5 Institutional Determinants of Economic Growth in Georgia and in Other Post-Communist Economies

Abstract:

The institutional development is one of the actual topics in economics science. New trends and directions of institutional development mostly depend on its structure and framework. Transformation of institutions is an important problem for every economy, especially for developing countries. The first research goal is to determine the importance and interactions between different institutions in Georgia. Using World Governance Indicators and Economic Freedom indexes it can be calculated the size for each institutional group. The second aim of this research is to evaluate Georgian institutional backwardness in comparison to other post-communist economies. We use statistical and econometric methods to evaluate the difference between the levels of institutional development in Georgia and in leading post-communist economies. Within the scope of this research, major findings are coefficients which are an assessment of their deviation (i.e. lag) of institutional indicators between Georgia and leading post-communist country which should be compared. The last part of the article includes analysis around the selected coefficients.

4 The Characteristics of Transformation of Institutional Changes and Georgia

Abstract:

The analysis of transformation of institutional changes outlines two important characteristics. These are: the speed of the changes and their sequence. Successful transformation must be carried out in three different stages; On the first stage, macroeconomic stabilization must be achieved with the help of fiscal and monetary tools. Two-tier banking system should be established and the active functions of central bank should be replaced by the passive ones (reserve requirements and refinancing rate), together with the involvement growth of private sector. Fiscal policy by itself here means the creation of tax system which must replace previously existing direct state revenues; the share of subsidies in the state expenses must be reduced also. The second stage begins after reaching the macroeconomic stabilization at a time of change of formal institutes which must stimulate the private business. Corporate legislation creates a competitive environment at the market and the privatization of state companies takes place. Bankruptcy and contract law is created. he third stage is the most extended one, which means the formation of all state structures that is necessary for the further proper functioning of a market economy. These three stages about the cycle period of political and social transformation and the hierarchy of changes can also be grouped by the different methodology: on the first and the most short-term stage the transfer of power takes place. On the second stage institutions corresponding to new goal are created. The last phase of transformation is extended in time and it includes the infrastructural, socio-cultural and socio-structural changes. The main goal of this research is to explore and identify the features of such kind of models.

2 Associations of Gene Polymorphism of IL-17 a (C737T) with Its Level in Patients with Erysipelas Kazakh Population

Abstract:

Erysipelas is an infectious disease with socio-economic significance and prone to prolonged recurrent course (30%). Contribution of genetic factors, in particular the gene polymorphism of cytokines, can be essential in disease etiology and pathogenesis. Interleukin – 17 A are produced by T helpers of 17 type and plays a key role in development of local inflammation process. Local inflammatory process is a dominant in the clinic of erysipelas. Established that the skin and mucosas are primary areas of migration (homing) Th17-cell and their cytokines are stimulate the barrier function of the epithelium. We studied associations between gene polymorphism of IL-17A (C737T) rs 8193036 and IL-17A level in patients with erysipelas Kazakh population. Altogether, 90 cases with erysipelas and 90 healthy controls from an ethnic Kazakh population comprised the sample. Cases were identified at Clinical Infectious Diseases Hospital of Semey (Kazakhstan). The IL-17A (rs8193036) polymorphism was analyzed by a real time polymerase chain reaction. Plasma levels of IL-17 A were assessed by immuneenzyme analysis method using ‘Vector-Best’ test-system (Russia). Differences in levels of IL-17 A between CC, TT, CT groups were studied using Kruskal — Wallis test. Pairwise comparisons were performed using Mann-Whitney tests with Bonferroni correction (New significance level was set to 0.025). We found, that in patients with erysipelas with CC genotype the level of IL-17 A was higher (p= 0, 010) compared to the carriers of CT genotype. When compared the level of IL – 17 A between the patients with TT genotype and patients with CC genotype, also between the patients with CT genotype and patients with TT genotype statistically significant differences are not revealed (p = 0.374 and p = 0.043, respectively). Comparisons of IL-17 A plasma levels between the CC and CT genotypes, between the CC and TT genotypes, and between the TT and CT in healthy patients did not reveal significant differences (p = 0, 291). Therefore, we are determined the associations of gene polymorphism of IL-17 A (C737T) with its level in patients erysipelas carriers CC genotype.

1 The MHz Frequency Range EM Induction Device Development and Experimental Study for Low Conductive Objects Detection

Abstract:

The results of the study are related to the direction of plastic mine detection research using electromagnetic induction, the development of appropriate equipment, and the evaluation of expected results. Electromagnetic induction sensing is effectively used in the detection of metal objects in the soil and in the discrimination of unexploded ordnances. Metal objects interact well with a low-frequency alternating magnetic field. Their electromagnetic response can be detected at the low-frequency range even when they are placed in the ground. Detection of plastic things such as plastic mines by electromagnetic induction is associated with difficulties. The interaction of non-conducting bodies or low-conductive objects with a low-frequency alternating magnetic field is very weak. At the high-frequency range where already wave processes take place, the interaction increases. Interactions with other distant objects also increase. A complex interference picture is formed, and extraction of useful information also meets difficulties. Sensing by electromagnetic induction at the intermediate MHz frequency range is the subject of research. The concept of detecting plastic mines in this range can be based on the study of the electromagnetic response of non-conductive cavity in a low-conductivity environment or the detection of small metal components in plastic mines, taking into account constructive features. The detector node based on the amplitude and phase detector 'Analog Devices ad8302' has been developed for experimental studies. The node has two inputs. At one of the inputs, the node receives a sinusoidal signal from the generator, to which a transmitting coil is also connected. The receiver coil is attached to the second input of the node. The additional circuit provides an option to amplify the signal output from the receiver coil by 20 dB. The node has two outputs. The voltages obtained at the output reflect the ratio of the amplitudes and the phase difference of the input harmonic signals. Experimental measurements were performed in different positions of the transmitter and receiver coils at the frequency range 1-20 MHz. Arbitrary/Function Generator Tektronix AFG3052C and the eight-channel high-resolution oscilloscope PICOSCOPE 4824 were used in the experiments. Experimental measurements were also performed with a low-conductive test object. The results of the measurements and comparative analysis show the capabilities of the simple detector node and the prospects for its further development in this direction. The results of the experimental measurements are compared and analyzed with the results of appropriate computer modeling based on the method of auxiliary sources (MAS).
