2836 Beyond Possibilities: Re- Reading Republican Ankara

Abstract:
This paper aims to expose the effects of the ideological program of Turkish Republic on city planning, through the first plan of Ankara. As the new capital, Ankara was planned to be the ‘showcase’ of modern Turkey. It was to represent all new ideologies and the country’s cultural similarities with the west. At the same time it was to underline the national identity and independence of Turkish republic. To this end, a new plan for the capital was designed by German city planner Carl Christopher Lörcher. Diametrically opposed with the existing fabric of the city, this plan was built on the basis of papers and plans, on ideological aims. On the contrary, this paper argues that the city is a machine of possibilities, rather than a clear, materialized system.

Abstract:
Power transformers are among the most important and expensive equipments in the electric power systems. Consequently the transformer protection is an essential part of the system protection. This paper presents a new method for locating transformer winding faults such as turn-to-turn, turn-to-core, turn-totransformer body, turn-to-earth, and high voltage winding to low voltage winding. In this study the current and voltage signals of input and output terminals of the transformer are measured, which the Fourier transform of measured signals and harmonic analysis determine the fault's location.Keywords: turn-to-turn faults, short circuit, Fourier transform, harmonic analysis.

Abstract:
Determining how many virtual machines a Linux host could run can be a challenge. One of tough missions is to find the balance among performance, density and usability. Now KVM hypervisor has become the most popular open source full virtualization solution. It supports several ways of running guests with more memory than host really has. Due to large differences between minimum and maximum guest memory requirements, this paper presents initial results on same-page merging, ballooning and live migration techniques that aims at optimum memory usage on KVM-based cloud platform. Given the design of initial experiments, the results data is worth reference for system administrators. Abstract:
This paper presents the performance analysis of space-time trellis codes in orthogonal frequency division multiplexing systems (STTC-OFDMs) over quasi-static frequency selective fading channels. In particular, the effect of channel delay distributions on the code performance is discussed. For a STTCOFDM over multiple-tap channels, two extreme conditions that produce the largest minimum determinant are highlighted. The analysis also proves that the corresponding coding gain increases with the maximum tap delay. The performance of STTC-OFDM, under various channel conditions, is evaluated by simulation. It is shown that the simulation results agree with the performance analysis.Keywords: Space-time trellis code, OFDM, delay profile.

Abstract:
Software Architecture is the basic structure of software that states the development and advancement of a software system. Software architecture is also considered as a significant tool for the construction of high quality software systems. A clean design leads to the control, value and beauty of software resulting in its longer life while a bad design is the cause of architectural erosion where a software evolution completely fails. This paper discusses the occurrence of software architecture erosion and presents a set of methods for the detection, declaration and prevention of architecture erosion. The causes and symptoms of architecture erosion are observed with the examples of prescriptive and descriptive architectures and the practices used to stop this erosion are also discussed by considering different types of software erosion and their affects. Consequently finding and devising the most suitable approach for fighting software architecture erosion and in some way reducing its affect is evaluated and tested on different scenarios.

Abstract:
This paper studies the problem of exponential stability analysis for uncertain neural networks with discrete and distributed time-varying delays. Together with a suitable augmented Lyapunov Krasovskii function, zero equalities, reciprocally convex approach and a novel sufficient condition to guarantee the exponential stability of the considered system. The several exponential stability criterion proposed in this paper is simpler and effective. Finally,numerical examples are provided to demonstrate the feasibility and effectiveness of our results.

The geographical information is a geographic coordinates or can be obtained through reference points on some fixed coordinate system. Link can be formed between two nodes. Link lifetime plays a crucial role in MANET. Link lifetime represent how long the link is stable without any failure between the nodes. Link failure may occur due to mobility and because of link failure energy of nodes can be drained. In this paper, we investigate dynamics of 2n almost periodic attractors for Cohen-Grossberg neural networks (CGNNs) with variable and distribute time delays. By imposing some new assumptions on activation functions and system parameters, we split invariant basin of CGNNs into 2n compact convex subsets. Then the existence of 2n almost periodic solutions lying in compact convex subsets is attained due to employment of the theory of exponential dichotomy and Schauder-s fixed point theorem. Meanwhile, we derive some new criteria for the networks to converge toward these 2n almost periodic solutions and exponential attracting domains are also given correspondingly.

Abstract:
Energy consumption data, in particular those involving public buildings, are impacted by many factors: the building structure, climate/environmental parameters, construction, system operating condition, and user behavior patterns. Traditional methods for data analysis are insufficient. This paper delves into the data mining technology to determine its application in the analysis of building energy consumption data including energy consumption prediction, fault diagnosis, and optimal operation. Recent literature are reviewed and summarized, the problems faced by data mining technology in the area of energy consumption data analysis are enumerated, and research points for future studies are given.

Abstract:
The operating principle of magnetically controlled microelectromechanical system (MEMS) switches is based on controlling the beam movement under the influence of a magnetic field. Currently, there is a MEMS switch design with a flexible ferromagnetic electrode in the form of a fixed-terminal beam, with an electrode fastened on a straight or cranked anchor. The basic performance characteristics of magnetically controlled MEMS switches (service life, sensitivity, contact resistance, fast response) are largely determined by the flexible electrode design. To ensure the stable and controlled motion of the flexible electrode, it is necessary to provide the optimal design of a flexible electrode.

Abstract:
An experimental study of Reinforced Concrete, RC, columns strengthened using a steel jacketing technique was conducted. The jacketing technique consisted of four steel vertical angles installed at the corners of the column joined by horizontal steel straps confining the column externally. The effectiveness of the technique was evaluated by testing the RC column specimens under eccentric monotonic loading until failure occurred. Strain gauges were installed to monitor the strains in the internal reinforcement as well as the external jacketing system. The effectiveness of the jacketing technique was demonstrated, and the parameters affecting the technique were studied.

Abstract:
For the last decade, statistics show traumatic brain injury (TBI) is a growing concern in our legal system. In an effort to obtain data regarding the influence of neuropsychological expert witness testimony in a criminal case, this study tested three hypotheses. H1: The majority of jurors will vote not guilty, due to mild head injury. H2: The jurors will give more credence to the testimony of the neuropsychologist rather than the psychiatrist. H3: The jurors will be more lenient in their sentencing, given the testimony of the neuropsychologist-s testimony. The criterion for inclusion in the study as a participant is identical to those used for inclusion in the eligibility for jury duty in the United States. A chisquared test was performed to analyze the data for the three hypotheses. The results supported all of the hypotheses; however statistical significance was seen in H1 and H2 only.Keywords: Expert witness, jury decision, neuropsychology, traumatic brain injury.

The Carrier Frequency Offset (CFO) due to timevarying fading channel is the main cause of the loss of orthogonality among OFDM subcarriers which is linked to inter-carrier interference (ICI). Hence, it is necessary to precisely estimate and compensate the CFO. Especially for mobile broadband communications, CFO and channel gain also have to be estimated and tracked to maintain the system performance. Thus, synchronization pilots are embedded in every OFDM symbol to track the variations. In this paper, we present the pilot scheme for both channel and CFO estimation where channel estimation process can be carried out with only one OFDM symbol. Additional, the proposed pilot scheme also provides better performance in CFO estimation comparing with the conventional orthogonal pilot scheme due to the increasing of signal-tointerference ratio.Keywords: MIMO, OFDM, carrier frequency offset, channel, estimation.

Abstract:
This paper examines the problem of designing a robust H8 state-feedback controller for a class of nonlinear two-time scale systems with Markovian Jumps described by a Takagi-Sugeno (TS) fuzzy model. Based on a linear matrix inequality (LMI) approach, LMI-based sufficient conditions for the uncertain Markovian jump nonlinear two-time scale systems to have an H8 performance are derived. The proposed approach does not involve the separation of states into slow and fast ones and it can be applied not only to standard, but also to nonstandard nonlinear two-time scale systems. A numerical example is provided to illustrate the design developed in this paper.

The paper describes the use of subspace based identification methods for auto tuning of a state space control system. The plant is an unstable but self balancing transport robot. Because of the unstable character of the process it has to be identified from closed loop input-output data. Based on the identified model a state space controller combined with an observer is calculated. The subspace identification algorithm and the controller design procedure is combined to a auto tuning method. For high-speed control of robots, a good knowledge of system modelling is necessary to obtain the desired bandwidth. In this paper, we present a cartesian robot with a pan/tilt unit in end-effector (5 dof). This robot is implemented with powerful direct drive AC induction machines. The dynamic model, parameter identification and model validation of the robot are studied (including actuators). This work considers the cartesian robot coupled and non linear (contrary to normal considerations for this type of robots). The mechanical and control architecture proposed in this paper is efficient for industrial and research application in which high speed, well known model and very high accuracy are required.

Abstract:
The adaptive backstepping controller for inverted pendulum is designed by using the general motion control model. Backstepping is a novel nonlinear control technique based on the Lyapunov design approach, used when higher derivatives of parameter estimation appear. For easy parameter adaptation, the mathematical model of the inverted pendulum converted into the motion control model. This conversion is performed by taking functions of unknown parameters and dynamics of the system. By using motion control model equations, inverted pendulum is simulated without any information about not only parameters but also measurable dynamics. Also these results are compare with the adaptive backstepping controller which extended with integral action that given from [1].

Many applications of speech communication and speaker identification suffer from the problem of co-channel speech. This paper deals with a multi-resolution dyadic wavelet transform method for usable segments of co-channel speech detection that could be processed by a speaker identification system. Evaluation of this method is performed on TIMIT database referring to the Target to Interferer Ratio measure. Co-channel speech is constructed by mixing all possible gender speakers. Results do not show much difference for different mixtures. For the overall mixtures 95.76% of usable speech is correctly detected with false alarms of 29.65%.Keywords: Co-channel speech, usable speech, multi-resolutionanalysis, speaker identification

Abstract:
In this work we investigated the behavior of methane hydrates dispersed in crude oils from different fields at temperatures below 0°C. In case of crude oil emulsion the size of water droplets is in the range of 50e100"m. The size of hydrate particles formed from droplets is the same. The self-preservation is not expected in this field. However, the self-preservation of hydrates with the size of particles 24±18"m (electron microscopy data) in suspensions is observed. Similar results were obtained for four different kinds of crude oil and model system such as asphaltenes, resins and wax in ndecane. This result can allow developing effective methods to prevent the formation and elimination of gas-hydrate plugs in pipelines under low temperature conditions (e. g. in Eastern Siberia). Although Face detection is not a recent activity in the field of image processing, it is still an open area for research. The greatest step in this field is the work reported by Viola and its recent analogous is Huang et al. Both of them use similar features and also similar training process. The former is just for detecting upright faces, but the latter can detect multi-view faces in still grayscale images using new features called 'sparse feature'. Finding these features is very time consuming and inefficient by proposed methods. Here, we propose a new approach for finding sparse features using a genetic algorithm system. Abstract:
The performances of nuclear fuels and materials are qualified at an irradiation system in research reactors operating under the commercial nuclear power plant conditions. Fuel centerline temperature, coolant temperature, neutron flux, deformations of fuel stack and swelling are important parameters needed to analyze the nuclear fuel performances. The dimensional stability of nuclear fuels is a key parameter measuring the fuel densification and swelling. In this study, the fuel stack elongation is measured using a LVDT. A mockup LVDT instrumented fuel rod is developed. The performances of mockup LVDT instrumented fuel rod is evaluated by experiments.

Abstract:
We present an integration approach of a CMOS biosensor into a polymer based microfluidic environment suitable for mass production. It consists of a wafer-level-package for the silicon die and laser bonding process promoted by an intermediate hot melt foil to attach the sensor package to the microfluidic chip, without the need for dispensing of glues or underfiller. A very good condition of the sensing area was obtained after introducing a protection layer during packaging. A microfluidic flow cell was fabricated and shown to withstand pressures up to Δp = 780 kPa without leakage. The employed biosensors were electrically characterized in a dry environment.

Automated Optical Inspection (AOI) Systems are commonly used on Printed Circuit Boards (PCB) manufacturing. The use of this technology has been proven as highly efficient for process improvements and quality achievements. The correct extraction of the component for posterior analysis is a critical step of the AOI process. Nowadays, the Pattern Matching Algorithm is commonly used, although this algorithm requires extensive calculations and is time consuming. This paper will present an improved algorithm for the component localization process, with the capability of implementation in a parallel execution system.

Modern low earth orbit (LEO) satellites that require multi-mission flexibility are highly likely to be repositioned between different operational orbits. While executing this process the satellite may experience high levels of vibration and environmental hazards, exposing the deployed solar panel to dangerous stress levels, fatigue and space debris, hence it is desirable to retract the solar array before satellite repositioning to avoid damage or failure.
A novel concept of deployable/retractable hybrid solar array systemcomposed of both rigid and flexible solar panels arranged within a petal formation, aimed to provide a greater power to volume ratio while dramatically reducing mass and cost is proposed.

Human utilizes coastal resources as well as deteriorates them. Coastal tourism may degrade the environment if poorly managed. This research investigated the shoreline change at Koa Toa Island, one of the most famous tourist destinations. Aerial photographs and satellite images from three different periods were collected and analyzed. The results showed that the noticeable shoreline change before and after the tourism on the island had expanded. Between 1995 and 2002 when the tourism on Koh Toa Island was not intensive, sediment deposition occurred along most of the coastline. However, after the tourism had grown during 2002 to 2015, the coast evidently experienced less deposition and more erosion. The erosion resulted from less land-based sediment being provided to the littoral system. In this paper, the unstable angle of attack of a FOXTROT aircraft is controlled by using Genetic Algorithm based flight controller and the result is compared with the conventional techniques like Tyreus-Luyben (TL), Ziegler-Nichols (ZN) and Interpolation Rule (IR) for tuning the PID controller. In addition, the performance indices like Mean Square Error (MSE), Integral Square Error (ISE), and Integral Absolute Time Error (IATE) etc. are improved by using Genetic Algorithm. When earthquakes strike the city it results in great loss of lives. The present paper talks about a new innovative design system (MegEifel) for buildings which has a mechanism to mitigate deaths in case any earthquake strikes the city. If buildings will be designed according to MegEifel design then the occupants of the building will be safe even when they are in sleep or are doing day wise activities during the time earthquake strikes. The core structure is suggested to be designed on the principle that more deep the foundations are, the harder it is to uproot the structure. The buildings will have an Eifel rod dug deep into earth which will help save lives in tall buildings when earthquake strikes. This design takes a leverage of protective shells to save lives.

Taking the University of Glamorgan as a case study, this paper describes and introduces an institutional journey on electronic plagiarism detection to inform the initial experience of an innovative tool and method which could be further explored in the future research. The comparative study and system workflow for e-plagiarism detection tool are discussed. Benefits for both academics and students are also presented. Electronic plagiarism detection tools brought great benefits to both academics and students in Glamorgan. Abstract:
In this paper, the detection of a fault in the Global Positioning System (GPS) measurement is addressed. The class of faults considered is a bias in the GPS pseudorange measurements. This bias is modeled as an unknown constant. The fault could be the result of a receiver fault or signal fault such as multipath error. A bias bank is constructed based on set of possible fault hypotheses. Initially, there is equal probability of occurrence for any of the biases in the bank. Subsequently, as the measurements are processed, the probability of occurrence for each of the biases is sequentially updated. The fault with a probability approaching unity will be declared as the current fault in the GPS measurement. The residual formed from the GPS and Inertial Measurement Unit (IMU) measurements is used to update the probability of each fault. Results will be presented to show the performance of the presented algorithm.

Abstract:
The stability of Newtonian and Non-Newtonian extending films under local or global heating or cooling conditions are considered. The thickness-averaged mass, momentum and energy equations with convective and radiative heat transfer are derived, both for Newtonian and non-Newtonian fluids (Maxwell, PTT and Giesekus models considered). The stability of the system is explored using either eigenvalue analysis or transient simulations. The results showed that the influence of heating and cooling on stability strongly depends on the magnitude of the Peclet number. Examples of stabilization or destabilization of heating or cooling are shown for Pe<< 1, and Pe = O(1) cases, for Newtonian and non-Newtonian flows.
