1358 An Impairment Sensitive and Reliable SR-ARQ Mechanism for Unreliable Feedback in GPRS

Abstract:
The advances in wireless communication have opened unlimited horizons but there are some challenges as well. The Nature derived air medium between MS (Mobile Station) and BS (Base Station) is beyond human control and produces channel impairment. The impact of the natural conditions at the air medium is the biggest issue in wireless communication. Natural conditions make reliability more cumbersome; here reliability refers to the efficient recovery of the lost or erroneous data. The SR-ARQ (Selective Repeat-Automatic Repeat Request) protocol is a de facto standard for any wireless technology at the air interface with its standard reliability features. Our focus in this research is on the reliability of the control or feedback signal of the SR-ARQ protocol. The proposed mechanism, RSR-ARQ (Reliable SR-ARQ) is an enhancement of the SR-ARQ protocol that has ensured the reliability of the control signals through channel impairment sensitive mechanism. We have modeled the system under two-state discrete time Markov Channel. The simulation results demonstrate the better recovery of the lost or erroneous data that will increase the overall system performance.

Abstract:
Smart grid is a term used to describe the next generation power grid. New challenges such as integration of renewable and decentralized energy sources, the requirement for continuous grid estimation and optimization, as well as the use of two-way flows of energy have been brought to the power gird. In order to achieve efficient, reliable, sustainable, as well as secure delivery of electric power more and more information and communication technologies are used for the monitoring and the control of power grids. Consequently, the need for cybersecurity is dramatically increased and has converged into several standards which will be presented here. These standards for the smart grid must be designed to satisfy both performance and reliability requirements. An in depth investigation of the effect of retrospectively embedded security in existing grids on it’s dynamic behavior is required. Therefore, a retrofitting plan for existing meters is offered, and it’s performance in a test low voltage microgrid is investigated. As a result of this, integration of security measures into measurement architectures of smart grids at the design phase is strongly recommended.Keywords: Cyber security, performance, protocols, security standards, smart grid.

Abstract:
To support mobility in ATM networks, a number of technical challenges need to be resolved. The impact of handoff schemes in terms of service disruption, handoff latency, cost implications and excess resources required during handoffs needs to be addressed. In this paper, a one phase handoff and route optimization solution using reserved PVCs between adjacent ATM switches to reroute connections during inter-switch handoff is studied. In the second phase, a distributed optimization process is initiated to optimally reroute handoff connections. The main objective is to find the optimal operating point at which to perform optimization subject to cost constraint with the purpose of reducing blocking probability of inter-switch handoff calls for delay tolerant traffic. We examine the relation between the required bandwidth resources and optimization rate. Also we calculate and study the handoff blocking probability due to lack of bandwidth for resources reserved to facilitate the rapid rerouting.Keywords: Wireless ATM, Mobility, Latency, Optimization rateand Blocking Probability.

Abstract:
Nutrients are required for any soil with which plants thrive to improve efficient growth and productivity. Amongst these nutrients required for proper plant productivity are nitrogen, phosphorus and potassium (NPK). Due to factors like leaching, nutrient uptake by plants, soil erosion and evaporation, these elements tend to be in low quantity and the need to replenish them arises. However, this replenishment of soil nutrients cannot be done without a timely soil test to enable farmers to know the amount of each element in short quantity and evaluate the amount required to be added. Though wet soil analysis is good, it comes with a lot of challenges ranging from soil test gargets availability to the technical knowledge of how to conduct such soil tests by the common farmer. The Internet of Things test kit was developed to fill in the gaps created by wet soil analysis, as it can test for NPK, soil temperature and soil moisture in a given soil at the time of test. In this implementation, a sample test was carried out within 0.2 hectares of land divided into smaller plots. The kits performed adequately well, as the range of values obtained across the segments was within a very close range.

Abstract:
GSM has undoubtedly become the most widespread cellular technology and has established itself as one of the most promising technology in wireless communication. The next generation of mobile telephones had also become more powerful and innovative in a way that new services related to the user-s location will arise. Other than the 911 requirements for emergency location initiated by the Federal Communication Commission (FCC) of the United States, GSM positioning can be highly integrated in cellular communication technology for commercial use. However, GSM positioning is facing many challenges. Issues like accuracy, availability, reliability and suitable cost render the development and implementation of GSM positioning a challenging task. In this paper, we investigate the optimal mobile position tracking means. We employ an innovative scheme by integrating the Kalman filter in the localization process especially that it has great tracking characteristics. When tracking in two dimensions, Kalman filter is very powerful due to its reliable performance as it supports estimation of past, present, and future states, even when performing in unknown environments. The rapid generation of high volume and a broad variety of data from the application of new technologies pose challenges for the generation of business-intelligence. Most organizations and business owners need to extract data from multiple sources and apply analytical methods for the purposes of developing their business. Therefore, the recently decentralized data management environment is relying on a distributed computing paradigm. While data are stored in highly distributed systems, the implementation of distributed data-mining techniques is a challenge. The aim of this technique is to gather knowledge from every domain and all the datasets stemming from distributed resources. As agent technologies offer significant contributions for managing the complexity of distributed systems, we consider this for next-generation data-mining processes. To demonstrate agent-based business intelligence operations, we use agent-oriented modeling techniques to develop a new artifact for mining massive datasets.

Abstract:
The New Basel Capital Accord (Basel II) influences how financial institutions around the world, and especially European Union institutions, determine the amount of capital to reserve. However, as the recent global crisis has shown, the revision of Basel II is needed to reflect current trends, such as increased volatility and correlation, in the world financial markets. The overall objective of Basel II is to increase the safety and soundness of the international financial system. Basel II builds on three main pillars: Pillar I deals with the minimum capital requirements for credit, market and operational risk, Pillar II focuses on the supervisory review process and finally Pillar III promotes market discipline through enhanced disclosure requirements for banks. The aim of this paper is to provide the historical background, key features and impact of Basel II on financial markets. Moreover, we discuss new proposals for international bank regulation (sometimes referred to as Basel III) which include requirements for higher quality, constituency and transparency of banks' capital and risk management, regulation of OTC markets and introduction of new liquidity standards for internationally active banks.

Abstract:
The demands of taller structures are becoming imperative almost everywhere in the world in addition to the challenges of material and labor cost, project time line etc. This paper conducted a study keeping in view the challenging nature of high-rise construction with no generic rules for deflection minimizations and frequency control. The effects of cyclonic wind and provision of outriggers on 28-storey, 42-storey and 57-storey are examined in this paper and certain conclusions are made which would pave way for researchers to conduct further study in this particular area of civil engineering. The results show that plan dimensions have vital impacts on structural heights. Increase of height while keeping the plan dimensions same, leads to the reduction in the lateral rigidity. To achieve required stiffness increase of bracings sizes as well as introduction of additional lateral resisting system such as belt truss and outriggers is required.

Abstract:
Factoring accounts receivable is widely accepted as an alternative financing source and utilized in almost every industry that sells business-to-business or business-to-government. However, its patronage in the construction industry is very limited as some barriers hinder its application in the construction industry. This study aims at assessing the barriers to the use of factoring accounts receivables in the Ghanaian construction industry. The study adopted the sequential exploratory research method where structured and unstructured questionnaires were conveniently distributed to D1K1 and D2K2 construction firms in Ghana. Using the one-sample t-test and Kendall’s Coefficient of concordance data were analyzed. The most severe challenge concluded is the high cost of factoring patronage. Other critical challenges identified were low knowledge on factoring processes, inadequate access to information on factoring, and high risks involved in factoring. Hence, it is recommended that contractors should be made aware of the prospects of factoring of accounts receivables in the construction industry. This study serves as basis for further rigorous research into factoring of accounts receivables in the industry.

Abstract:
The evaluation of conversational agents or chatterbots question answering systems is a major research area that needs much attention. Before the rise of domain-oriented conversational agents based on natural language understanding and reasoning, evaluation is never a problem as information retrieval-based metrics are readily available for use. However, when chatterbots began to become more domain specific, evaluation becomes a real issue. This is especially true when understanding and reasoning is required to cater for a wider variety of questions and at the same time to achieve high quality responses. This paper discusses the inappropriateness of the existing measures for response quality evaluation and the call for new standard measures and related considerations are brought forward. As a short-term solution for evaluating response quality of conversational agents, and to demonstrate the challenges in evaluating systems of different nature, this research proposes a blackbox approach using observation, classification scheme and a scoring mechanism to assess and rank three example systems, AnswerBus, START and AINI.

Abstract:
This paper proposes a novel solution for optimizing the size and communication overhead of a distributed multiagent system without compromising the performance. The proposed approach addresses the challenges of scalability especially when the multiagent system is large. A modified spectral clustering technique is used to partition a large network into logically related clusters. Agents are assigned to monitor dedicated clusters rather than monitor each device or node. The proposed scalable multiagent system is implemented using JADE (Java Agent Development Environment) for a large power system. The performance of the proposed topologyindependent decentralized multiagent system and the scalable multiagent system is compared by comprehensively simulating different fault scenarios. The time taken for reconfiguration, the overall computational complexity, and the communication overhead incurred are computed. The results of these simulations show that the proposed scalable multiagent system uses fewer agents efficiently, makes faster decisions to reconfigure when a fault occurs, and incurs significantly less communication overhead.Keywords: Multiagent system, scalable design, spectral clustering, reconfiguration.

Abstract:
A theoretical framework for corporate governance is needed to bridge the gap between the corporate governance of private companies and State-Owned Enterprises (SOEs). The two dominant models, being shareholder and stakeholder, do not always address the specific requirements and challenges posed by ‘hybrid’ companies; namely, previously national bodies that have been privatised while the government retains significant control or holds a majority of shares. Thus, an exploratory theoretical study is needed to identify how ‘hybrid’ companies should be defined and why the state model should be acknowledged since it is the less conspicuous model in comparison with the shareholder and stakeholder models. This research focuses on the state model of corporate governance to understand the complex ownership, control pattern, goals, and corporate governance of these hybrid companies. The significance of this research lies in the fact that there is a limited available publication on the state model. This research argues for the state model, which proceeds from an understanding of the institutionally embedded characteristics of hybrid companies, where the government as a shareholder, is either a majority of the total shares, or has been granted power based on the rule of law; the company bylaws.

Abstract:
Transportation is a constitutional part of most supply and value chains in modern economies. Smallholder farmers in rural Ethiopia face severe challenges along their supply and value chains. In particular, suitable, affordable, and available transport services are in high demand. To develop context-specific technical solutions, a problem-to-solution methodology based on the interaction with technology is developed. With this approach, we fill the gap between proven transportation assessment frameworks and general user-centered techniques. Central to our approach is an electric test vehicle that is implemented in rural supply and value chains for research, development, and testing. Based on our objective and the derived methodological requirements, a set of existing methods is selected. Local partners are integrated in an organizational framework that executes major parts of this research endeavour in Arsi Zone, Oromia Region, Ethiopia.

Cemented carbides, owing to their excellent mechanical properties, have been of immense interest in the field of hard materials for the past few decades. A number of processing techniques have been developed to obtain high quality carbide tools, with a wide range of grain size depending on the application and requirements. Microwave sintering is one of the heating processes, which has been used to prepare a wide range of materials including ceramics. A deep understanding of microwave sintering and its contribution towards control of grain growth and on deformation of the resulting carbide materials requires further studies and attention. In addition, the effect of binder materials and their behavior during microwave sintering is another area that requires clear understanding. This review aims to focus on microwave sintering, providing information of how the process works and what type of materials it is best suited for. The drastic increase in the usage of SMS technology has led service providers to seek for a solution that enable users of mobile devices to access services through SMSs. This has resulted in the proposal of solutions towards SMS-based service invocation in service oriented environments. However, the dynamic nature of service-oriented environments coupled with sudden load peaks generated by service request, poses performance challenges to infrastructures for supporting SMS-based service invocation. To address this problem we adopt load balancing techniques. A load balancing model with adaptive load balancing and load monitoring mechanisms as its key constructs is proposed. The load balancing model then led to realization of Least Loaded Load Balancing Framework (LLLBF). Evaluation of LLLBF benchmarked with round robin (RR) scheme on the queuing approach showed LLLBF outperformed RR in terms of response time and throughput. Abstract:
The paper explores the Stage-Gate framework application for innovation maturity among small and medium-sized enterprises (SMEs). Innovation management becomes an essential business survival process for all sizes of organizations that can be evaluated and audited systemically. This research systemically defines and assesses the innovation process from the perspective of the company’s top management. Empirical research explores attitudes and existing practices of innovation management in SMEs in Baltic countries. It structurally investigates the current innovation management practices, level of standardization, and potential challenges in the area. Findings allow to structure of existing practices based on an institutionalized model and contribute to a more advanced understanding of the innovation process among SMEs. Practically, findings contribute to advanced decision-making and business planning in the process.

Abstract:
This paper is focused on the design of an mm-wave phased array. To date, linear polarization is adapted in the reported designs of phased arrays. However, linear polarization faces several well-known challenges. As such, an advanced design for phased array antennas is required that offers circularly polarized (CP) radiation. A feasible solution for achieving CP phased array antennas is proposed using open-circular loop antennas. To this end, a 3-element circular loop phased array antenna is designed to operate at 28 GHz. In addition, the array ability to control the direction of the main lobe is investigated. The results show that the highest achievable field of view (FOV) is 100°, i.e. 50° to the left and 50° to the right-hand side directions. The results are achieved with a CP bandwidth of 15%. Furthermore, the results demonstrate that a high broadside gain of circa 11 dBi can be achieved for the steered beam. Besides, radiation efficiency of 97% can also be achieved based on the proposed design.

Abstract:
The analysis of trace elements in human hair provides crucial insights into an individual's nutritional status and environmental exposure. This research aimed to examine the levels of toxic and essential elements in the scalp hair of school children aged 12-17 from three villages (Anglong Romiot (AR), Svay Romiot (SR), and Kampong Kong (KK)) in Cambodia's Kandal province, a region where residents are especially vulnerable to toxic elements, notably arsenic (As), due to their dietary habits, lifestyle, and environmental conditions. The scalp hair samples were analyzed using the k0-Instrumental Neutron Activation method (k0-INAA), with a six-hour irradiation period in the Malaysian Nuclear Agency (MNA) research reactor followed by High Purity Germanium (HPGe) detector use to identify the gamma peaks of radionuclides. The analysis identified 31 elements in the human hair from the study area, including As, Au, Br, Ca, Ce, Co, Dy, Eu-152m, Hg-197, Hg-203, Ho, Ir, K, La, Lu, Mn, Na, Pa, Pt-195m, Pt-197, Sb, Sc-46, Sc-47, Sm, Sn-117m, W-181, W-187, Yb-169, Yb-175, Zn, and Zn-69m. The accuracy of the method was verified through the analysis of ERM-DB001-human hair as a Certified Reference Material (CRM), with the results demonstrating consistency with the certified values. Given the prevalent arsenic pollution in the research area, the study also examined the relationship between the concentration of As and other elements using Pearson's correlation test. The outcomes offer a comprehensive resource for future investigations into toxic and essential element presence in the region. In the main body of the paper, a more extensive discussion on the implications of arsenic pollution and the correlations observed is provided to enhance understanding and inform future research directions.

Abstract:
The occurrence of traditional authorities and tribal land within South Africa results in unique developmental trends and challenges. Tribal communities, typically located in rural environments, are perceived to be severely affected by poverty and poor living conditions relative to their urban counterparts. The exact extent of the socio-economic disparity between tribal and non-tribal communities is addressed in this paper. After adjustment of available census data to correspond with the delineation of tribal and non-tribal land in the Kwazulu-Natal province, seven selected socio-economic indicators were compared. The investigation revealed that although tribal areas are characterised by low employment rates and educational levels, a young population, fairly large household sizes, lower access to basic services and lower income households that are highly dependent on social grants, tribal area populations do have moderate levels of education, access to formal housing and relatively good access to services.

Abstract:
Recent development of AI and edge computing plays a critical role to capture meaningful events such as detection of an unattended bag. One of the core problems is re-identification across multiple CCTVs. Immediately following the detection of a meaningful event is to track and trace the objects related to the event. In an extensive environment, the challenge becomes severe when the number of CCTVs increases substantially, imposing difficulties in achieving high accuracy while maintaining real-time performance. The algorithm that re-identifies cross-boundary objects for extensive tracking is referred to Extensive Re-Identification, which emphasizes the issues related to the complexity behind a great number of CCTVs. The Spatial-Temporal Awareness approach challenges the conventional thinking and concept of operations which is labor intensive and time consuming. The ability to perform Extensive Re-Identification through a multi-sensory network provides the next-level insights – creating value beyond traditional risk management.

This paper proposes a novel architecture for At- Home medical care which enables senior citizens, patients with chronic ailments and patients requiring post- operative care to be remotely monitored in the comfort of their homes. This architecture is implemented using sensors and wireless networking for transmitting patient data to the hospitals, health- care centers for monitoring by medical professionals. Patients are equipped with sensors to measure their physiological parameters, like blood pressure, pulse rate etc. and a Wearable Data Acquisition Unit is used to transmit the patient sensor data. Medical professionals can be alerted to any abnormal variations in these values for diagnosis and suitable treatment. Security threats and challenges inherent to wireless communication and sensor network have been discussed and a security mechanism to ensure data confidentiality and source authentication has been proposed. Building a service-centric business model requires new knowledge and capabilities in companies. This paper enlightens the challenges small and medium sized firms (SMEs) face when developing their service-centric business models. This paper examines the premise for knowledge transfer and capability development required. The objective of this paper is to increase knowledge about SME-s transformation to service-centric business models.This paper reports an action research based case study. The paper provides empirical evidence from three case companies. The empirical data was collected through multiple methods. The findings of the paper are: First, the developed model to analyze the current state in companies. Second, the process of building the service – centric business models. Third, the selection of suitable service development methods. Abstract:
The evaluation of the question answering system is a major research area that needs much attention. Before the rise of domain-oriented question answering systems based on natural language understanding and reasoning, evaluation is never a problem as information retrieval-based metrics are readily available for use. However, when question answering systems began to be more domains specific, evaluation becomes a real issue. This is especially true when understanding and reasoning is required to cater for a wider variety of questions and at the same time achieve higher quality responses The research in this paper discusses the inappropriateness of the existing measure for response quality evaluation and in a later part, the call for new standard measures and the related considerations are brought forward. As a short-term solution for evaluating response quality of heterogeneous systems, and to demonstrate the challenges in evaluating systems of different nature, this research presents a black-box approach using observation, classification scheme and a scoring mechanism to assess and rank three example systems (i.e. AnswerBus, START and NaLURI).

Abstract:
Sophisticated numerical simulations like finite element analysis (FEA) involve a complicated process from model setup to post-processing tasks that require replication of time-consuming steps. Utilizing FEA automation program simplifies the complexity of the involved steps while minimizing human errors in analysis set up, calculations, and results processing. One of the main challenges in designing FEA automation programs is to identify user requirements and link them to possible design alternatives. This paper presents a decision-making framework to design a Python based FEA automation program for modal analysis, frequency response analysis, and random vibration fatigue (RVF) analysis procedures. Analytical hierarchy process (AHP) and technique for order preference by similarity to ideal solution (TOPSIS) are applied to evaluate design alternatives considering the feedback received from experts and program users.

Abstract:
Roller-compacted concrete pavement (RCCP), an environmental friendly pavement of which load carry capacity benefitted from both hydration and aggregate interlock from roller compacting, demonstrated a superb structural performance for a relatively small amount of water and cement content. Even though an excellent structural performance can be secured, it is required to investigate roller-compacted concrete (RCC) under environmental loading and its long-term durability under critical conditions. In order to secure long-term durability, an appropriate internal air-void structure is required for this concrete. In this study, a method for improving the long-term durability of RCCP is suggested by analyzing the internal air-void structure and corresponding durability of RCC. The method of improving the long-term durability involves measurements of air content, air voids, and air-spacing factors in RCC that experiences changes in terms of type of air-entraining agent and its usage amount. This test is conducted according to the testing criteria in ASTM C 457, 672, and KS F 2456. It was found that the freezing-thawing and scaling resistances of RCC without any chemical admixture was quite low. Interestingly, an improvement of freezing-thawing and scaling resistances was observed for RCC with appropriate the air entraining (AE) agent content; Relative dynamic elastic modulus was found to be more than 80% for those mixtures. In RCC with AE agent mixtures, large amount of air was distributed within a range of 2% to 3%, and an air void spacing factor ranging between 200 and 300 μm (close to 250 μm, recommended by PCA) was secured. The long-term durability of RCC has a direct relationship with air-void spacing factor, and thus it can only be secured by ensuring the air void spacing factor through the inclusion of the AE in the mixture.

In this research, natural canthaxanthin as one of the most important carotenoids was extracted from Dietzia natronolimnaea HS-1. The changes of canthaxanthin enriched in oilin- water emulsions with vegetable oil (5 mg/ 100 mL), Arabic gum (5 mg/100 mL), and potassium sorbate (0.5 g/100 mL) was investigated. The effects of different pH (3, 5 and 7), as well as, time treatment (3, 18 and 33 days) in the environmental temperature (24°C) on the degradation were studied by response surface methodology (RSM). The Hunter values (L*, a*, and b*) and the concentration of canthaxanthin (C, mg/L) illustrated more degradation of this pigment at low pHs (pH≤ 4) by passing the time (days≥10) with R² 97.00%, 91.31%, 97.60%, and 99.54% for C, L*, a*, and b* respectively. In response to address different development challenges, Tanzania is striving to achieve its fourth attribute of the National Development Vision, i.e. to have a well educated and learned society by the year 2025. One of the most cost effective methods that can reach a large part of the society in a short time is to integrate ICT in education through e-learning initiatives. However, elearning initiatives are challenged by limited or lack of connectivity to majority of secondary schools, especially those in rural and remote areas. This paper has explores the possibility for rural secondary school to access online e-Learning resources from a centralized e- Learning Management System (e-LMS). The scope of this paper is limited to schools that have computers irrespective of internet connectivity, resulting in two categories schools; those with internet access and those without. Different connectivity configurations have been proposed according to the ICT infrastructure status of the respective schools. However, majority of rural secondary schools in Tanzania have neither computers nor internet connection. Therefore this is a challenge to be addressed for the disadvantaged schools to benefit from e-Learning initiatives.

The complexity of teaching English in higher institutions by non-native speakers within a second/foreign language setting has created continuous discussions and research about teaching approaches and teaching practises, professional identities and challenges. In addition, there is a growing awareness that teaching English within discipline-specific contexts adds up to the existing complexity. This awareness leads to reassessments, discussions and suggestions on course design and content and teaching approaches and techniques. In meeting expectations teaching at a university specified in a particular discipline such as engineering, English language educators are not only required to teach students to be able to communicate in English effectively but also to teach soft skills such as problem solving skills. This paper is part of a research conducted to investigate how English language educators negotiate with the complexities of teaching problem solving skills through English language teaching at a technical university. Abstract:
In soilless culture, the management of the nutrient solution is the most important aspect for crop growing. Fertigation dose, frequency and nutrient concentration must be planned with the objective of reaching an optimal crop growth by limiting the utilized resources and the associated costs. The definition of efficient fertigation strategies is a complex problem since fertigation requirements vary on the basis of different factors, and crops are sensitive to small variations on fertigation parameters. To the best of author knowledge, a small-scale test bench that is flexible for both nutrient solution preparation and precise irrigation is currently missing, limiting the investigations in standard practices for soilless culture. Starting from the analysis of the state of the art, this paper proposes a small-scale system that is potentially able to concurrently test different fertigation strategies. The system will be designed and implemented throughout a three year project started on August 2018. However, due to the importance of the topic within current challenges as food security and climate change, this work is spread considering that may inspire other universities and organizations.Keywords: Soilless culture, fertigation, test bench, small-scale, automation.
