962 Leadership, Corruption, and Governance in Nigeria Since 1960: The Way Forward

Abstract:
This paper examined leadership failure consequent on endemic corruption as being the bane of good governance in Nigeria since independence in 1960 and the way forward. Nigeria is lavishly gifted by nature of abundance in human and material resources to be harnessed a strategic, resolute, ingenious, and inventive leadership. For leadership to drive sustainable growth in society, it must be rooted in the cultural values of the people. This, however, is contrary in Nigeria owing to unscrupulous leadership miscarriage, corruption, and bad governance. Using the eclectic approach, the paper scrutinizes the issues of leadership, corruption, and governance to clearly show how bad leadership and governance have destroyed the national fabric and the way out of Nigeria's development quack mire. Furthermore, this paper examined the perplexing nature of corruption in Nigeria that has made it the only lucrative endeavor for politicians and their cronies, leading Nigeria to be regarded as the world's poverty capital. This paper advocates that Nigerians and the international community must endeavor to enshrine effective leadership and good governance through strong institutions, laws, and individuals who have zero tolerance for corruption and mediocrity in the polity. It is only when this is done that Nigeria will be a better place for present and future generations.

Abstract:
Application of nanoparticles as additives in membrane synthesis for improving the resistance of membranes against fouling has triggered recent interest in new membrane types. However, most nanoparticle-enhanced membranes suffer from the tradeoff between permeability and selectivity. In this study, nano-WS2 was explored as the additive in membrane synthesis by non-solvent induced phase separation. Blended PES-WS2 flat-sheet membranes with the incorporation of ultra-low concentrations of nanoparticles (from 0.025 to 0.25%, WS2/PES ratio) were manufactured and investigated in terms of permeability, fouling resistance and solute rejection. Remarkably, a significant enhancement in the permeability was observed as a result of the incorporation of ultra-low fractions of nano-WS2 to the membrane structure. Optimal permeability values were obtained for modified membranes with 0.10% nanoparticle/polymer concentration ratios. Furthermore, fouling resistance and solute rejection were significantly improved by the incorporation of nanoparticles into the membrane matrix. Specifically, fouling resistance of modified membrane can increase by around 50%.

Abstract:
Lake Nasser is one of the largest reservoirs in the world. Over 120 million metric tons of sediments are deposited in its dead storage zone every year. The main objective of the present work was to determine the physical and chemical characteristics of Lake Nasser sediments. The sample had a relatively low surface area of 2.9 m2/g which increased more than 3-fold upon chemical activation. The main chemical elements of the raw sediments were C, O and Si with some traces of Al, Fe and Ca. The organic functional groups for the tested sample included O-H, C=C, C-H and C-O, with indications of Si-O and other metal-C and/or metal-O bonds normally associated with clayey materials. Potentiometric titration of the sample in different ionic strength backgrounds revealed an alkaline material with very strong positive surface charge at pH values just a little less than the pH of zero charge which is ~9. Surface interactions of the sediments with the background electrolyte were significant. An advanced surface complexation model was able to capture these effects, employing a single-site approach to represent protolysis reactions in aqueous solution, and to determine the significant surface species in the pH range of environmental interest.Keywords: Lake Nasser, sediments, surface characterization

This paper developed the c-Chart based on a Zero- Inflated Poisson (ZIP) processes that approximated by a geometric distribution with parameter p. The p estimated that fit for ZIP distribution used in calculated the mean, median, and variance of geometric distribution for constructed the c-Chart by three difference methods. For cg-Chart, developed c-Chart by used the mean and variance of the geometric distribution constructed control limits. For cmg-Chart, the mean used for constructed the control limits. The cme- Chart, developed control limits of c-Chart from median and variance values of geometric distribution. The performance of charts considered from the Average Run Length and Average Coverage Probability. We found that for an in-control process, the cg-Chart is superior for low level of mean at all level of proportion zero. For an out-of-control process, the cmg-Chart and cme-Chart are the best for mean = 2, 3 and 4 at all level of parameter.

Abstract:
28 healthy adult Maradi bucks were used to evaluate sperm production and sperm storage capacity in the breed. Daily sperm production (DSP) averaged 0.55±0.05x109, while the daily sperm production/g (DSP/g) was 1.37±0.12 x107. Gonadal sperm reserve was 1.99±0.18 x109, while the caput, upper corpus and lower corpus averaged 0.58±0.04 x109, 0.36±0.02 x109 and 0.33±0.08 x109 respectively. The proximal cauda, mid cauda, distal cauda and ductus deferens had values of 0.68±0.10 x109, 1.23±0.16 x109,1.87±0. x109and 0.17±0.05 x109 respectively. The relative contributions of the respective epididymal sections and ductus deferens to the total extragonadal sperm reserves were, 11.11%, 6.89%, 6.32%, 13.03%, 23.56%, 35.82% and 3.26% respectively. Gonadal sperm reserves were significantly higher (p<0.05) than caput reserves, upper corpus reserves, lower corpus reserves, proximal cauda reserves and ductus deferens reserves. Gonadal reserves were however similar (p>0.05) to mid cauda and distal cauda epididymal reserves.Keywords: Goats, Reserves, Sperm, Tropics

In today-s information age, numbers of organizations are still arguing on capitalizing the values of Information Technology (IT) and Knowledge Management (KM) to which individuals can benefit from and effective communication among the individuals can be established. IT exists in enabling positive improvement for communication among knowledge workers (k-workers) with a number of social network technology domains at workplace. The acceptance of digital discourse in sharing of knowledge and facilitating the knowledge and information flows at most of the organizations indeed impose the culture of knowledge sharing in Digital Social Networks (DSN). Therefore, this study examines whether the k-workers with IT background would confer an effect on the three knowledge characteristics -- conceptual, contextual, and operational. Derived from these three knowledge characteristics, five potential factors will be examined on the effects of knowledge exchange via e-mail domain as the chosen query. It is expected, that the results could provide such a parameter in exploring how DSN contributes in supporting the k-workers- virtues, performance and qualities as well as revealing the mutual point between IT and KM.Keywords: Digital social networks, e-mail, knowledge management, knowledge worker.

Abstract:
Studies on Simultaneous Saccharification and Fermentation (SSF) of corn flour, a major agricultural product as the substrate using starch digesting glucoamylase enzyme derived from Aspergillus niger and non starch digesting and sugar fermenting Saccharomyces cerevisiae in a batch fermentation. Experiments based on Central Composite Design (CCD) were conducted to study the effect of substrate concentration, pH, temperature, enzyme concentration on Ethanol Concentration and the above parameters were optimized using Response Surface Methodology (RSM). The optimum values of substrate concentration, pH, temperature and enzyme concentration were found to be 160 g/l, 5.5, 30°C and 50 IU respectively. The effect of inoculums age on ethanol concentration was also investigated. The corn flour solution equivalent to 16% initial starch concentration gave the highest ethanol concentration of 63.04 g/l after 48 h of fermentation at optimum conditions of pH and temperature. Monod model and Logistic model were used for growth kinetics and Leudeking – Piret model was used for product formation kinetics.

Abstract:
The Small Hive Beetle, Aethina tumida (Coleoptera: Nitidulidae) is a parasite for honey bee colonies, Apis mellifera, and was recently introduced to the European continent, accidentally. Based on the literature, a model was developed by using regional meteorological variables (daily values of minimum, maximum and mean air temperature as well as mean soil temperature at 50 mm depth) to calculate the time-point of hive invasion by A. tumida in springtime, the development duration of pupae as well as the number of generations of A. tumida per year. Luxembourg was used as a test region for our model for 2005 to 2013. The model output indicates a successful surviving of the Small Hive Beetle in Luxembourg with two up to three generations per year. Additionally, based on our meteorological data sets a first migration of SHB to apiaries can be expected from mid of March up to April. Our approach can be transferred easily to other countries to estimate the risk potential for a successful introduction and spreading of A. tumida in Western Europe.

Abstract:
Fault-proneness of a software module is the probability that the module contains faults. A correlation exists between the fault-proneness of the software and the measurable attributes of the code (i.e. the static metrics) and of the testing (i.e. the dynamic metrics). Early detection of fault-prone software components enables verification experts to concentrate their time and resources on the problem areas of the software system under development. This paper introduces Genetic Algorithm based software fault prediction models with Object-Oriented metrics. The contribution of this paper is that it has used Metric values of JEdit open source software for generation of the rules for the classification of software modules in the categories of Faulty and non faulty modules and thereafter empirically validation is performed. Abstract:
In this paper is reported an analysis about the outdoor air pollution of the urban centre of the city of Messina. The variations of the most critical pollutants concentrations (PM10, O3, CO, C6H6) and their trends respect of climatic parameters and vehicular traffic have been studied. Linear regressions have been effectuated for representing the relations among the pollutants; the differences between pollutants concentrations on weekend/weekday were also analyzed. In order to evaluate air pollution and its effects on human health, a method for calculating a pollution index was implemented and applied in the urban centre of the city. This index is based on the weighted mean of the most detrimental air pollutants concentrations respect of their limit values for protection of human health. The analyzed data of the polluting substances were collected by the Assessorship of the Environment of the Regional Province of Messina in the year 2004. A statistical analysis of the air quality index trends is also reported.

In This paper, the behavior of eccentric braced frame (EBF) is studied with replacing friction damper (FD) in confluence of these braces, in 5 and 10-storey steel frames. For FD system, the main step is to determine the slip load. For this reason, the performance indexes include roof displacement, base shear, dissipated energy and relative performance should be investigated. In nonlinear dynamic analysis, the response of structure to three earthquake records has been obtained and the values of roof displacement, base shear and column axial force for FD and EBF frames have been compared. The results demonstrate that use of the FD in frames, in comparison with the EBF, substantially reduces the roof displacement, column axial force and base shear. Abstract:
In this work new macroporous Ni electrodes modified with Au nanoparticles for hydrogen production have been developed. The supporting macroporous Ni electrodes have been obtained by means of the electrodeposition at high current densities. Then, the Au nanoparticles were synthesized and added to the electrode surface. The electrocatalytic behaviour of the developed electrocatalysts was studied by means of pseudo-steady-state polarization curves, electrochemical impedance spectroscopy (EIS) and hydrogen discharge curves. The size of the Au synthetized nanoparticles shows a monomodal distribution, with a very sharp band between 10 and 50 nm. The characteristic parameters d10, d50 and d90 were 14, 20 and 31 nm respectively. From Tafel polarization data has been concluded that the Au nanoparticles improve the catalytic activity of the developed electrodes towards the HER respect to the macroporous Ni electrodes. EIS permits to obtain the electrochemically active area by means of the roughness factor value. All the developed electrodes show roughness factor values in the same order of magnitude. From the activation energy results it can be concluded that the Au nanoparticles improve the intrinsic catalytic activity of the macroporous Ni electrodes.Keywords: Au nanoparticles, hydrogen evolution reaction, porous Ni electrodes.

The occurrences of precipitation, also commonly referred as rain, in the form of "convective" and "stratiform" have been identified to exist worldwide. In this study, the radar return echoes or known as reflectivity values acquired from radar scans have been exploited in the process of classifying the type of rain endured. The investigation use radar data from Malaysian Meteorology Department (MMD). It is possible to discriminate the types of rain experienced in tropical region by observing the vertical characteristics of the rain structure. .Heavy rain in tropical region profoundly affects radiowave signals, causing transmission interference and signal fading. Required wireless system fade margin depends on the type of rain. Information relating to the two mentioned types of rain is critical for the system engineers and researchers in their endeavour to improve the reliability of communication links. CT assessment of postoperative spine is challenging in the presence of metal streak artifacts that could deteriorate the quality of CT images. In this paper, we studied the influence of different acquisition parameters on the magnitude of metal streaking. A water-bath phantom was constructed with metal insertion similar with postoperative spine assessment. The phantom was scanned with different acquisition settings and acquired data were reconstructed using various reconstruction settings. Standardized ROIs were defined within streaking region for image analysis. The result shows increased kVp and mAs enhanced SNR values by reducing image noise. Sharper kernel enhanced image quality compared to smooth kernel, but produced more noise in the images with higher CT fluctuation. The noise between both kernels were significantly different (P <0.05) with increment of noise in the bone kernel images (mean difference = 54.78). The technical settings should be selected appropriately to attain the acceptable image quality with the best diagnostic value.Keywords: Computed tomography, metal streak, noise, CT fluctuation.

A numerical simulation of micro Poiseuille flow has performed for rarefied and compressible flow at slip flow regimes. The wall roughness is simulated in two cases with triangular microelements and random micro peaks distributed on wall surfaces to study the effects of roughness shape and distribution on flow field. Two values of Mach and Knudsen numbers have used to investigate the effects of rarefaction as well as compressibility. The numerical results have also checked with available theoretical and experimental relations and good agreements has achieved. High influence of roughness shape can be seen for both compressible and incompressible rarefied flows. In addition it is found that rarefaction has more significant effect on flow field in microchannels with higher relative roughness. It is also found that compressibility has more significant effects on Poiseuille number when relative roughness increases.Keywords: Relative roughness, slip flow, Poiseuille number, roughness distribution.

The present work is concerned with sulfidation of Cu, Zn and Ni containing plating wastewater with CaS. The sulfidation experiments were carried out at a room temperature by adding solid CaS to simulated metal solution containing either single-metal of Ni, Zn and Cu, or Ni-Zn-Cu mixture. At first, the experiments were conducted without pH adjustment and it was found that the complete sulfidation of Zn and Ni was achieved at an equimolar ratio of CaS to a particular metal. However, in the case of Cu, a complete copper sulfidation was achieved at CaS to Cu molar ratio of about 2. In the case of the selective sulfidation, a simulated plating solution containing Cu, Zn and Ni at the concentration of 100 mg/dm3 was treated with CaS under various pH conditions. As a result, selective precipitation of metal sulfides was achieved by a sulfidation treatment at different pH values. Further, the precipitation agents of NaOH, Na2S and CaS were compared in terms of the average specific filtration resistance and compressibility coefficients of metal sulfide slurry. Consequently, based on the lowest filtration parameters of the produced metal sulfides, it was concluded that CaS was the most effective precipitation agent for separation and recovery of Cu, Zn and Ni.Keywords: Calcium sulfide, Plating Wastewater, Filtrationcharacteristics, Heavy metals, Sulfidation.

Abstract:
A prototype of an anomaly detection system was developed to automate process of recognizing an anomaly of roentgen image by utilizing fuzzy histogram hyperbolization image enhancement and back propagation artificial neural network. The system consists of image acquisition, pre-processor, feature extractor, response selector and output. Fuzzy Histogram Hyperbolization is chosen to improve the quality of the roentgen image. The fuzzy histogram hyperbolization steps consist of fuzzyfication, modification of values of membership functions and defuzzyfication. Image features are extracted after the the quality of the image is improved. The extracted image features are input to the artificial neural network for detecting anomaly. The number of nodes in the proposed ANN layers was made small. Experimental results indicate that the fuzzy histogram hyperbolization method can be used to improve the quality of the image. The health of the journal bearings is very important in preventing unforeseen breakdowns in rotary machines, and poor lubrication is one of the most important factors for producing the bearing failures. Hydrodynamic lubrication (HL), mixed lubrication (ML), and boundary lubrication (BL) are three regimes of a journal bearing lubrication. This paper uses acoustic emission (AE) measurement technique to correlate features of the AE signals to the three lubrication regimes. The transitions from HL to ML based on operating factors such as rotating speed, load, inlet oil pressure by time domain and time-frequency domain signal analysis techniques are detected, and then metal-to-metal contacts between sliding surfaces of the journal and bearing are identified. It is found that there is a significant difference between theoretical and experimental operating values that are obtained for defining the lubrication regions.Keywords: Acoustic emission technique, pressure fed journal bearing, time and frequency signal analysis, metal-to-metal contact.

After the Nigatta earthquake in Japan, in 1960, the liquefaction and its related hazards, moved to the thick of matter. Most of the research have been carried out on clean sands and silty sands so far, in order to study the effect of fine particles, confinement pressures, density and so on. However, because of this delusion that adhesiveness of clay prevents the liquefaction in sand, studies on clayey sands have not been taken seriously. However, several liquefactions happened in clayey sands in recent years, and lead to the necessity of more studies in this field. The studies which were carried out so far focused on high plastic clays. In this paper, the effect of low plasticity clays on the behavioral characteristics of sands is discussed. Thus, some triaxial tests were carried out on clean sands and clayey sands with different percentages of added clay. Specimens were compacted in various densities to study the effect of quantity of clay on various densities, too. Based on the findings, the amount of clay affects the behavior of sand greatly and leads to substantial changes in peak bearing capacity and steady state values.Keywords: Liquefaction, clay, sand, triaxial, monotonic.

Abstract:
Zn alloy and composite coatings are widely used in buildings and structures, automobile and fasteners industries to protect steel component from corrosion. In this paper, Zn-Ni-Al2O3 nanocomposite coatings were electrodeposited on mild steel using a novel sol enhanced electroplating method. In this method, transparent Al2O3 sol was added into the acidic Zn-Ni bath to produced Zn-Ni- Al2O3 nanocomposite coatings. The effect of alumina sol on the electrodeposition process, and coating properties was investigated using cyclic voltammetry, XRD, ESEM and Tafel test. Results from XRD tests showed that the structure of all coatings was single γ- Ni5Zn21 phase. Cyclic voltammetry results showed that the electrodeposition overpotential was lower in the presence of alumina sol in the bath, and caused the reduction potential of Zn-Ni to shift to more positive values. Zn-Ni-Al2O3 nanocomposite coatings produced more uniform and compact deposits, with fine grained microstructure when compared to Zn-Ni coatings. The corrosion resistance of Zn-Ni coatings was improved significantly by incorporation of alumina nanoparticles into the coatings.Keywords: Zn-Ni-Al2O3 composite coatings, steel, sol-enhanced electroplating, corrosion resistance.

Abstract:
Most of the recent wireless LANs, broadband access networks, and digital broadcasting use Orthogonal Frequency Division Multiplexing techniques. In addition, the increasing demand of Data and Internet makes fiber optics an important technology, as fiber optics has many characteristics that make it the best solution for transferring huge frames of Data from a point to another. Radio over fiber is the place where high quality RF is converted to optical signals over single mode fiber. Optimum values for the bias level and the switching voltage for Mach-Zehnder modulator are important for the performance of radio over fiber links. In this paper, we propose a method to optimize the two parameters simultaneously; the bias and the switching voltage point of the external modulator of a radio over fiber system considering RF gain. Simulation results show the optimum gain value under these two parameters.

Abstract:
In this paper, subtractive clustering based fuzzy inference system approach is used for early detection of faults in the function oriented software systems. This approach has been tested with real time defect datasets of NASA software projects named as PC1 and CM1. Both the code based model and joined model (combination of the requirement and code based metrics) of the datasets are used for training and testing of the proposed approach. The performance of the models is recorded in terms of Accuracy, MAE and RMSE values. The performance of the proposed approach is better in case of Joined Model. As evidenced from the results obtained it can be concluded that Clustering and fuzzy logic together provide a simple yet powerful means to model the earlier detection of faults in the function oriented software systems.

Abstract:
Economics explanation for privatisation, drawing on neo-liberal market structures and technical efficiency principles has failed to address social imbalance and, distribute the efficiency benefits accrued from privatisation equitably among service users and different classes of people in society. Stakeholders’ interest, which cover ethical values and changing human needs are ignored due to shareholders’ profit maximising strategy with higher service charges. The consequence of these is that, the existing justifications for privatisation have fallen short of customer quality expectations because the underlying plan-based models fail to account for the nuances of customer expectations. We draw on the theory of deferred action to develop a context-based privatisation model, the deferred-based privatisation model, to explain how privatisation could be strategised for the emergent reality of the wider stakeholders’ interests and everyday quality demands of customers which are unpredictable.Keywords: Privatisation, service quality, shareholders, deferred action, deferred-based privatisation model.

Abstract:
Cancer becomes one of the leading cause of death in many countries over the world. Fourier-transform infrared (FTIR) spectra of human lung cancer cells (A549) treated with PMF (natural product extracted from PM 701) for different time intervals were examined. Second derivative and difference method were taken in comparison studies. Cesium (Cs) and Rubidium (Rb) nanoparticles in PMF were detected by Energy Dispersive X-ray attached to Scanning Electron Microscope SEM-EDX. Characteristic changes in protein secondary structure, lipid profile and changes in the intensities of DNA bands were identified in treated A549 cells spectra. A characteristic internucleosomal ladder of DNA fragmentation was also observed after 30 min of treatment. Moreover, the pH values were significantly increases upon treatment due to the presence of Cs and Rb nanoparticles in the PMF fraction. These results support the previous findings that PMF is selective anticancer agent and can produce apoptosis to A549 cells.Keywords: Apoptosis, FTIR spectroscopy, pH therapy, Scanning Electron Microscope- Energy Dispersive X-ray (SEMEDX).

Abstract:
Mycophenolic acid (MPA) is a secondary metabolite produced by Penicillium brevicompactum, which has antibiotic and immunosuppressive properties. In this study, the first, mycophenolic acid was produced in a fermentation process by Penicillium brevicompactum MUCL 19011 in shake flask using a base medium. The maximum MPA production, product yield and productivity of process were 1.379 g/L, 18.6 mg/g glucose and 4.9 mg/L. h, respectively. Also the glucose consumption, biomass and MPA production profiles were investigated during batch cultivation. Obtained results showed that MPA production starts approximately after 180 hours and reaches to a maximum at 280 h. In the next step, the effects of some various concentrations of enzymatically hydrolyzed casein on MPA production were evaluated. Maximum MPA production, product yield and productivity as 3.63 g/L, 49 mg/g glucose and 12.96 mg/L.h, respectively were obtained with using 30 g/L enzymatically hydrolyzed casein in culture medium. These values show an enhanced MPA production, product yield and process productivity pr as 116.8%, 132.8% and 163.2%, respectively.Keywords: Penicillium brevicompactum, Enzymatically hydrolyzed casein, Mycophenolic acid, Submerged culture

Abstract:
Magnetic spinel ferrites are materials that possess size, magnetic properties and heating ability adequate for their potential use in biomedical applications. The Mn0.5Ga0.5Fe2O4 magnetic nanoparticles (MNPs) were synthesized by sol-gel method using citric acid as chelating agent of metallic precursors. The synthesized samples were identified by X-Ray Diffraction (XRD) as an inverse spinel structure with no secondary phases. Saturation magnetization (Ms) of crystalline powders was 45.9 emu/g, which was higher than those corresponding to GaFe2O4 (14.2 emu/g) and MnFe2O4 (40.2 emu/g) synthesized under similar conditions, while the coercivity field (Hc) was 27.9 Oe. The average particle size was 18 ± 7 nm. The heating ability of the MNPs was enough to increase the surrounding temperature up to 43.5 °C in 7 min when a quantity of 4.5 mg of MNPs per mL of liquid medium was tested. Cytotoxic effect (hemolysis assay) of MNPs was determined and the results showed hemolytic values below 1% in all tested cases. According to the results obtained, these synthesized nanoparticles can be potentially used as thermoseeds for hyperthermia therapy.

Abstract:
Copyright protection and ownership proof of digital multimedia are achieved nowadays by digital watermarking techniques. A text watermarking algorithm for protecting the property rights and ownership judgment of color images is proposed in this paper. Embedding is achieved by inserting texts elements randomly into the color image as noise. The YIQ image processing model is found to be faster than other image processing methods, and hence, it is adopted for the embedding process. An optional choice of encrypting the text watermark before embedding is also suggested (in case required by some applications), where, the text can is encrypted using any enciphering technique adding more difficulty to hackers. Experiments resulted in embedding speed improvement of more than double the speed of other considered systems (such as least significant bit method, and separate color code methods), and a fairly acceptable level of peak signal to noise ratio (PSNR) with low mean square error values for watermarking purposes.

Abstract:
Theexperiment was carried out with 2x5 male Merino lambs raised under intensive conditions to investigate the effect of dietary calcium soap of linseed oil on the color and fatty acid composition of longissimusdorsi muscle. Control lambs fed a basal diet and the experimental lambs consumed a diet supplemented with 3% calcium soap of linseed oil. The color values (L*, a*, b* a*/b* and chroma) were not influenced by dietary treatment. The MUFA proportion reduced, SFA and PUFA content did not alter. As expected, the linolenic (C18:3 n3) and thusthe n-3 content significantly improved by linseed supplement (0.47 and 0.81; 0.78 and 1.16 in control and in experimental samples, respectively). Other n-3 and n-6 fatty acids had similar valuestocontrol samples. The n- 6/n-3 ratio was significantly narrower in the experimental group (6.31 vs. 9.38) but the P/S ratio did not differ betweenthe two groups.In conclusion calcium soap of linseed oil seems to be a suitable supplement form of n-3 fatty acids to improve the nutritive value of lamb meat.Keywords: calcium soap, fatty acid, lamb meat, linseed

Abstract:
The next generation wireless systems, especially the cognitive radio networks aim at utilizing network resources more efficiently. They share a wide range of available spectrum in an opportunistic manner. In this paper, we propose a quality management model for short-term sub-lease of unutilized spectrum bands to different service providers. We built our model on competitive secondary market architecture. To establish the necessary conditions for convergent behavior, we utilize techniques from game theory. Our proposed model is based on potential game approach that is suitable for systems with dynamic decision making. The Nash equilibrium point tells the spectrum holders the ideal price values where profit is maximized at the highest level of customer satisfaction. Our numerical results show that the price decisions of the network providers depend on the price and QoS of their own bands as well as the prices and QoS levels of their opponents- bands.Keywords: cognitive radio networks, game theory, nextgeneration wireless networks, spectrum management.

Abstract:
Preparation of nanoparticles of cerium oxide and adsorption of bovine serum albumin on them were studied. Particle size distribution and influence of pH on zeta potential of prepared CeO2 were determined. Average size of prepared cerium oxide nanoparticles was 9 nm. The simultaneous measurements of the bovine serum albumin adsorption and zeta potential determination of the (adsorption) suspensions were carried out. The adsorption isotherms were found to be of typical Langmuir type; values of the bovine serum albumin adsorption capacities were calculated. Increasing of pH led to decrease of zeta potential and decrease of adsorption capacity of cerium oxide nanoparticles. The maximum adsorption capacity was found for strongly acid suspension (am = 118 mg/g). The samples of nanoceria with positive zeta potential adsorbed more bovine serum albumin on the other hand, the samples with negative zeta potential showed little or no protein adsorption. Surface charge or better say zeta potential of CeO2 nanoparticles plays the key role in adsorption of proteins on such type of materials.
