Abstract:
Operating rooms are important assets for hospitals as they generate the largest revenue and, at the same time, produce the largest cost for hospitals. The model presented in this paper helps make capacity planning decisions on the combination of open operating rooms (ORs) and estimated overtime to satisfy the allocated OR time to each specialty. The model combines both decisions on determining the amount of OR time to open and to allocate to different surgical specialties. The decisions made are based on OR costs, overutilization and underutilization costs, and contribution margins from allocating OR time. The results show the importance of having a good estimate of specialty usage of OR time to determine the amount of needed capacity and highlighted the tradeoff that the OR manager faces between opening more ORs versus extending the working time of the ORs already in use.Keywords: capacity planning, contribution margins, operating room, overutilization

Abstract:
Content-Based Image Retrieval (CBIR) has been one on the most vivid research areas in the field of computer vision over the last 10 years. Many programs and tools have been developed to formulate and execute queries based on the visual or audio content and to help browsing large multimedia repositories. Still, no general breakthrough has been achieved with respect to large varied databases with documents of difering sorts and with varying characteristics. Answers to many questions with respect to speed, semantic descriptors or objective image interpretations are still unanswered. In the medical field, images, and especially digital images, are produced in ever increasing quantities and used for diagnostics and therapy. In several articles, content based access to medical images for supporting clinical decision making has been proposed that would ease the management of clinical data and scenarios for the integration of content-based access methods into Picture Archiving and Communication Systems (PACS) have been created. This paper gives an overview of soft computing techniques. New research directions are being defined that can prove to be useful. Still, there are very few systems that seem to be used in clinical practice. Abstract:
In this paper an alternative visualisation approach of the wake behind different vehicle body shapes with simplified and fully-detailed underbody has been proposed and analysed. This allows for a more clear distinction among the different wake regions. This visualisation is based on a transformation of the cartesian coordinates of a chosen wake plane to polar coordinates, using as filter velocities lower than the freestream. This transformation produces a polar wake plot that enables the division and quantification of the wake in a number of sections. In this paper, local drag has been used to visualise the drag contribution of the flow by the different sections. Visually, a balanced wake can be observed by the concentric behaviour of the polar plots. Alternatively, integration of the local drag of each degree section as a ratio of the total local drag yields a quantifiable approach of the wake uniformity, where different sections contribute equally to the local drag, with the exception of the wheels.Keywords: Coordinate transformation, ground vehicle, local drag, wake.

Abstract:
Swarm principles are increasingly being used to design controllers for the coordination of multi-robot systems or, in general, multi-agent systems. This paper proposes a two-dimensional Lagrangian swarm model that enables the planar agents, modeled as point masses, to swarm whilst effectively avoiding each other and obstacles in the environment. A novel method, based on an extended Lyapunov approach, is used to construct the model. Importantly, the Lyapunov method ensures a form of practical stability that guarantees an emergent behavior, namely, a cohesive and wellspaced swarm with a constant arrangement of individuals about the swarm centroid. Computer simulations illustrate this basic feature of collective behavior. As an application, we show how multiple planar mobile unicycle-like robots swarm to eventually form patterns in which their velocities and orientations stabilize.

The examination of these representations in a variety of related work is accomplished. Abstract:
Most fingerprint recognition techniques are based on minutiae matching and have been well studied. However, this technology still suffers from problems associated with the handling of poor quality impressions. One problem besetting fingerprint matching is distortion. Distortion changes both geometric position and orientation, and leads to difficulties in establishing a match among multiple impressions acquired from the same finger tip. Marking all the minutiae accurately as well as rejecting false minutiae is another issue still under research. Our work has combined many methods to build a minutia extractor and a minutia matcher. The combination of multiple methods comes from a wide investigation into research papers. Also some novel changes like segmentation using Morphological operations, improved thinning, false minutiae removal methods, minutia marking with special considering the triple branch counting, minutia unification by decomposing a branch into three terminations, and matching in the unified x-y coordinate system after a two-step transformation are used in the work.

Taking into consideration the real time situation specifically the higher academic institutions, small, medium to large companies, public to private sectors and the remaining sectors, do experience the inventory or asset shrinkages due to theft, loss or even inventory tracking errors. This happening is due to a zero or poor security systems and measures being taken and implemented in their organizations. Henceforth, implementing the Radio Frequency Identification (RFID) technology into any manual or existing web-based system or web application can simply deter and will eventually solve certain major issues to serve better data retrieval and data access. Having said, this manual or existing system can be enhanced into a mobile-based system or application. In addition to that, the availability of internet connections can aid better services of the system. Such involvement of various technologies resulting various privileges to individuals or organizations in terms of accessibility, availability, mobility, efficiency, effectiveness, real-time information and also security. This paper will look deeper into the integration of mobile devices with RFID technologies with the purpose of asset tracking and control. Next, it is to be followed by the development and utilization of MongoDB as the main database to store data and its association with RFID technology. Finally, the development of a web based system which can be viewed in a mobile based formation with the aid of Hypertext Preprocessor (PHP), MongoDB, Hyper-Text Markup Language 5 (HTML5), Android, JavaScript and AJAX programming language.

E-Learning enables the users to learn at anywhere at any time. In E-Learning systems, authenticating the E-Learning user has security issues. The usage of appropriate communication networks for providing the internet connectivity for E-learning is another challenge. WiMAX networks provide Broadband Wireless Access through the Multicast Broadcast Service so these networks can be most suitable for E-Learning applications. The authentication of E-Learning user is vulnerable to session hijacking problems. The repeated authentication of users can be done to overcome these issues. In this paper, session based Profile Caching Authentication is proposed. In this scheme, the credentials of E-Learning users can be cached at authentication server during the initial authentication through the appropriate subscriber station. The proposed cache based authentication scheme performs fast authentication by using cached user profile. Abstract:
This is an applied research to propose the method for price quotation for a contract electronics manufacturer. It has had a precise price quoting method but such method could not quickly provide a result as the customer required. This reduces the ability of company to compete in this kind of business. In this case, the cause of long time quotation process was analyzed. A lot of product features have been demanded by customer. By checking routine processes, it was found that high fraction of quoting time was used for production time estimating which has effected to the manufacturing or production cost. Then the historical data of products including types, number of components, assembling method, and their assembling time were used to analyze the key components affecting to production time. The price quoting model then was proposed. The implementation of proposed model was able to remarkably reduce quoting time with an acceptable required precision.Keywords: Price quoting, Contract manufacturer, Stepwise technique, Best subset technique.

Abstract:
This work is devoted to the study of modeling geophysical time series. A stochastic technique with time-varying parameters is used to forecast the volatility of data arising in geophysics. In this study, the volatility is defined as a logarithmic first-order autoregressive process. We observe that the inclusion of log-volatility into the time-varying parameter estimation significantly improves forecasting which is facilitated via maximum likelihood estimation. This allows us to conclude that the estimation algorithm for the corresponding one-step-ahead suggested volatility (with ±2 standard prediction errors) is very feasible since it possesses good convergence properties.Keywords: Augmented Dickey Fuller Test, geophysical time series, maximum likelihood estimation, stochastic volatility model.

Abstract:
This study is focused on analyzing climate change in Albania and its potential effects on cereal yields. Initially, monthly temperature and rainfalls in Albania were studied for the period 1960-2021. Climacteric variables are important variables when trying to model cereal yield behavior, especially when significant changes in weather conditions are observed. For this purpose, in the second part of the study, linear and nonlinear models explaining cereal yield are constructed for the same period, 1960-2021. The multiple linear regression analysis and lasso regression method are applied to the data between cereal yield and each independent variable: average temperature, average rainfall, fertilizer consumption, arable land, land under cereal production, and nitrous oxide emissions. In our regression model, heteroscedasticity is not observed, data follow a normal distribution, and there is a low correlation between factors, so we do not have the problem of multicollinearity. Machine learning methods, such as Random Forest (RF), are used to predict cereal yield responses to climacteric and other variables. RF showed high accuracy compared to the other statistical models in the prediction of cereal yield. We found that changes in average temperature negatively affect cereal yield. The coefficients of fertilizer consumption, arable land, and land under cereal production are positively affecting production. Our results show that the RF method is an effective and versatile machine-learning method for cereal yield prediction compared to the other two methods: multiple linear regression and lasso regression method.

The main mission of Ezilla is to provide a friendly interface to access the virtual machine and quickly deploy the high performance computing environment. Ezilla has been developed by Pervasive Computing Team at National Center for High-performance Computing (NCHC). Ezilla integrates the Cloud middleware, virtualization technology, and Web-based Operating System (WebOS) to form a virtual computer in distributed computing environment. In order to upgrade the dataset and speedup, we proposed the sensor observation system to deal with a huge amount of data in the Cassandra database. The sensor observation system is based on the Ezilla to store sensor raw data into distributed database. We adopt the Ezilla Cloud service to create virtual machines and login into virtual machine to deploy the sensor observation system. Integrating the sensor observation system with Ezilla is to quickly deploy experiment environment and access a huge amount of data with distributed database that support the replication mechanism to protect the data security.Keywords: Cloud, Virtualization, Cassandra, WebOS

Abstract:
In this paper we present the algorithm which allows us to have an object tracking close to real time in Full HD videos. The frame rate (FR) of a video stream is considered to be between 5 and 30 frames per second. The real time track building will be achieved if the algorithm can follow 5 or more frames per second. The principle idea is to use fast algorithms when doing preprocessing to obtain the key points and track them after. The procedure of matching points during assignment is hardly dependent on the number of points. Abstract:
In this paper, a new technique of signal detection has been proposed for detecting the orthogonal frequency-division multiplexing (OFDM) signal in the presence of nonlinear distortion.There are several advantages of OFDM communications system.However, one of the existing problems is remain considered as the nonlinear distortion generated by high-power-amplifier at the transmitter end due to the large dynamic range of an OFDM signal. The proposed method is the maximum likelihood detection with the symbol estimation. When the training data are available, the neural network has been used to learn the characteristic of received signal and to estimate the new positions of the transmitted symbol which are provided to the maximum likelihood detector. Resulting in the system performance, the nonlinear distortions of a traveling wave tube amplifier with OFDM signal are considered in this paper.Simulation results of the bit-error-rate performance are obtained with 16-QAM OFDM systems.

Abstract:
This paper examines the problem of designing a robust H8 state-feedback controller for a class of nonlinear two-time scale systems with Markovian Jumps described by a Takagi-Sugeno (TS) fuzzy model. Based on a linear matrix inequality (LMI) approach, LMI-based sufficient conditions for the uncertain Markovian jump nonlinear two-time scale systems to have an H8 performance are derived. The proposed approach does not involve the separation of states into slow and fast ones and it can be applied not only to standard, but also to nonstandard nonlinear two-time scale systems. A numerical example is provided to illustrate the design developed in this paper.

Abstract:
In wireless sensor network (WSN) the use of mobile sink has been attracting more attention in recent times. Mobile sinks are more effective means of balancing load, reducing hotspot problem and elongating network lifetime. The sensor nodes in WSN have limited power supply, computational capability and storage and therefore for continuous data delivery reliability becomes high priority in these networks. In this paper, we propose a Reliable Energy-efficient Data Dissemination (REDD) scheme for WSNs with multiple mobile sinks. In this strategy, sink first determines the location of source and then directly communicates with the source using geographical forwarding. Every forwarding node (FN) creates a local zone comprising some sensor nodes that can act as representative of FN when it fails. Analytical and simulation study reveals significant improvement in energy conservation and reliable data delivery in comparison to existing schemes.Keywords: Energy Efficient, REED, Sink Mobility, WSN.

Abstract:
We reviewed an unusual case of a 65-year-old male taking an herbal mixture containing compounds with anticholinesterase activity for a long period of time, presented with acute my myocardial infarction and multiple organ dysfunction syndrome followed by death. Clinically, there are findings correlated with anticholinesterase activity, such as bilateral miosis, diaphoresis, vomiting and fasciculation without a history of any toxic ingestion or exposure. Gas chromatography–mass spectrometry screening studies identified the presence of thymol, anethole in the herbal extract and butylated hydroxytoluene in the blood sample. Hence, with this case report, we intend to highlight the necessity of evaluating the long-term use of the herbal mixture.Keywords: Cholinesterase inhibitors, thymol, anethole, butylated hydroxytoluene, cardiac toxicity and myocardial infarction.

To decrease the grating scale thermal expansion error, a novel method which based on multiple temperature detection is proposed. Several temperature sensors are installed on the grating scale and the temperatures of these sensors are recorded. The temperatures of every point on the grating scale are calculated by interpolating between adjacent sensors. According to the thermal expansion principle, the grating scale thermal expansion error model can be established by doing the integral for the variations of position and temperature. A novel compensation method is proposed in this paper. By applying the established error model, the grating scale thermal expansion error is decreased by 90% compared with no compensation. The residual positioning error of the grating scale is less than 15μm/10m and the accuracy of the machine tool is significant improved.Keywords: Thermal expansion error of grating scale, error compensation, machine tools, integral method.

Abstract:
‘Energy for all’, is a global issue of concern for the past many years. Despite the number of technological advancements and innovations, significant numbers of people are living without access to electricity around the world. India, an emerging economy, tops the list of nations having the maximum number of residents living off the grid, thus raising global attention in past few years to provide clean and sustainable energy access solutions to all of its residents. It is evident from developed economies that centralized planning and electrification alone is not sufficient for meeting energy security. Implementation of off-grid and consumer-driven energy models like Decentralized Renewable Energy (DRE) systems have played a significant role in meeting the national energy demand in developed nations. Cases of DRE systems have been reported in developing countries like India for the past few years. This paper attempts to profile the status of DRE projects in the Indian context with their scope and relevance to ensure universal electrification. Diversified cases of DRE projects, particularly solar, biomass and micro hydro are identified in different Indian states. Critical factors affecting the sustainability of DRE projects are extracted with their interlinkages in the context of developers, beneficiaries and promoters involved in such projects. Socio-techno-economic indicators are identified through similar cases in the context of DRE projects. Exploratory factor analysis is performed to evaluate the critical sustainability factors followed by regression analysis to establish the relationship between the dependent and independent factors. The generated EFA-Regression model provides a basis to develop the sustainability and replicability framework for broader coverage of DRE projects in developing nations in order to attain the goal of universal electrification with least carbon emissions.

Internet Protocol version 4 (IPv4) address is decreasing and a rapid transition method to the next generation IP address (IPv6) should be established. This study aims to evaluate and select the best performance of the IPv6 address network transitionmechanisms, such as IPv4/IPv6 dual stack, transport Relay Translation (TRT) and Reverse Proxy with additional features. It is also aim to prove that faster access can be done while ensuring optimal usage of available resources used during the test and actual implementation. This study used two test methods such asInternet Control Message Protocol (ICMP)ping and ApacheBenchmark (AB) methodsto evaluate the performance.Performance metrics for this study include aspects ofaverageaccessin one second,time takenfor singleaccess,thedata transfer speed and the costof additional requirements.Reverse Proxy with Caching featureis the most efficientmechanism because of it simpler configurationandthe best performerfrom the test conducted.

This article presents the beginning of a wider study that intends to demonstrate how within organizations of the automotive industry from the city of Querétaro. Knowledge management and technological management are required, as well as people’s initiative and the interaction embedded at the interior of it, with the appropriate environment that facilitates information conversion with wide information technologies management (ITM) range. A company was identified for the pilot study of this research, where descriptive and inferential research information was obtained. The results of the pilot suggest that some respondents did noted entity the knowledge management topic, even if staffs have access to information technology (IT) that serve to enhance access to knowledge (through internet, email, databases, external and internal company personnel, suppliers, customers and competitors) data, this implicates that there are Knowledge Management (KM) problems. The data shows that academically well-prepared organizations normally do not recognize the importance of knowledge in the business, nor in the implementation of it, which at the end is a great influence on how to manage it, so that it should guide the company to greater in sight towards a competitive strategy search, given that the company has an excellent technological infrastructure and KM was not exploited. Cultural diversity is another factor that was observed by the staff.

Groundlessness of application probability-statistic methods are especially shown at an early stage of the aviation GTE technical condition diagnosing, when the volume of the information has property of the fuzzy, limitations, uncertainty and efficiency of application of new technology Soft computing at these diagnosing stages by using the fuzzy logic and neural networks methods. It is made training with high accuracy of multiple linear and nonlinear models (the regression equations) received on the statistical fuzzy data basis. At the information sufficiency it is offered to use recurrent algorithm of aviation GTE technical condition identification on measurements of input and output parameters of the multiple linear and nonlinear generalized models at presence of noise measured (the new recursive least squares method (LSM)). As application of the given technique the estimation of the new operating aviation engine D30KU-154 technical condition at height H=10600 m was made.

Abstract:
An approach to develop the FPGA of a flexible key RSA encryption engine that can be used as a standard device in the secured communication system is presented. The VHDL modeling of this RSA encryption engine has the unique characteristics of supporting multiple key sizes, thus can easily be fit into the systems that require different levels of security. A simple nested loop addition and subtraction have been used in order to implement the RSA operation. This has made the processing time faster and used comparatively smaller amount of space in the FPGA. The hardware design is targeted on Altera STRATIX II device and determined that the flexible key RSA encryption engine can be best suited in the device named EP2S30F484C3. The RSA encryption implementation has made use of 13,779 units of logic elements and achieved a clock frequency of 17.77MHz. It has been verified that this RSA encryption engine can perform 32-bit, 256-bit and 1024-bit encryption operation in less than 41.585us, 531.515us and 790.61us respectively.Keywords: RSA, FPGA, Communication, Security, VHDL.

Abstract:
This paper analyzes innovation trends in Latin America countries by means of the number of patent applications filed by residents and non residents during the period 1965 to 2012. Making use of patent data released by the World Intellectual Property Organization (WIPO), we search for the presence of multiple structural changes in patent application series in Argentina, Brazil Chile, and Mexico. These changes may suggest that firms’ innovative activity has been modified as a result of implementing a particular science, technology and innovation (STI) policy. Accordingly, the new regulations implemented in these countries during 1980s and 1990s have influenced their intellectual property regimes. The question conducting this research is thus how STI policies in these countries have affected their innovation activity? The results achieved in this research confirm the existence of multiple structural changes in the series of patent applications resulting from STI policies implemented in these countries.

Abstract:
Mobile robots are used in a large field of scenarios, like exploring contaminated areas, repairing oil rigs under water, finding survivors in collapsed buildings, etc. Currently, there is no unified intuitive user interface (UI) to control such complex mobile robots. As a consequence, some scenarios are done without the exploitation of experience and intuition of human teleoperators. A novel framework has been developed to embed a flexible and modular UI into a complete 3-D virtual reality simulation system. This new approach wants to access maximum benefits of human operators. Sensor information received from the robot is prepared for an intuitive visualization. Virtual reality metaphors support the operator in his decisions. These metaphors are integrated into a real time stereo video stream. This approach is not restricted to any specific type of mobile robot and allows for the operation of different robot types with a consistent concept and user interface.Keywords: 3-D simulation system, augmented reality, teleoperation of mobile robots, user interface.

Abstract:
Groundlessness of application probability-statistic methods are especially shown at an early stage of the aviation GTE technical condition diagnosing, when the volume of the information has property of the fuzzy, limitations, uncertainty and efficiency of application of new technology Soft computing at these diagnosing stages by using the fuzzy logic and neural networks methods. It is made training with high accuracy of multiple linear and nonlinear models (the regression equations) received on the statistical fuzzy data basis. At the information sufficiency it is offered to use recurrent algorithm of aviation GTE technical condition identification on measurements of input and output parameters of the multiple linear and nonlinear generalized models at presence of noise measured (the new recursive least squares method (LSM)). As application of the given technique the estimation of the new operating aviation engine D30KU-154 technical condition at height H=10600 m was made.

Abstract:
This paper presents a 4-DOF nonlinear model of a cracked de Laval rotor-stator system derived based on Energy Principles. The model has been used to simulate coupled torsionallateral response of the faulty system with multiple parametric excitations; rotor-stator-rub, a breathing transverse crack, eccentric mass and an axial force. Nonlinearity of a “breathing” crack is incorporated in the model using a simple hinge mechanism suitable for a shallow crack. Response of the system while passing via its critical speed with intermittent rotor-stator rub is analyzed. Effects of eccentricity with phase and acceleration are investigated. Features of crack, rub and eccentricity in vibration response are explored for condition monitoring. The presence of a crack and rub are observable in the power spectrum despite excitations by an axial force and rotor unbalance. Obtained results are consistent with existing literature and could be adopted into rotor condition monitoring strategies.

Abstract:
Topological changes in mobile ad hoc networks frequently render routing paths unusable. Such recurrent path failures have detrimental effects on quality of service. A suitable technique for eliminating this problem is to use multiple backup paths between the source and the destination in the network. This paper proposes an effective and efficient protocol for backup and disjoint path set in ad hoc wireless network. This protocol converges to a highly reliable path set very fast with no message exchange overhead. The paths selection according to this algorithm is beneficial for mobile ad hoc networks, since it produce a set of backup paths with more high reliability. Simulation experiments are conducted to evaluate the performance of our algorithm in terms of route numbers in the path set and its reliability. Abstract:
The problem of N cracks interaction in an isotropic elastic solid is decomposed into a subproblem of a homogeneous solid without crack and N subproblems with each having a single crack subjected to unknown tractions on the two crack faces. The unknown tractions, namely pseudo tractions on each crack are expanded into polynomials with unknown coefficients, which have to be determined by the consistency condition, i.e. by the equivalence of the original multiple cracks interaction problem and the superposition of the N+1 subproblems. In this paper, Kachanov-s approach of average tractions is extended into the method of moments to approximately impose the consistence condition. Hence Kachanov-s method can be viewed as the zero-order method of moments. Numerical results of the stress intensity factors are presented for interactions of two collinear cracks, three collinear cracks, two parallel cracks, and three parallel cracks. As the order of moment increases, the accuracy of the method of moments improves.Keywords: Crack interaction, stress intensity factor, multiplecracks, method of moments.

Abstract:
A large amount of data is typically stored in relational databases (DB). The latter can efficiently handle user queries which intend to elicit the appropriate information from data sources. However, direct access and use of this data requires the end users to have an adequate technical background, while they should also cope with the internal data structure and values presented. Consequently the information retrieval is a quite difficult process even for IT or DB experts, taking into account the limited contributions of relational databases from the conceptual point of view. Ontologies enable users to formally describe a domain of knowledge in terms of concepts and relations among them and hence they can be used for unambiguously specifying the information captured by the relational database. However, accessing information residing in a database using ontologies is feasible, provided that the users are keen on using semantic web technologies. For enabling users form different disciplines to retrieve the appropriate data, the design of a Graphical User Interface is necessary. In this work, we will present an interactive, ontology-based, semantically enable web tool that can be used for information retrieval purposes. The tool is totally based on the ontological representation of underlying database schema while it provides a user friendly environment through which the users can graphically form and execute their queries.
