Abstract:
Most simple nonlinear thresholding rules for wavelet- based denoising assume that the wavelet coefficients are independent. However, wavelet coefficients of natural images have significant dependencies. This paper attempts to give a recipe for selecting one of the popular image-denoising algorithms based on VisuShrink, SureShrink, OracleShrink, BayesShrink and BiShrink and also this paper compares different Bivariate models used for image denoising applications. The first part of the paper compares different Shrinkage functions used for image-denoising. The second part of the paper compares different bivariate models and the third part of this paper uses the Bivariate model with modified marginal variance which is based on Laplacian assumption. This paper gives an experimental comparison on six 512x512 commonly used images, Lenna, Barbara, Goldhill, Clown, Boat and Stonehenge. The following noise powers 25dB,26dB, 27dB, 28dB and 29dB are added to the six standard images and the corresponding Peak Signal to Noise Ratio (PSNR) values are calculated for each noise level.Keywords: BiShrink, Image-Denoising, PSNR, Shrinkage function

Abstract:
This study aims to segment objects using the K-means algorithm for texture features. Firstly, the algorithm transforms color images into gray images. This paper describes a novel technique for the extraction of texture features in an image. Then, in a group of similar features, objects and backgrounds are differentiated by using the K-means algorithm. Finally, this paper proposes a new object segmentation algorithm using the morphological technique. The experiments described include the segmentation of single and multiple objects featured in this paper. The region of an object can be accurately segmented out. The results can help to perform image retrieval and analyze features of an object, as are shown in this paper.Keywords: k-mean, multiple objects, segmentation, texturefeatures.

One of the major focus areas in this paper is studying and examining the pathways explored, that are state-of-the-art ecological infrastructure solutions and sector-led measures derived from expert analyses and reviews. Additionally, the paper analyses critical factors involving cost-effective route planning, and the development of green telecommunications infrastructure that adds qualitative reasoning to the research idea. Furthermore, the study discusses in detail a potential green roadmap towards sustainability by exploring green routing software, eco-friendly infrastructure and other eco-focused initiatives. The paper is also directed at the special linguistic needs of the telecommunications sector by focusing on targeted select range of telecom environment.

The role of the government to tangibly alleviate poverty, improve and sustain the quality of people’s lives remains a “work in progress” twenty-two years after the dawn of democracy in South Africa despite a host of socio-economic programs and pro-poor policies and legislations. This paper assesses the development process and the implementation of the White Paper on Families in South Africa as one of the pro-poor policies intended to curb poverty and redress the imbalances of the apartheid regime. The paper is the result of a qualitative implementation research theory facilitated through in-depth interviews with social work managers complemented by literature and policy review techniques. It investigates the level of basic knowledge and understanding as well as the implementation challenges of the White Paper on Families as causes of its failure. The paper emphasizes the importance of the family-centered approach in the implementation of pro-poor policies. To facilitate the understanding of the White Paper on Families by its users, the Department of Social Development needs take stock of the identified challenges of its implementation so as to facilitate its success in fostering positive family well-being that will directly contributes to the overall socio-economic development of South Africa.

Abstract:
The application of cold Radio-Frequency (RF) plasma in the conservation of cultural heritage became important in the last decades due to the positive results obtained in decontamination treatments. This paper presents an equipment especially designed for cold RF plasma application on paper documents, developed within a research project. The equipment consists in two modules: the first one is designed for decontamination and cleaning treatments of any type of paper supports, while the second one can be used for coating friable papers with adequate polymers, for protection purposes. All these operations are carried out in cold radio-frequency plasma, working in gaseous nitrogen, at low pressure. In order to optimize the equipment parameters ancient paper samples infested with microorganisms have been treated in nitrogen plasma and the decontamination effects, as well as changes in surface properties (color, pH) were assessed. The microbiological analysis revealed complete decontamination at 6 minutes treatment duration; only minor modifications of the surface pH were found and the colorimetric analysis showed a slight yellowing of the support.Keywords: Cultural heritage, nitrogen plasma, paper support.

Abstract:
The purpose of this research paper is to study and develop a system that is able to help identify problems and improve human rehabilitation after traumatic injuries. Traumatic injuries in human’s lower limbs can occur over a life time and can have serious side effects if they are not treated correctly. In this paper, we developed an intelligent cane (IntelliCane) so as to help individuals in their rehabilitation process and provide feedback to the users. The first stage of the paper involves an analysis of the existing systems on the market and what can be improved. The second stage presents the design of the system. The third part, which is still under development is the validation of the system in real world setups with people in need. Abstract:
The stock management of raw materials and finished goods is a significant issue for industries in fulfilling customer demand. Optimization of inventory strategies is crucial to enhancing customer service, reducing lead times and costs, and meeting market demand. This paper suggests finding an approach to predict the optimum stock level by utilizing past stocks and forecasting the required quantities. In this paper, we utilized Artificial Neural Network (ANN) to determine the optimal value. The objective of this paper is to discuss the optimized ANN that can find the best solution for the inventory model. In the context of the paper, we mentioned that the k-means algorithm is employed to create homogeneous groups of items. These groups likely exhibit similar characteristics or attributes that make them suitable for being managed using uniform inventory control policies. The paper proposes a method that uses the neural fit algorithm to control the cost of inventory.

Abstract:
Public sector corruption has long-term and damaging effects that are deep and broad. Addressing corruption relies on understanding the drivers that precipitate acts of corruption and developing educational programs that target areas of vulnerability. This paper provides an innovative approach to explore the nature of corruption by drawing on the perceptions and ideas of a group of public servants who have been part of a corruption investigation. The paper examines these reflections through the ideas of Pierre Bourdieu and Alfred Schutz to point to some of the steps that can lead to corrupt activity. The paper demonstrates that phenomenological inquiry is useful in the exploration of corruption and, as a theoretical framework, it highlights that corruption emerges through a combination of conflict, doubt and uncertainty. The paper calls for anti-corruption education programs to be attentive to way in which these conditions can influence the steps into corruption.Keywords: Phenomenology, choice, conflict, corruption.

Abstract:
Understanding the help seeking decision making process and experiences of health disparity populations with posttraumatic stress disorder (PTSD) is central to development of trauma-informed, culturally centered, and patient focused services. Yet, little is known about the decision making process among adult Black women who are non-treatment seekers as they are, by definition, not engaged in services. Methods: Audiotaped interviews were conducted with 30 African American adult women with clinically significant PTSD symptoms who were engaged in primary care, but not in treatment for PTSD despite symptom burden. A qualitative interview guide was used to elucidate key themes. Independent coding of themes mapped to theory and identification of emergent themes were conducted using qualitative methods. An existing quantitative dataset was analyzed to contextualize responses and provide a descriptive summary of the sample. Results: Emergent themes revealed that active mental avoidance, the intermittent nature of distress, ambivalence, and self-identified resilience as undermining to help seeking decisions. Participants were stuck within the help-seeking phase of ‘recognition’ of illness and retained a sense of “it is my decision” despite endorsing significant social and environmental negative influencers. Participants distinguished ‘help acceptance’ from ‘help seeking’ with greater willingness to accept help and importance placed on being of help to others. Conclusions: Elucidation of the decision-making process from the perspective of non-treatment seekers has implications for outreach and treatment within models of integrated and specialty systems care. The salience of responses to trauma symptoms and stagnation in the help seeking recognition phase are findings relevant to integrated care service design and community engagement.Keywords: Culture, help-seeking, integrated care, PTSD.

This paper introduces an adaptive control scheme to synchronize two identical Chua's systems. Introductory part of the paper is presented in the first part of the paper and then in the second part, a new theorem is proposed based on which an adaptive control scheme is developed to synchronize two identical modified Chua's circuit. Finally, numerical simulations are included to verify the effectiveness of the proposed control method.

The aim of this work is to detect geometrical shape objects in an image. In this paper, the object is considered to be as a circle shape. The identification requires find three characteristics, which are number, size, and location of the object. To achieve the goal of this work, this paper presents an algorithm that combines from some of statistical approaches and image analysis techniques. This algorithm has been implemented to arrive at the major objectives in this paper. The investigation suggests that the postgraduate studies sector at public universities can be seen as a complex adaptive system (CAS). Therefore, the paper adopts system dynamics (SD) methods to develop this analysis. The case of postgraduate studies at Universidad Michoacana de San Nicolás de Hidalgo in Mexico is investigated in this paper.

Platform economy is a peer-to-peer model of distributing resources facilitated by community-based digital platforms. In recent years, digital platforms are rapidly reconfiguring the public realm using hyper-personalisation techniques. This paper aims at investigating how urban planning can leapfrog into the digital age to help relieve the rising tension of the global issue of labour flow; it discusses the means to transfer techniques of hyper-personalisation into urban planning for plasticity using platform technologies. This research first denotes the limitations of the current system of urban residency, where the system maintains itself on the circulation of documents, which are data on paper. Then, this paper tabulates how some of the institutions around the world, both public and private, digitise data, and streamline communications between a network of systems and citizens using platform technologies. Subsequently, this paper proposes ways in which hyper-personalisation can be utilised to form a digital planning platform. Finally, this paper concludes by reviewing how the proposed strategy may help to open up new ways of thinking about how we affiliate ourselves with cities.

Crucial to the discussion is the idea of the Lacanian postmodern fragmented self and the problem of how to ensure that we have room to fully explore various aspects of our personalities in an environment which is–or at least feels--safe and free from observation by others. The paper begins with an exploration of the idea of the self with particular regard to the ways in which contemporary life and technology seems to have multiplied the various faces or masks which we present in different contexts. A brief history of privacy and surveillance follows. Finally, the paper ends with an affirmation of the importance of private space as an essential component of our spiritual and emotional well-being in today-s wired world.Keywords: Lacan, panopticon, postmodern, privacy, surveillance.

Abstract:
This paper provides an analysis of corporate income tax (CIT) incentives in the Western Balkan countries: Slovenia, Croatia, Serbia, Montenegro, Macedonia and Albania. Western Balkan countries, as other transition and developing countries, use large number of the corporate income tax incentives (CIT) to attract foreign investments and to stimulate economic activity. The main goal of this paper is to investigate how often these countries use CIT incentives and provide review of existing tax incentives in Western Balkan countries. Paper will focus on reduced CIT rates, tax holidays, and other investment incentives which imply incentives like accelerated depreciation, tax allowances and tax credits.Keywords: tax incentives, tax rate, tax holidays, WesternBalkan countries
