7 Project Selection by Using a Fuzzy TOPSIS Technique

Abstract:
Selection of a project among a set of possible alternatives is a difficult task that the decision maker (DM) has to face. In this paper, by using a fuzzy TOPSIS technique we propose a new method for a project selection problem. After reviewing four common methods of comparing investment alternatives (net present value, rate of return, benefit cost analysis and payback period) we use them as criteria in a TOPSIS technique. First we calculate the weight of each criterion by a pairwise comparison and then we utilize the improved TOPSIS assessment for the project selection.Keywords: Fuzzy Theory, Pairwise Comparison, ProjectSelection, TOPSIS Technique.

Abstract:
Nowadays, the plant location selection has a critical impact on the performance of numerous companies. In this paper, a methodology is presented to solve this problem. The three decision making methods, namely Delphi, AHP and improved VIKOR, are hybridized in order to make the best use of information available based on the decision makers or experts. In this respect, the aim of using Delphi is to select the most influential criteria by a few decision makers. The AHP is utilized to give weights of the selected criteria. Finally, the improved VIKOR method is applied to rank alternatives. At the end of paper, an application example demonstrates the applicability of the proposed methodology.Keywords: Decision making, Plant location selection, Delphi, AHP, Improved VIKOR.

Abstract:
This article proposes a novel Pareto-based multiobjective meta-heuristic algorithm named non-dominated ranking genetic algorithm (NRGA) to solve multi-facility location-allocation problem. In NRGA, a fitness value representing rank is assigned to each individual of the population. Moreover, two features ranked based roulette wheel selection including select the fronts and choose solutions from the fronts, are utilized. The proposed solving methodology is validated using several examples taken from the specialized literature. The performance of our approach shows that NRGA algorithm is able to generate true and well distributed Pareto optimal solutions.

Abstract:
Focusing on the environmental issues, including the reduction of scrap and consumer residuals, along with the benefiting from the economic value during the life cycle of goods/products leads the companies to have an important competitive approach. The aim of this paper is to present a new mixed nonlinear facility locationallocation model in recycling collection networks by considering multi-echelon, multi-suppliers, multi-collection centers and multifacilities in the recycling network. To make an appropriate decision in reality, demands, returns, capacities, costs and distances, are regarded uncertain in our model. For this purpose, a fuzzy mathematical programming-based possibilistic approach is introduced as a solution methodology from the recent literature to solve the proposed mixed-nonlinear programming model (MNLP). The computational experiments are provided to illustrate the applicability of the designed model in a supply chain environment and to help the decision makers to facilitate their analysis.

Abstract:
The main aim of Supply Chain Management (SCM) is to produce, distribute, logistics and deliver goods and equipment in right location, right time, right amount to satisfy costumers, with minimum time and cost waste. So implementing techniques that reduce project time and cost, and improve productivity and performance is very important. Emerging technologies such as the Radio Frequency Identification (RFID) are now making it possible to automate supply chains in a real time manner and making them more efficient than the simple supply chain of the past for tracing and monitoring goods and products and capturing data on movements of goods and other events. This paper considers concepts, components and RFID technology characteristics by concentration of warehouse and inventories management. Additionally, utilization of RFID in the role of improving information management in supply chain is discussed. Finally, the facts of installation and this technology-s results in direction with warehouse and inventory management and business development will be presented.Keywords: Logistics, Supply Chain Management, RFIDTechnology, Inventory Control.

Abstract:
As the air traffic increases at a hub airport, some flights cannot land or depart at their preferred target time. This event happens because the airport runways become occupied to near their capacity. It results in extra costs for both passengers and airlines because of the loss of connecting flights or more waiting, more fuel consumption, rescheduling crew members, etc. Hence, devising an appropriate scheduling method that determines a suitable runway and time for each flight in order to efficiently use the hub capacity and minimize the related costs is of great importance. In this paper, we present a mixed-integer zero-one model for scheduling a set of mixed landing and departing flights (despite of most previous studies considered only landings). According to the fact that the flight cost is strongly affected by the level of airline, we consider different airline categories in our model. This model presents a single objective minimizing the total sum of three terms, namely 1) the weighted deviation from targets, 2) the scheduled time of the last flight (i.e., makespan), and 3) the unbalancing the workload on runways. We solve 10 simulated instances of different sizes up to 30 flights and 4 runways. Optimal solutions are obtained in a reasonable time, which are satisfactory in comparison with the traditional rule, namely First- Come-First-Serve (FCFS) that is far apart from optimality in most cases.Keywords: Arrival and departure scheduling, Airline level, Mixed-integer model

Abstract:
This paper describes a new supervised fusion (hybrid) electrocardiogram (ECG) classification solution consisting of a new QRS complex geometrical feature extraction as well as a new version of the learning vector quantization (LVQ) classification algorithm aimed for overcoming the stability-plasticity dilemma. Toward this objective, after detection and delineation of the major events of ECG signal via an appropriate algorithm, each QRS region and also its corresponding discrete wavelet transform (DWT) are supposed as virtual images and each of them is divided into eight polar sectors. Then, the curve length of each excerpted segment is calculated and is used as the element of the feature space. To increase the robustness of the proposed classification algorithm versus noise, artifacts and arrhythmic outliers, a fusion structure consisting of five different classifiers namely as Support Vector Machine (SVM), Modified Learning Vector Quantization (MLVQ) and three Multi Layer Perceptron-Back Propagation (MLP–BP) neural networks with different topologies were designed and implemented. The new proposed algorithm was applied to all 48 MIT–BIH Arrhythmia Database records (within–record analysis) and the discrimination power of the classifier in isolation of different beat types of each record was assessed and as the result, the average accuracy value Acc=98.51% was obtained. Also, the proposed method was applied to 6 number of arrhythmias (Normal, LBBB, RBBB, PVC, APB, PB) belonging to 20 different records of the aforementioned database (between– record analysis) and the average value of Acc=95.6% was achieved.
