5 An Interactive e-Learning Management System (e-LMS): A Solution to Tanzanian Secondary Schools' Education

Authors: A. Ellen Kalinga, R. B. Burchard Bagile, Lena Trojer

Abstract:

Information and Communications Technologies (ICT) has been integrated in education in many developing and developed countries alike, but the use of ICT in Tanzanian schools is dismal. Many Tanzanian secondary schools have no computers. The few schools with computers use them primarily for secretarial services and computer literacy training. The Tanzanian education system at other levels like secondary school level has to undergo substantial transformation, underscored by the growing application of new information and communication technology. This paper presents the e-readiness survey result from secondary schools in Tanzania. The paper also suggests how Tanzania can make use of the few present ICT resources to support and improve teaching and learning functions to improve performance and acquisition of knowledge by using e-Learning Management System (e-LMS).

4 Independent Component Analysis to Mass Spectra of Aluminium Sulphate

Authors: M. Heikkinen, A. Sarpola, H. Hellman, J. Rämö, Y. Hiltunen

Abstract:

Independent component analysis (ICA) is a computational method for finding underlying signals or components from multivariate statistical data. The ICA method has been successfully applied in many fields, e.g. in vision research, brain imaging, geological signals and telecommunications. In this paper, we apply the ICA method to an analysis of mass spectra of oligomeric species emerged from aluminium sulphate. Mass spectra are typically complex, because they are linear combinations of spectra from different types of oligomeric species. The results show that ICA can decomposite the spectral components for useful information. This information is essential in developing coagulation phases of water treatment processes.

Keywords: Independent component analysis, massspectroscopy, water treatment, aluminium sulphate.

3 Introduction of Open-Source e-Learning Environment and Resources: A Novel Approach for Secondary Schools in Tanzania

Authors: S. K. Lujara, M. M. Kissaka, L. Trojer, N. H. Mvungi

Abstract:

The concept of e-Learning is now emerging in Sub Saharan African countries like Tanzania. Due to economic constraints and other social and cultural factors faced by these countries, the use of Information and Communication Technology (ICT) is increasing at a very low pace. The digital divide threat has propelled the Government of Tanzania to put in place the national ICT Policy in 2003 which defines the direction of all ICT activities nationally. Among the main focused areas is the use of ICT in education, since for the development of any country, there is a need of creating knowledge based society. This paper discusses the initiatives made so far to introduce the use of ICT tools to some secondary schools using open source software in e-content development to facilitate a self-learning environment

Keywords: e-content, e-Learning, ICT, Open Source Software.

2 Enhance Performance of Secure Image Using Wavelet Compression

Authors: Goh Han Keat, Azman Samsudin Zurinahni Zainol

Abstract:

The increase popularity of multimedia application especially in image processing places a great demand on efficient data storage and transmission techniques. Network communication such as wireless network can easily be intercepted and cause of confidential information leaked. Unfortunately, conventional compression and encryption methods are too slow; it is impossible to carry out real time secure image processing. In this research, Embedded Zerotree Wavelet (EZW) encoder which specially designs for wavelet compression is examined. With this algorithm, three methods are proposed to reduce the processing time, space and security protection that will be secured enough to protect the data.

Keywords: Embedded Zerotree Wavelet (EZW), Imagecompression, Wavelet encoder, Entropy encoder, Encryption.

1 Rule-Based Message Passing for Collaborative Application in Distributed Environments

Authors: Wataru Yamazaki, Hironori Hiraishi, Fumio Mizoguchi

Abstract:

In this paper, we describe a rule-based message passing method to support developing collaborative applications, in which multiple users share resources in distributed environments. Message communications of applications in collaborative environments tend to be very complex because of the necessity to manage context situations such as sharing events, access controlling of users, and network places. In this paper, we propose a message communications method based on unification of artificial intelligence and logic programming for defining rules of such context information in a procedural object-oriented programming language. We also present an implementation of the method as java classes.

Keywords: agent programming, logic programming, multi-media application, collaborative application.
