1472 Kosovo- A Unique Experiment in Europe- in the International Context at the End of the Cold War?

Abstract:

The question of interethnic and interreligious conflicts in ex-Yugoslavia receives much attention within the framework of the international context created after 1991 because of the impact of these conflicts on the security and the stability of the region of Balkans and of Europe. This paper focuses on the rationales leading to the declaration of independence by Kosovo according to ethnic and religious criteria and analyzes why these same rationales were not applied in Bosnia and Herzegovina. The approach undertaken aims at comparatively examining the cases of Kosovo, and Bosnia and Herzegovina. At the same time, it aims at understanding the political decision making of the international community in the case of Kosovo. Specifically, was this a good political decision for the security and the stability of the region of Balkans, of Europe, or even for global security and stability? This research starts with an overview on the European security framework post 1991, paying particular attention to Kosovo and Bosnia and Herzegovina. It then presents the theoretical and methodological framework and compares the representative cases. Using the constructivism issue and the comparative methodology, it arrives at the results of the study. An important issue of the paper is the thesis that this event modifies the principles of international law and creates dangerous precedents for regional stability in the Balkans.

1471 A Taxonomy of Internal Attacks in Wireless Sensor Network

Abstract:

Developments in communication technologies especially in wireless have enabled the progress of low-cost and lowpower wireless sensor networks (WSNs). The features of such WSN are holding minimal energy, weak computational capabilities, wireless communication and an open-medium nature where sensors are deployed. WSN is underpinned by application driven such as military applications, the health sector, etc. Due to the intrinsic nature of the network and application scenario, WSNs are vulnerable to many attacks externally and internally. In this paper we have focused on the types of internal attacks of WSNs based on OSI model and discussed some security requirements, characterizers and challenges of WSNs, by which to contribute to the WSN-s security research.

1470 Authenticast: A Source Authentication Protocol for Multicast Flows and Streams

Abstract:

The lack of security obstructs a large scale de- ployment of the multicast communication model. There- fore, a host of research works have been achieved in order to deal with several issues relating to securing the multicast, such as confidentiality, authentication, non-repudiation, in- tegrity and access control. Many applications require au- thenticating the source of the received traffic, such as broadcasting stock quotes and videoconferencing and hence source authentication is a required component in the whole multicast security architecture. In this paper, we propose a new and efficient source au- thentication protocol which guarantees non-repudiation for multicast flows, and tolerates packet loss. We have simu- lated our protocol using NS-2, and the simulation results show that the protocol allows to achieve improvements over protocols fitting into the same category.

1469 Proposal of a Model Supporting Decision-Making Based On Multi-Objective Optimization Analysis on Information Security Risk Treatment

Abstract:

Management is required to understand all information security risks within an organization, and to make decisions on which information security risks should be treated in what level by allocating how much amount of cost. However, such decision-making is not usually easy, because various measures for risk treatment must be selected with the suitable application levels. In addition, some measures may have objectives conflicting with each other. It also makes the selection difficult. Moreover, risks generally have trends and it also should be considered in risk treatment. Therefore, this paper provides the extension of the model proposed in the previous study. The original model supports the selection of measures by applying a combination of weighted average method and goal programming method for multi-objective analysis to find an optimal solution. The extended model includes the notion of weights to the risks, and the larger weight means the priority of the risk.

1468 Linguistic Devices Reflecting Violence in Border–Provinces of Southern Thailand on the Front Page of Local and National Newspapers

Abstract:

The objective of the study is to analyze linguistic devices reflecting the violence in the south border provinces; namely Pattani, Yala, Narathiwat and Songkla on 1,344 front pages of three local newspapers; namely ChaoTai, Focus PhakTai and Samila Time and of two national newspapers, including ThaiRath and Matichon, between 2004 and 2005, and 2011 and 2012. The study shows that there are two important linguistic devices: 1) lexical choices consisting of the use of verbs describing violence, the use of quantitative words and the use of words naming someone who committed violent acts, and 2) metaphors consisting of “A VIOLENT PROBLEM IS HEAT”, “A VICTIM IS A LEAF”, and “A TERRORIST IS A DOG”. Comparing linguistic devices between two types of newspapers, national newspapers choose to use words more violently than local newspapers do. Moreover, they create more negative images of the south of Thailand by using stative verbs. In addition, in term of metaphors “A TERRORIST IS A FOX.” is only found in national newspapers. As regards naming terrorists “southern insurgents”, this noun phrase which is collectively called by national newspapers has strongly negative meaning. Moreover, “southern insurgents” have been perceived by the Thais in the whole country while “insurgents” that are not modified have been only used by local newspapers.

1467 Food Security in Nigeria: An Examination of Food Availability and Accessibility in Nigeria

Abstract:

As a basic physiology need, threat to sufficient food production is threat to human survival. Food security has been an issue that has gained global concern. This paper looks at the food security in Nigeria by assessing the availability of food and accessibility of the available food. The paper employed multiple linear regression technique and graphic trends of growth rates of relevant variables to show the situation of food security in Nigeria. Results of the tests revealed that population growth rate was higher than the growth rate of food availability in Nigeria for the earlier period of the study. Commercial bank credit to agricultural sector, foreign exchange utilization for food and the Agricultural Credit Guarantee Scheme Fund (ACGSF) contributed significantly to food availability in Nigeria. Food prices grew at a faster rate than the average income level, making it difficult to access sufficient food. It implies that prior to the year 2012; there was insufficient food to feed the Nigerian populace. However, continued credit to the food and agricultural sector will ensure sustained and sufficient production of food in Nigeria. Microfinance banks should make sufficient credit available to smallholder farmer. Government should further control and subsidize the rising price of food to make it more accessible by the people.

1466 Evaluation and Analysis of the Secure E-Voting Authentication Preparation Scheme

Abstract:

In this paper, we presented an evaluation and analysis of E-Voting Authentication Preparation Scheme (EV-APS). EV-APS applies some modified security aspects that enhance the security measures and adds a strong wall of protection, confidentiality, non-repudiation and authentication requirements. Some of these modified security aspects are Kerberos authentication protocol, PVID scheme, responder certificate validation, and the converted Ferguson e-cash protocol. Authentication and privacy requirements have been evaluated and proved. Authentication guaranteed only eligible and authorized voters were permitted to vote. Also, the privacy guaranteed that all votes will be kept secret. Evaluation and analysis of some of these security requirements have been given. These modified aspects will help in filtering the counter buffer from unauthorized votes by ensuring that only authorized voters are permitted to vote.

1465 Security Analysis of SIMSec Protocol

Abstract:

Un-keyed SIM cards do not contain the required security infrastructure to provide end-to-end encryption with Service Providers. Hence, new, emerging, or smart services those require end-to-end encryption between SIM card and a Service Provider is impossible. SIMSec key exchange protocol creates symmetric keys between SIM card and Service Provider. After a successful protocol execution, SIM card and Service Provider creates the symmetric keys and can perform end-to-end data encryption when required. In this paper, our aim is to analyze the SIMSec protocol’s security. According to the results, SIM card and Service Provider can generate keys securely using SIMSec protocol.

1464 Secure Low-Bandwidth Video Streaming through Reliable Multipath Propagation in MANETs

Abstract:

Most of the existing video streaming protocols provide video services without considering security aspects in decentralized mobile ad-hoc networks. The security policies adapted to the currently existing non-streaming protocols, do not comply with the live video streaming protocols resulting in considerable vulnerability, high bandwidth consumption and unreliability which cause severe security threats, low bandwidth and error prone transmission respectively in video streaming applications. Therefore a synergized methodology is required to reduce vulnerability and bandwidth consumption, and enhance reliability in the video streaming applications in MANET. To ensure the security measures with reduced bandwidth consumption and improve reliability of the video streaming applications, a Secure Low-bandwidth Video Streaming through Reliable Multipath Propagation (SLVRMP) protocol architecture has been proposed by incorporating the two algorithms namely Secure Low-bandwidth Video Streaming Algorithm and Reliable Secure Multipath Propagation Algorithm using Layered Video Coding in non-overlapping zone routing network topology. The performances of the proposed system are compared to those of the other existing secure multipath protocols Sec-MR, SPREAD using NS 2.34 and the simulation results show that the performances of the proposed system get considerably improved.

The security of their network remains the priorities of almost all companies. Existing security systems have shown their limit; thus a new type of security systems was born: honeypots. Honeypots are defined as programs or intended servers which have to attract pirates to study theirs behaviours. It is in this context that the leurre.com project of gathering about twenty platforms was born. This article aims to specify a model of honeypots attack. Our model describes, on a given platform, the evolution of attacks according to theirs hours. Afterward, we show the most attacked services by the studies of attacks on the various ports. It is advisable to note that this article was elaborated within the framework of the research projects on honeyspots within the LABTIC (Laboratory of Information Technologies and Communication).

1462 An Online Evaluation of Operating Reserve for System Security

Abstract:

Utilities use operating reserve for frequency regulation.To ensure that the operating frequency and system security are well maintained, the operating grid codes always specify that the reserve quantity and response rate should meet some prescribed levels. This paper proposes a methodology to evaluate system's contingency reserve for an isolated power network. With the presented algorithm to estimate system's frequency response characteristic, an online allocation of contingency reserve would be feasible to meet the grid codes for contingency operation. Test results from the simulated conditions, and from the actual operating data verify the merits of the proposed methodology to system's frequency control, and security.

1461 Numerical Simulation for a Shallow Braced Excavation of Campus Building

Abstract:

In order to prevent encountering unpredictable factors, geotechnical engineers always conduct numerical analysis for braced excavation design. Simulation work in advance can predict the response of subsequent excavation and thus will be designed to increase the security coefficient of construction. The parameters that are considered include geological conditions, soil properties, soil distributions, loading types, and the analysis and design methods. National Ilan University is located on the LanYang plain, mainly deposited by clayey soil and loose sand, and thus is vulnerable to external influence displacement. National Ilan University experienced a construction of braced excavation with a complete program of monitoring excavation. This study takes advantage of a one-dimensional finite element method RIDO to simulate the excavation process. The predicted results from numerical simulation analysis are compared with the monitored results of construction to explore the differences between them. Numerical simulation analysis of the excavation process can be used to analyze retaining structures for the purpose of understanding the relationship between the displacement and supporting system. The resulting deformation and stress distribution from the braced excavation cab then be understand in advance. The problems can be prevented prior to the construction process, and thus acquire all the affected important factors during design and construction.

1460 Secure Cryptographic Operations on SIM Card for Mobile Financial Services

Abstract:

Mobile technology is very popular nowadays and it provides a digital world where users can experience many value-added services. Service Providers are also eager to offer diverse value-added services to users such as digital identity, mobile financial services and so on. In this context, the security of data storage in smartphones and the security of communication between the smartphone and service provider are critical for the success of these services. In order to provide the required security functions, the SIM card is one acceptable alternative. Since SIM cards include a Secure Element, they are able to store sensitive data, create cryptographically secure keys, encrypt and decrypt data. In this paper, we design and implement a SIM and a smartphone framework that uses a SIM card for secure key generation, key storage, data encryption, data decryption and digital signing for mobile financial services. Our frameworks show that the SIM card can be used as a controlled Secure Element to provide required security functions for popular e-services such as mobile financial services.

1459 Security Architecture for At-Home Medical Care Using Sensor Network

Abstract:

This paper proposes a novel architecture for At- Home medical care which enables senior citizens, patients with chronic ailments and patients requiring post- operative care to be remotely monitored in the comfort of their homes. This architecture is implemented using sensors and wireless networking for transmitting patient data to the hospitals, health- care centers for monitoring by medical professionals. Patients are equipped with sensors to measure their physiological parameters, like blood pressure, pulse rate etc. and a Wearable Data Acquisition Unit is used to transmit the patient sensor data. Medical professionals can be alerted to any abnormal variations in these values for diagnosis and suitable treatment. Security threats and challenges inherent to wireless communication and sensor network have been discussed and a security mechanism to ensure data confidentiality and source authentication has been proposed. Symmetric key algorithm AES has been used for encrypting the data and a patent-free, two-pass block cipher mode CCFB has been used for implementing semantic security.

1458 Attacks Classification in Adaptive Intrusion Detection using Decision Tree

Abstract:

Recently, information security has become a key issue in information technology as the number of computer security breaches are exposed to an increasing number of security threats. A variety of intrusion detection systems (IDS) have been employed for protecting computers and networks from malicious network-based or host-based attacks by using traditional statistical methods to new data mining approaches in last decades. However, today's commercially available intrusion detection systems are signature-based that are not capable of detecting unknown attacks. In this paper, we present a new learning algorithm for anomaly based network intrusion detection system using decision tree algorithm that distinguishes attacks from normal behaviors and identifies different types of intrusions. Experimental results on the KDD99 benchmark network intrusion detection dataset demonstrate that the proposed learning algorithm achieved 98% detection rate (DR) in comparison with other existing methods.

1457 Influence of Security on Fan Attendance during Nigeria Professional Football League Matches

Abstract:

The stadium transcends a field of play to cultural heritage of a club especially when there is security of life and property and a conducive environment with exciting media facilities, CCTV and adequate field of play. Football fans love watching their clubs’ matches especially when nothing discourages their presence in the stadium. This study investigated the influence of security on fans’ attendance during Nigeria Professional Football League matches. Descriptive survey research design was used and the population consists of all Nigeria Professional Football League fans. Simple random sampling technique was used to pick a state from the six geo-political zones. 600 respondents comprising male and female fans were sampled from the ten selected vendors’ stands in each selected state. A structured questionnaire on Security and Fan attendance scale (SFAS) was used. The instrument consists of two sections. Section A seeks information on demographic data of the respondents, while section B was used to elicit information on security and fans’ attendance. The modified instrument which consists of 20 items has a reliability coefficient of 0.73. The hypothesis was tested at 0.05 significance level. The completed questionnaire was collated, coded and analyzed using descriptive statistics of frequency counts and percentage and inferential statistics of chi-square (X2). Findings of this study revealed that adequate security significantly influences fan attendance during Nigeria Professional Football League matches. There is no sport that can develop if the facilities in use are inadequate. Improving the condition of the stadium in Nigeria is paramount to the development of the Nigeria Professional Football League. All stakeholders in the organization of the League must put into consideration the need to improve the standard of the stadium as it will help to increase the attendance of fans during matches. Only the standard ones should be used during matches.

1456 National Image in the Age of Mass Self-Communication: An Analysis of Internet Users' Perception of Portugal

Nowadays, massification of Internet access represents one of the major challenges to the traditional powers of the State, among which the power to control its external image. The virtual world has also sparked the interest of social sciences which consider it a new field of study, an immense open text where sense is expressed. In this paper, that immense text has been accessed to so as to understand the perception Internet users from all over the world have of Portugal. Ours is a quantitative and qualitative approach, as we have resorted to buzz, thematic and category analysis. The results confirm the predominance of sea stereotype in others' vision of the Portuguese people, and evidence that national image has adapted to network communication through processes of individuation and paganization.

1455 Requirements Driven Multiple View Paradigm for Developing Security Architecture

Abstract:

This paper describes a paradigmatic approach to develop architecture of secure systems by describing the requirements from four different points of view: that of the owner, the administrator, the user, and the network. Deriving requirements and developing architecture implies the joint elicitation and describing the problem and the structure of the solution. The view points proposed in this paper are those we consider as requirements towards their contributions as major parties in the design, implementation, usage and maintenance of secure systems. The dramatic growth of the technology of Internet and the applications deployed in World Wide Web have lead to the situation where the security has become a very important concern in the development of secure systems. Many security approaches are currently being used in organizations. In spite of the widespread use of many different security solutions, the security remains a problem. It is argued that the approach that is described in this paper for the development of secure architecture is practical by all means. The models representing these multiple points of view are termed the requirements model (views of owner and administrator) and the operations model (views of user and network). In this paper, this multiple view paradigm is explained by first describing the specific requirements and or characteristics of secure systems (particularly in the domain of networks) and the secure architecture / system development methodology.

1453 General Awareness of Teenagers in Information Security

Abstract:

The use of IT equipment has become a part of every day. However, each device that is part of cyberspace should be secured against unauthorized use. It is very important to know the basics of these security devices, but also the basics of safe conduct their owners. This information should be part of every curriculum computer science education in primary and secondary schools. Therefore, the work focuses on the education of pupils in primary and secondary schools on the Internet. Analysis of the current state describes approaches to the education of pupils in security issues on the Internet. The paper presents a questionnaire-based survey which was carried out in the Czech Republic, whose task was to ascertain the level of opinion pupils in primary and secondary schools on the issue of communication in social networks. The research showed that awareness of socio-pathological phenomena on the Internet environment is very low. Based on the results it was proposed appropriate ways of teaching to this issue and its inclusion a proposal of curriculum for primary and secondary schools.

1451 Governance, Risk Management, and Compliance Factors Influencing the Adoption of Cloud Computing in Australia

Abstract:

A business decision to move to the cloud brings fundamental changes in how an organization develops and delivers its Information Technology solutions. The accelerated pace of digital transformation across businesses and government agencies increases the reliance on cloud-based services. Collecting, managing, and retaining large amounts of data in cloud environments make information security and data privacy protection essential. It becomes even more important to understand what key factors drive successful cloud adoption following the commencement of the Privacy Amendment Notifiable Data Breaches (NDB) Act 2017 in Australia as the regulatory changes impact many organizations and industries. This quantitative correlational research investigated the governance, risk management, and compliance factors contributing to cloud security success. The factors influence the adoption of cloud computing within an organizational context after the commencement of the NDB scheme. The results and findings demonstrated that corporate information security policies, data storage location, management understanding of data governance responsibilities, and regular compliance assessments are the factors influencing cloud computing adoption. The research has implications for organizations, future researchers, practitioners, policymakers, and cloud computing providers to meet the rapidly changing regulatory and compliance requirements.

Abstract:

Impact of adopting products promoted by the Consortium for Improving Agriculture-based livelihoods in Central Africa (CIALCA) on food and nutrition security was tested. Multi-stage sampling was used to select 7 project mandate areas, 5 villages/mandate area (stratified into action, satellite and control sites) and 913 households. Structured questionnaires were administered; analysis of impact based on comparison between stratums, differences in means tested by ANOVA and significance of difference obtained by Tukey's HSD multiple rank tests. Perception of adequate food sufficiency received a higher rating in action and satellite sites compared to control sites reason being improved agricultural technologies. For >60% of households, worsened food security was due to climatic conditions. Although a higher proportion of households in action and satellite was meeting calorie RDIs in DRC and Burundi the difference was insignificant from control sites. 53% of respondents in control sites indicated a decrease in intake of protein rich foods, this was significantly higher than the proportion in the action (46%) and satellite (41%) sites.

1449 Increasing Fishery Economic Added Value through Post Fishing Program: Cold Storage Program

Abstract:

The purpose of this paper is to guide the effort in improving the economic added value of Indonesian fisheries product through post fishing program, which is cold storage program. Indonesia's fisheries potential has been acknowledged by the world. FAO (2009) stated that Indonesia is one of the tenth highest producers of fishery products in the world. Based on BPS (Statistics Indonesia data), the national fisheries production in 2011 reached 5.714 million tons, which 93.55% came from marine fisheries and 6.45% from open waters. Indonesian territory consist of 2/3 of Indonesian waters, has given enormous benefits for Indonesia, especially fishermen. To improve the economic level of fishermen requires efforts to develop fisheries business unit. On of the efforts is by improving the quality of products which are marketed in the regional and international levels. It is certainly need the support of the existence of various fishery facilities (infrastructure to superstructure), one of which is cold storage. Given the many benefits of cold storage as a means of processing of fishery resources, Indonesia Maritime Security Coordinating Board (IMSCB) as one of the maritime institutions for maritime security and safety, has a program to empower the coastal community through encourages the development of cold storage in the middle and lower fishery business unit. The development of cold storage facilities which able to run its maximum role requires synergistic efforts of various parties.

1448 Secure Protocol for Short Message Service

Abstract:

Short Message Service (SMS) has grown in popularity over the years and it has become a common way of communication, it is a service provided through General System for Mobile Communications (GSM) that allows users to send text messages to others. SMS is usually used to transport unclassified information, but with the rise of mobile commerce it has become a popular tool for transmitting sensitive information between the business and its clients. By default SMS does not guarantee confidentiality and integrity to the message content. In the mobile communication systems, security (encryption) offered by the network operator only applies on the wireless link. Data delivered through the mobile core network may not be protected. Existing end-to-end security mechanisms are provided at application level and typically based on public key cryptosystem. The main concern in a public-key setting is the authenticity of the public key; this issue can be resolved by identity-based (IDbased) cryptography where the public key of a user can be derived from public information that uniquely identifies the user. This paper presents an encryption mechanism based on the IDbased scheme using Elliptic curves to provide end-to-end security for SMS. This mechanism has been implemented over the standard SMS network architecture and the encryption overhead has been estimated and compared with RSA scheme. This study indicates that the ID-based mechanism has advantages over the RSA mechanism in key distribution and scalability of increasing security level for mobile service.

1447 Survey on Handover Security Issues in WiMAX Networks

Abstract:

Worldwide Interoperability for Microwave Access, is a broadband technology, which can effectively transmit a data across a group of users using Multicast and Broadcast Service. WiMAX belongs to a family of (IEEE 802.16) standards and is evolving as a fourth generation technology. WiMAX is the next generation technology that offers wireless access over long distances. MBS zone, which is a group of base stations that are broadcasting the same multicast packets which defines Multicast and Broadcast services. Handover is a process of transferring an ongoing call or data session from one channel connected to the core network to another channel. The handover causes authentication, delay, packet loss, jitter that mainly affects the communication. In this paper, we present a survey on handover security issues in WiMAX.

1446 Analysing the Cost of Immigrants to the National Health System in Eastern Macedonia and Thrace

Abstract:

The latest years the number of immigrants at Greece has increased dramatically. Their impact on the National Health System (NHS) has not been yet thoroughly investigated. This paper analyses the cost of immigrants to the NHS hospitals of the region of Eastern Macedonia and Thrace. The data are collected from 2005 to 2011 from five different hospitals and are analysed using linear mixed effects models in order to investigate the effects of nationality and year on the cost of hospitalization and treatment. The results show that generally the Greek nationality patients have a higher mean cost of hospitalization compared to the immigrants and that there is an increasing trend for the cost except for the year 2010.

1445 Low Power Circuit Architecture of AES Crypto Module for Wireless Sensor Network

Abstract:

Recently, much research has been conducted for security for wireless sensor networks and ubiquitous computing. Security issues such as authentication and data integrity are major requirements to construct sensor network systems. Advanced Encryption Standard (AES) is considered as one of candidate algorithms for data encryption in wireless sensor networks. In this paper, we will present the hardware architecture to implement low power AES crypto module. Our low power AES crypto module has optimized architecture of data encryption unit and key schedule unit which could be applicable to wireless sensor networks. We also details low power design methods used to design our low power AES crypto module.

1444 Using Partnerships to Achieve National Goals

Abstract:

Ireland developed a National Strategy 2030 that argued for the creation of a new form of higher education institution, a Technological University. The research reported here reviews the first stage of this partnership development. The study found that national policy can create system capacity and change, but that individual partners may have more to gain or lose in collaborating. When presented as a zero-sum activity, fear among partners is high. The level of knowledge and networking within the higher education system possessed by each partner contributed to decisions to participate or not in a joint proposal for collaboration. Greater success resulted when there were gains for all partners. This research concludes that policy mandates can provide motivation to collaborate, but that the partnership needs to be built more on shared values versus coercion by mandates.

1443 Assessment of Climate Policy and Sustainability in Hungary

Abstract:

The last Assessment Report of the Intergovernmental Panel on Climate Change, stating that the greatest risk in climate change affects sustainability is now widely known and accepted. However, it has not provoked substantial reaction and attention in Hungary, while international and national efforts have also not achieved expected results so far. Still, there are numerous examples on different levels (national, regional, local, household) making considerable progress in limiting their own emissions and making steps toward mitigation of and adaptation to climate change. The local level is exceptionally important in sustainability adaptation, as local communities are often able to adapt more flexibly to changes in the natural environment.The aim of this paper is to attempt a review of the national climate policy and the local climate change strategies in Hungary considering sustainable development.
