9 Planning and Design Criteria to Make Urban Transport More Sustainable: The Case of Baku

Abstract:
Since the industrial revolution, technological developments and increased population have caused environmental damages. To protect the nature and architectural environment, firstly, green architecture, ecological architecture and then sustainability occurred. This term has been proposed not to be a new term but a response to environmental disturbances caused by human activities and it is re-conceptualization of architecture. Sustainable architecture or sustainability is lot more extensive than ecological and green architecture. It contains the imbalance between environmental problems that is natural environment and consumption that occurred all around the world. An important part of sustainability debate focused on urban planning and design for more sustainable forms and patterns. In particular, it is discussed that planning and design of urban areas have a major effect on transport and therefore can help reduce car usage, emissions, global warming and climate change. There are many planning and design approaches and movement that introduce certain criteria and strategies to prevent car dependency and encourage people to use public transportation and walking. However, when review the literature, it is seen that planning movements, such as New Urbanism and Transit Oriented Development originated and were implemented mostly in West European and North American Cities. The purpose of this study is to find out whether all those criteria, principles and strategies are also relevant planning approaches for more non-western cities like Baku, which has a very different planning background and therefore possibly different urban form and transport issues. In order to answer the abovementioned question, planning and design approaches in the literature and these recent planning movements were studied and a check list was formed which indicate planning and design approaches that can help attain a more sustainable transport outcome. Abstract:
This article introduces the actual problem that is а study of proposed by the authors Hydrocele ointment in amino acids’ metabolism of cows’ blood in inflammation of traumatic origin. Hydrocele ointment has shown a positive effect on inflammatory process and amino acids’ metabolism of animals treated with the drug. Amino acid levels reached physiological parameters on the 10th day after treatment; in the control group this parameter was higher than normal.Keywords: Amino acids, blood protein, Hydrocele ointment, inflammation, repair.

This paper studies the thoughts suggested by M.Weber, Confucius, Lee Kuan Yew, Mahathir Mohammad and other prominent thinkers concerning the issues of work ethics and labour productivity. Abstract:
Diabetic retinopathy is characterized by the development of retinal microaneurysms. The damage can be prevented if disease is treated in its early stages. In this paper, we are comparing Support Vector Machine (SVM) and Naïve Bayes (NB) classifiers for automatic microaneurysm detection in images acquired through non-dilated pupils. The Nearest Neighbor classifier is used as a baseline for comparison. Detected microaneurysms are validated with expert ophthalmologists’ hand-drawn ground-truths. The sensitivity, specificity, precision and accuracy of each method are also compared.

terrorism and extremism are among the most dangerous and difficult to forecast the phenomena of our time, which are becoming more diverse forms and rampant. Terrorist attacks often produce mass casualties, involve the destruction of material and spiritual values, beyond the recovery times, sow hatred among nations, provoke war, mistrust and hatred between the social and national groups, which sometimes can not be overcome within a generation. Currently, the countries of Central Asia are a topical issue – the threat of terrorism and religious extremism, which grow not only in our area, but throughout the world. Of course, in each of the terrorist threat is assessed differently. In our country the problem of terrorism should not be acutely. Thus, after independence and sovereignty of Kazakhstan has chosen the path of democracy, progress and free economy. Abstract:
Student-s movements have been going increasing in last decades. International students can have different psychological and sociological problems in their adaptation process. Depression is one of the most important problems in this procedure. This research purposed to reveal level of foreign students- depression, kinds of interpersonal communication networks (host/ethnic interpersonal communication) and media usage (host/ethnic media usage). Additionally study aimed to display the relationship between depression and communication (host/ethnic interpersonal communication and host/ethnic media usage) among foreign university students. A field research was performed among 283 foreign university students who have been attending 8 different universities in Turkey. A purposeful sampling technique was used in this research cause of data collect facilities. Results indicated that 58.3% of foreign students- depression stage was “intermediate" while 33.2% of foreign students- depression level was “low". Add to this, host interpersonal communication behaviors and Turkish web sites usages were negatively and significantly correlated with depression.Keywords: International students, depression, interpersonal communication behaviors, media using.

Abstract:
Microaneurysm is a key indicator of diabetic retinopathy that can potentially cause damage to retina. Early detection and automatic quantification are the keys to prevent further damage. In this paper, which focuses on automatic microaneurysm detection in images acquired through non-dilated pupils, we present a series of experiments on feature selection and automatic microaneurysm pixel classification. We found that the best feature set is a combination of 10 features: the pixel-s intensity of shade corrected image, the pixel hue, the standard deviation of shade corrected image, DoG4, the area of the candidate MA, the perimeter of the candidate MA, the eccentricity of the candidate MA, the circularity of the candidate MA, the mean intensity of the candidate MA on shade corrected image and the ratio of the major axis length and minor length of the candidate MA. The overall sensitivity, specificity, precision, and accuracy are 84.82%, 99.99%, 89.01%, and 99.99%, respectively.

Abstract:
Television news has gained a new dimension in terms of ideological approaches as a result of such factors as globalization, cross monopolization, presence of international companies etc. and certain strategies have been developed at the production, presentation and distribution stages of news. In this study, television news about a process called “settlement process” was investigated. In this framework, news about the settlement process on TV channels of TRT 1, ATV, FOX TV, NTV, HABERTÜRK, TRT HABER and STV was investigated using the content analysis method in terms of the strategies the ideology construction, attitude towards the party in power, attitude towards parties in opposition and attitude towards BDP (Peace and Democracy Part) and Imrali (the island where Abdullah Ocalan, head of PKK, is kept). First, the aforementioned TV channels were selected randomly from 3 groups in order to be able to reveal the representational capacity of commercial, news and public channels. The study covers 557 news items broadcast in the main news bulletins between the dates of 15 March 2013 and 15 March 2013. While there was a positive attitude towards the government in a sizable portion of the news about the settlement process (63.6%), the attitude of 25.3% of the news was impartial towards the government and 11.3% had a negative attitude. On the other hand, there was a negative attitude towards the Opposition in a considerable portion of the news about the settlement process (56.1%). The attitude of 35.9% of the news towards the Opposition was impartial whereas 8.0% had a positive attitude. While 34.9% of the news about the settlement process used the legitimization strategy from among the ideology construction strategies, 22.8% used the unification strategy, 15.7% the reification strategy, 15.6% fractional and 11% concealment/mystification strategy.

Abstract:
Column leach test has been performed to examine the behavior of leaching of sodium, calcium and potassium in landfills. In the column leach apparatus, two different layers of contaminated and uncontaminated soils of different height ratios (ratio of depth of contaminated soil to the depth of uncontaminated soil) are taken. Water is poured from an overhead tank at a particular flowrate to the inlet of the soil column for a certain ponding depth over the contaminated soil. Subsequent infiltration causes leaching and the leachates are collected from the bottom of the column. The concentrations of Na, Ca and K in the leachate are measured using flame photometry. The experiments are further extended by changing the rates of flow from the overhead tank to the inlet of the column in achieving the same ponding depth. The experiments are performed for different scenarios in which the height ratios are altered and the variations of concentrations of Na, Ca, and K are observed. The study brings an estimation of leaching in landfill sites for different heights and precipitation intensity where a ponding depth is maintained over the landfill. It has been observed that the leaching behavior of Na, Ca, and K are not similar. Calcium exhibits highest amount of leaching compared to Sodium and Potassium under similar experimental conditions.Keywords: Column leaching, flow rate, uncontaminated soil, contaminated soil, concentration, height ratio.
