14 Classification of the Bachet Elliptic Curves y2 = x3 + a3 in Fp, where p ≡ 1 (mod 6) is Prime

Authors: Nazli Yildiz İkikardes, Gokhan Soydan, Musa Demirci, Ismail Naci Cangul

Abstract:

In this work, we first give in what fields Fp, the cubic root of unity lies in F*p, in Qp and in K*p where Qp and K*p denote the sets of quadratic and non-zero cubic residues modulo p. Then we use these to obtain some results on the classification of the Bachet elliptic curves y2 ≡ x3 +a3 modulo p, for p ≡ 1 (mod 6) is prime.

13 Rational Points on Elliptic Curves 2 3 3y = x + a inF , where p 5(mod 6) is Prime

Authors: Gokhan Soydan, Musa Demirci, Nazli Yildiz Ikikardes, Ismail Naci Cangul

Abstract:

In this work, we consider the rational points on elliptic curves over finite fields Fp where p ≡ 5 (mod 6). We obtain results on the number of points on an elliptic curve y2 ≡ x3 + a3(mod p), where p ≡ 5 (mod 6) is prime. We give some results concerning the sum of the abscissae of these points. A similar case where p ≡ 1 (mod 6) is considered in [5]. The main difference between two cases is that when p ≡ 5 (mod 6), all elements of Fp are cubic residues.

Authors: Ayşe Onat, Ferruh Yildiz, Mesut Gündüz

Abstract:

In this study, an OCR system for segmentation, feature extraction and recognition of Ottoman Scripts has been developed using handwritten characters. Detection of handwritten characters written by humans is a difficult process. Segmentation and feature extraction stages are based on geometrical feature analysis, followed by the chain code transformation of the main strokes of each character. The output of segmentation is well-defined segments that can be fed into any classification approach. The classes of main strokes are identified through left-right Hidden Markov Model (HMM).

Authors: F. Yildiz, S. Y. Oturanc

Abstract:

Advances technology in the field of photogrammetry replaces analog cameras with reflection on aircraft GPS/IMU system with a digital aerial camera. In this system, when determining the position of the camera with the GPS, camera rotations are also determined by the IMU systems. All around the world, digital aerial cameras have been used for the photogrammetry applications in the last ten years. In this way, in terms of the work done in photogrammetry it is possible to use time effectively, costs to be reduced to a minimum level, the opportunity to make fast and accurate. Geo-referencing techniques that are the cornerstone of the GPS / INS systems, photogrammetric triangulation of images required for balancing (interior and exterior orientation) brings flexibility to the process. Also geo-referencing process; needed in the application of photogrammetry targets to help to reduce the number of ground control points. In this study, the use of direct and indirect georeferencing techniques on the accuracy of the points was investigated in the production of photogrammetric mapping.

8 Churn Prediction for Telecommunication Industry Using Artificial Neural Networks

Authors: Ulas Vural, M. Ergun Okay, E. Mesut Yildiz

Abstract:

Telecommunication service providers demand accurate and precise prediction of customer churn probabilities to increase the effectiveness of their customer relation services. The large amount of customer data owned by the service providers is suitable for analysis by machine learning methods. In this study, expenditure data of customers are analyzed by using an artificial neural network (ANN). The ANN model is applied to the data of customers with different billing duration. The proposed model successfully predicts the churn probabilities at 83% accuracy for only three months expenditure data and the prediction accuracy increases up to 89% when the nine month data is used. The experiments also show that the accuracy of ANN model increases on an extended feature set with information of the changes on the bill amounts.

5 Feature Extraction from Aerial Photos

Authors: Mesut Gündüz, Ferruh Yildiz, Ayşe Onat

Abstract:

In Geographic Information System, one of the sources of obtaining needed geographic data is digitizing analog maps and evaluation of aerial and satellite photos. In this study, a method will be discussed which can be used to extract vectorial features and creating vectorized drawing files for aerial photos. At the same time a software developed for these purpose. Converting from raster to vector is also known as vectorization and it is the most important step when creating vectorized drawing files. In the developed algorithm, first of all preprocessing on the aerial photo is done. These are; converting to grayscale if necessary, reducing noise, applying some filters and determining the edge of the objects etc. After these steps, every pixel which constitutes the photo are followed from upper left to right bottom by examining its neighborhood relationship and one pixel wide lines or polylines obtained. The obtained lines have to be erased for preventing confusion while continuing vectorization because if not erased they can be perceived as new line, but if erased it can cause discontinuity in vector drawing so the image converted from 2 bit to 8 bit and the detected pixels are expressed as a different bit. In conclusion, the aerial photo can be converted to vector form which includes lines and polylines and can be opened in any CAD application.

4 Photogrammetric Survey on the Natural Gas Pipeline Projects of Iran-Turkey- Europe (ITE)

Authors: Ferruh Yildiz

Abstract:

The ITE Project is a project that has 1800 km length and across the Turkey's land through east to west. The project of pipeline enters geographically from Iran to Doğubayazit (Turkey) in the east, exits to Greece from Ipsala province of Turkey in the west. This project is the one of the international projects in such scale that provides the natural gas of Iran and Caspian Sea through the European continent. In this investigation, some information will be given about the methods used to verify the direction of the pipeline and the technical properties of the results obtained. The cost of project itself entirely depends on the direction of the pipeline which would be as short as possible and the specifications of the land cover. Production standards of 1/2000 scaled digital orthophoto and vectoral maps as a results of the use of map production materials and methods (such as high resolution satellite images, and digital aerial images captured from digital aerial cameras), will also be given in this report. According to Turkish national map production standards, TM ((Transversal Mercator, 3 degree) projection is used for large scale map and UTM (Universal Transversal Mercator, 6 degree) is used for small scale map production standards. Some information is also given about the projection used in the ITE natural gas pipeline project.

Authors: Sevil Yildiz

Abstract:

In parallel, broadcasting has changed rapidly with the changing of the world at the same area. Broadcasting is also influenced and reshaped in terms of the emergence of new communication technologies. These developments have resulted a lot of economic and social consequences. The most important consequences of these results are those of the powers of the governments to control over the means of communication and control mechanisms related to the descriptions of the new issues. For this purpose, autonomous and independent regulatory bodies have been established by the state. One of these regulatory bodies is the Radio and Television Supreme Council, which to be established in 1994, with the Code no 3984. Today’s Radio and Television Supreme Council which is responsible for the regulation of the radio and television broadcasts all across Turkey has an important and effective position as autonomous and independent regulatory body. The Radio and Television Supreme Council acts as being a remarkable organizer for a sensitive area of radio and television broadcasting on one hand, and the area of democratic, liberal and keep in mind the concept of the public interest by putting certain principles for the functioning of the Board control, in the context of media policy as one of the central organs, on the other hand. In this study, the role of the Radio and Television Supreme Council is examined in accordance with the Code no 3894 in order to control over the communication and control mechanisms as well as the examination of the changes in the duties of the Code No. 6112, dated 2011.

Authors: Abdurazzag Ali Aburas, Indira Rustempasic, Indira Muhic, Busra Gheith Yildiz

Abstract:

At present time, competition, unpredictable fluctuations have made communication engineering education in the global sphere really difficult. Confront with new situation in the engineering education sector. Communication engineering education has to be reformed and ready to use more advanced technologies. We realized that one of the general problems of student`s education is that after graduating from their universities, they are not prepared to face the real life challenges and full skilled to work in industry. They are prepared only to think like engineers and professionals but they also need to possess some others non-technical skills. In today-s environment, technical competence alone is not sufficient for career success. Employers want employees (graduate engineers) who have good oral and written communication (soft) skills. It does require for team work, business awareness, organization, management skills, responsibility, initiative, problem solving and IT competency. This proposed curriculum brings interactive, creative, interesting, effective learning methods, which includes online education, virtual labs, practical work, problem-based learning (PBL), and lectures given by industry experts. Giving short assignments, presentations, reports, research papers and projects students can significantly improve their non-technical skills. Also, we noticed the importance of using ICT technologies in engineering education which used by students and teachers, and included that into proposed teaching and learning methods. We added collaborative learning between students through team work which builds theirs skills besides course materials. The prospective on this research that we intent to update communication engineering curriculum in order to get fully constructed engineer students to ready for real industry work.
