556 Banking Union: A New Step towards Completing the Economic and Monetary Union
Authors: Marijana Ivanov, Roman Šubić
Abstract:
This study analyzes the critical gaps in the architecture of European stability and the expected role of the banking union as the new important step towards completing the Economic and Monetary Union that should enable the creation of safe and sound financial sector for the euro area market. The single rulebook together with the Single Supervisory Mechanism and the Single Resolution Mechanism - as two main pillars of the banking union, should provide a consistent application of common rules and administrative standards for supervision, recovery and resolution of banks – with the final aim of replacing the former bail-out practice with the bail-in system through which possible future bank failures would be resolved by their own funds, i.e. with minimal costs for taxpayers and real economy. In this way, the vicious circle between banks and sovereigns would be broken. It would also reduce the financial fragmentation recorded in the years of crisis as the result of divergent behaviors in risk premium, lending activities and interest rates between the core and the periphery. In addition, it should strengthen the effectiveness of monetary transmission channels, in particular the credit channels and overflows of liquidity on the money market which, due to the fragmentation of the common financial market, has been significantly disabled in period of crisis. However, contrary to all the positive expectations related to the future functioning of the banking union, major findings of this study indicate that characteristics of the economic system in which the banking union will operate should not be ignored. The euro area is an integration of strong and weak entities with large differences in economic development, wealth, assets of banking systems, growth rates and accountability of fiscal policy. The analysis indicates that low and unbalanced economic growth remains a challenge for the maintenance of financial stability and this problem cannot be resolved just by a single supervision. In many countries bank assets exceed their GDP by several times and large banks are still a matter of concern, because of their systemic importance for individual countries and the euro zone as a whole. The creation of the Single Supervisory Mechanism and the Single Resolution Mechanism is a response to the European crisis, which has particularly affected peripheral countries and caused the associated loop between the banking crisis and the sovereign debt crisis, but has also influenced banks’ balance sheets in the core countries, as the result of crossborder capital flows. The creation of the SSM and the SRM should prevent the similar episodes to happen again and should also provide a new opportunity for strengthening of economic and financial systems of the peripheral countries. On the other hand, there is a potential threat that future focus of the ECB, resolution mechanism and other relevant institutions will be extremely oriented towards large and significant banks (whereby one half of them operate in the core and most important euro area countries), and therefore it remains questionable to what extent will the common resolution funds will be used for rescue of less important institutions. Recent geopolitical developments will be the optimal indicator to show whether the previously established mechanisms are sufficient enough to maintain the adequate financial stability in the euro area market. Keywords: Banking Union, financial integration, single supervisory mechanism (SSM).

Abstract:
Optimal feeding, including optimal micronutrient intake, becomes one of the ways to overcome the long-term consequences of undernutrition. Macronutrient and micronutrient intake were important to a rapid growth and development of young children. The study objective was to assess macro and micronutrient intake and its adequacy in children aged 12-23 months. This survey was a cross-sectional study, involving 83 caregivers with children aged 12-23 months old in Senen Sub-district, Central Jakarta selected through simple random sampling. Data on nutrient intake was obtained through interview using single 24-hour recall. Repeated 24- hour recall to sub-sample was done to estimate the proportion of nutrient inadequacy. The highest prevalence of nutrient inadequacy was iron (52.4%), followed by vitamin C (30.9%) and zinc (28.8%). Almost 12% children had inadequate energy intake. More than half of children (62.6%) were anemic (25.3% were severely anemic). Micronutrient inadequacy, especially iron, was more problematic than macronutrient inadequacy in the study area.

Authors: Mohammed Erritali
Abstract:
The growth in the volume of text data such as books and articles in libraries for centuries has imposed to establish effective mechanisms to locate them. Early techniques such as abstraction, indexing and the use of classification categories have marked the birth of a new field of research called "Information Retrieval". Information Retrieval (IR) can be defined as the task of defining models and systems whose purpose is to facilitate access to a set of documents in electronic form (corpus) to allow a user to find the relevant ones for him, that is to say, the contents which matches with the information needs of the user. This paper presents a new semantic indexing approach of a documentary corpus. The indexing process starts first by a term weighting phase to determine the importance of these terms in the documents. Then the use of a thesaurus like Wordnet allows moving to the conceptual level. Each candidate concept is evaluated by determining its level of representation of the document, that is to say, the importance of the concept in relation to other concepts of the document. Finally, the semantic index is constructed by attaching to each concept of the ontology, the documents of the corpus in which these concepts are found. Keywords: Semantic, indexing, corpora, WordNet, ontology.

Abstract:
The advances in location-based data collection technologies such as GPS, RFID etc. and the rapid reduction of their costs provide us with a huge and continuously increasing amount of data about movement of vehicles, people and goods in an urban area. This explosive growth of geospatially-referenced data has far outpaced the planner-s ability to utilize and transform the data into insightful information thus creating an adverse impact on the return on the investment made to collect and manage this data. Addressing this pressing need, we designed and developed DIVAD, a dynamic and interactive visual analytics dashboard to allow city planners to explore and analyze city-s transportation data to gain valuable insights about city-s traffic flow and transportation requirements. We demonstrate the potential of DIVAD through the use of interactive choropleth and hexagon binning maps to explore and analyze large taxi-transportation data of Singapore for different geographic and time zones. Keywords: Geographic Information System (GIS), MovementData, GeoVisual Analytics, Urban Planning.

Abstract:
Nowadays the growth of distributed generation within the bulk power system is feasible by using the optimal control of the transmission lines power flow. Static Synchronous Compensators (STATCOM) is effective for improving voltage stability but it can only exchange reactive power with the power grid. The integration of Superconducting Magnetic Energy Storage (SMES) with a STATCOM can extend the traditional STATCOM capabilities to four-quadrant bulk power system power flow control and providing exchange both the active and reactive power related to the STATCOM with the ac network. This paper shows how the SMES system can be connected to the ac system via the DC bus of a STATCOM and also analyzes how the integration of STATCOM and SMES allows the bus voltage regulation and power oscillation damping (POD) to be achieved simultaneously. The dynamic performance of the integrated STATCOM-SMES is evaluated through simulation by using PSCAD/EMTDC software and the compensation effectiveness of this integrated compensator is shown.

Abstract:
The damage tolerance behavior of integrally and conventional stiffened panel is investigated based on the fracture mechanics and finite element analysis. The load bearing capability and crack growth characteristic of both types of the stiffened panels having same configuration subjected to distributed tensile load is examined in this paper. A fourteen-stringer stiffened panel is analyzed for a central skin crack propagating towards the adjacent stringers. Stress intensity factors and fatigue crack propagation rates of both types of the stiffened panels are then compared. The analysis results show that integral stiffening causes higher stress intensity factor than conventional stiffened panel as the crack tip passes through the stringer and the integrally stiffened panel has less load bearing capability than the riveted stiffened panel. Keywords: Conventional Stiffened Structure, Damage Tolerance, Finite Element Analysis, Integrally Stiffened Structure, Stress Intensity Factor.

Abstract:
In this paper, a numerical study has been made to analyze the transient 2-D flows of a viscous incompressible fluid through channels with forward or backward constriction. Problems addressed include flow through sudden contraction and sudden expansion channel geometries with rounded and increasingly sharp reentrant corner. In both the cases, numerical results are presented for the separation and reattachment points, streamlines, vorticity and flow patterns. A fourth order accurate compact scheme has been employed to efficiently capture steady state solutions of the governing equations. It appears from our study that sharpness of the throat in the channel is one of the important parameters to control the strength and size of the separation zone without modifying the general flow patterns. The comparison between the two cases shows that the upstream geometry plays a significant role on vortex growth dynamics. Keywords: Forward and backward constriction, HOC scheme, Incompressible viscous flows, Separation and reattachment points.

Authors: L. Haddad, Z. Aouachria
Abstract:
The development of transport systems has negative impacts on the environment although it has beneficial effects on society. The car policy caused many problems such as: - the spectacular growth of fuel consumption hence the very vast increase in urban pollution, traffic congestion in certain places and at certain times, the increase in the number of accidents. The exhaust emissions from cars and weather conditions are the main factors that determine the level of pollution in urban atmosphere. These conditions lead to the phenomenon of heat transfer and radiation occurring between the air and the soil surface of any town. These exchanges give rise, in urban areas, to the effects of heat islands that correspond to the appearance of excess air temperature between the city and its surrounding space. In this object, we perform a numerical simulation of the plume generated by the cars exhaust gases and show that these gases form a screening effect above the urban city which cause the heat island in the presence of wind flow. This study allows us: 1. To understand the different mechanisms of interactions between these phenomena.2. To consider appropriate technical solutions to mitigate the effects of the heat island. Keywords: Atmospheric pollution, impact on the health, urban transport, heat island.

Abstract:
An experiment was implemented in a filed in the south of Morocco to evaluate the effects of domestic treated wastewater use for irrigation of amaranth crop under semi-arid conditions. Three varieties (A0020, A0057 & A211) were tested and irrigated using domestic treated wastewater EC1 (0,92 dS/m) as control, EC3 (3dS/m) and EC6 (6dS/m) obtained by adding sea water. In term of growth, an increase of the EC level of applied irrigation water reduced significantly the plant-s height, leaf area, fresh and dry weight measured at vegetative, flowering and maturity stage for all varieties. Even with the application of the EC6, yields were relatively higher in comparison with the once obtained in normal cultivation conditions. A significant accumulation of nitrate, chloride and sodium in soil layers during the crop cycle was noted. The use of treated waste water for its irrigation is proved to be possible. The variety A211 had showed to be less sensitive to salinity stress and it could be more promising its introduction to study area.

Abstract:
Moisture is an important consideration in many aspects ranging from irrigation, soil chemistry, golf course, corrosion and erosion, road conditions, weather predictions, livestock feed moisture levels, water seepage etc. Vegetation and crops always depend more on the moisture available at the root level than on precipitation occurrence. In this paper, design of an instrument is discussed which tells about the variation in the moisture contents of soil. This is done by measuring the amount of water content in soil by finding the variation in capacitance of soil with the help of a capacitive sensor. The greatest advantage of soil moisture sensor is reduced water consumption. The sensor is also be used to set lower and upper threshold to maintain optimum soil moisture saturation and minimize water wilting, contributes to deeper plant root growth ,reduced soil run off /leaching and less favorable condition for insects and fungal diseases. Capacitance method is preferred because, it provides absolute amount of water content and also measures water content at any depth. Keywords: Capacitive Sensors, aluminum, Water, Irrigation.

Compared to general concrete, various characteristics such as tensile strength, bending strength, bending toughness, and resistance to crack are superior, and even when cracks occur, improvements on toughness as well as resistance to shock are excellent due to the growth of fracture energy. Increased function of steel fiber reinforced concrete can be differentiated depending on the fiber dispersion, and sand percentage can be an important influence on the fiber dispersion. Abstract:
The industrial process of the sugar cane crystallization produces a residual that still contains a lot of soluble sucrose and the objective of the factory is to improve its extraction. Therefore, there are substantial losses justifying the search for the optimization of the process. Crystallization process studied on the industrial site is based on the “three massecuites process". The third step of this process constitutes the final stage of exhaustion of the sucrose dissolved in the mother liquor. During the process of the third step of crystallization (Ccrystallization), the phase that is studied and whose control is to be improved, is the growing phase (crystal growth phase). The study of this process on the industrial site is a problem in its own. A control scheme is proposed to improve the standard PID control law used in the factory. Abstract:
Nutrients are required for any soil with which plants thrive to improve efficient growth and productivity. Amongst these nutrients required for proper plant productivity are nitrogen, phosphorus and potassium (NPK). Due to factors like leaching, nutrient uptake by plants, soil erosion and evaporation, these elements tend to be in low quantity and the need to replenish them arises. However, this replenishment of soil nutrients cannot be done without a timely soil test to enable farmers to know the amount of each element in short quantity and evaluate the amount required to be added. Though wet soil analysis is good, it comes with a lot of challenges ranging from soil test gargets availability to the technical knowledge of how to conduct such soil tests by the common farmer. The Internet of Things test kit was developed to fill in the gaps created by wet soil analysis, as it can test for NPK, soil temperature and soil moisture in a given soil at the time of test. In this implementation, a sample test was carried out within 0.2 hectares of land divided into smaller plots. The kits performed adequately well, as the range of values obtained across the segments was within a very close range.

Abstract:
We present analysis of spatial patterns of generic disease spread simulated by a stochastic long-range correlation SIR model, where individuals can be infected at long distance in a power law distribution. We integrated various tools, namely perimeter, circularity, fractal dimension, and aggregation index to characterize and investigate spatial pattern formations. Our primary goal was to understand for a given model of interest which tool has an advantage over the other and to what extent. We found that perimeter and circularity give information only for a case of strong correlation– while the fractal dimension and aggregation index exhibit the growth rule of pattern formation, depending on the degree of the correlation exponent (β). The aggregation index method used as an alternative method to describe the degree of pathogenic ratio (α). The proliferation of electrical devices in a close working proximity can negatively influence each other’s performance. The degradation in the performance is due to electromagnetic interference (EMI). This paper investigates the negative effects of electromagnetic interference originating in the General Purpose Interface Bus (GPIB) control-network of the AC-DC transfer measurement system. Remedial measures of reducing measurement errors and failure of range of industrial devices due to EMI have been explored. The ACDC transfer measurement system was analysed for the commonmode (CM) EMI effects. Further investigation of coupling path as well as much accurate identification of noise propagation mechanism has been outlined. To prevent the occurrence of common-mode (ground loops) which was identified between the GPIB system control circuit and the measurement circuit, a microcontroller-driven GPIB switching isolator device was designed, prototyped, programmed and validated. This mitigation technique has been explored to reduce EMI effectively. Keywords: CM, EMI, GPIB, ground loops.

Authors: António J. R. Neves, Rui Garcia, Paulo Dias, Alina Trifan
Abstract:
With the aging of the world population and the continuous growth in technology, service robots are more and more explored nowadays as alternatives to healthcare givers or personal assistants for the elderly or disabled people. Any service robot should be capable of interacting with the human companion, receive commands, navigate through the environment, either known or unknown, and recognize objects. This paper proposes an approach for object recognition based on the use of depth information and color images for a service robot. We present a study on two of the most used methods for object detection, where 3D data is used to detect the position of objects to classify that are found on horizontal surfaces. Since most of the objects of interest accessible for service robots are on these surfaces, the proposed 3D segmentation reduces the processing time and simplifies the scene for object recognition. The first approach for object recognition is based on color histograms, while the second is based on the use of the SIFT and SURF feature descriptors. We present comparative experimental results obtained with a real service robot. Keywords: Service Robot, Object Recognition, 3D Sensors, Plane Segmentation.

Abstract:
Cemented carbides, owing to their excellent mechanical properties, have been of immense interest in the field of hard materials for the past few decades. A number of processing techniques have been developed to obtain high quality carbide tools, with a wide range of grain size depending on the application and requirements. Microwave sintering is one of the heating processes, which has been used to prepare a wide range of materials including ceramics. A deep understanding of microwave sintering and its contribution towards control of grain growth and on deformation of the resulting carbide materials requires further studies and attention. In addition, the effect of binder materials and their behavior during microwave sintering is another area that requires clear understanding. This review aims to focus on microwave sintering, providing information of how the process works and what type of materials it is best suited for. In addition, a closer look at some microwave sintered Tungsten Carbide-Cobalt samples will be taken and discussed, highlighting some of the key issues and challenges faced in this research area. Keywords: Cemented carbides, consolidation, microwave sintering, mechanical properties.

Authors: Ahmed R. Ismail, Hatem A. El Tawil, Nevin G. Rezk
Abstract:
Historic paths in today's cities are facing the pressure of the urban development due to the rapid urban growth. Every new development is tearing the old urban fabric and the socio-economic character of the historic paths. Furthermore, in some cases historic paths suffer from negligence and decay. Kom El Dekka historic path was one of those deteriorated paths in the city of Alexandria, Egypt, in spite of its high heritage and socio-economic value. Therefore, there was a need to develop urban regeneration strategies as a part of a wider sustainable development vision, to handle the situation and revitalize the path as a livable space in the heart of the city. This study aims to develop a comprehensive assessment methodology to evaluate the different values of the path and to create community-oriented and economic-based analysis methodology for its socio-economic values. These analysis and assessments provide strategies for any regeneration action plan for Kom El Dekka historic path. Keywords: Community-oriented, economic-based, syntactical analysis, urban regeneration.
