5 The Analysis of Education Sector and Poverty Alleviation with Benefit Incidence Analysis Approach Budget Allocation Policy in East Java

Abstract:
The main purpose of the development is to embody public welfare. Its indication is shown by the increasing of the public prosperity in which it will be related to the consumption level as a consequence of the increasing of public income. One of the government’s efforts to increase public welfare is to create development equity in order to alleviate poor people. Poverty’s problem is not merely about the number and percentage of the poor people, but also it includes the gap and severity of poverty.the analysis method used is Benefit Incidence Analysis (BIA) that is an analysis method used to disclose the impact of government policy or individual access based on the income distribution in society. Further, the finding of the study revealed is that the highest number of the poor people in the village is those who are unemployed and have family members who are still in the Junior High School. The income distribution calculation shows a fairly good budget allocation applied with good mass ratio that is 0.31. In addition, the finding of this study also discloses that Indonesian Government policy to subsidize education cost for Elementary and Junior High School students has reached the right target. It is indicated by more benefits received by Elementary and Junior High School students who are poor and very poor than other income group.Keywords: benefit incidence analysis, budget allocation, poverty, education

Abstract:
Nowadays advances in information technology are needed by all the inhabitants of the earth for the sake of ease all their work, but it is worth to introduced the technological advances in the world of children. Before the technology is growing rapidly, children busy with various of traditional games and have high socialization. Moreover, after it presence, almost all of children spend more their time for playing gadget, It can affect the education of children and will change the character and personality children. However, children also can not be separated with the technology. Because the technology insight knowledge of children will be more extensive. Because the world can not be separated with advances in technology as well as with children, there should be developed a smartphone operating system that is child-friendly. The operating system is able to filter contents that do not deserve children, even in this system there is a reminder of a time study, prayer time and play time for children and there are interactive contents that will help the development of education and children's character. Children need technology, and there are some ways to introduce it to children. We must look at the characteristics of children in different environments. Thus advances in technology can be beneficial to the world children and their parents, and educators do not have to worry about advances in technology. Abstract:
Coal as an alternative source of humic material that has the potential of 973.92 million tons (sub-bituminous amounted to 673.70 million tons) in West Sumatera. The purpose of this research was to study combination Urea and KCl with powder coal Sub-bituminous to increase nutrient content of Ultisols In Limau Manis Padang West Sumatera. The experiment was designed in Completely Randomized Design with 3 replications, those were T1) 0.5% (50g plot-1) of powder coal Sub-bituminous; T2) T1 and 125% (7.03g plot-1 ) of Urea recommendation; T3) T1 and 125% (5.85g plot-1) of KCl recommendation; T4) 1.0% (100g plot-1) of powder coal Sub-bituminous; T5) T4 and 125% (7.03g plot-1 ) of Urea recommendation; T6) T4 and 125% (5.85g plot-1) of KCl recommendation; T7) 1.5% (150g plot-1) of powder coal Sub-bituminous; T8) T7 and 125% (7.03g plot-1 ) of Urea recommendation; T9) T7 and 125% (5.85g plot-1) of KCl recommendation. The results showed that application 1.5% of powder coal Sub-bituminous and 125% of Urea recommendation could increase nutrient content of Ultisols such as pH by 0.33 unit, Organic – C by 2.03%, total – N by 0.31%, Available P by 14.16 ppm and CEC by 19.38 me 100g-1 after 2 weeks of incubation process.Keywords: KCl, sub-bituminous, ultisols, urea

KedaiKampus present to facilitate the needs of students in providing secondary needs such as clothing Students and merchandise or trinkets typical college respectively, but the difference with the other, KedaiKampus is to provide distinctive products and clothing and merchandise every college respectively. One goal KedaiKampus presence is to create a culture of confidence in every student who is proud of the college with the products of KedaiKampus because not a few students who are not accepted at State Universities have not been able to forget. In producing a wide range of products, we work with young entrepreneurs engaged in creative services and souvenirs. Abstract:
Yogyakarta is a city with the most students in Indonesia, more than 250 thousand students living in Yogyakarta and more than 140 universities in Yogyakarta. Therefore, Yogyakarta is a very strategic place for the culinary business. Food is a basic requirement of all living things, and the tasty food and cheap is the target of almost all students. The objective of this paper is to give an idea and the innovation of culinary business in Yogyakarta who apply the concept sociopreneur and technology as a tool to facilitate the course of this business. KedaiKampus is a startup that brings the food business operators such as food stalls, restaurants or angkringan (a traditional restaurant of Indonesia) and people who want to find the food with the best price and the best taste. The uniqueness of this business is offered weekly and monthly food packages for students in particular or for everyone who needs and will be delivered to their homes each every hour meal. KedaiKampus is also a marketspace for industrial and culinary houses, using technology based mobile application and website will allow the food industry to connect them with customers, but it also allows them to know the customer's desire for food trending in the market.
