2388 Assessing Community Participation in Decision-Making Process under Co-Management: A Case Study on Hail Haor, Bangladesh

Abstract:
Power, responsibility sharing, and democratic decision-making are the central ethos to co-management. It is assumed that involving local community in the decision-making process can create a sense of ownership and responsibility of that community and motivate the community towards collective action. But this paper demonstrated that the process to involve local community is not simple and straightforward as it is influenced by structural aspects, power relations among the actors, and social embedded institutions. These factors shape the process in that way who will participate, how they will participate and how the local community maneuvers their agency in the decision-making process. To grasp the complexities that materialize in the process of participation and to understand the inclusionary and exclusionary nature of participation, this paper examines the subjective understanding of different stakeholders concerning participation and furthermore observes the enabling or constraining factors that affect the community to exercise their agency.

Abstract:
KREISIG is a computer simulation program, firstly developed by Munawar (1994) in Germany to optimize signalized roundabout. The traffic movement is based on the car following theory. Turbine method has been implemented for signal setting. The program has then been further developed in Indonesia to meet the traffic characteristics in Indonesia by adjusting the sensitivity of the drivers. Trial and error method has been implemented to adjust the saturation flow. The saturation flow output has also been compared to the calculation method according to 1997 Indonesian Highway Capacity Manual. It has then been implemented to optimize signalized roundabout at Kleringan roundabout in Malioboro area, Yogyakarta, Indonesia. It is found that this method can optimize the signal setting of this roundabout. Therefore, it is recommended to use this program to optimize signalized roundabout.

Abstract:
Electronic government is the application of Information and Communication Technologies (ICTs) by the government to improve public service delivery to citizens and businesses. The purpose of this study is to investigate factors influencing the adoption and use of e-government services from different nationalities perspectives. The Technology Acceptance Model (TAM) will be used as the theoretical framework for the study. A questionnaire would be developed and administered to 500 potential respondents who are students from different nationalities in China. Predictors such as perceived usefulness, perceived ease of use, computer self-efficacy, trust in both the internet and government, social influence and perceived service quality would be examined with regard to their impact on the intention to use e-government services. This research is currently at the design and implementation stage. The completion of this study will provide useful insights into understanding factors impacting the decision to use e-government services from a cross and multi nationalities perspectives.

Abstract:
A mathematical model study was carried out to investigate gasification of biomass fuels using high temperature air and steam as a gasifying agent using high-temperature air up to 1000°C. In this study, a 2D computational fluid dynamics model was developed to study the gasification process in an updraft gasifier, considering drying, pyrolysis, combustion, and gasification reactions. The gas and solid phases were resolved using a Euler−Euler multiphase approach, with exchange terms for the momentum, mass, and energy. The standard k−ε turbulence model was used in the gas phase, and the particle phase was modeled using the kinetic theory of granular flow. The results show that the present model giving a promise way in its capability and sensitivity for the parameter affects that influence the gasification process.

Abstract:
This article mainly aims to detect and understand how money laundering activities are executed by transport of cash, identifying the underlying factors and separating legitimate from illegitimate usage of cash and how it is being used. This research provides academics with additional literature and provides bank supervisors and practitioners with a better understanding of sources and uses of cash in criminal activities and how cash is used in the laundering mechanism. Data are gathered through survey in the Middle East and North Africa region and review of the available research. The results of the analysis will help distinguish the factors affecting preference for cash rather other payment instruments in the region, identify what causes the tendency to launder illegal proceeds through cash transportation and how illegal cash is being laundered and moved. On the other hand, this paper sheds the light on major cash generating criminal activities, its sources and main destinations.

Abstract:
Sleep spindles are the most interesting hallmark of stage 2 sleep EEG. Their accurate identification in a polysomnographic signal is essential for sleep professionals to help them mark Stage 2 sleep. Sleep Spindles are also promising objective indicators for neurodegenerative disorders. Visual spindle scoring however is a tedious workload. In this paper three different approaches are used for the automatic detection of sleep spindles: Short Time Fourier Transform, Wavelet Transform and Wave Morphology for Spindle Detection. In order to improve the results, a combination of the three detectors is presented and comparison with human expert scorers is performed. The best performance is obtained with a combination of the three algorithms which resulted in a sensitivity and specificity of 94% when compared to human expert scorers.Keywords: EEG, Short Time Fourier Transform, Sleep Spindles, Wave Morphology for Spindle Detection, Wavelet Transform.

Abstract:
Several research works have been done in recent times utilizing grayscale image for the measurement of many physical phenomena. In this present paper, we have designed an embedded based inclination sensor utilizing the grayscale image with a resolution of 0.3º. The sensor module consists of a circular shaped metal disc, laminated with grayscale image and an optical transreceiver. The sensor principle is based on temporal changes in light intensity by the movement of grayscale image with the inclination of the target surface and the variation of light intensity has been detected in terms of voltage by the signal processing circuit (SPC).The output of SPC is fed to a microcontroller program to display the inclination angel digitally. The experimental results are shown a satisfactory performance of the sensor in a small inclination measuring range of -40º to + 40º with a sensitivity of 62 mV/°.

Abstract:
To improve the efficiency of parametric studies or tests planning the method is proposed, that takes into account all input parameters, but only a few simulation runs are performed to assess the relative importance of each input parameter. For K input parameters with N input values the total number of possible combinations of input values equals NK. To limit the number of runs, only some (totally N) of possible combinations are taken into account. The sampling procedure Updated Latin Hypercube Sampling is used to choose the optimal combinations. To measure the relative importance of each input parameter, the Spearman rank correlation coefficient is proposed. The sensitivity and the influence of all parameters are analyzed within one procedure and the key parameters with the largest influence are immediately identified.Keywords: Concrete, pavement, simulation, reliability, Latin Hypercube Sampling, parametric studies.

Abstract:
This paper presents a new method for estimating the nonstationary noise power spectral density given a noisy signal. The method is based on averaging the noisy speech power spectrum using time and frequency dependent smoothing factors. These factors are adjusted based on signal-presence probability in individual frequency bins. Signal presence is determined by computing the ratio of the noisy speech power spectrum to its local minimum, which is updated continuously by averaging past values of the noisy speech power spectra with a look-ahead factor. This method adapts very quickly to highly non-stationary noise environments. The proposed method achieves significant improvements over a system that uses voice activity detector (VAD) in noise estimation.Keywords: Noise estimation, Non-stationary noise, Speechenhancement.

Abstract:
As German companies roll out their standardized production systems to offshore manufacturing plants, they face the challenge of implementing them in different cultural environments. Studies show that the local adaptation is one of the key factors for a successful implementation. Thus the question arises of where the line between standardization and adaptation can be drawn. To answer this question the influence of culture on production systems is analysed in this paper. The culturally contingent components of production systems are identified. Also the contingency factors are classified according to their impact on the necessary adaptation changes and implementation effort. Culturally specific decision making, coordination, communication and motivation patterns require one-time changes in organizational and process design. The attitude towards rules requires more intense coaching and controlling. Lastly a framework is developed to depict standardization and adaption needs when transplanting production systems into different cultural environments.Keywords: Culture, influence of national culture on production systems, lean production, production systems.

Abstract:
This paper introduces a mixed integer programming model to find the optimum development plan for port Anzali. The model minimizes total system costs taking into account both port infrastructure costs and shipping costs. Due to the multipurpose function of the port, the model consists of 1020 decision variables and 2490 constraints. Results of the model determine the optimum number of berths that should be constructed in each period and for each type of cargo. In addition to, the results of sensitivity analysis on port operation quantity provide useful information for managers to choose the best scenario for port planning with the lowest investment risks. Despite all limitations-due to data availability-the model offers a straightforward decision tools to port planners aspiring to achieve optimum port planning steps.

Some factors such as labor market, policies and demographic factors may lead to a weak relationship between economic performance and poverty rate. In this sense pro-growth policies should be pro-poor to increase the poverty alleviation effects of the growth. The purpose of this study is to review the recent studies on the effects of macroeconomic policies on poverty and inequality and to review the poverty analyses which examine the relationship between growth, poverty and inequality. An algorithm for estimating the stable operation conditions of the synchronous motor of the ore mill electric drive is proposed. The stable operation conditions of the synchronous motor are revealed, taking into account the estimation of the q angle change and the technological factors. The stability condition obtained allows to ensure the stable operation of the motor in the synchronous mode, taking into account the nonlinear character of the mill loading. The developed algorithm gives an opportunity to present the undesirable phenomena, arising in the electric drive system. This study aimed to investigate the influence of selected antecedents, which were tourists’ satisfaction towards attractions in Bangkok, perceived value of the attractions, feelings of engagement with the attractions, acquaintance with the attractions, push factors, pull factors and motivation to seek novelty, on foreign tourist’s loyalty towards tourist attractions in Bangkok. By using multi stage sampling technique, 400 international tourists were sampled. After that, Semi Structural Equation Model was utilized in the analysis stage by LISREL. The Semi Structural Equation Model of the selected antecedents of tourist’s loyalty attractions had a correlation with the empirical data through the following statistical descriptions: Chi- square = 3.43, df = 4, P- value = 0.48893; RMSEA = 0.000; CFI = 1.00; CN = 1539.75; RMR = 0.0022; GFI = 1.00 and AGFI = 0.98. The findings indicated that all antecedents were able together to predict the loyalty of the foreign tourists who visited Bangkok at 73 percent.

Abstract:
In this paper, the application of the Mode Matching (MM) method in the case of photonic crystal waveguide discontinuities is presented. The structure under consideration is divided into a number of cells, which supports a number of guided and evanescent modes. These modes can be calculated numerically by an alternative formulation of the plane wave expansion method for each frequency. A matrix equation is then formed relating the modal amplitudes at the beginning and at the end of the structure. The theory is highly efficient and accurate and can be applied to study the transmission sensitivity of photonic crystal devices due to fabrication tolerances. The accuracy of the MM method is compared to the Finite Difference Frequency Domain (FDFD) and the Adjoint Variable Method (AVM) and good agreement is observed.Keywords: Optical Communications, Integrated Optics, Photonic Crystals, Optical Waveguide Discontinuities.

Abstract:
A wide variety of observational methods have been developed to evaluate the ergonomic workloads in manufacturing. However, the precision and accuracy of these methods remain a subject of debate. The aims of this study were to develop biomechanical methods to evaluate ergonomic workloads and to compare them with observational methods.
Two observational methods, i.e. SCANIA Ergonomic Standard (SES) and Rapid Upper Limb Assessment (RULA), were used to assess ergonomic workloads at two simulated workstations. They included four tasks such as tightening & loosening, attachment of tubes and strapping as well as other actions. Sensors were also used to measure biomechanical data (Inclinometers, Accelerometers, and Goniometers).
Our findings showed that in assessment of some risk factors both RULA & SES were in agreement with the results of biomechanical methods. However, there was disagreement on neck and wrist postures. In conclusion, the biomechanical approach was more precise than observational methods, but some risk factors evaluated with observational methods were not measurable with the biomechanical techniques developed.

Abstract:
For the improvement of the ability in detecting small calcifications using Ultrasonography (US) we propose a novel indicator of calcifications in an ultrasound B-mode image without decrease in frame rate. Since the waveform of an ultrasound pulse changes at a calcification position, the decorrelation of adjacent scan lines occurs behind a calcification. Therefore, we employ the decorrelation of adjacent scan lines as an indicator of a calcification. The proposed indicator depicted wires 0.05 mm in diameter at 2 cm depth with a sensitivity of 86.7% and a specificity of 100%, which were hardly detected in ultrasound B-mode images. This study shows the potential of the proposed indicator to approximate the detectable calcification size using an US device to that of an X-ray imager, implying the possibility that an US device will become a convenient, safe, and principal clinical tool for the screening of breast cancer.Keywords: Ultrasonography, Calcification, Decorrelation, Forward scattered wave

A number of routing algorithms based on learning automata technique have been proposed for communication networks. How ever, there has been little work on the effects of variation of graph scarcity on the performance of these algorithms. In this paper, a comprehensive study is launched to investigate the performance of LASPA, the first learning automata based solution to the dynamic shortest path routing, across different graph structures with varying scarcities. The sensitivity of three main performance parameters of the algorithm, being average number of processed nodes, scanned edges and average time per update, to variation in graph scarcity is reported. Simulation results indicate that the LASPA algorithm can adapt well to the scarcity variation in graph structure and gives much better outputs than the existing dynamic and fixed algorithms in terms of performance criteria.Keywords: Learning automata, routing, algorithm, sparse graph

recurrent neural network (RNN) is an efficient tool for modeling production control process as well as modeling services. In this paper one RNN was combined with regression model and were employed in order to be checked whether the obtained data by the model in comparison with actual data, are valid for variable process control chart. Therefore, one maintenance process in workshop of Esfahan Oil Refining Co. (EORC) was taken for illustration of models. First, the regression was made for predicting the response time of process based upon determined factors, and then the error between actual and predicted response time as output and also the same factors as input were used in RNN. Finally, according to predicted data from combined model, it is scrutinized for test values in statistical process control whether forecasting efficiency is acceptable. Droughts are complex, natural hazards that, to a varying degree, affect some parts of the world every year. The range of drought impacts is related to drought occurring in different stages of the hydrological cycle and usually different types of droughts, such as meteorological, agricultural, hydrological, and socioeconomical are distinguished. Streamflow drought was analyzed by the method of truncation level (at 70% level) on daily discharges measured in 54 hydrometric stations in southwestern Iran. Frequency analysis was carried out for annual maximum series (AMS) of drought deficit volume and duration series. Some factors including physiographic, climatic, geologic, and vegetation cover were studied as influential factors in the regional analysis. According to the results of factor analysis, six most effective factors were identified as area, rainfall from December to February, the percent of area with Normalized Difference Vegetation Index (NDVI) <0.1, the percent of convex area, drainage density and the minimum of watershed elevation that explained 90.9% of variance. The homogenous regions were determined by cluster analysis and discriminate function analysis. Suitable multivariate regression models were evaluated for streamflow drought deficit volume with 2 years return period. The significance level of regression models was 0.01. The results showed that the watershed area is the most effective factor with high correlation with deficit volume. Also, drought duration was not a suitable drought index for regional analysis.Keywords: Iran, Streamflow drought, truncation level method, regional analysis.

Consumer behaviour analysis represents an important field of study in marketing. Particularly strategy development for marketing and communications will be more focused and effective when marketers have an understanding of the motivations, behaviour and psychology of consumers. While materialism has been found to be one of the important elements in consumer behaviour, compulsive consumption represents another aspect that has recently attracted more attention. This is because of the growing prevalence of dysfunctional buying that has raised concern in consumer societies. Present studies and analyses on origins and motivations of compulsive buying have mainly focused on either individual factors or groups of related factors and hence a need for a holistic view exists. The objective of the paper is to develop the forecast model for the HW flows. The methodology of the research included 6 modules: historical data, assumptions, choose of indicators, data processing, and data analysis with STATGRAPHICS, and forecast models. The proposed methodology was validated for the case study for Latvia. Hypothesis on the changes in HW for time period of 2010-2020 have been developed and mathematically described with confidence level of 95.0% and 50.0%. Sensitivity analysis for the analyzed scenarios was done. The results show that the growth of GDP affects the total amount of HW in the country. The total amount of the HW is projected to be within the corridor of – 27.7% in the optimistic scenario up to +87.8% in the pessimistic scenario with confidence level of 50.0% for period of 2010-2020. The optimistic scenario has shown to be the least flexible to the changes in the GDP growth.Keywords: Forecast models, hazardous waste management, sustainable development, waste management indicators.

Nowadays it is a trend for electronic circuit designers to integrate all system components on a single-chip. This paper proposed the design of a single-chip proportional to absolute temperature (PTAT) sensor including a voltage reference circuit using CEDEC 0.18m CMOS Technology. It is a challenge to design asingle-chip wide range linear response temperature sensor for many applications. The channel widths between the compensation transistor and the reference transistor are critical to design the PTAT temperature sensor circuit. The designed temperature sensor shows excellent linearity between -100°C to 200° and the sensitivity is about 0.05mV/°C. This paper undertakes the problem of optimal capacitor placement in a distribution system. The problem is how to optimally determine the locations to install capacitors, the types and sizes of capacitors to he installed and, during each load level,the control settings of these capacitors in order that a desired objective function is minimized while the load constraints,network constraints and operational constraints (e.g. voltage profile) at different load levels are satisfied. The problem is formulated as a combinatorial optimization problem with a nondifferentiable objective function. Abstract:
To understand the factors which affect impact damage on composite structures, particularly the effects of impact position and ribs. In this paper, a finite element model (FEM) of low-velocity impact damage on the composite structure was established via the nonlinear finite element method, combined with the user-defined materials subroutine (VUMAT) of the ABAQUS software. The structural elements chosen for the investigation comprised a series of stiffened composite panels, representative of real aircraft structure. By impacting the panels at different positions relative to the ribs, the effect of relative position of ribs was found out. Then the simulation results and the experiments data were compared. Finally, the factors which affect impact damage on the structures were discussed. The paper was helpful for the design of stiffened composite structures.

Abstract:
Mammography is the most effective procedure for an early diagnosis of the breast cancer. Nowadays, people are trying to find a way or method to support as much as possible to the radiologists in diagnosis process. The most popular way is now being developed is using Computer-Aided Detection (CAD) system to process the digital mammograms and prompt the suspicious region to radiologist. In this paper, an automated CAD system for detection and classification of massive lesions in mammographic images is presented. The system consists of three processing steps: Regions-Of- Interest detection, feature extraction and classification. Our CAD system was evaluated on Mini-MIAS database consisting 322 digitalized mammograms. The CAD system-s performance is evaluated using Receiver Operating Characteristics (ROC) and Freeresponse ROC (FROC) curves. The archived results are 3.47 false positives per image (FPpI) and sensitivity of 85%.Keywords: classification, computer-aided detection, featureextraction, mass detection.

Abstract:
Due to the call of global warming effects, city planners aim at actions for reducing carbon emission. One of the approaches is to promote the usage of public transportation system toward the transit-oriented-development. For example, rapid transit system in Taipei city and Kaohsiung city are opening. However, until November 2008 the average daily patronage counted only 113,774 passengers at Kaohsiung MRT systems, much less than which was expected. Now the crucial questions: how the public transport competes with private transport? And more importantly, what factors would enhance the use of public transport? To give the answers to those questions, our study first applied regression to analyze the factors attracting people to use public transport around cities in the world. It is shown in our study that the number of MRT stations, city population, cost of living, transit fare, density, gasoline price, and scooter being a major mode of transport are the major factors. Subsequently, our study identified successful and unsuccessful cities in regard of the public transport usage based on the diagnosis of regression residuals. Finally, by comparing transportation strategies adopted by those successful cities, our conclusion stated that Kaohsiung City could apply strategies such as increasing parking fees, reducing parking spaces in downtown area, and reducing transfer time by providing more bus services and public bikes to promote the usage of public transport.

Abstract:
Three dimensional simulations are carried out to estimate the effect of wind direction, wind speed and geometry on the flow and dispersion of vehicular pollutant in a street canyon. The pollutant sources are motor vehicles passing between the two buildings. Suitable emission factors for petrol and diesel vehicles at varying vehicle speed are used for the estimation of the rate of emission from the streets. The dispersion of automobile pollutant released from the street is simulated by introducing vehicular emission source term as a fixed-flux boundary condition at the ground level over the road. The emission source term is suitably calculated by adopting emission factors from literature for varying conditions of street traffic. It is observed that increase in wind angle disturbs the symmetric pattern of pollution distribution along the street length. The concentration increases in the far end of the street as compared to the near end.

Abstract:
Most of the image watermarking methods, using the properties of the human visual system (HVS), have been proposed in literature. The component of the visual threshold is usually related to either the spatial contrast sensitivity function (CSF) or the visual masking. Especially on the contrast masking, most methods have not mention to the effect near to the edge region. Since the HVS is sensitive what happens on the edge area. This paper proposes ultrasound image watermarking using the visual threshold corresponding to the HVS in which the coefficients in a DCT-block have been classified based on the texture, edge, and plain area. This classification method enables not only useful for imperceptibility when the watermark is insert into an image but also achievable a robustness of watermark detection. A comparison of the proposed method with other methods has been carried out which shown that the proposed method robusts to blockwise memoryless manipulations, and also robust against noise addition.

Abstract:
The UK Government has emphasized the role of Local Authorities as a key player in its flagship residential energy efficiency strategies, by identifying and targeting areas for energy efficiency improvements. Residential energy consumption in England is characterized by significant geographical variation in energy demand, which makes centralized targeting of areas for energy efficiency intervention difficult. This paper draws on research which aims to understand how demographic, social, economic, urban form and climatic factors influence the geographical variations in English residential gas consumption. The paper reports the findings of a multiple regression model that shows how 64% of the geographical variation in residential gas consumption is accounted for by variations in these factors. Results from this study, after further refinement and validation, can be used by Local Authorities to identify areas within their boundaries that have higher than expected gas consumption, these may be prime targets for energy efficiency initiatives.
