Abstract:
The demands of smart visual thing recognition in various devices have been increased rapidly for daily smart production, living and learning systems in recent years. This paper proposed a visual thing recognition system, which combines binary scale-invariant feature transform (SIFT), bag of words model (BoW), and support vector machine (SVM) by using color information. Since the traditional SIFT features and SVM classifiers only use the gray information, color information is still an important feature for visual thing recognition. With color-based SIFT features and SVM, we can discard unreliable matching pairs and increase the robustness of matching tasks. The experimental results show that the proposed object recognition system with color-assistant SIFT SVM classifier achieves higher recognition rate than that with the traditional gray SIFT and SVM classification in various situations. Keywords: Color moments, visual thing recognition system, SIFT, color SIFT.

Abstract:
Uninterrupted and continuous satellite communication through the whole orbit time is becoming more indispensable every day. Data relay systems are developed and built for various high/low data rate information exchanges like TDRSS of USA and EDRSS of Europe. In these missions, a couple of task-dedicated communication satellites exist. In this regard, for Turkey a data relay system is attempted to be defined exchanging low data rate information (i.e. TTC) for Earth-observing LEO satellites appointing commercial GEO communication satellites all over the world. First, justification of this attempt is given, demonstrating duration enhancements in the link. Discussion of preference of RF communication is, also, given instead of laser communication. Then, preferred communication GEOs – including TURKSAT4A already belonging to Turkey- are given, together with the coverage enhancements through STK simulations and the corresponding link budget. Also, a block diagram of the communication system is given on the LEO satellite. Keywords: Communication, satellite, data relay system, coverage.

Abstract:
Virtually all existing networked system management tools use a Manager/Agent paradigm. That is, distributed agents are deployed on managed devices to collect local information and report it back to some management unit. Even those that use standard protocols such as SNMP fall into this model. Using standard protocol has the advantage of interoperability among devices from different vendors. However, it may not be able to provide customized information that is of interest to satisfy specific management needs. The internet has transformed the way we shop. Previously, most of our purchases came in the form of shopping trips to a nearby store. Now, it is as easy as clicking a mouse. We have to be constantly vigilant about our personal information. In this work, our proposed approach is to encrypt the information printed on the physical packages, which include personal information in plain text using a symmetric encryption algorithm; then, we store that encrypted information into a Blockchain network rather than storing them in companies or corporations centralized databases. We present, implement and assess a blockchain-based system using Ethereum smart contracts. We present detailed algorithms that explain the details of our smart contract. We present the security, cost and performance analysis of the proposed method. Our work indicates that the proposed solution is economically attainable and provides data integrity, security, transparency and data traceability.

Authors: J. Gu, W.B. Lee, C.F. Cheung, E. Tsui, W.M. Wang
Abstract:
Knowledge of an organization does not merely reside in structured form of information and data; it is also embedded in unstructured form. The discovery of such knowledge is particularly difficult as the characteristic is dynamic, scattered, massive and multiplying at high speed. Conventional methods of managing unstructured information are considered too resource demanding and time consuming to cope with the rapid information growth. In this paper, a Multi-faceted and Automatic Knowledge Elicitation System (MAKES) is introduced for the purpose of discovery and capture of organizational knowledge. A trial implementation has been conducted in a public organization to achieve the objective of decision capture and navigation from a number of meeting minutes which are autonomously organized, classified and presented in a multi-faceted taxonomy map in both document and content level. Key concepts such as critical decision made, key knowledge workers, knowledge flow and the relationship among them are elicited and displayed in predefined knowledge model and maps. Hence, the structured knowledge can be retained, shared and reused. Conducting Knowledge Management with MAKES reduces work in searching and retrieving the target decision, saves a great deal of time and manpower, and also enables an organization to keep pace with the knowledge life cycle. This is particularly important when the amount of unstructured information and data grows extremely quickly. This system approach of knowledge management can accelerate value extraction and creation cycles of organizations. Keywords: Knowledge-Based System, Knowledge Elicitation, Knowledge Management, Taxonomy, Unstructured Information Management

Abstract:
The growth and interconnection of power networks in many regions has invited complicated techniques for energy management services (EMS). State estimation techniques become a powerful tool in power system control centers, and that more information is required to achieve the objective of EMS. For the online state estimator, assuming the continuous time is equidistantly sampled with period Δt, processing events must be finished within this period. Advantage of Kalman Filtering (KF) algorithm in using system information to improve the estimation precision is utilized. Computational power is a major issue responsible for the achievement of the objective, i.e. estimators- solution at a small sampled period. This paper presents the optimum utilization of processors in a state estimator based on KF. The model used is presented using Petri net (PN) theory.

Authors: Morteza Talebi, Jianan Wang, Zhihua Qu
Abstract:
The security of power systems against malicious cyberphysical data attacks becomes an important issue. The adversary always attempts to manipulate the information structure of the power system and inject malicious data to deviate state variables while evading the existing detection techniques based on residual test. The solutions proposed in the literature are capable of immunizing the power system against false data injection but they might be too costly and physically not practical in the expansive distribution network. To this end, we define an algebraic condition for trustworthy power system to evade malicious data injection. The proposed protection scheme secures the power system by deterministically reconfiguring the information structure and corresponding residual test. More importantly, it does not require any physical effort in either microgrid or network level. The identification scheme of finding meters being attacked is proposed as well. Eventually, a well-known IEEE 30-bus system is adopted to demonstrate the effectiveness of the proposed schemes. Keywords: Algebraic Criterion, Malicious Cyber-Physical Data Injection, Protection and Identification, Trustworthy Power System.

Authors: T. Thulare, M. Herselman, A. Botha
Abstract:
Poor system use, including inappropriate design of health information systems, causes difficulties in communication with patients and increased time spent by healthcare professionals in recording the necessary health information for medical records. System features like pop-up reminders, complex menus, and poor user interfaces can make medical records far more time consuming than paper cards as well as affect decision-making processes. Although errors associated with health information and their real and likely effect on the quality of care and patient safety have been documented for many years, more research is needed to measure the occurrence of these errors and determine the causes to implement solutions. Therefore, the purpose of this paper is to identify data integrity challenges in hospital information systems through a scoping review and based on the results provide recommendations on how to manage these. Only 34 papers were found to be most suitable out of 297 publications initially identified in the field. The results indicated that human and computerized systems are the most common challenges associated with data integrity and factors such as policy, environment, health workforce, and lack of awareness attribute to these challenges but if measures are taken the data integrity challenges can be managed.

We have used adaptive image filtering and adaptive non-uniform image segmentation with bits replacement on the appropriate pixels. These pixels are selected randomly rather than sequentially by using new concept defined by main cases with sub cases for each byte in one pixel. According to the steps of design, we have been concluded 16 main cases with their sub cases that covere all aspects of the input information into color bitmap image. High security layers have been proposed through four layers of security to make it difficult to break the encryption of the input information and confuse steganalysis too. Learning system has been introduces at the fourth layer of security through neural network. This layer is used to increase the difficulties of the statistical attacks. Our results against statistical and visual attacks are discussed before and after using the learning system and we make comparison with the previous Steganography algorithm. We show that our algorithm can embed efficiently a large amount of information that has been reached to 75% of the image size (replace 18 bits for each pixel as a maximum) with high quality of the output. Keywords: Adaptive image segmentation, hiding with high capacity, hiding with high security, neural networks, Steganography.

These problems contain two aspects, such as interdependencies among criteria and candidate projects and qualitative and quantitative factors of projects. However, most existing methods reported in literature consider these aspects separately even though these two aspects are simultaneously incorporated. For this reason, we proposed a hybrid method using analytic network process (ANP) and fuzzy logic in order to represent both aspects. We then propose a goal programming model to conduct an optimization for the project selection problems interpreted by a hybrid concept.
