1367 eLearning Tools Evaluation based on Quality Concept Distance Computing. A Case Study

Abstract:
Despite the extensive use of eLearning systems, there is no consensus on a standard framework for evaluating this kind of quality system. Hence, there is only a minimum set of tools that can supervise this judgment and gives information about the course content value. This paper presents two kinds of quality set evaluation indicators for eLearning courses based on the computational process of three known metrics, the Euclidian, Hamming and Levenshtein distances. The “distance" calculus is applied to standard evaluation templates (i.e. the European Commission Programme procedures vs. the AFNOR Z 76-001 Standard), determining a reference point in the evaluation of the e-learning course quality vs. the optimal concept(s). The case study, based on the results of project(s) developed in the framework of the European Programme “Leonardo da Vinci", with Romanian contractors, try to put into evidence the benefits of such a method.Keywords: eLearning, European programme, metrics, quality evaluation

Abstract:
In this paper, we proposed the direct method for converting Finite-Impulse Response (FIR) filter with low nonzero tap into Infinite-Impulse Response (IIR) filter using the pre-determined table. The prony method is used by ghost cancellator which is IIR approximation to FIR filter which is better performance than IIR and have much larger calculation difference. The direct method for many ghost combination with low nonzero tap of NTSC(National Television System Committee) TV signal in Korea is described. Abstract:
The concept and practice of whooeaism exist among the Jarawas of Andaman Islands of India. The Jarawas are one of the simplest populations of the world and truly represent the hunting and food gathering stage. The study is conducted among the Jarawas of Kadamtala region, which is situated approximately in the western part of the south and middle Andaman Islands, India. The Jarawa tribe belongs to Negrito race and is one of the particularly vulnerable tribal groups of the Andaman Islands. The present study is based on 45 Jarawas of Kadamtala region. The observations have been conducted through the semi-participant observation method and informal interview method. It has been observed that there are neither any beliefs and practices related to supernatural power nor any concept related to the soul, manaism, demonology, totemism, animatism etc. They only have faith on Whooea, i.e., a small bone of their deceased ancestors and they wear it by the help of a bark band around the neck and shoulder or around the waist, especially during hunting or fishing and food gathering time. The Jarawas either keep the whooea in higher places or hang it and they make sure that it must not touch the earth. The beliefs and practices related to whooea may be designated as Whooeaism. It may be concluded that in of spite of various existing theories related to the origin of religion viz. Animism, Animatism, Manaism and totemism and others, the origin of religion initially developed from the Whooeaism and then other concepts of religion evolved gradually by the manifestation of human beliefs and assumptions.

Abstract:
People at workplace always face with stress and feel it in their lives. There are many factors that create stress and mobbing is one of them. Mobbing is a psychological terror, conducted systematically toward an individual by others at the same workplace. Mobbing started to become a famous subject last years in U.S and Europe. In Turkey, it is a new concept not because it does not occur, because of human nature that does not allow confessing it. Mobbing is being ignored by people, organizations and also government in our country. The focus of this study will be mobbing in Turkey by examining the workplace mobbing among Turkish academicians. There are other studies about mobbing in Turkey but none of them studied academy. Because mobbing methods change according to sectors and occupations, it is important to analyze each sector to understand the methods used in mobbing and the reactions of victims to these actions. The concept is analyzed in detail before focusing on mobbing at universities. This paper will be unique because there is no information about this specific subject in Turkish literature. Abstract:
This paper introduces a new instantaneous frequency computation approach -Counting Instantaneous Frequency for a general class of signals called simple waves. The classsimple wave contains a wide range of continuous signals for which the concept instantaneous frequency has a perfect physical sense. The concept of -Counting Instantaneous Frequency also applies to all the discrete data. For all the simple wave signals and the discrete data, -Counting instantaneous frequency can be computed directly without signal decomposition process. The intrinsic mode functions obtained through empirical mode decomposition belongs to simple wave. In this paper we apply one of approaches in category of heuristic methods as Genetic Algorithms for obtaining approximate solution of optimal control problems. The firs we convert optimal control problem to a quasi Assignment Problem by defining some usual characters as defined in Genetic algorithm applications. Then we obtain approximate optimal control function as an piecewise constant function. The (sub)-optimal soolution of linear filtering problem with correlated noises is considered. The special recursive form of the class of filters and criteria for selecting the best estimator are the essential elements of the design method. The properties of the proposed filter are studied. Abstract:
This experimental study evaluates the effect of using Cognitive-Behavioral Therapy (CBT) and Multidimensional Self- Concept Model (MSCM) in a drug prevention programme to increase resiliency and reduce aggression among at-risk youth in Malaysia. A number of 60 (N=60) university students who were at-risk of taking drugs were involved in this study. Participants were identified with self-rating scales, Adolescent Resilience Attitude Scale (ARAS) and Aggression Questionnaire. Based on the mean score of these instruments, the participants were divided into the treatment group, and the control group. Data were analyzed using t-test. The finding showed that the mean score of resiliency was increased in the treatment group compared to the control group. It also shows that the mean score of aggression was reduced in the treatment group compared to the control group. Drug Prevention Programme was found to help in enhancing resiliency and reducing aggression among participants in the treatment group compared to the controlled group. Implications were given regarding the preventive actions on drug abuse among youth in Malaysia.

Abstract:
In this work, a five step continuous method for the solution of third order ordinary differential equations was developed in block form using collocation and interpolation techniques of the shifted Legendre polynomial basis function. The method was found to be zero-stable, consistent and convergent. The application of the method in solving third order initial value problem of ordinary differential equations revealed that the method compared favorably with existing methods.

Abstract:
The Korean government has applied preliminary feasibility study for a new R&D program over about $50 Million since 2008 as a part of official process in budget planning. The investigations of technology, policy, and economics are carried out separately to arrive at a definite result: whether a program is feasible or unfeasible. This paper describes the concept and check-points related to technological analysis from a preliminary evaluation’s stand-point. First of all, the fundamental concept of technological analysis in evaluation systems such as Program Assessment Rating Tool (PART) by Office of Management and Budget (OMB) and Evaluation Methods by Department of Energy (DOE) in the United States, the Green Book in the United Kingdom are reviewed. After the review, customized questionnaire for technological analysis are developed. Conclusively, limitations and further research directions are provided.

In this paper we use quintic non-polynomial spline functions to develop numerical methods for approximation to the solution of a system of fourth-order boundaryvalue problems associated with obstacle, unilateral and contact problems. The convergence analysis of the methods has been discussed and shown that the given approximations are better than collocation and finite difference methods. A product goes through various processes in a production flow which is also known as assembly line in manufacturing process management. Toyota created a new concept which is known as lean concept in manufacturing industry. Today it is the leading model in manufacturing plants through the globe. The linear walking worker assembly line is a flexible assembly system where each worker travels down the line carrying out each assembly task at each station; and each worker accomplishes the assembly of a unit from start to finish. This paper attempts to combine the flexibility of the walking worker and lean in order to quantify the benefits from applying the shop floor principles of lean management.

Sustainable development is a concept which was originated in Burtland commission in 1978. Although this concept was born with environmental aspects, it is penetrated in all areas rapidly, turning into a dominate view of planning. Concentrating on future generation issue, especially when talking about heritage has a long story. Each approach with all of its characteristics illustrates differences in planning, hence planning always reflects the dominate idea of its age. This paper studies sustainable development in planning for historical cities with the aim of finding ways to deal with heritage in planning for historical cities in Iran. Through this, it will be illustrated how challenges between sustainable concept and heritage could be concluded in planning. Consequently, the paper will emphasize on: Sustainable development in city planning Trends regarding heritage Challenges due to planning for historical cities in Iran For the first two issues, documentary method regarding the sustainable development and heritage literature is considered. As the next step focusing on Iranian historical cities require considering the urban planning and management structure and identifying the main challenges related to heritage, so analyzing challenges regarding heritage is considered. As the result it would be illustrated that key issue in such planning is active conservation to improve and use the potential of heritage while it's continues conservation is guaranteed. By emphasizing on the planning system in Iran it will be obvious that some reforms are needed in this system and its way of relating with heritage. The main weakness in planning for historical cities in Iran is the lack of independent city management. Abstract:
The aim of non-profit organizations (NPO) is to provide services and goods for its clientele, with profit being a minor objective. By having this definition as the basic purpose of doing business, it is obvious that the goal of an organisation is to serve several bottom lines and not only the financial one. This approach is underpinned by the non-distribution constraint which means that NPO are allowed to make profits to a certain extent, but not to distribute them. The advantage is that there are no single shareholders who might have an interest in the prosperity of the organisation: there is no pie to divide. The gained profits remain within the organisation and will be reinvested in purposeful projects. Good governance is mandatory to support the aim of NPOs. Looking for a measure of good governance the principals of corporate governance (CG) will come in mind. The purpose of CG is direction and control, and in the field of NPO, CG is enlarged to consider the relationship to all important stakeholders who have an impact on the organisation. The recognition of more relevant parties than the shareholder is the link to corporate social responsibility (CSR). It supports a broader view of the bottom line: It is no longer enough to know how profits are used but rather how they are made. Besides, CSR addresses the responsibility of organisations for their impact on society. When transferring the concept of CSR to the non-profit area it will become obvious that CSR with its distinctive features will match the aims of NPOs. As a consequence, NPOs who apply CG apply also CSR to a certain extent. The research is designed as a comprehensive theoretical and empirical analysis. First, the investigation focuses on the theoretical basis of both concepts. Second, the similarities and differences are outlined and as a result the interconnection of both concepts will show up. The contribution of this research is manifold: The interconnection of both concepts when applied to NPOs has not got any attention in science yet. CSR and governance as integrated concept provides a lot of advantages for NPOs compared to for-profit organisations which are in a steady justification to show the impact they might have on the society. NPOs, however, integrate economic and social aspects as starting point. For NPOs CG is not a mere concept of compliance but rather an enhanced concept integrating a lot of aspects of CSR. There is no “either-nor” between the concepts for NPOs.

Abstract:
The ionization energy in semiconductor systems in nano scale was investigated by using effective mass approximation. By introducing the Hamiltonian of the system, the variational technique was employed to calculate the ground state and the ionization energy of a donor at the center and in the case that the impurities are randomly distributed inside a cubic quantum well. The numerical results for GaAs/GaAlAs show that the ionization energy strongly depends on the well width for both cases and it decreases as the well width increases. To this purpose, we consider two stages of approximation. First we convert the integral equation to a moment problem and then we modify the new problem to two classes of optimization problems, non-constraint optimization problems and optimal control problems. Abstract:
Introduction: Currently, there has been an increasing concern about the provision of palliative care in non-oncological patients in both professional literature and clinical practice. However, there is not much scientific information on how to provide neurological and palliative care together. The main objective of the project is to create and to verify a concept of neuro-palliative and rehabilitative care for patients with selected neurological diseases in an advanced stage of the disease and also to evaluate bio-psychosocial and spiritual needs of these patients and their caregivers related to the quality of life using created standardized tools. Methodology: Triangulation of research methods (qualitative and quantitative) will be used. A concept of care and assessment tools will be developed by analyzing interviews and focus groups. Qualitative data will be analyzed using grounded theory. The concept of care will be tested in the context of the intervention study. Using quantitative analysis, we will assess the effect of an intervention provided on the saturation of needs, quality of life, and quality of care. A research sample will be made up of the patients with selected neurological diseases (Parkinson´s syndrome, motor neuron disease, multiple sclerosis, Huntington’s disease), together with patients´ family members. Based on the results, educational materials and a certified course for health care professionals will be created. Findings: Based on qualitative data analysis, we will propose the concept of integrated care model combining neurological, rehabilitative and specialist palliative care for patients with selected neurological diseases in different settings of care and services. Patients´ needs related to quality of life will be described by newly created and validated measuring tools before the start of intervention (application of neuro-palliative and palliative approach) and then in the time interval. Conclusion: Based on the results, educational materials and a certified course for doctors and health care professionals will be created.

Abstract:
The main objective of this study was to demonstrate that differentiation of infected and vaccinated animals (DIVA) strategy using different ELISA tests is possible when a subunit vaccine (Haemagglutinin protein) is used to prevent Avian influenza. Special emphasis was placed on the differentiation in the serological response to different components of the AIV (Nucleoprotein, Neuraminidase, Haemagglutinin, Nucleocapsid) between chickens that were vaccinated with a whole virus kill vaccine and recombinant vaccine. Furthermore, the potential use of this DIVA strategy using ELISA assays to detect Neuraminidase 1 (N1) was analyzed as strategy in countries where the field virus is H5N1 and the vaccine used is formulated with H5N2. Detection of AIV-s antibodies to any component in serum was negative for all animals on the study days 0-13. At study day 14 the titers of antibodies against Nucleoprotein (NP) and Nucleocapsid (NC) rose in the experimental groups vaccinated with Volvac® AI KV and were negatives during all the trial in the experimental groups vaccinated with a subunit H5; significant statistically differences were observed between these groups (p < 0.05). The seroconversion either Haemagglutinin or Neuraminidase was evident after 21 days post-vaccination in the experimental groups vaccinated with the respective viral fraction. Regarding the main aim of this study and according with the results that were obtained, use a combination of different ELISA test as a DIVA strategy is feasible when the vaccination is carry out with a subunit H5 vaccine. Also is possible to use the ELISA kit to detect Neuraminidase (either N1 or N2) as a DIVA concept in countries where H5N1 is present and the vaccination programs are done with H5N2 vaccine.

Furthermore, this paper tries to define a balanced, systematic, and integrated measurement approach to meet project objectives and project strategic goals based on a process-oriented model. In this paper, POS is suggested in order to measure project performance in the project life cycle. After using the POS model, the project manager can ensure in order to achieve the project objectives on the project charter. Performance of different filtering approaches depends on modeling of dynamical system and algorithm structure. For modeling and smoothing the data the evaluation of posterior distribution in different filtering approach should be chosen carefully. In this paper different filtering approaches like filter KALMAN, EKF, UKF, EKS and smoother RTS is simulated in some trajectory tracking of path and accuracy and limitation of these approaches are explained. Then probability of model with different filters is compered and finally the effect of the noise variance to estimation is described with simulations results.

Due to dynamic evolution, the ability of a manufacturing technology to produce a special product is changing. Therefore, it is essential to monitor the established techniques and processes to detect whether a company-s production will fit future circumstances. Concerning the manufacturing technology planning process, companies must decide when to change to a new technology for maintaining and increasing competitive advantages. In this context, the maturity assessment of the focused technologies is crucial. This article presents an approach for defining the maturity of a manufacturing technology from a strategic point of view. The concept is based on the approach of technology readiness level (TRL) according to NASA (National Aeronautics and Space Administration), but also includes dynamic changes. Therefore, the model takes into account the concept of the technology life cycle. The concept of national security in Iran is a permanently effective factor in acceptance or rejection of many international obligations. These obligations had been defined according to the type of legislation of Iran in many aspects. Therefore, there are several treaties at international level which requires Iran’s security to come in contact with obligations in these treaties in a way that an obstacle to join to them and their passage in parliament. This issue is a typical category which every country pays attention to be accepted in treaties or to include their national security in that treaties and also they can see the related treaties from this perspective, but this issue that 'what is the concept of Iran’s national security', and 'To what extent it is changed in recent years, especially after Islamic Revolution' are important issues that can be criticized. Thus, this study is trying to assess singed treaties from the perspective of Iran’s national security according of the true meaning of treaty and to investigate how the international treaties may be in conflict with Iran’s national security.

Abstract:
A simple model for studying convectional lifting processes in the tropics is described in this paper with some tests of the model in dry air. The model consists of the density equation, the wind equation, the vertical velocity equation, and the temperature equation. The model domain is two-dimensional with length 100 km and height 17.5 km. Plan for experiments to investigate the effects of the heating surface, the deep convection approximation and the treatment of velocities at the boundaries are discussed. Equations for the simplified treatment of moisture in the atmosphere in future numerical experiments are also given.Keywords: Numerical weather prediction, Finite differences, Convection lifting.

Abstract:
This paper summarizes and compares approaches to solving the knapsack problem and its known application in capital budgeting. The first approach uses deterministic methods and can be applied to small-size tasks with a single constraint. We can also apply commercial software systems such as the GAMS modelling system. However, because of NP-completeness of the problem, more complex problem instances must be solved by means of heuristic techniques to achieve an approximation of the exact solution in a reasonable amount of time. Abstract:
The aim of this work is to study the elastic transfer phenomenon which takes place in the elastic scattering of 16O on 12C at energies near the Coulomb barrier. Where, the angular distribution decrease steadily with increasing the scattering angle, then the cross section will increase at backward angles due to the α-transfer process. This reaction was also studied at different energies for tracking the nuclear rainbow phenomenon. The experimental data of the angular distribution at these energies were compared to the calculation predictions. The optical potential codes such as SPIVAL and Distorted Wave Born Approximation (DWUCK5) were used in analysis.Keywords: Transfer reaction, DWBA, Elastic Scattering, Optical Potential Codes.

Abstract:
This paper presents a fuzzy control system for a three degree of freedom (3-DOF) stabilized platform with explicit decoupling scheme. The system under consideration is a system with strong interactions between three channels. By using the concept of decentralized control, a control structure is developed that is composed of three control loops, each of which is associated with a single-variable fuzzy controller and a decoupling unit. Takagi-Sugeno (TS) fuzzy control algorithm is used to implement the fuzzy controller. The decoupling units design is based on the adaptive theory reasoning. Simulation tests were established using Simulink of Matlab. The obtained results have demonstrated the feasibility and effectiveness of the proposed approach. Simulation results are represented in this paper.

Models based on stage structure have found varied applications in population models. This paper proposes a stage structured model to study the trends in the computer and video game playing population of US. The game paying population is divided into three compartments based on their age group. After simulating the mathematical model, a forecast of the number of game players in each stage as well as an approximation of the average age of game players in future has been made.

Abstract:
Some theoretical and experimental aspects related to the conceptual analyses concerning the direct correspondence identification between the shape, area and orientation of plantar pressure and obtaining adequate corrective insoles by rapid prototyping are presented in this paper. In the first part of the paper there is the theoretical-correlative concept, which is the fundament of correspondence deduction between plantar surface characteristics and respectively corrective insoles. In the second part of the paper the experimental equipment used to analyze and perform the correspondence stages and then the integral ones between the analyzed foot shapes and the ones with corrective insoles is presented. In the final parte the results used to adapt the insoles obtained by rapid prototyping but also some specific aspects and conclusions of the conceptual analysis of direct and rapid correspondence are shown.Keywords: Insoles, plantar surface, rapid prototyping, correspondence concept

Abstract:
This paper starts with a critical view of beautiful female images in the mass media being frequently generated by a stereotypical Korean concept of beauty. Several female beauty myths have evolved in Korea during the present decade. Nearly all of them have formed due to a deeply-ingrained androcentric ideology which objectifies women. Mass media causes the public to hold a distorted concept about female beauty. There is a huge gap between women in reality and representative women in the mass media. It is essential to have an unbiased perception of female images presented in the mass media. Due to cosmetic advertisements projecting contemporary images of female beauty to promote products, cosmetics images will be examined in regard to female beauty myths portrayed by the mass media. This paper will analyze features of female beauty myths in Korea and their intrinsic characteristics.

Abstract:
Several modules in automotive are usually modified and adapted for various project-specific applications. Due to a standardized safety concept a high reusability is accessible. A safety element out of context (SEooC) according to ISO 26262 can be a suitable approach. Based on the same safety concept and analysis, common modules can reach high reusability. For developing according to a module out of context, an appropriate and detailed development approach is required. This paper shows how to deduce this development processes for platform modules. Therefore, the detailed approach of the SEooC is derived. The aim is to create a detailed workflow for all phases of the development and integration of any kind of system modules. As an application example, an automotive project for an actuator control module is considered.
