7 Tools and Techniques in Risk Assessment in Public Risk Management Organisations

Authors: Atousa Khodadadyan, Gabe Mythen, Hirbod Assa, Beverley Bishop

Abstract:

Risk assessment and the knowledge provided through this process is a crucial part of any decision-making process in the management of risks and uncertainties. Failure in assessment of risks can cause inadequacy in the entire process of risk management, which in turn can lead to failure in achieving organisational objectives as well as having significant damaging consequences on populations affected by the potential risks being assessed. The choice of tools and techniques in risk assessment can influence the degree and scope of decision-making and subsequently the risk response strategy. There are various available qualitative and quantitative tools and techniques that are deployed within the broad process of risk assessment. The sheer diversity of tools and techniques available to practitioners makes it difficult for organisations to consistently employ the most appropriate methods. This tools and techniques adaptation is rendered more difficult in public risk regulation organisations due to the sensitive and complex nature of their activities. This is particularly the case in areas relating to the environment, food, and human health and safety, when organisational goals are tied up with societal, political and individuals’ goals at national and international levels. Hence, recognising, analysing and evaluating different decision support tools and techniques employed in assessing risks in public risk management organisations was considered. This research is part of a mixed method study which aimed to examine the perception of risk assessment and the extent to which organisations practise risk assessment’ tools and techniques. The study adopted a semi-structured questionnaire with qualitative and quantitative data analysis to include a range of public risk regulation organisations from the UK, Germany, France, Belgium and the Netherlands. The results indicated the public risk management organisations mainly use diverse tools and techniques in the risk assessment process. The primary hazard analysis; brainstorming; hazard analysis and critical control points were described as the most practiced risk identification techniques. Within qualitative and quantitative risk analysis, the participants named the expert judgement, risk probability and impact assessment, sensitivity analysis and data gathering and representation as the most practised techniques.

6 On the Maximum Theorem: A Constructive Analysis

Authors: Yasuhito Tanaka

Abstract:

We examine the maximum theorem by Berge from the point of view of Bishop style constructive mathematics. We will show an approximate version of the maximum theorem and the maximum theorem for functions with sequentially locally at most one maximum.

5 Constructive Proof of the Existence of an Equilibrium in a Competitive Economy with Sequentially Locally Non-Constant Excess Demand Functions

Authors: Yasuhito Tanaka

Abstract:

In this paper we will constructively prove the existence of an equilibrium in a competitive economy with sequentially locally non-constant excess demand functions. And we will show that the existence of such an equilibrium in a competitive economy implies Sperner-s lemma. We follow the Bishop style constructive mathematics.

4 Static Analysis and Pseudostatic Slope Stability

Authors: Meftah Ali

Abstract:

This article aims to analyze the static stability and pseudostatic slope by using different methods such as: Bishop method, Junbu, Ordinary, Morgenstern-price and GLE. The two dimensional modeling of slope stability under various loading as: the earthquake effect, the water level and road mobile charges. The results show that the slope is stable in the static case without water, but in other cases, the slope lost its stability and give unstable. The calculation of safety factor is to evaluate the stability of the slope using the limit equilibrium method despite the difference between the results obtained by these methods that do not rely on the same assumptions. In the end, the results of this study illuminate well the influence of the action of water, moving loads and the earthquake on the stability of the slope.

3 Understanding Student Pilot Mental Workload in Recreational Aircraft Training

Authors: Ron Bishop, Jim Mitchell, Talitha Best

Abstract:

The increase in air travel worldwide has resulted in a pilot shortage. To increase student pilot capacity and lower costs, flight schools have increased the use of recreational aircraft (RA) with technological advanced cockpits in flight schools. The impact of RA based training compared to general aviation (GA) aircraft training on student mental workload is not well understood. This research investigated student pilot (N = 17) awareness of mental workload between technologically advanced cockpit equipped RA training with analogue gauge equipped GA training. The results showed a significantly higher rating of mental workload across subscales of mental and physical demand on the NASA-TLX in recreational aviation aircraft training compared to GA aircraft. Similarly, thematic content analysis of follow-up questions identified that mental workload of the student pilots flying the RA was perceived to be more than the GA aircraft.

2 Intertidal Fixed Stake Net Trap (Hadrah) Fishery in Kuwait: Distribution, Catch Rate and Species Composition

Authors: Ali F. Al-Baz, Mohsen M. Al-Husaini, James M. Bishop

Abstract:

Intertidal fixed stake net trap (Hadrah) is one of the oldest fishing gears used throughout the Arabian Gulf countries since the 1800s and also one of most the efficient methods of capturing fish from the intertidal area. This study describes the hadrah fishery in Kuwait.

From October 2001 to December 2002, more than 37,372 specimens representing 95 species (89 fish, 2 mollusks and 4 crustaceans) were measured from hadrah, located in three different areas along Kuwait's coast. In Kuwait Bay, catch rates averaged 62 kg/sir-day (from 14 kg/sir-day in February to 160 kg/sir-day in October 2002). Commercial species accounted for 41% of the catches. Catches from Failakah Island averaged 96 kg/sir-day from June to September, with 61% of the catch being commercial species. In the southern area, catches averaged only 32 kg/sir-day and only 34% were commercially important.

Forty percent of the hadrah catches were juveniles, which shows that Kuwait’s shallow intertidal waters, particularly in Kuwait Bay, served as prime nursery habitat,. To maintain ecosystem biodiversity and recruitment success of the fishes, we recommended that all hadrah should be removed from Kuwait Bay. In the future, removal of hadrah from other locations should be considered.

1 Stabilization of Fly Ash Slope Using Plastic Recycled Polymer and Finite Element Analysis Using Plaxis 3D

Authors: Tushar Vasant Salunkhe, Sariput M. Nawghare, Maheboobsab B. Nadaf, Sushovan Dutta, J. N. Mandal

Abstract:

The model tests were conducted in the laboratory without and with Plastic recycled polymer in fly ash steep slopes overlaying soft foundation soils like fly ash and powai soil in order to check the stability of steep slope. In this experiment, fly ash is used as a filling material and Plastic Recycled Polymers of diameter = 3mm and length = 4mm were made from waste plastic product (lower grade plastic product). The properties of fly ash and Plastic recycled polymers are determined. From the experiments, load and settlement have measured. From these data, load –settlement curves have reported. It has been observed from test results that load carrying capacity of mixture fly ash with Plastic Recycled Polymers slope is more than that of fly ash slope. The deformation of Plastic Recycled Polymers slope is slightly more than that of fly ash slope. A Finite Element Method (F.E.M.) was also evaluated using PLAXIS 3D version. The failure pattern, deformations and factor of safety are reported based on analytical programme. The results from experimental data and analytical programme are compared and reported.

Keywords: Fly ash, Plastic recycled polymer, Factor of safety, Finite element method (FEM), Bishop’s simplified method.
