979 Clients’ Priorities in Design and Delivery of Green Projects: South African Perspective

Abstract:

This study attempts to identify the client’s main priority when delivering green projects. The aim is to compare whether clients’ interests are similar when delivering conventional buildings as compared to green buildings. Private clients invest more in green buildings as compared to government and parastatal entities. Private clients prioritize on maximizing a return on investment and they mainly invest in energy-saving buildings that have low life cycle costs. Private clients are perceived to be more knowledgeable about the benefits of green building projects as compared to government and parastatal clients. A shortage of expertise and managerial skill leads to the low adaptation of green buildings in government and parastatal projects. Other factors that seem to prevent the adoption of green buildings are the preparedness of the supply chain within the industry and inappropriate procurement strategies adopted by clients.

978 The Relationship between Procurement Strategies and Sustainability Outcomes: A Systematic Literature Review

Abstract:

This study examined and identified the inconsistencies, relationships, gaps and recurring themes in literature regarding the relationship between procurement strategies employed in the construction projects for sustainable buildings and realization of sustainability goals. A systematic literature review of studies on the relationship between various procurement strategies and attainment of sustainability outcomes was conducted. Using specific terms, papers published between 2002 and 2018 were identified and screened according to an inclusion and exclusion criteria. Current findings reveal that, although the attainment of sustainability goals is achievable with both traditional and contemporary procurement strategies, only projects delivered using modern procurement strategies are capable of meeting and exceeding targeted sustainability objectives. However, traditional procurement strategy remains the preferred method for most green building construction projects. The results suggest implications for decision makers in considering the impact of selected procurement strategies on targeted sustainability goals, in the early stages of sustainable building construction projects. The study shows that there is a gap between the reported appropriate procurement strategies and what is being practiced currently. Theoretically, the study expands on the literature on adoption and diffusion of contemporary procurement strategies, by consolidating existing studies to highlight the current gaps. While the study is at the literature review stage, deductions will serve as basis for field work involving empirical data.

977 Main Elements of Soft Cost in Green Buildings

Abstract:

Green buildings have been commonly cited to be more expensive than conventional buildings. However, limited research has been conducted to clearly identify elements that contribute to this cost differential. The construction cost of buildings can be typically divided into “hard" costs and “soft" cost elements. Using a review analysis of existing literature, the study identified six main elements in green buildings that contribute to the general cost elements that are “soft" in nature. The six elements found are insurance, developer-s experience, design cost, certification, commissioning and energy modeling. Out of the six elements, most literatures have highlighted the increase in design cost for green design as compared to conventional design due to additional architectural and engineering costs, eco-charettes, extra design time, and the further need for a green consultant. The study concluded that these elements of soft cost contribute to the green premium or cost differential of green buildings.

976 E-Procurement, the Golden Key to Optimizing the Supply Chains System

Abstract:

Procurement is an important component in the field of operating resource management and e-procurement is the golden key to optimizing the supply chains system. Global firms are optimistic on the level of savings that can be achieved through full implementation of e-procurement strategies. E-procurement is an Internet-based business process for obtaining materials and services and managing their inflow into the organization. In this paper, the subjects of supply chains and e-procurement and its benefits to organizations have been studied. Also, e-procurement in construction and its drivers and barriers have been discussed and a framework of supplier selection in an e-procurement environment has been demonstrated. This paper also has addressed critical success factors in adopting e-procurement in supply chains.

975 Valuation of Green Commercial Office Building: A Preliminary Study of Malaysian Valuers’ Insight

Abstract:

Malaysia’s green building development is gaining momentum and green buildings have become a key focus area, especially within the commercial sector with the encouragement of government legislation and policy. Due to the emerging awareness among the market players’ views of the benefits associated with the ownership of green buildings in Malaysia, there is a need for valuers to incorporate consideration of sustainability into their assessments of property market value to ensure the green buildings continue to increase in the market. This paper analyses the valuers’ current perception on the valuation practices with regard to the green issues in Malaysia. The study was based on a survey of registered real estate valuers and the experts whose work related to valuation in the Klang Valley area to rate their view regarding the perception on valuation of green building. The findings present evidence that even though Malaysian valuers have limited knowledge of green buildings, they recognise the importance of incorporating the green features in the valuation process. The inclusion of incorporating the green features in valuations in practice was hindered by the inadequacy of sufficient transaction data in the market. Furthermore, valuers experienced difficulty in identifying what are the various input parameters of green building and how to adjust it in order to reflect the benefit of sustainability features correctly in the valuation process. This paper focuses on the present challenges confronted by Malaysian valuers with regards to incorporating the green features in their valuation.

974 Assessment of Procurement-Demand of Milk Plant Using Quality Control Tools: A Case Study

Abstract:

Milk is considered as an essential and complete food. The present study was conducted at Milk Plant Mohali especially in reference to the procurement section where the cash inflow was maximum, with the objective to achieve higher productivity and reduce wastage of milk. In milk plant it was observed that during the month of Jan-2014 to March-2014 the average procurement of milk was Rs. 4, 19, 361 liter per month and cost of procurement of milk is Rs 35/- per liter. The total cost of procurement thereby equal to Rs. 1crore 46 lakh per month, but there was mismatch in procurementproduction of milk, which leads to an average loss of Rs. 12, 94, 405 per month. To solve the procurement-production problem Quality Control Tools like brainstorming, Flow Chart, Cause effect diagram and Pareto analysis are applied wherever applicable. With the successful implementation of Quality Control tools an average saving of Rs. 4, 59, 445 per month is done.

973 Issues in Procurement of Castings

Abstract:

The aim of this paper is to present current and future procedures in castings procurement. Differences in procurement are highlighted. The supplier selection criteria used in practice is compared to literature findings. Different trends related to supply chains are presented and it is described how they are reflected in reality to castings procurement. To fulfil the aim, interviews were conducted in nine companies using castings. It was found that largest casting users have the most subcontractor foundries and it is more typical that they have multiple suppliers for the same parts. Currently only two companies out of nine purchase castings outside Europe, but the others are also progressing in the same direction. The main reason is the need to lower purchasing costs. Another trend is that all companies want to buy cast components or sub-assemblies instead of raw castings from foundries. It was found that price is a main supplier selection criterion. All companies use competitive bidding in supplier selection.

972 Enhancing Competition in Public Procurement for Sustained Growth: Applying a Double Selection Model to Road Procurement Auctions

Abstract:

Limited competition has been a serious concern in infrastructure procurement. Importantly, however, there are normally a number of potential bidders initially showing interest in proposed projects. This paper focuses on tackling the question why these initially interested bidders fade out. An empirical problem is that no bids of fading-out firms are observable. They could decide not to enter the process at the beginning of the tendering or may be technically disqualified at any point in the selection process. The paper applies the double selection model to procurement data from road development projects in developing countries and shows that competition ends up restricted, because bidders are self-selective and auctioneers also tend to limit participation depending on the size of contracts.Limited competition would likely lead to high infrastructure procurement costs, threatening fiscal sustainability and economic growth.

971 Challenges and Opportunities of E-Procurement in the Construction Industry

Abstract:

Construction Industry is evolving amid the fourth industrial revolution. Transportation, commerce, manufacturing and many other industries ripened the current technological advancement and are striving to utilise every development in the IT sector. The procurement of construction works is known to be very conventional and backward in the adoption of digitalisation. The construction industry's procurement and supply chain are blamed for the most inflated cost of construction projects, mainly attributed to a lack of transparency and trust between the industry stakeholders. This research explores the challenges of e-procurement adoption in the industry and identifies the potential opportunities for its usage. This investigation's data are acquired through interviews, and the data are analysed using qualitative content analysis. This study reveals compounding challenges (i.e., corruption and lack of commitment) that lead to the failure of such efforts in Nigeria and the potential prospects (i.e., transparency and efficiency). This study is essential in developing a more effective and transparent process of procurement so that the Nigerian construction industry is not be left behind in the fast-digitalising markets.

970 Challenges of Sustainable Construction in Kuwait: Investigating level of Awareness of Kuwait Stakeholders

Abstract:

Buildings and associated construction methods have a significant impact on the environment. As construction activity increases in Kuwait, there is a need to create design and construction strategies which will minimize the environmental impact of new buildings. Green construction is a design philosophy intended to improve the sustainability of construction by the minimization of resource depletion and CO2 emissions throughout the life cycle of buildings. This paper presents and discusses the results of a survey that was conducted in Kuwait, with the objective of investigating the awareness of developers and other stakeholders regarding their understanding and use of green construction strategies. The results of the survey demonstrate that whilst there seems to be a reasonable level of awareness amongst the stakeholders, this awareness is not currently well reflected in the design and construction practices actually being applied. It is therefore concluded is there is a pressing need for intervention from Government in order that the use of sustainable green design and construction strategies becomes the norm in Kuwait.

969 Multiproject Scheduling in Construction Industry

Abstract:

In this paper, supply policy and procurement of shared resources in some kinds of concurrent construction projects are investigated. This could be oriented to the problems of holding construction companies who involve in different projects concurrently and they have to supply limited resources to several projects as well as prevent delays to any project. Limits on transportation vehicles and storage facilities for potential construction materials and also the available resources (such as cash or manpower) are some of the examples which affect considerably on management of all projects over all. The research includes investigation of some real multi-storey buildings during their execution periods and surveying the history of the activities. It is shown that the common resource demand variation curve of the projects may be expanded or displaced to achieve an optimum distribution scheme. Of course, it may cause some delay to some projects, but it has minimum influence on whole execution period of all projects and its influence on procurement cost of the projects is considerable. These observations on investigation of some multistorey building which are built in Iran will be presented in this paper.

968 The Situation in the Public Procurement Market in Post-Communist Countries: The Case of the Czech Republic

Abstract:

Public procurement is one of the most important areas in the public sector that introduces a possibility for a corruption. Due to the volume of the funds that are allocated through this institution (in the EU countries it is between 10 – 15% of GDP), it has very serious implications for the efficiency of public expenditures and the overall economic efficiency as well. Indicators that are usually used for the measurement of the corruption (such as Corruption Perceptions Index - CPI) show that the worst situation is in the post-communist countries and Mediterranean countries. The presented paper uses the Czech Republic as an example of a post-communist country and analyses the factors which influence the scope of corruption in public procurement. Moreover, the paper discusses indicators that could point at the public procurement market inefficiency. The presented results show that post-communist states use the institute of public contracts significantly more than the old member countries of the continental Europe. It has a very important implication because it gives more space for corruption. Furthermore, it appears that the inefficient functioning of public procurement market is clearly manifested in the low number of bids, low level of market transparency and an ineffective control system. Some of the observed indicators are statistically significantly correlated with the CPI.

967 Public Procurement Development Stages in Georgia

Abstract:

One of the best examples, in evolution of the public procurement, from post-soviet countries are reforms carried out in Georgia, which brought them close to international standards of procurement. In Georgia, public procurement legislation started functioning short after gaining independence. The reform has passed several stages and came in the form as it is today. It should also be noted, that countries with economy in transition, including Georgia, implemented all the reforms in public procurement based on recommendations and support of World Bank, the United Nations and other international organizations. The aim of first adopted law was regulation of the procurement process of budget-organizations, transparency and creation of competitive environment for private companies to access state funds legally. The priorities were identified quite clearly in the wording of the law, but operation/function of this law could not be reached on its level, because of some objective and subjective reasons. The high level of corruption in all levels of governance can be considered as a main obstacle reason and of course, it is natural, that it had direct impact on the procurement process, as well as on transparency and rational use of state funds. These circumstances were the reasons that reforms in this sphere continued, to improve procurement process, in particular, the first wave of reforms began after several years. Public procurement agency carried out reform with World Bank with main purpose of smartening the procurement legislation and its harmonization with international treaties and agreements. Also with the support of World Bank various activities were carried out to raise awareness of participants involved in procurement system. Further major changes in the legislation were filed bit later, which was also directed towards the improvement and smarten of the procurement process. The third wave of the reform more or less guaranteed the transparency of the procurement process, which later became the basis for the rational spending of state funds. The reform of the procurement system completely changed the procedures. Carried out reform in Georgia resulted in introducing new electronic tendering system, which benefit the transparency of the process, after this became the basis for the further development of a competitive environment, which become a prerequisite for the state rational spending. Increased number of supplier organizations participating in the procurement process resulted in reduction of the estimated cost and the actual cost. Assessment of the reforms in Georgia in the field of public procurement can be concluded, that proper regulation of the sector and relevant policy may proceed to rational and transparent spending of the budget from country’s state institutions. Also, the business sector has the opportunity to work in competitive market conditions and to make a preliminary analysis, which is a prerequisite for future strategy and development.

966 Procurement for Management Services in Delivery of Public Construction Projects in Poland

Abstract:

Construction projects can be implemented under various contractual and organizational systems. They can be divided into two groups: systems without the managing company where the Client manages the process, and systems with the managing company, where management is entrusted to an external company. In the public sector of the Polish market there are two ways of delivery of construction projects with the participation of the manager: one is to assign operations to another party, the so called Project Supervisor, whilst the other results from the application of FIDIC conditions of contract, which entail appointment of the Engineer. The decision is to be made by the Client and depends on various factors. On the public procurement market in Poland the selection of construction project manager boils down to awarding the contract for such a service. The selection can be done by one of eight public procurement procedures identified by the procurement law. The paper provides the analysis of 96 contracts for services awarded in 2011, which employed construction management. The study aimed to investigate the methods and criteria for selecting managers, applied in practice by the Polish public Clients.

965 Identification of Factors Influencing Costs in Green Projects

Abstract:

Cost has always been the leading concern in green building development. The perception that construction cost for green building is higher than conventional buildings has only made the discussion of green building cost more difficult. Understanding the factors that will influence the cost of green construction is expected to shed light into what makes green construction more or at par with conventional projects, or perhaps, where cost can be optimised. This paper identifies the elements of cost before shifting the attention to the influencing factors. Findings from past studies uncovered various factors related to cost which are grouped into five focal themes i.e. awareness, knowledge, financial, technical, and government support. A conceptual framework is produced in a form of a flower diagram indicating the cost influencing factors of green building development. These factors were found to be both physical and non-physical aspects of a project. The framework provides ground for the next stage of research that is to further explore how these factors influence the project cost and decision making.

964 Prevention of Corruption in Public Purchases

Abstract:

The results of dissertation research "Preventing and  combating corruption in public procurement" are presented in this  publication. The study was conducted 2011 till 2013 in a Member  State of the European Union– in the Republic of Latvia.  Goal of the thesis is to explore corruption prevention and  combating issues in public procurement sphere, to identify the  prevalence rates, determinants and contributing factors and  prevention opportunities in Latvia.  In the first chapter the author analyzes theoretical aspects of  understanding corruption in public procurement, with particular  emphasis on corruption definition problem, its nature, causes and  consequences. A separate section is dedicated to the public  procurement concept, mechanism and legal framework. In the first  part of this work the author presents cognitive methodology of  corruption in public procurement field, based on which the author has  carried out an analysis of corruption situation in public procurement  in Republic of Latvia.  In the second chapter of the thesis, the author analyzes the  problem of corruption in public procurement, including its historical  aspects, typology and classification of corruption subjects involved,  corruption risk elements in public procurement and their  identification. During the development of the second chapter author's  practical experience in public procurements was widely used.  The third and fourth chapter deals with issues related to the  prevention and combating corruption in public procurement, namely  the operation of the concept, principles, methods and techniques,  subjects in Republic of Latvia, as well as an analysis of foreign  experience in preventing and combating corruption. The fifth chapter  is devoted to the corruption prevention and combating perspectives  and their assessment. In this chapter the author has made the  evaluation of corruption prevention and combating measures  efficiency in Republic of Latvia, assessment of anti-corruption  legislation development stage in public procurement field in Latvia.

963 Managing the Cloud Procurement Process – Findings from a Case Study

Abstract:

Cloud computing (CC) has already gained overall appreciation in research and practice. Whereas the willingness to integrate cloud services in various IT environments is still unbroken, the previous CC procurement processes run mostly in an unorganized and non-standardized way. In practice, a sufficiently specific, yet applicable business process for the important acquisition phase is often lacking. And research does not appropriately remedy this deficiency yet. Therefore, this paper introduces a field-tested approach for CC procurement. Based on an extensive literature review and augmented by expert interviews, we designed a model that is validated and further refined through an in-depth real-life case study. For the detailed process description, we apply the event-driven process chain notation (EPC). The gained valuable insights into the case study may help CC research to shift to a more socio-technical area. For practice, next to giving useful organizational instructions we will provide extended checklists and lessons learned.

962 Architecture Performance-Related Design Based on Graphic Parameterization

Abstract:

Architecture plane form is an important consideration in the design of green buildings due to its significant impact on energy performance. The most effective method to consider energy performance in the early design stages is parametric modelling. This paper presents a methodology to program plane forms using MATLAB language, generating 16 kinds of plane forms by changing four designed parameters. DesignBuilder (an energy consumption simulation software) was proposed to simulate the energy consumption of the generated planes. A regression mathematical model was established to study the relationship between the plane forms and their energy consumption. The main finding of the study suggested that there was a cubic function relationship between the depth-ratio of U-shaped buildings and energy consumption, and there is also a cubic function relationship between the width-ratio and energy consumption. In the design, the depth-ratio of U-shaped buildings should not be less than 2.5, and the width-ratio should not be less than 2.

961 Soft Cost Elements That Affect Developers’ Decision to Build Green

Abstract:

Despite all the hype about green building, many developers are still resistant to the idea of building green due to the common perception that green building construction is expensive. This contradicts with scholarly findings that identify only a marginal cost premium or none at all given that green design is considered during the design process and planning stage. Nevertheless, cost implications continue to become an issue when deciding to build green. The planning stage is of strategic importance as decisions made at this early stage would influence the project cost thereafter. Using analysis of existing literature, the paper identifies six elements of soft cost that are considered in the planning stage. The elements include consultants, green building consultant, certification, commissioning, market, and tax. Out of the six elements, commissioning represents the bulk of soft cost for buildings seeking green certification. The study concluded that, although hard cost may have a bigger impact on the project cost, but soft cost is the hidden cost which people tend to ignore. Poor consideration of soft cost during planning stage may lead to over-realistic expectations and ultimately, overlooked cost additions.

960 Temperature Control & Comfort Level of Elementary School Building with Green Roof in New Taipei City, Taiwan

Abstract:

To mitigate the urban heat island effect has become a global issue when we are faced with the challenge of climate change. Through literature review, plant photosynthesis can reduce the carbon dioxide and mitigate the urban heat island effect to a degree. Because there are not enough open space and parks, green roof has become an important policy in Taiwan. We selected elementary school buildings in northern New Taipei City as research subjects since elementary schools are asked with priority to build green roof and important educational place to promote green roof concept. Testo175-H1 recording device was used to record the temperature and humidity differences between roof surface and interior space below roof with and without green roof in the long-term. We also use questionnaires to investigate the awareness of comfort level of green roof and sensation of teachers and students of the elementary schools. The results indicated that the temperature of roof without greening was higher than that with greening by about 2°C. But sometimes during noontime, the temperature of green roof was higher than that of non-green roof probably because of the character of the accumulation and dissipation of heat of greening. The temperature of the interior space below green roof was normally lower than that without green roof by about 1°C, showing that green roof could lower the temperature. The humidity of the green roof was higher than the one without greening also indicated that green roof retained water better. Teachers liked to combine green roof concept in the curriculum, and students wished all classes can take turns to maintain the green roof. Teachers and students whose school had integrated green roof concept in the curriculum were more willing to participate in the maintenance work of green roof. Teachers and students who may have access to and touch the green roof can be more aware of the green roof benefit. We suggest architects to increase the accessibility and visibility of green roof, such as use it as a part of the activity space. This idea can be a reference to the green roof curriculum design.

959 Knowledge Management Challenges within Traditional Procurement System

Abstract:

In the construction industry, project members are conveyor of project knowledge which is, often, not managed properly to be used in future projects. As construction projects are temporary and unique, project members are willing to be recruited once a project is completed. Therefore, poor management of knowledge across construction projects will lead to a considerable amount of knowledge loss; the ignoring of which would be detrimental to project performance. This issue is more prominent in projects undertaken through the traditional procurement system, as this system does not incentives project members for integration. Thus, disputes exist between the design and construction phases based on the poor management of knowledge between those two phases. This paper aims to highlight the challenges of the knowledge management that exists within the traditional procurement system. Expert interviews were conducted and challenges were identified and analysed by the Interpretive Structural Modelling (ISM) approach in order to summarise the relationships among them. Two identified key challenges are the Culture of an Organisation and Knowledge Management Policies. A knowledge of the challenges and their relationships will help project manager and stakeholders to have a better understanding of the importance of knowledge management.

958 Evaluation of Green Roof System for Green Building Projects in Malaysia

Abstract:

The implementations of green roof have been widely used in the developed countries such as Germany, United Kingdom, United States and Canada. Green roof have many benefits such as aesthetic and economic value, ecological gain which are optimization of storm water management, urban heat island mitigation and energy conservation. In term of pollution, green roof can control the air and noise pollution in urban cities. The application of green roof in Malaysian building has been studied with the previous work of green roof either in Malaysia or other Asian region as like Indonesia, Singapore, Thailand, Taiwan and several other countries that have similar climate and environment as in Malaysia. These technologies of adapting green roof have been compared to the Green Building Index (GBI) of Malaysian buildings. The study has concentrated on the technical aspect of green roof system having focused on i) waste & recyclable materials ii) types of plants and method of planting and iii) green roof as tool to reduce storm water runoff. The finding of these areas will be compared to the suitability in achieving good practice of the GBI in Malaysia. Results show that most of the method are based on the countries own climate and environment. This suggests that the method of using green roof must adhere to the tropical climate of Malaysia. Suggestion of this research will be viewed in term of the sustainability of the green roof. Further research can be developed to implement the best method and application in Malaysian climate especially in urban cities and township.

956 The Investigation of Green Roof and White Roof Cooling Potential on Single Storey Residential Building in the Malaysian Climate

Abstract:

The phenomenon of global warming or climate change has led to many environmental issues including higher atmospheric temperatures, intense precipitation, increased greenhouse gaseous emissions and increased indoor discomfort. Studies have shown that bringing nature to the roof such as constructing green roof and implementing high-reflective roof may give positive impact in mitigating the effects of global warming and in increasing thermal comfort sensation inside buildings. However, no study has been conducted to compare both types of passive roof treatments in Malaysia in order to increase thermal comfort in buildings. Therefore, this study is conducted to investigate the effect of green roof and white painted roof as passive roof treatment in improving indoor comfort of Malaysian homes. This study uses an experimental approach in which the measurements of temperatures are conducted on the case study building. The measurements of outdoor and indoor environments were conducted on the flat roof with two different types of roof treatment that are green roof and white roof. The measurement of existing black bare roof was also conducted to act as a control for this study.

955 Optimization of Strategies and Models Review for Optimal Technologies - Based On Fuzzy Schemes for Green Architecture

Abstract:

Recently, the green architecture becomes a significant way to a sustainable future. Green building designs involve finding the balance between comfortable homebuilding and sustainable environment. Moreover, the utilization of the new technologies such as artificial intelligence techniques are used to complement current practices in creating greener structures to keep the built environment more sustainable. The most common objectives in green buildings should be designed to minimize the overall impact of the built environment that effect on ecosystems in general and in particularly human health and natural environment. This will lead to protecting occupant health, improving employee productivity, reducing pollution and sustaining the environmental. In green building design, multiple parameters which may be interrelated, contradicting, vague and of qualitative/quantitative nature are broaden to use. This paper presents a comprehensive critical state- ofart- review of current practices based on fuzzy and its combination techniques. Also, presented how green architecture/building can be improved using the technologies that been used for analysis to seek optimal green solutions strategies and models to assist in making the best possible decision out of different alternatives.

954 How Can We Carry Out Green Incentives Most Efficiently?

Abstract:

Green incentives are included in the “American Recovery and Reinvestment Act of 2009" (ARRA). It is, however, unclear how these government incentives can be carried out most effectively according to market-based principles and if they can serve as a catalyst for an accelerated green transformation and an ultimate solution to the current U.S. and global economic and financial crisis. The article will compare the existing U.S. green economic policies with those in Germany, identify problems, and suggest improvements to allow the green stimulus incentives to achieve the best results in the process of an accelerated green transformation. The author argues that the current U.S. green stimulus incentives can only be most successful if they are carried out as part of a visionary, comprehensive, long-term, and consistent strategy of the green economic transformation.

Saving energy and making optimal usage of it and also taking advantage of stable energies are the bases of green buildings. Making green building will help the health of a person living in it and in its surrounding. It will support the people and provoke their satisfaction. Not only it will bring about the raise of level of the quality of life for building inhabitants, but it will cause the promotion of quality level of life of the people living in the surrounding area and in general the society.

952 A Study on Strategy of Coordinative Symbiosis between New and Old Buildings: Case Study of Shanghai Citic Plaza and Surroundings

Along with the acceleration of Chinese urbanization, the expansion, renovation and demolition of old buildings is on the stage together with the design and construction of new buildings every day in downtown of the old city area. The coordinative symbiosis between new and old buildings is an important problem which needs to be solved in the process of urban development. By studying and analyzing the case of Shanghai Citic Plaza and surroundings, this paper contributes to discussing the concept, value and problems to be solved of the coordination of new and old buildings, meanwhile, striking the balance between new and old buildings from the aspects of architectural form, space, function and local context. As a result, the strategy of the coordinative symbiosis between new and old buildings is summarized, which can offer some guiding principles to urban development from now on.

951 A Study of the Planning and Designing of the Built Environment under the Green Transit-Oriented Development

Abstract:

In recent years, the problems of global climate change and natural disasters have induced the concerns and attentions of environmental sustainability issues for the public. Aside from the environmental planning efforts done for human environment, Transit-Oriented Development (TOD) has been widely used as one of the future solutions for the sustainable city development. In order to be more consistent with the urban sustainable development, the development of the built environment planning based on the concept of Green TOD which combines both TOD and Green Urbanism is adapted here. The connotation of the urban development under the green TOD including the design toward environment protect, the maximum enhancement resources and the efficiency of energy use, use technology to construct green buildings and protected areas, natural ecosystems and communities linked, etc. Green TOD is not only to provide the solution to urban traffic problems, but to direct more sustainable and greener consideration for future urban development planning and design. In this study, we use both the TOD and Green Urbanism concepts to proceed to the study of the built environment planning and design. Fuzzy Delphi Technique (FDT) is utilized to screen suitable criteria of the green TOD. Furthermore, Fuzzy Analytic Network Process (FANP) and Quality Function Deployment (QFD) were then developed to evaluate the criteria and prioritize the alternatives. The study results can be regarded as the future guidelines of the built environment planning and designing under green TOD development in Taiwan.

950 The Survey Research and Evaluation of Green Residential Building Based on the Improved Group Analytical Hierarchy Process Method in Yinchuan

Abstract:

Due to the economic downturn and the deterioration of the living environment, the development of residential buildings as high energy consuming building is gradually changing from “extensive” to green building in China. So, the evaluation system of green building is continuously improved, but the current evaluation work has the following problems: (1) There are differences in the cost of the actual investment and the purchasing power of residents, also construction target of green residential building is single and lacks multi-objective performance development. (2) Green building evaluation lacks regional characteristics and cannot reflect the different regional residents demand. (3) In the process of determining the criteria weight, the experts’ judgment matrix is difficult to meet the requirement of consistency. Therefore, to solve those problems, questionnaires which are about the green residential building for Ningxia area are distributed, and the results of questionnaires can feedback the purchasing power of residents and the acceptance of the green building cost. Secondly, combined with the geographical features of Ningxia minority areas, the evaluation criteria system of green residential building is constructed. Finally, using the improved group AHP method and the grey clustering method, the criteria weight is determined, and a real case is evaluated, which is located in Xing Qing district, Ningxia. A conclusion can be obtained that the professional evaluation for this project and good social recognition is basically the same.
