12804 A Novel Deinterlacing Algorithm Based on Adaptive Polynomial Interpolation

Authors: Seung-Won Jung, Hye-Soo Kim, Le Thanh Ha, Seung-Jin Baek, Sung-Jea Ko

Abstract:

In this paper, a novel deinterlacing algorithm is proposed. The proposed algorithm approximates the distribution of the luminance into a polynomial function. Instead of using one polynomial function for all pixels, different polynomial functions are used for the uniform, texture, and directional edge regions. The function coefficients for each region are computed by matrix multiplications. Experimental results demonstrate that the proposed method performs better than the conventional algorithms.

Keywords: Deinterlacing, polynomial interpolation.

12801 Saving Energy through Scalable Architecture

Authors: John Lamb, Robert Epstein, Vasundhara L. Bhupathi, Sanjeev Kumar Marimekala

Abstract:

In this paper, we focus on the importance of scalable architecture for data centers and buildings in general to help an enterprise achieve environmental sustainability. The scalable architecture helps in many ways, such as adaptability to the business and user requirements, promotes high availability and disaster recovery solutions that are cost effective and low maintenance. The scalable architecture also plays a vital role in three core areas of sustainability: economy, environment, and social, which are also known as the 3 pillars of a sustainability model. If the architecture is scalable, it has many advantages. A few examples are that scalable architecture helps businesses and industries to adapt to changing technology, drive innovation, promote platform independence, and build resilience against natural disasters. Most importantly, having a scalable architecture helps industries bring in cost-effective measures for energy consumption, reduce wastage, increase productivity, and enable a robust environment. It also helps in the reduction of carbon emissions with advanced monitoring and metering capabilities. Scalable architectures help in reducing waste by optimizing the designs to utilize materials efficiently, minimize resources, decrease carbon footprints by using low-impact materials that are environmentally friendly. In this paper we also emphasize the importance of cultural shift towards the reuse and recycling of natural resources for a balanced ecosystem and maintain a circular economy. Also, since all of us are involved in the use of computers, much of the scalable architecture we have studied is related to data centers.

12800 Thermal Modeling of Dry-Transformers and Estimating Temperature Rise

Authors: M. Ghareh, L. Sepahi

Abstract:

Temperature rise in a transformer depends on variety of parameters such as ambient temperature, output current and type of the core. Considering these parameters, temperature rise estimation is still complicated procedure. In this paper, we present a new model based on simple electrical equivalent circuit. This method avoids the complication associated to accurate estimation and is in very good agreement with practice.

Authors: Monica Chiş

Abstract:

Software metric is a measure of some property of a piece of software or its specification. The aim of this paper is to present an application of evolutionary decision trees in software engineering in order to classify the software modules that have or have not one or more reported defects. For this some metrics are used for detecting the class of modules with defects or without defects.

12792 The Impact of Upgrades on ERP System Reliability

Authors: F. Urem, K. Fertalj, I. Livaja

Abstract:

Constant upgrading of Enterprise Resource Planning (ERP) systems is necessary, but can cause new defects. This paper attempts to model the likelihood of defects after completed upgrades with Weibull defect probability density function (PDF). A case study is presented analyzing data of recorded defects obtained for one ERP subsystem. The trends are observed for the value of the parameters relevant to the proposed statistical Weibull distribution for a given one year period. As a result, the ability to predict the appearance of defects after the next upgrade is described.

Abstract:

In this paper sensitivity analysis is performed for reliability evaluation of power systems. When examining the reliability of a system, it is useful to recognize how results change as component parameters are varied. This knowledge helps engineers to understand the impact of poor data, and gives insight on how reliability can be improved. For these reasons, a sensitivity analysis can be performed. Finally, a real network was used for testing the presented method.

Abstract:

The main aim of this paper is to present a clear and comprehensive picture of the process of a crisis in the organization which will help to better understand its possible developments. For a description of the sequence of individual steps and an indication of their causation and possible variants of the developments, a detailed flow diagram with verbal comment is applied. For simplicity, the process of the crisis is observed in four basic phases called: symptoms of the crisis, diagnosis, action and prevention. The model highlights the complexity of the phenomenon of the crisis and that the various phases of the crisis are interweaving.

Abstract:

In this paper we have suggested a new system for egovernment. In this method a government can design a precise and perfect system to control people and organizations by using five major documents. These documents contain the important information of each member of a society and help all organizations to do their informatics tasks through them. This information would be available by only a national code and a secure program would support it. The suggested system can give a good awareness to the society and help it be managed correctly.

Authors: Sylvia Encheva

Abstract:

The importance of hints in an intelligent tutoring system is well understood. The problems however related to their delivering are quite a few. In this paper we propose delivering of hints to be based on considering their usefulness. By this we mean that a hint is regarded as useful to a student if the student has succeeded to solve a problem after the hint was suggested to her/him. Methods from the theory of partial orderings are further applied facilitating an automated process of offering individualized advises on how to proceed in order to solve a particular problem.

The Ombudsman is a procedural mechanism that provides a different approach of dispute resolution. The ombudsman primarily deals with specific grievances from the public against governmental injustice and misconduct. The ombudsman theory is considered an important instrument to any democratic government. This is true since it improves the transparency of the governmental activities in a world in which executive power are rising. Many countries have adopted the concept of Ombudsman but under different terminologies. Abstract:

The present paper is oriented to classification and application of agent technique in simulation of anticipatory systems, namely those that use simulation models for the aid of anticipation. The main ideas root in the fact that the best way for description of computer simulation models is the technique of describing the simulated system itself (and the translation into the computer code is provided as automatic), and that the anticipation itself is often nested.
