7 Kosovo- A Unique Experiment in Europe- in the International Context at the End of the Cold War?

Abstract:

The question of interethnic and interreligious conflicts in ex-Yugoslavia receives much attention within the framework of the international context created after 1991 because of the impact of these conflicts on the security and the stability of the region of Balkans and of Europe. This paper focuses on the rationales leading to the declaration of independence by Kosovo according to ethnic and religious criteria and analyzes why these same rationales were not applied in Bosnia and Herzegovina. The approach undertaken aims at comparatively examining the cases of Kosovo, and Bosnia and Herzegovina. At the same time, it aims at understanding the political decision making of the international community in the case of Kosovo. Specifically, was this a good political decision for the security and the stability of the region of Balkans, of Europe, or even for global security and stability? This research starts with an overview on the European security framework post 1991, paying particular attention to Kosovo and Bosnia and Herzegovina. It then presents the theoretical and methodological framework and compares the representative cases. Using the constructivism issue and the comparative methodology, it arrives at the results of the study. An important issue of the paper is the thesis that this event modifies the principles of international law and creates dangerous precedents for regional stability in the Balkans.

6 Lagrangian Geometrical Model of the Rheonomic Mechanical Systems

In this paper we study the rheonomic mechanical systems from the point of view of Lagrange geometry, by means of its canonical semispray. We present an example of the constraint motion of a material point, in the rheonomic case.

5 Comparative Life Cycle Assessment of Rapeseed Oil and Biodiesel from Winter Rape Produced in Romania

Abstract:

The environmental performance of rapeseed oil (RO) and rapeseed methyl ester(RME) from winter rape as fuels produced in Romanian agroclimate is analyzed in this paper. The proposed methodology is life cycle assessment (LCA) and takes into consideration the influence of grain production and agroclimatic conditions. This study shows favorable results first for RO and then for RME. When compared to diesel fuel, both studied biofuels show better results in the following impact categories: Abiotic depletion potential (ADP), Ozone layer depletion (ODP) and Photochemical ozone creation potential (POCP).Furthermore, the environmental performance of the two biofuels studied can be improved by changing the type of fertilizer used and also by using biofuels instead of diesel in the field works.

4 Assuming the Decision of Having One (More) Child: The New Dimensions of the Post Communist Romanian Family

Abstract:

The first part of the paper analyzes the dynamics of the total fertility rate both at the national and regional level, pointing out the regional disparities in the distribution of this indicator. At the same time, we also focus on the collapse of the number of live births, on the changes in the fertility rate by birth rank, as well as on the failure of acquiring the desired number of children. The second part of the study centres upon a survey applied to urban families with 3 and more than 3 offspring. The preliminary analysis highlights the fact that an increased fertility (more than 3rd rank) is triggered by the parents’ above the average material condition and superior education. The current situation of Romania, which is still passing through a period of relatively rapid demographic changes, marked by numerous convulsions, requires a new approach, in compliance with the recent interpretations appropriate to a new post-transitional demographic regime.

3 Analysis on the Relationship between Rating and Economic Growth for the European Union Emergent Economies

Abstract:

This article analyses the relationship between sovereign credit risk rating and gross domestic product for Central and Eastern European Countries for the period 1996 – 2010. In order to study the metioned relationship, we have used a numerical transformation of the risk qualification, thus: we marked 0 the lowest risk; then, we went on ascending, with a pace of 5, up to the score of 355 corresponding to the maximum risk. The used method of analysis is that of econometric modelling with EViews 7.0. programme. This software allows the analysis of data into a pannel type system, involving a mix of periods of time and series of data for different entities. The main conclusion of the work is the one confirming the negative relationship between the sovereign credit risk and the gross domestic product for the Central European and Eastern countries during the reviewed period.

2 Through Biometric Card in Romania: Person Identification by Face, Fingerprint and Voice Recognition

Abstract:

In this paper three different approaches for person verification and identification, i.e. by means of fingerprints, face and voice recognition, are studied. Face recognition uses parts-based representation methods and a manifold learning approach. The assessment criterion is recognition accuracy. The techniques under investigation are: a) Local Non-negative Matrix Factorization (LNMF); b) Independent Components Analysis (ICA); c) NMF with sparse constraints (NMFsc); d) Locality Preserving Projections (Laplacianfaces). Fingerprint detection was approached by classical minutiae (small graphical patterns) matching through image segmentation by using a structural approach and a neural network as decision block. As to voice / speaker recognition, melodic cepstral and delta delta mel cepstral analysis were used as main methods, in order to construct a supervised speaker-dependent voice recognition system. The final decision (e.g. “accept-reject" for a verification task) is taken by using a majority voting technique applied to the three biometrics. The preliminary results, obtained for medium databases of fingerprints, faces and voice recordings, indicate the feasibility of our study and an overall recognition precision (about 92%) permitting the utilization of our system for a future complex biometric card.

1 A Case Study of Mobile Game Based Learning Design for Gender Responsive STEM Education

Abstract:

Designing a gender responsive Science, Technology, Engineering and Mathematics (STEM) mobile game based learning solution (mGBL) is a challenge in terms of content, gamification level and equal engagement of girls and boys. The goal of this case study was to research and create a high-fidelity prototype design of a mobile game that contains role-models as avatars that guide and expose girls and boys to STEM learning content. For this research purpose it was applied the methodology of design sprint with five-phase process that combines design thinking principles. The technique of this methodology comprises smart interviews with STEM experts, mind-map creation, sketching, prototyping and usability testing of the interactive prototype of the gender responsive STEM mGBL. The results have shown that the effect of the avatar/role model had a positive impact. Therefore, by exposing students (boys and girls) to STEM role models in an mGBL tool is helpful for the decreasing of the gender inequalities in STEM fields.
