10 The Roles of Community Based Telecenters in Bridging the Digital Divide in Rural Malaysia

Abstract:
Malaysia is aggressive in promoting the usage of ICT to its mass population through the support by the government policies and programs targeting the general population. However, with the uneven distribution of the basic telecommunication infrastructure between the urban and rural area, cost for being “interconnected" that is considered high among the poorer rural population and the lack of local contents that suit the rural population needs or lifestyles, it is still a challenge for Malaysia to achieve its Vision 2020 Agenda moving the nation towards an information society by the year 2020. Among the existing programs that have been carried out by the government to encourage the usage of ICT by the rural population is “Kedaikom", a community telecenter with the general aim is to engage the community to get exposed and to use the ICT, encouraging the diffusion of the ICT technology to the rural population. The research investigated by using a questionnaire survey of how Kedaikom, as a community telecenter could play a role in encouraging the rural or underserved community to use the ICT. The result from the survey has proven that the community telecenter could bridge the digital divide between the underserved rural population and the well-accessed urban population in Malaysia. More of the rural population, especially from the younger generation and those with higher educational background are using the community telecenter to be connected to the ICT.Keywords: Digital divide, ICT, telecenters.

Abstract:
Phrases has a long history in information retrieval, particularly in commercial systems. Implicit semantic relationship between words in a form of BaseNP have shown significant improvement in term of precision in many IR studies. Our research focuses on linguistic phrases which is language dependent. Our results show that using BaseNP can improve performance although above 62% of words formation in Malay Language based on derivational affixes and suffixes.

Abstract:
The implementation of electronic government started since the initiation of Multimedia Super Corridor (MSC) by the Malaysia government. The introduction of ICT in the public sector especially e-Government initiatives opens up a new book in the government administration throughout the world. The aim or this paper is to discuss the implementation of e-government in Malaysia, covering the result of public user self assessment on Malaysia's electronic government applications. E-services, e-procurement, Generic Office Environment (GOE), Human Resources Management Information System (HRMIS), Project Monitoring System (PMS), Electronic Labor Exchange (ELX) and e-syariah(religion) were the seven flagship application assessed. The study adopted a crosssectional survey research approach and information system literature were used. The analysis was done for 35 responden in pilot test and there was evidence from public user's perspective to suggest that the e-government applications were generally successful.

Abstract:
This paper will discuss flip chip methodology, in which I/O pads, standard cells, macros and bump cells array are placed in the floorplan, then routed using Astro place and route tool. Final DRC and LVS checking is done using Calibre verification tool. The design vehicle to run this methodology is an OpenRISC design targeted to Silterra 0.18 micrometer technology with 6 metal layers for routing. Astro has extensive support for flip chip placement and routing. Astro tool commands for flip chip are straightforward approach like the conventional standard wire bond packaging. However since we do not have flip chip commands in our Astro tool, no LEF file for bump cell and no LEF file for flip chip I/O pad, we create our own methodology to prepare for future flip chip tapeout.

Abstract:
Documents retrieval in Information Retrieval Systems (IRS) is generally about understanding of information in the documents concern. The more the system able to understand the contents of documents the more effective will be the retrieval outcomes. But understanding of the contents is a very complex task. Conventional IRS apply algorithms that can only approximate the meaning of document contents through keywords approach using vector space model. Keywords may be unstemmed or stemmed. When keywords are stemmed and conflated in retrieving process, we are a step forwards in applying semantic technology in IRS. Word stemming is a process in morphological analysis under natural language processing, before syntactic and semantic analysis. We have developed algorithms for Malay and Arabic and incorporated stemming in our experimental systems in order to measure retrieval effectiveness. The results have shown that the retrieval effectiveness has increased when stemming is used in the systems.Keywords: Information Retrieval, Natural Language Processing, Artificial Intelligence.

Abstract:
This paper will discuss how we optimize our physical verification flow in our IC Design Department having various rule decks from multiple foundries. Our ultimate goal is to achieve faster time to tape-out and avoid schedule delay. Currently the physical verification runtimes and memory usage have drastically increased with the increasing number of design rules, design complexity, and the size of the chips to be verified. To manage design violations, we use a number of solutions to reduce the amount of violations needed to be checked by physical verification engineers. The most important functions in physical verifications are DRC (design rule check), LVS (layout vs. schematic), and XRC (extraction). Since we have a multiple number of foundries for our design tape-outs, we need a flow that improve the overall turnaround time and ease of use of the physical verification process. The demand for fast turnaround time is even more critical since the physical design is the last stage before sending the layout to the foundries.Keywords: Physical verification, DRC, LVS, XRC, flow, foundry, runset.

Abstract:
The information on the Web increases tremendously. A number of search engines have been developed for searching Web information and retrieving relevant documents that satisfy the inquirers needs. Search engines provide inquirers irrelevant documents among search results, since the search is text-based rather than semantic-based. Information retrieval research area has presented a number of approaches and methodologies such as profiling, feedback, query modification, human-computer interaction, etc for improving search results. Moreover, information retrieval has employed artificial intelligence techniques and strategies such as machine learning heuristics, tuning mechanisms, user and system vocabularies, logical theory, etc for capturing user's preferences and using them for guiding the search based on the semantic analysis rather than syntactic analysis. Although a valuable improvement has been recorded on search results, the survey has shown that still search engines users are not really satisfied with their search results. Using ontologies for semantic-based searching is likely the key solution. Adopting profiling approach and using ontology base characteristics, this work proposes a strategy for finding the exact meaning of the query terms in order to retrieve relevant information according to user needs. The evaluation of conducted experiments has shown the effectiveness of the suggested methodology and conclusion is presented.Keywords: information retrieval, user profiles, semantic Web, ontology, search engine.

Abstract:
Ethanol has been known for a long time, being perhaps the oldest product obtained through traditional biotechnology fermentation. Agriculture waste as substrate in fermentation is vastly discussed as alternative to replace edible food and utilization of organic material. Pineapple peel, highly potential source as substrate is a by-product of the pineapple processing industry. Bio-ethanol from pineapple (Ananas comosus) peel extract was carried out by controlling fermentation without any treatment. Saccharomyces ellipsoides was used as inoculum in this fermentation process as it is naturally found at the pineapple skin. In this study, the capability of Response Surface Methodology (RSM) for optimization of ethanol production from pineapple peel extract using Saccharomyces ellipsoideus in batch fermentation process was investigated. Effect of five test variables in a defined range of inoculum concentration 6- 14% (v/v), pH (4.0-6.0), sugar concentration (14-22°Brix), temperature (24-32°C) and time of incubation (30-54 hrs) on the ethanol production were evaluated. Data obtained from experiment were analyzed with RSM of MINITAB Software (Version 15) whereby optimum ethanol concentration of 8.637% (v/v) was determined. The optimum condition of 14% (v/v) inoculum concentration, pH 6, 22°Brix, 26°C and 30hours of incubation. Abstract:
This paper provides an in-depth study of Wireless Sensor Network (WSN) application to monitor and control the swiftlet habitat. A set of system design is designed and developed that includes the hardware design of the nodes, Graphical User Interface (GUI) software, sensor network, and interconnectivity for remote data access and management. System architecture is proposed to address the requirements for habitat monitoring. Such applicationdriven design provides and identify important areas of further work in data sampling, communications and networking. For this monitoring system, a sensor node (MTS400), IRIS and Micaz radio transceivers, and a USB interfaced gateway base station of Crossbow (Xbow) Technology WSN are employed. The GUI of this monitoring system is written using a Laboratory Virtual Instrumentation Engineering Workbench (LabVIEW) along with Xbow Technology drivers provided by National Instrument. As a result, this monitoring system is capable of collecting data and presents it in both tables and waveform charts for further analysis. This system is also able to send notification message by email provided Internet connectivity is available whenever changes on habitat at remote sites (swiftlet farms) occur. Other functions that have been implemented in this system are the database system for record and management purposes; remote access through the internet using LogMeIn software. Finally, this research draws a conclusion that a WSN for monitoring swiftlet habitat can be effectively used to monitor and manage swiftlet farming industry in Sarawak.Keywords: Swiftlet, WSN, Habitat Monitoring, Networking.

Abstract:
This study evaluates the management of osteoporosis in a tertiary care government hospital in Malaysia. As the number of admitted patients having osteoporotic fractures is on the rise, osteoporotic medications are an increasing financial burden to government hospitals because they account for half of the orthopedic budget and expenditure. Comprehensive knowledge among practitioners is important to detect early and avoid this preventable disease and its serious complications. The purpose of this study is to evaluate the awareness, knowledge, and practices in managing osteoporosis among practitioners in Hospital Tengku Ampuan Rahimah (HTAR), Klang. A questionnaire from an overseas study in managing osteoporosis among primary care physicians is adapted to Malaysia’s Clinical Practice Guideline of Osteoporosis 2012 (revised 2015) and international guidelines were distributed to all orthopedic practitioners in HTAR Klang (including surgeons, orthopedic medical officers), endocrinologists, rheumatologists and geriatricians. The participants were evaluated on their expertise in the diagnosis, prevention, treatment decision and medications for osteoporosis. Collected data were analyzed for all descriptive and statistical analyses as appropriate. All 45 participants responded to the questionnaire. Participants scored highest on expertise in prevention, followed by diagnosis, treatment decision and lastly, medication. Most practitioners stated that own-initiated continuing professional education from articles and books was the most effective way to update their knowledge, followed by attendance in conferences on osteoporosis. This study confirms the importance of comprehensive training and education regarding osteoporosis among tertiary care physicians and surgeons, predominantly in pharmacotherapy, to deliver wholesome care for osteoporotic patients.
