736 RASPE – Risk Advisory Smart System for Pipeline Projects in Egypt
Authors: Nael Y. Zabel, Maged E. Georgy, Moheeb E. Ibrahim
Abstract:
A knowledge-based expert system with the acronym RASPE is developed as an application tool to help decision makers in construction companies make informed decisions about managing risks in pipeline construction projects. Choosing to use expert systems from all available artificial intelligence techniques is due to the fact that an expert system is more suited to representing a domain’s knowledge and the reasoning behind domain-specific decisions. The knowledge-based expert system can capture the knowledge in the form of conditional rules which represent various project scenarios and potential risk mitigation/response actions. The built knowledge in RASPE is utilized through the underlying inference engine that allows the firing of rules relevant to a project scenario into consideration. Paper provides an overview of the knowledge acquisition process and goes about describing the knowledge structure which is divided up into four major modules. The paper shows one module in full detail for illustration purposes and concludes with insightful remarks.

Authors: Tao Shun, Xiao Xiangning, HadjSaid, N.
Abstract:
In a liberalized electricity market, it is not surprising that different customers require different power quality (PQ) levels at different price. Power quality related to several power disturbances is described by many parameters, so how to define a comprehensive hierarchy evaluation system of power quality (PQCHES) has become a concerned issue. In this paper, based on four electromagnetic compatibility (EMC) levels, the numerical range of each power disturbance is divided into five grades (Grade I –Grade V), and the “barrel principle" of power quality is used for the assessment of overall PQ performance with only one grade indicator. A case study based on actual monitored data of PQ shows that the site PQ grade indicates the electromagnetic environment level and also expresses the characteristics of loads served by the site. The shortest plank principle of PQ barrel is an incentive mechanism, which can combine with the rewards/penalty mechanism (RPM) of consumed energy “on quality demand", to stimulate utilities to improve the overall PQ level and also stimulate end-user more “smart" under the infrastructure of future SmartGrid..Keywords: Power quality, electromagnetic compatibility, SmartGrid, comprehensive evaluation, barrel principle, electricitymarket

Abstract:
The aim of this research is to develop a fast and reliable surveillance system based on a personal digital assistant (PDA) device. This is to extend the capability of the device to detect moving objects which is already available in personal computers. Secondly, to compare the performance between Background subtraction (BS) and Temporal Frame Differencing (TFD) techniques for PDA platform as to which is more suitable. In order to reduce noise and to prepare frames for the moving object detection part, each frame is first converted to a gray-scale representation and then smoothed using a Gaussian low pass filter. Two moving object detection schemes i.e., BS and TFD have been analyzed. The background frame is updated by using Infinite Impulse Response (IIR) filter so that the background frame is adapted to the varying illuminate conditions and geometry settings. In order to reduce the effect of noise pixels resulting from frame differencing morphological filters erosion and dilation are applied. In this research, it has been found that TFD technique is more suitable for motion detection purpose than the BS in term of speed. On average TFD is approximately 170 ms faster than the BS techniqueKeywords: Surveillance, PDA, Motion Detection, ImageProcessing , Background Subtraction.

Authors: Chakkrit Snae
Abstract:
Names are important in many societies, even in technologically oriented ones which use e.g. ID systems to identify individual people. Names such as surnames are the most important as they are used in many processes, such as identifying of people and genealogical research. On the other hand variation of names can be a major problem for the identification and search for people, e.g. web search or security reasons. Name matching presumes a-priori that the recorded name written in one alphabet reflects the phonetic identity of two samples or some transcription error in copying a previously recorded name. We add to this the lode that the two names imply the same person. This paper describes name variations and some basic description of various name matching algorithms developed to overcome name variation and to find reasonable variants of names which can be used to further increasing mismatches for record linkage and name search. The implementation contains algorithms for computing a range of fuzzy matching based on different types of algorithms, e.g. composite and hybrid methods and allowing us to test and measure algorithms for accuracy. NYSIIS, LIG2 and Phonex have been shown to perform well and provided sufficient flexibility to be included in the linkage/matching process for optimising name searching. Keywords: Data mining, name matching algorithm, nominaldata, searching system.

Abstract:
In this era of technology, fueled by the pervasive usage of the internet, security is a prime concern. The number of new attacks by the so-called “bots", which are automated programs, is increasing at an alarming rate. They are most likely to attack online registration systems. Technology, called “CAPTCHA" (Completely Automated Public Turing test to tell Computers and Humans Apart) do exist, which can differentiate between automated programs and humans and prevent replay attacks. Traditionally CAPTCHA-s have been implemented with the challenge involved in recognizing textual images and reproducing the same. We propose an approach where the visual challenge has to be read out from which randomly selected keywords are used to verify the correctness of spoken text and in turn detect the presence of human. This is supplemented with a speaker recognition system which can identify the speaker also. Thus, this framework fulfills both the objectives – it can determine whether the user is a human or not and if it is a human, it can verify its identity.

Authors: Mohamed Sanad, Noha Hassan
Abstract:
A low wind-load light-weight broad-band multi-beam base station antenna has been developed. It can generate any required number of beams with the required beamwidths. It can have horizontal and vertical sectorization at the same time. Vertical sectorization doubles the overall number of beams. It will be very valuable in LTE-A and 5G. It can be used to serve vertically split inner and outer cells, which improves system performance. The intersection between the beams of the proposed multi-beam antenna can be controlled by optimizing the design parameters of the antenna. The gain at the points of intersection between the beams, the null filling and the overlap between the beams can all be modified. The proposed multi-beam base station antenna can cover an unlimited number of wireless applications, regardless of their frequency bands. It can simultaneously cover all, current and future, wireless technology generations such as 2G, 3G, 4G (LTE), --- etc. For example, in LTE, it covers the bands 450-470 MHz, 690-960 MHz, 1.4-2.7 GHz and 3.3-3.8 GHz. It has at least 2 ports for each band in each beam for ±45° polarizations. It can include up to 72 ports or even more, which could facilitate any further needed capacity expansions.

Authors: E. N. Vetrova, L.V. Lapochkina, N. V. Nikulina
Abstract:
In the national economy, entrepreneurship plays the role of a buffer between economy and policy for it contributes to improving budget effectiveness and decreasing dependence of economy on the state. Entrepreneurship in industry makes it possible to increase the added value that is formed in production chains and to decrease dependence on import. Under the current circumstances, when sanctions are being imposed, this is especially relevant for Russia and for the realization of projects in the Russian Arctic. However, development of entrepreneurship in industry requires an enlightened state policy. The purpose of the research is elaboration of recommendations for improving economic effectiveness of the realization of the Arctic projects on the basis of conceptual proposals for the development of entrepreneurship in industry. The paper presents the studies of the extractive industry role in the Russian economy and proves its raw material character. The analysis of production chains in industry on the basis of the conception of the added value global chains demonstrated a low added value formed by Russian companies. The study of changes in the structure of economy based on systemic, statistical and comparative analyses revealed no positive changes in the structure of economy over the period under consideration. This is a manifestation of ineffectiveness of the Russian industrial policy in general and within the Arctic region in particular. The authors identified the problems information and implementation of the state industrial policy in the Arctic region and in the development of national entrepreneurship, analyzed the shortcomings of the current state policy in the sphere of the Russian industry. On the basis of the conducted studies, the authors formulated conceptual approaches to change the state policy in the Arctic. The basic idea of the authors is to substantiate the focus of the state regulation on the development of entrepreneurship in industry in the process of the Russian Arctic exploration. At the same time another problem is solved–that of the development of the manufacturing industry in the southern regions of the northwestern part of Russia. The criterion of effectiveness in this case is the economic effectiveness.

Abstract:
Communication security is of particular interest to military data networks. A relatively novel approach to network security is blockchain, a cryptographically secured distribution ledger with a decentralized consensus mechanism for data transaction processing. Recent advances in blockchain technology have proposed new techniques for both data validation and trust management, as well as different frameworks for managing dataflow. The purpose of this work is to test the feasibility of different blockchain architectures as applied to military command and control networks. Various architectures are tested through discrete-event simulation and the feasibility is determined based upon a blockchain design’s ability to maintain long-term stable performance at industry standards of throughput, network latency, and security. This work proposes a consortium blockchain architecture with a computationally inexpensive consensus mechanism, one that leverages a Proof-of-Identity (PoI) concept and a reputation management mechanism. Keywords: Blockchain, command & control network, discrete-event simulation, reputation management.

Abstract:
Long number multiplications (n ≥ 128-bit) are a primitive in most cryptosystems. They can be performed better by using Karatsuba-Ofman technique. This algorithm is easy to parallelize on workstation network and on distributed memory, and it-s known as the practical method of choice. Multiplying long numbers using Karatsuba-Ofman algorithm is fast but is highly recursive. In this paper, we propose different designs of implementing Karatsuba-Ofman multiplier. A mixture of sequential and combinational system design techniques involving pipelining is applied to our proposed designs. Multiplying large numbers can be adapted flexibly to time, area and power criteria. Computationally and occupation constrained in embedded systems such as: smart cards, mobile phones..., multiplication of finite field elements can be achieved more efficiently. The proposed designs are compared to other existing techniques. Mathematical models (Area (n), Delay (n)) of our proposed designs are also elaborated and evaluated on different FPGAs devices. Keywords: finite field, Karatsuba-Ofman, long numbers, multiplication, mathematical model, recursivity.

Abstract:
Grid computing provides a virtual framework for controlled sharing of resources across institutional boundaries. Recently, trust has been recognised as an important factor for selection of optimal resources in a grid. We introduce a new method that provides a quantitative trust value, based on the past interactions and present environment characteristics. This quantitative trust value is used to select a suitable resource for a job and eliminates run time failures arising from incompatible user-resource pairs. The proposed work will act as a tool to calculate the trust values of the various components of the grid and there by improves the success rate of the jobs submitted to the resource on the grid. The access to a resource not only depend on the identity and behaviour of the resource but also upon its context of transaction, time of transaction, connectivity bandwidth, availability of the resource and load on the resource. The quality of the recommender is also evaluated based on the accuracy of the feedback provided about a resource. The jobs are submitted for execution to the selected resource after finding the overall trust value of the resource. The overall trust value is computed with respect to the subjective and objective parameters. Keywords: access control, feedback, grid computing, reputation, security, trust, trust parameter.

Place is a where dimension formed by people-s relationship with physical settings, individual and group activities, and meanings. 'Place Attachment', 'Place Identity'and 'Sense of Place' are some concepts that could describe the quality of people-s relationships with a place. The concept of Sense of place is used in studying human-place bonding, attachment and place meaning. Sense of Place usually is defined as an overarching impression encompassing the general ways in which people feel about places, senses it, and assign concepts and values to it. Sense of place is highlighted in this article as one of the prevailing concepts among place-based researches. Considering dimensions of sense of place has always been beneficial for investigating public place attachment and pro-environmental attitudes towards these places. The creation or preservation of Sense of place is important in maintaining the quality of the environment as well as the integrity of human life within it. While many scholars argued that sense of place is a vague concept, this paper will summarize and analyze the existing seminal literature. Therefore, in this paper first the concept of Sense of place and its characteristics will be examined afterward the scales of Sense of place will be reviewed and the factors that contribute to form Sense of place will be evaluated and finally Place Attachment as an objective dimension for measuring the sense of place will be described. Keywords: Place, Place Attachment, Sense of place

Abstract:
The energy planning process is a very complex task that involves several stakeholders and requires the consideration of several local and global factors and constraints. In order to optimize and simplify this process, we propose a tool-based iterative approach applied to district heating planning. We build our tool with the collaboration of a French territory using actual district data and implementing the European incentives. We set up an iterative process including data visualization and analysis, identification and extraction of information related to the area concerned by the operation, design of sustainable planning scenarios leveraging local renewable and recoverable energy sources, and finally, the evaluation of scenarios. The last step is performed by a dynamic digital twin replica of the city. Territory’s energy experts confirm that the tool provides them with valuable support towards sustainable energy planning.

Abstract:
“National Territorial Planning (2016-2030)” was issued by the State Council of China in 2017. As an important initiative of putting it into effect, territorial planning at provincial level makes overall arrangement of territorial development, resources and environment protection, comprehensive renovation and security system construction. Hubei province, as the pivot of the “Rise of Central China” national strategy, is now confronted with great opportunities and challenges in territorial development, protection, and renovation. Territorial spatial pattern experiences long time evolution, influenced by multiple internal and external driving forces. It is not clear what are the main causes of its formation and what are effective ways of optimizing it. By analyzing land use data in 2016, this paper reveals present status of territory in Hubei. Combined with economic and social data and construction information, driving forces of territorial spatial pattern are then analyzed. Research demonstrates that the three types of territorial space aggregate distinctively. The four aspects of driving forces include natural background which sets the stage for main functions, population and economic factors which generate agglomeration effect, transportation infrastructure construction which leads to axial expansion and significant provincial strategies which encourage the established path. On this basis, targeted strategies for optimizing territory spatial pattern are then put forward. Hierarchical protection pattern should be established based on development intensity control as respect for nature. By optimizing the layout of population and industry and improving the transportation network, polycentric network-based development pattern could be established. These findings provide basis for Hubei Territorial Planning, and reference for future territorial planning in other provinces. Keywords: Driving forces, Hubei, optimizing strategies, spatial pattern, territory.
