy metals can accumulate to phytotoxic levels and results in reduced plants growth and/or enhanced metal concentrations in plants, which consumed by animals then enter the food chain. In this research, the amount of heavy metals was measured in plants irrigated with wastewater and sludge application. For this purpose, three pilots were made in a Shush treatment plant in south of Tehran. Three plants species, spinach, lettuce and radish were selected and planted in the pilots.First pilot was irrigated just with wastewater of treatment plant and second pilot was irrigated with wastewater and sludge application .Third pilot was irrigated with simulated heavy metals solution equal 50 years of irrigation. The results indicate that the average of amount of heavy metals Pb, Cd in three plant species in first pilot were lower than permissible limits .In second pilot, Cadmium accumulations are high in three species plants and more than the standard limits. Concentration of Cd , Pb have exceed their permitted limits in plants in third pilot . It was concluded that the use of wastewater and sludge application in agricultural lands enriched soils with heavy metals to concentrations that may pose potential environmental and health risks in the long-term.Keywords: Soil, contaminate, heavy metals, wastewater, sludge, plants.

Abstract:
In the last few years, examples from scientific literature and business practices show that the adoption of technological innovations increases enterprises' performance. Recently, when it comes to the field of information technology innovation, business intelligence systems (BISs) have drawn a significant amount of attention of the scientific circles. BISs can be understood as a form of technological innovation which can bring certain benefits to the organizations that are adopting it. Therefore, the aim of this paper is twofold: (1) to define determinants of successful BISs adoption in small and medium enterprises and thus contribute to this neglected research area and (2) to present the current state of BISs adoption in small and medium-sized companies. In order to do so, determinants are defined and classified into three dimensions, according to the Technology – Organization – Environment (TOE) theoretical framework that describes the impact of each dimension on technological innovations adoption. Moreover, paper brings a case study presenting the adoption of BISs in practice within an organization from tertiary (service) industry sector. Based on the results of the study, guidelines for more efficient, faster and easier BISs adoption are presented.
