7 Development Strategy of the Montenegro Urbanism in the 21st Century Transdisciplinary Engagement

Abstract:
This paper examines the role and the place of transdisciplinarity in the urbanism of the 21st century, with the emphasis on Montenegro urbanism. Global processes require a systematic strategy and systemic synergistic engagement in the development of cities in 21st centuries. Urbanism as a profession and a discipline should be developed parallel and in correlation, based on the principles of integrality and communication skills, in order to enable development of the sustainable urban system. The importance of integrated urbanism and other disciplines are also emphasized as well as their synergies activities. The paper also presents the positive examples of urban theory and practice in the world, which influenced the direction of development of the modern urbanism. Transdisciplinarity is a priority methodology for sustainable urban development, which is insufficiently developed in Montenegro, but there is a basis for its development. It is necessary to unite different social sensibilities, academic and non-academic knowledge, as well as the public and private sectors in order to develop holistic, inclusive and sustainable urban spaces of the 21st centuries.Keywords: Montenegro urbanism, sustainability, the 21st century, transdisciplinarity.

Abstract:
The waves of eGovernment are rising very fast through almost all public administration, or at least most of the public administrations around the world, and not only the public administration, but also the entire government and all of their organization as a whole. The government uses information technology, and above all the internet or web network, to facilitate the exchange of services between government agencies and citizens, businesses, employees and other non-governmental agencies. With efficient and transparent information exchange, the information becomes accessible to the society (citizens, business, employees etc.), and as a result of these processes the society itself becomes the information society or knowledge society. This paper discusses the knowledge management for eGovernment development in significance and role. Also, the paper reviews the role of virtual communities as a knowledge management mechanism to support eGovernment in Montenegro. It explores the need for knowledge management in eGovernment, identifies knowledge management technologies, and highlights the challenges for developing countries, such as Montenegro in the implementation of eGovernment. The paper suggests that knowledge management is needed to facilitate information exchange and transaction processing with citizens, as well as to enable creation of knowledge society.Keywords: information, eGovernment, knowledge management, knowledge society

Abstract:
Internet today has a huge impact on all aspects of life, and also in the area of the broader context of democracy, politics and politicians. If democracy is freedom of choice, there are a number of conditions that can ensure in practice the freedom to be achieved and realized. These preconditions must be achieved regardless of the manner of voting. The key contribution of ICT to achieve freedom of choice is that technology enables the correlation of the citizens and elected representatives on the better way than it was possible without the Internet. In this sense, we can say that the Internet and ICT are changing significantly, and potentially improving the environment in which democratic processes are taking place. Creation of information society, or in other words, a society based on knowledge, has wide consequences, both on individual and complete society, and in general – on a economy of one country. Development and implementation of ICT represents a stimulant for economic growth. On individual level, knowledge, skills and information gathered using ICT, are expanding individual possibilities of persons, enabling them to have access to timely sensitive information, such as market prices or investment conditions, possibilities to access Government-s or private development funds, etc. By doing so, productivity is increased both on individual and national level and therefore social wellbeing in general. In one word, creation of information society - a knowledge society is happening. Abstract:
This paper provides an analysis of corporate income tax (CIT) incentives in the Western Balkan countries: Slovenia, Croatia, Serbia, Montenegro, Macedonia and Albania. Western Balkan countries, as other transition and developing countries, use large number of the corporate income tax incentives (CIT) to attract foreign investments and to stimulate economic activity. The main goal of this paper is to investigate how often these countries use CIT incentives and provide review of existing tax incentives in Western Balkan countries. More PV systems have been connected to the electrical network each year. As the number of PV systems increases, some issues affecting grid operations have been identified. This paper studied the impacts related to changes in solar irradiance on a distribution/sub-transmission network, considering variations due to moving clouds and daily cycles. Using MATLAB/Simulink software, a solar farm of 30 MWp was built and then implemented to a test network. From simulations, it has been determined that irradiance changes can have a significant impact on the grid by causing voltage fluctuations outside the allowable thresholds. This work discussed some local control strategies and grid reinforcements to mitigate the negative effects of the irradiance changes on the grid.

Abstract:
The objective of this paper is to develop a neural network-based residual generator to detect the fault in the actuators for a specific communication satellite in its attitude control system (ACS). First, a dynamic multilayer perceptron network with dynamic neurons is used, those neurons correspond a second order linear Infinite Impulse Response (IIR) filter and a nonlinear activation function with adjustable parameters. Second, the parameters from the network are adjusted to minimize a performance index specified by the output estimated error, with the given input-output data collected from the specific ACS. Then, the proposed dynamic neural network is trained and applied for detecting the faults injected to the wheel, which is the main actuator in the normal mode for the communication satellite. Then the performance and capabilities of the proposed network were tested and compared with a conventional model-based observer residual, showing the differences between these two methods, and indicating the benefit of the proposed algorithm to know the real status of the momentum wheel. Finally, the application of the methods in a satellite ground station is discussed.Keywords: Satellite, Attitude Control, Momentum Wheel, Neural Network, Fault Detection.
