8 Perturbation Based Search Method for Solving Unconstrained Binary Quadratic Programming Problem

Abstract:

This paper presents a perturbation based search method to solve the unconstrained binary quadratic programming problem. The proposed algorithm was tested with some of the standard test problems and the results are reported for 10 instances of 50, 100, 250, & 500 variable problems. A comparison of the performance of the proposed algorithm with other heuristics and optimization software is made. Based on the results, it was found that the proposed algorithm is computationally inexpensive and the solutions obtained match the best known solutions for smaller sized problems. For larger instances, the algorithm is capable of finding a solution within 0.11% of the best known solution. Apart from being used as a stand-alone method, this algorithm could also be incorporated with other heuristics to find better solutions.

7 Investigating Feed Mix Problem Approaches: An Overview and Potential Solution

Abstract:

Feed is one of the factors which play an important role in determining a successful development of an aquaculture industry. It is always critical to produce the best aquaculture diet at a minimum cost in order to trim down the operational cost and gain more profit. However, the feed mix problem becomes increasingly difficult since many issues need to be considered simultaneously. Thus, the purpose of this paper is to review the current techniques used by nutritionist and researchers to tackle the issues. Additionally, this paper introduce an enhance algorithm which is deemed suitable to deal with all the issues arise. The proposed technique refers to Hybrid Genetic Algorithm which is expected to obtain the minimum cost diet for farmed animal, while satisfying nutritional requirements. Hybrid GA technique with artificial bee algorithm is expected to reduce the penalty function and provide a better solution for the feed mix problem.

6 The Role of the State towards Employability of Malaysian PWDs – Myth or Reality?

Abstract:

In this era of globalization, the role of the State in all aspects of development is widely debated. Some scholars contend the 'demise' and diminishing role of the State whilst others claim that the State is still “de facto developmental". Clearly, it is vital to ascertain which of these two contentions are reflective of the role of the State as nations ascend their development trajectories. Based on the findings of this paper, the perception that the Malaysian State plays an active and committed role towards distributing equitable educational opportunities and enhancing employability of Malaysian PWDs is actually a myth and not reality. Thus, in order to fulfill the promise of Vision 2020 to transform Malaysia into a caring and socially-inclusive society; this paper calls for a more interventionist and committed role by the Malaysian State to translate the universal rights of education and employment opportunities for PWDs from mere policy rhetoric into inclusive realities.

5 Solving the Teacher Assignment-Course Scheduling Problem by a Hybrid Algorithm

Abstract:

This paper presents a hybrid algorithm for solving a timetabling problem, which is commonly encountered in many universities. The problem combines both teacher assignment and course scheduling problems simultaneously, and is presented as a mathematical programming model. However, this problem becomes intractable and it is unlikely that a proven optimal solution can be obtained by an integer programming approach, especially for large problem instances. A hybrid algorithm that combines an integer programming approach, a greedy heuristic and a modified simulated annealing algorithm collaboratively is proposed to solve the problem. Several randomly generated data sets of sizes comparable to that of an institution in Indonesia are solved using the proposed algorithm. Computational results indicate that the algorithm can overcome difficulties of large problem sizes encountered in previous related works.

4 Functional Zoning Analysis of Suburban Area of Krasnoyarsk City

Abstract:

Suburban area is an important area to the development of a city and a country. Russias economy is going through major transitions. These transitions are rapidly changing the relationship between cities (urban areas), countryside (rural areas) and the development, growth, and popularity of suburbia. The process of suburbanization takes place in biggest cities of Russia, including Krasnoyarsk City. The modern Krasnoyarsk with a population of about 1mln people occupies the territory of 34115 ha. This article examines the analysis of functions of suburban area and connects these functions with zoning of the suburban territory. The author uses the method of hierarchy to select the best conditions to each function in connection with nature component, transportation and distance from the city. The result of this research is the map of the functional zoning of suburban area of Krasnoyarsk City. 3 ‘Daily Speaking’: Designing an App for Construction of Language Learning Model Supporting ‘Seamless Flipped’ Environment

Abstract:

Seamless learning is becoming a research hotspot in recent years, and the emerging of micro-lectures, flipped classroom has strengthened the development of seamless learning. Based on the characteristics of the seamless learning across time and space and the course structure of the flipped classroom, and the theories of language learning, we put forward the language learning model which can support ‘seamless flipped’ environment (abbreviated as ‘S-F’). Meanwhile, the characteristics of the ‘S-F’ learning environment, the corresponding framework construction and the activity design of diversified corpora were introduced. Moreover, a language learning app named ‘Daily Speaking’ was developed to facilitate the practice of the language learning model in ‘S-F’ environment. In virtue of the learning case of Shanghai language, the rationality and feasibility of this framework were examined, expecting to provide a reference for the design of ‘S-F’ learning in different situations.

2 Driver of Tectonic Plate Fracture and Movement

Abstract:

The theory of tectonic plate asteroid driver provides that comet and asteroid collisions have ample energy to fracture, move, and deform tectonic plate. The enormous kinetic energy of an asteroid collision is dissipated through the fracture and violent movement of the tectonic plates, and stored in the plate deformations. The stored energy will be released in the future through plate slow movement. The reflection of plate edge upwards upon collision impact causes the plate to sit on top of adjacent plate and creates the subduction plate. Higher probability and higher energy of asteroid collision in the equator area provides the net energy to drive heavier land plates to higher latitudes, offsetting the tidal and self spin forces, creating a more random land plates distribution. The trend of asteroid collisions is less frequency and intensity as loose objects are merging into the planets and Jupiter is taking ever larger shares of collisions. As overall energy input from asteroid collision decreases, plate movement is slowing down and eventually land plates will congregate towards equator area. The current trajectory of plate movements is the cumulative effect of past asteroid collisions, and can be altered, new plates be created, by future collisions.

1 Fingerprint Identification using Discretization Technique

Abstract:

Fingerprint based identification system; one of a well known biometric system in the area of pattern recognition and has always been under study through its important role in forensic science that could help government criminal justice community. In this paper, we proposed an identification framework of individuals by means of fingerprint. Different from the most conventional fingerprint identification frameworks the extracted Geometrical element features (GEFs) will go through a Discretization process. The intention of Discretization in this study is to attain individual unique features that could reflect the individual varianceness in order to discriminate one person from another. Previously, Discretization has been shown a particularly efficient identification on English handwriting with accuracy of 99.9% and on discrimination of twins- handwriting with accuracy of 98%. Due to its high discriminative power, this method is adopted into this framework as an independent based method to seek for the accuracy of fingerprint identification. Finally the experimental result shows that the accuracy rate of identification of the proposed system using Discretization is 100% for FVC2000, 93% for FVC2002 and 89.7% for FVC2004 which is much better than the conventional or the existing fingerprint identification system (72% for FVC2000, 26% for FVC2002 and 32.8% for FVC2004). The result indicates that Discretization approach manages to boost up the classification effectively, and therefore prove to be suitable for other biometric features besides handwriting and fingerprint.
