1478 Radiology Information System’s Mechanisms: HL7-MHS & HL7/DICOM Translation
Authors: Kulwinder Singh Mann
Abstract:
The innovative features of information system, known as Radiology Information System (RIS), for electronic medical records has shown a good impact in the hospital. The objective is to help and make their work easier; such as for a physician to access the patient’s data and for a patient to check their bill transparently. The interoperability of RIS with the other intra-hospital information systems it interacts with, dealing with the compatibility and open architecture issues, are accomplished by two novel mechanisms. The first one is the particular message handling system that is applied for the exchange of information, according to the Health Level Seven (HL7) protocol’s specifications and serves the transfer of medical and administrative data among the RIS applications and data store unit. The second one implements the translation of information between the formats that HL7 and Digital Imaging and Communication in Medicine (DICOM) protocols specify, providing the communication between RIS and Picture and Archive Communication System (PACS) which is used for the increasing incorporation of modern medical imaging equipment. Keywords: RIS, PACS, HIS, HL7, DICOM, messaging service, interoperability, digital images

Authors: Mehmet Hakan Karaata, Ali Hamdan, Omer Yusuf Adam Mohamed
Abstract:
Consider a distributed system that delivers messages from a process to another. Such a system is often required to deliver each message to its destination regardless of whether or not the system components experience arbitrary forms of faults. In addition, each message received by the destination must be a message sent by a system process. In this paper, we first identify the necessary and sufficient conditions to detect some restricted form of Byzantine faults referred to as modifying Byzantine faults. An observable form of a Byzantine fault whose effect is limited to the modification of a message metadata or content, timing and omission faults, and message replay is referred to as a modifying Byzantine fault. We then present a distributed protocol to detect modifying Byzantine faults using optimal number of messages over node-disjoint paths. Keywords: Byzantine faults, distributed systems, fault detection, network pro- tocols, node-disjoint paths

Authors: Chun-Chuan Yang, Jeng-Yueng Chen, Yi-Ting Mai, Hsieh-Hua Liu
Abstract:
By introduction of Relay Nodes (RNs), LTE-Advanced can provide enhanced coverage and capacity at cell edges and hot-spot areas. The authors have been researching the issue of power saving in mobile communications technology such as WiMax and LTE for some years. Based on the idea of Load-Based Power Saving (LBPS), three efficient power saving schemes for the user equipment (UE) were proposed in the authors’ previous work. In this paper, three revised schemes of the previous work in order to integrate RN and UE in power saving are proposed. Simulation study shows the proposed schemes can achieve significantly better power saving efficiency than the standard based scheme at the cost of moderately increased delay. Keywords: DRX, LTE-A, power saving, RN

Authors: Petri Kouvo, Aino Kainulainen, Kimmo Koivunen
Abstract:
Separate collection system for recyclable wastes in the Helsinki region was ranked second best of European capitals. The collection system includes paper, cardboard, glass, metals and biowaste. Residual waste is collected and used in energy production. The collection system excluding paper is managed by the Helsinki Region Environmental Services HSY, a public organization owned by four municipalities (Helsinki, Espoo, Kauniainen and Vantaa). Paper collection is handled by the producer responsibility scheme. The efficiency of the collection system in the Helsinki region relies on a good coverage of door-to-door-collection. All properties with 10 or more dwelling units are required to source separate biowaste and cardboard. This covers about 75% of the population of the area. The obligation is extended to glass and metal in properties with 20 or more dwelling units. Other success factors include public awareness campaigns and a fee system that encourages recycling. As a result of waste management regulations for source separation of recyclables and biowaste, nearly 50 percent of recycling rate of household waste has been reached. For households and small and medium size enterprises, there is a sorting station fleet of five stations available. More than 50 percent of wastes received at sorting stations is utilized as material. The separate collection of plastic packaging in Finland will begin in 2016 within the producer responsibility scheme. HSY started supplementing the national bring point system with door-to-door-collection and pilot operations will begin in spring 2016. The result of plastic packages pilot project has been encouraging. Until the end of 2016, over 3500 apartment buildings have been joined the piloting, and more than 1800 tons of plastic packages have been collected separately. In the summer 2015 a novel partial flow digestion process combining digestion and tunnel composting was adopted for source separated household and commercial biowaste management. The product gas form digestion process is converted in to heat and electricity in piston engine and organic Rankine cycle process with very high overall efficiency. This paper describes the efficient collection system and discusses key success factors as well as main obstacles and lessons learned as well as the partial flow process for biowaste management. Keywords: biowaste, HSY, MSW, plastic packages, recycling, separate collection

Abstract:
Introduction:The widespread availability of artificial intelligence, exemplified by Generative Pre-trained Transformers (GPT) relying on large language models (LLM), has caused a seismic shift in the realm of knowledge. Everyone now has the capacity to swiftly learn how these models can either serve them well or not. Today, conversational AI like ChatGPT is grounded in neural transformer models, a significant advance in natural language processing facilitated by the emergence of renowned LLMs constructed using neural transformer architecture. Inventiveness of an LLM : OpenAI's GPT-3 stands as a premier LLM, capable of handling a broad spectrum of natural language processing tasks without requiring fine-tuning, reliably producing text that reads as if authored by humans. However, even with an understanding of how LLMs respond to questions asked, there may be lurking behind OpenAI’s seemingly endless responses an inventive model yet to be uncovered. There may be some unforeseen reasoning emerging from the interconnection of neural networks here. Just as a Soviet researcher in the 1940s questioned the existence of Common factors in inventions, enabling an Under standing of how and according to what principles humans create them, it is equally legitimate today to explore whether solutions provided by LLMs to complex problems also share common denominators. Theory of Inventive Problem Solving (TRIZ) : We will revisit some fundamentals of TRIZ and how Genrich ALTSHULLER was inspired by the idea that inventions and innovations are essential means to solve societal problems. It's crucial to note that traditional problem-solving methods often fall short in discovering innovative solutions. The design team is frequently hampered by psychological barriers stemming from confinement within a highly specialized knowledge domain that is difficult to question. We presume ChatGPT Utilizes TRIZ 40. Hence, the objective of this research is to decipher the inventive model of LLMs, particularly that of ChatGPT, through a comparative study. This will enhance the efficiency of sustainable innovation processes and shed light on how the construction of a solution to a complex problem was devised. Description of the Experimental Protocol : To confirm or reject our main hypothesis that is to determine whether ChatGPT uses TRIZ, we will follow a stringent protocol that we will detail, drawing on insights from a panel of two TRIZ experts. Conclusion and Future Directions : In this endeavor, we sought to comprehend how an LLM like GPT addresses complex challenges. Our goal was to analyze the inventive model of responses provided by an LLM, specifically ChatGPT, by comparing it to an existing standard model: TRIZ 40. Of course, problem solving is our main focus in our endeavours. Keywords: artificial intelligence, Triz, ChatGPT, inventiveness, problem-solving

Abstract:
The perovskite type electrolyte material LaAlO3 was prepared by solution based auto-combustion method using Al (NO3)3.6H2O, La2O3 with dilute nitrate acid (HNO3) as precursors and citric acid (C6H8O7.H2O) as a fuel. The synthesis protocol gave an easy processing of the LaAlO3 nano-particles. The XRD measurement revealed that the material has single phase with space group R-3c (rhombohedral). Thermal behavior was measured by simultaneous differential thermal analysis and thermo gravimetric analysis (DTA-TGA). The compact pellet density was determined. Also, the surface morphology was studied using scanning electron microscopy (SEM). The conductivity of LaAlO3 was measured employing LCR meter and found to increase with increasing temperature. This increase in conductivity may be attributed to increased mobility of oxide ion. Keywords: perovskite, LaAlO3, XRD, SEM, DTA-TGA, SOFC
Procedia PDF Downloads 5031471 A Blueprint for Responsible Launch of Small Satellites from a Debris Perspective
Authors: Jeroen Rotteveel, Zeger De Groot
Abstract:
The small satellite community is more and more aware of the need to start operating responsibly and sustainably in order to secure the use of outer space in the long run. On the technical side, many debris mitigation techniques have been investigated and demonstrated on board small satellites, showing that technically, a lot of things can be done to curb the growth of space debris and operate more responsible. However, in the absence of strict laws and constraints, one cannot help but wonder what the incentive is to incur significant costs (paying for debris mitigation systems and the launch mass of these systems) and to lose performance onboard resource limited small satellites (mass, volume, power)? Many small satellite developers are operating under tight budgets, either from their sponsors (in case of academic and research projects) or from their investors (in case of startups). As long as it is not mandatory to act more responsibly, we might need to consider the implementation of incentives to stimulate developers to accommodate deorbiting modules, etc. ISISPACE joined the NetZeroSpace initiative in 2021 with the aim to play its role in secure the use of low earth orbit for the next decades by facilitating more sustainable use of space. The company is in a good position as both a satellite builder, a rideshare launch provider, and a technology development company. ISISPACE operates under one of the stricter space laws in the world in terms of maximum orbital lifetime and has been active in various debris mitigation and debris removal in-orbit demonstration missions in the past 10 years. ISISPACE proposes to introduce together with launch partners and regulators an incentive scheme for CubeSat developers to baseline debris mitigation systems on board their CubeSats in such a way that is does not impose too many additional costs to the project. Much like incentives to switch to electric cars or install solar panels on your house, such an incentive can help to increase market uptake of behavior or solutions prior to legislation or bans of certain practices. This can be achieved by: Introducing an extended launch volume in CubeSat deployers to accommodate debris mitigation systems without compromising available payload space for the payload of the main mission Not charging the fee for the launch mass for the additional debris mitigation module Whenever possible, find ways to further co-fund the purchase price, or otherwise reduce the cost of flying debris mitigation modules onboard the CubeSats. The paper will outline the framework of such an incentive scheme and provides ISISPACE’s way forward to make this happen in the near future. Keywords: netZerospace, cubesats, debris mitigation, small satellite community

Authors: Molshree A. Sharma
Abstract:
As a result of globalization, it is increasingly common for people to live in different parts of the world. However there is a corresponding rise of international family law issues and competing jurisdictions. The Hague Convention on the Civil Aspects of Child Abduction is a multilateral treaty that provides an expeditious method to return a child to their country of habitual residence when ‘internationally abducted’ by a parent from one member country to another. Specifically, the Convention provides a protocol for expeditious return of the child to their habitual residence unless there is a valid exception, the most common being that return would result in an intolerable situation or cause grave risk of harm to the child. This paper analyzes case law from various signatory countries including the United States, highlighting the differences in interpretation of key terms under the Convention, as well as case law in non-Hague signatory countries, with a focus on India and the Middle East. Keywords: best interest of the child, grave risk of harm, habitual residence, well-settled

Authors: Andrés Gomez-Casseres, Rubén Contreras
Abstract:
In this paper, a bidirectional boost converter operated in Discontinuous Conduction Mode (DCM) is presented as a suitable power conditioning circuit for tuning of kinetic energy harvesters without the need of a battery. A nonlinear control scheme, composed by two linear controllers, is used to control the average value of the input current, enabling the synthesization of complex loads. The converter, along with the control system, is validated through SPICE simulations using the LTspice tool. The converter model and the controller transfer functions are derived. From the simulation results, it was found that the input current distortion increases with the introduced phase shift and that, such distortion, is almost entirely present at the zero-crossing point of the input voltage. Keywords: average current control, boost converter, electrical tuning, energy harvesting

Abstract:
Pension scheme providers have to price mortality risk by accurate mortality forecasting method. There are many mortality-forecasting methods constructed and used in literature. The Lee-Carter model is the first model to consider stochastic improvement trends in life expectancy. It is still precisely used. Mortality forecasting is done by mortality index in the Lee-Carter model. It is assumed that mortality index fits ARIMA time series model. In this paper, we propose and use dynamic normal inverse gaussian distribution to modeling mortality indes in the Lee-Carter model. Using population mortality data for Italy, France, and Turkey, the model is forecasting capability is investigated, and a comparative analysis with other models is ensured by some well-known benchmarking criterions. Keywords: mortality, forecasting, lee-carter model, normal inverse gaussian distribution

Abstract:
This paper presents a numerical solution, namely limit and shakedown analysis, to predict the safety state of smart structures made of heterogeneous materials under unknown cyclic loadings, for instance, the flexure hinge in the micro-positioning stage driven by piezoelectric actuator. In combination of homogenization theory and finite-element method (FEM), the safety evaluation problem is converted to a large-scale nonlinear optimization programming for an acceptable bounded loading as the design reference. Furthermore, a general numerical scheme integrated with the FEM and interior-point-algorithm based optimization tool is developed, which makes the practical application possible. Keywords: limit state, shakedown analysis, homogenization, heterogeneous structure

Procedia PDF Downloads 3981465 A Performance Analysis of Different Scheduling Schemes in WiMAX
Authors: A. Youseef
Abstract:
One of the most aims of IEEE 802.16 (WiMAX) is to present high-speed wireless access to cover wide range coverage. The base station (BS) and the subscriber station (SS) are the main parts of WiMAX. WiMAX uses either Point-to-Multipoint (PMP) or mesh topologies. In the PMP mode, the SSs connect to the BS to gain access to the network. However, in the mesh mode, the SSs connect to each other to gain access to the BS. The main components of QoS management in the 802.16 standard are the admission control, buffer management, and packet scheduling. There are several researches proposed to create an efficient packet scheduling schemes. Therefore, we use QualNet 5.0.2 to study the performance of different scheduling schemes, such as WFQ, SCFQ, RR, and SP when the numbers of SSs increase. We find that when the number of SSs increases, the average jitter and average end-to-end delay is increased and the throughput is reduced. Keywords: WiMAX, scheduling scheme, QoS, QualNet

Authors: H. Abderrezek, M. N. Harmas
Abstract:
DC-DC converters are widely used as reliable power source for many industrial and military applications, computers and electronic devices. Several control methods were developed for DC-DC converters control mostly with asymptotic convergence. Synergetic control (SC) is a proven robust control approach and will be used here in a so-called terminal scheme to achieve finite time convergence. Lyapunov synthesis is adopted to assure controlled system stability. Furthermore particle swarm optimization (PSO) algorithm, based on an integral time absolute of error (ITAE) criterion will be used to optimize controller parameters. Simulation of terminal synergetic control of a DC-DC converter is carried out for different operating conditions and results are compared to classic synergetic control performance, that which demonstrate the effectiveness and feasibility of the proposed control method. Keywords: DC-DC converter, PSO, finite time, terminal, synergetic control
Procedia PDF Downloads 5021463 The Convention Refugee Definition-from Universal to Regional: A Systematic Review
Authors: Wen Jiayuan
Abstract:
This article traces the broadening of the refugee definition from the early 1970s onwards. It first discusses Article 1A(1), the core universal legal definition of ‘refugee’ provided by the 1951 Geneva Convention. It then focuses on Article 1A(2), read together with the 1967 Protocol, which without time or geographical limits, offers a general definition of the refugee as including any person who is outside their country or origin and unable or unwilling to return there or to avail themselves of its protection, owing to a well-founded fear of persecution for reasons of race, religion, nationality, social group or political opinion. It then shifts to the contemporary alternative refugee definitions adopted in regional areas, namely Africa, Latin America, and Europe. By looking deeply into the 1969 OAU Convention, the 1984 Cartagena Declaration, and ECtHR, the assertation is that while the appearance of new definitions may lead to a more responsive international environment, it may also undermine the consistency of the international refugee regime. Keywords: refugee definition, 1951 Geneva Convention, 1969 OAU Convention, 1984 Cartagena Declaration

Spillways are one of the most important hydraulic structures of dams that provide the stability of the dam and downstream areas at the time of flood. A circular vertical spillway with various inlet forms is very effective when there is not enough space for the other spillway. Hydraulic flow in a vertical circular spillway is divided into three groups: free, orifice, and under pressure (submerged). In this research, the hydraulic flow characteristics of a Circular Vertical Spillway are investigated with the CFD model. Two-dimensional unsteady RANS equations were solved numerically using Finite Volume Method. The PISO scheme was applied for the velocity-pressure coupling. The mostly used two-equation turbulence models, k-ε and k-ω, were chosen to model Reynolds shear stress term. The power law scheme was used for the discretization of momentum, k, ε, and ω equations. The VOF method (geometrically reconstruction algorithm) was adopted for interface simulation. In this study, three types of computational grids (coarse, intermediate, and fine) were used to discriminate the simulation environment. In order to simulate the flow, the k-ε (Standard, RNG, Realizable) and k-ω (standard and SST) models were used. Also, in order to find the best wall function, two types, standard wall, and non-equilibrium wall function, were investigated. The laminar model did not produce satisfactory flow depth and velocity along the Morning-Glory spillway. The results of the most commonly used two-equation turbulence models (k-ε and k-ω) were identical. Furthermore, the standard wall function produced better results compared to the non-equilibrium wall function. Thus, for other simulations, the standard k-ε with the standard wall function was preferred. The comparison criterion in this study is also the trajectory profile of jet water. The results show that the fine computational grid, the input speed condition for the flow input boundary, and the output pressure for the boundaries that are in contact with the air provide the best possible results. Also, the standard wall function is chosen for the effect of the wall function, and the turbulent model k-ε (Standard) has the most consistent results with experimental results. When the jet gets closer to the end of the basin, the computational results increase with the numerical results of their differences. The mesh with 10602 nodes, turbulent model k-ε standard and the standard wall function, provide the best results for modeling the flow in a vertical circular Spillway. There was a good agreement between numerical and experimental results in the upper and lower nappe profiles. In the study of water level over crest and discharge, in low water levels, the results of numerical modeling are good agreement with the experimental, but with the increasing water level, the difference between the numerical and experimental discharge is more. In the study of the flow coefficient, by decreasing in P/R ratio, the difference between the numerical and experimental result increases. Keywords: circular vertical, spillway, numerical model, boundary conditions

Abstract:
This paper deals about economics and control of optimal placement of multi-terminal HVDC in Korea. Currently, No.1 and 2 HVDC are installed in Jeju and Mainland, Dangjin Godeok HVDC starts operation in 2020. Jeju No.3 HVDC also starts operation in 2022. HVDC systems in Korea are expanding. Also, super grid projects with China, Japan, and Russia are under consideration. In this situation, it is necessary to study how to install optimal HVDC in Korea and how to control it. After initializing the Optical Polwer Flow (OPF) procudure using lossless economic dispatch, grobal iteration will be set. And then, this will be formed as the Lagrangian function and linearizied. We will also analyze the advantages and disadvantages of each operation mode for optimal operating conditions of voltage and current complex HVDC in Korea. Keywords: economics, HVDC, multi terminal, optimal
