1166 Globalisation, ICTs and National Identity: The Consequences of ICT Policy in Malaysia
Authors: Abd Rasid Abd Rahman
Abstract:
For the past thirty years the Malaysian economy has been said to contribute well to the progress of the nations. However, the intensification of global economy activity and the extensive use of Information Communication Technologies (ICTs) in recent years are challenging government-s effort to further develop Malaysian society. The competition posed by the low wage economies such as China and Vietnam have made the government realise the importance of engaging in high-skill and high technology industries. It is hoped this will be the basis of attracting more foreign direct investment (FDI) in order to help the country to compete in globalised world. Using Vision 2020 as it targeted vision, the government has decided to engage in the use of ICTs and introduce many policies pertaining to it. Mainly based on the secondary analysis approach, the findings show that policy pertaining to ICTs in Malaysia contributes to economic growth, but the consequences of this have resulted in greater division within society. Although some of the divisions such as gender and ethnicity are narrowing down, the gap in important areas such as regions and class differences is becoming wider. The widespread use of ICTs might contribute to the further establishment of democracy in Malaysia, but the increasing number of foreign entities such as FDI and foreign workers, cultural hybridisation and to some extent cultural domination are contributing to neocolonialism in Malaysia. This has obvious consequences for the government-s effort to create a Malaysian national identity. An important finding of this work is that there are contradictions within ICT policy between the effort to develop the economy and society.

Authors: Marjone Van Der Bank, C. M. Van Der Bank
Abstract:
This paper presents an overview of the foundation and evolution of environmental related problems in local governments with specific reference on air pollution in South Africa. Local government has a direct mandate in terms of the Constitution of the Republic of South Africa, 1996 (hereafter, the Constitution). This mandate to protect, fulfil, respect and promote the Bill of Rights by local governments in respect of the powers and functions creates confusion around the role of where a local government fits in, in addressing the problem of climate change in South Africa. A reflection of the evolving legislations, developments, and processes regarding climate change that shaped local government dispensation in South Africa is addressed by the notion of developmental local governments. This paper seeks to examine the advances for mitigation and adaptation regulation of air pollution and application in South Africa. This study involves a qualitative approach that will involve South African national legislation as well as an interpretation of international strategies. A literature review study was conducted to undertake the various aspects of law in order to support the argument undertaken of mitigation and adaptation strategies. The paper presents a detailed discussion of the current legislation and the position as it currently stands, as well as the relevant protections as outlined in the National Environmental Management Act and the National Environmental Management: Air Quality Act. It then proceeds to outline the responsibilities of local governments in South Africa to mitigate and adapt to air pollution strategies.

Authors: A. Bandyopadhyay
Abstract:
Vedic philosophy is one of the oldest existing philosophies of the world. Started around 6500 BC, in Western Indian subcontinent, the Indus valley Civilizations developed a theology which, gradually developed into a well-established philosophy of beliefs, popularly known as ‘Hindu religion’. In Vedic theology, the abstract concept of God was formulated mostly by close observation of the dynamicity and the recurrence of natural and universal phenomena. Through the ages, the philosophy of this theology went through various discursions, debates, and questionings and the abstract concept of God was, in time, formalized into more representational forms by the means of various signs and symbols. Often, these symbols were used in more subtle ways in the construction of “sacred” sculptures and structures. Apparently, two different philosophies were developed from the Vedic philosophy and these two philosophies are mostly seen in the northern part and southern part of the Indian subcontinent. This paper tries to summarize the complex philosophical treaties of Hinduism of northern and southern India and seeks to understand the meanings of the various signs and symbolisms that were incorporated in the architecture of Hindu temples, including the names given to various parts of the temples. The Hindu temples are not only places of worship or ‘houses of Gods’ like the Greek and Roman temples but are also structures that symbolize the dynamicity and also spiritual upliftment of human beings.

Abstract:
This article is an extension and a practical application approach of Wheeler-s NEBIC theory (Net Enabled Business Innovation Cycle). NEBIC theory is a new approach in IS research and can be used for dynamic environment related to new technology. Firms can follow the market changes rapidly with support of the IT resources. Flexible firms adapt their market strategies, and respond more quickly to customers changing behaviors. When every leading firm in an industry has access to the same IT resources, the way that these IT resources are managed will determine the competitive advantages or disadvantages of firm. From Dynamic Capabilities Perspective and from newly introduced NEBIC theory by Wheeler, we know that only IT resources cannot deliver customer value but good configuration of those resources can guarantee customer value by choosing the right emerging technology, grasping the economic opportunities through business innovation and growth. We found evidences in literature that SOA (Service Oriented Architecture) is a promising emerging technology which can deliver the desired economic opportunity through modularity, flexibility and loosecoupling. SOA can also help firms to connect in network which can open a new window of opportunity to collaborate in innovation and right kind of outsourcingKeywords: Absorptive capacity, Dynamic Capability, Netenabled business innovation cycle, Service oriented architecture.

Authors: J.Partanen
Abstract:
Complexity, as a theoretical background has made it easier to understand and explain the features and dynamic behavior of various complex systems. As the common theoretical background has confirmed, borrowing the terminology for design from the natural sciences has helped to control and understand urban complexity. Phenomena like self-organization, evolution and adaptation are appropriate to describe the formerly inaccessible characteristics of the complex environment in unpredictable bottomup systems. Increased computing capacity has been a key element in capturing the chaotic nature of these systems. A paradigm shift in urban planning and architectural design has forced us to give up the illusion of total control in urban environment, and consequently to seek for novel methods for steering the development. New methods using dynamic modeling have offered a real option for more thorough understanding of complexity and urban processes. At best new approaches may renew the design processes so that we get a better grip on the complex world via more flexible processes, support urban environmental diversity and respond to our needs beyond basic welfare by liberating ourselves from the standardized minimalism. A complex system and its features are as such beyond human ethics. Self-organization or evolution is either good or bad. Their mechanisms are by nature devoid of reason. They are common in urban dynamics in both natural processes and gas. They are features of a complex system, and they cannot be prevented. Yet their dynamics can be studied and supported. The paradigm of complexity and new design approaches has been criticized for a lack of humanity and morality, but the ethical implications of scientific or computational design processes have not been much discussed. It is important to distinguish the (unexciting) ethics of the theory and tools from the ethics of computer aided processes based on ethical decisions. Urban planning and architecture cannot be based on the survival of the fittest; however, the natural dynamics of the system cannot be impeded on grounds of being “non-human". In this paper the ethical challenges of using the dynamic models are contemplated in light of a few examples of new architecture and dynamic urban models and literature. It is suggested that ethical challenges in computational design processes could be reframed under the concepts of responsibility and transparency. Keywords: urban planning, architecture, dynamic modeling, ethics, complexity theory.

Authors: Bassma Aldahlan, Zongming Fei
Abstract:
Recently, there is a great interest in smart parking application. Theses applications are enhanced by a vehicular ad-hoc network, which helps drivers find and reserve satiable packing spaces for a period of time ahead of time. Named Data Networking (NDN) is a future Internet architecture that benefits vehicular ad-hoc networks because of its clean-slate design and pure communication model. In this paper, we proposed an NDN-based frame-work for smart parking that involved a fog computing architecture. The proposed application had two main directions: First, we allowed drivers to query the number of parking spaces in a particular parking lot. Second, we introduced a technique that enabled drivers to make intelligent reservations before their arrival time. We also introduced a “push-based” model supporting the NDN-based framework for smart parking applications. To evaluate the proposed solution’s performance, we analyzed the function for finding parking lots with available parking spaces and the function for reserving a parking space. Our system showed high performance results in terms of response time and push overhead. The proposed reservation application performed better than the baseline approach.

Authors: Abdelhamid Louliej, Younes Jabrane
Abstract:
Satellites are becoming indispensable assets to fifth-generation (5G) new radio architecture, complementing wireless and terrestrial communication links. The combination of satellites and 5G architecture allows consumers to access all next-generation services anytime, anywhere, including scenarios, like traveling to remote areas (without coverage). Nevertheless, this solution faces several challenges, such as a significant propagation delay, Doppler frequency shift, and high Peak-to-Average Power Ratio (PAPR), causing signal distortion due to the non-linear saturation of the High-Power Amplifier (HPA). To compensate for HPA non-linearity in 5G satellite transmission, an efficient pre-distorter scheme using Neural Networks (NN) is proposed. To assess the proposed NN pre-distorter, two types of HPA were investigated: Travelling Wave Tube Amplifier (TWTA) and Solid-State Power Amplifier (SSPA). The results show that the NN pre-distorter design presents an Error Vector Magnitude (EVM) improvement by 95.26%. Normalized Mean Square Error (NMSE) and Adjacent Channel Power Ratio (ACPR) were reduced by -43,66 dB and 24.56 dBm, respectively. Moreover, the system suffers no degradation of the Bit Error Rate (BER) for TWTA and SSPA amplifiers.

Authors: Teyana S. Sapula, Damian D. Haule
Abstract:
In online context, the design and implementation of effective remote laboratories environment is highly challenging on account of hardware and software needs. This paper presents the remote laboratory software framework modified from ilab shared architecture (ISA). The ISA is a framework which enables students to remotely acccess and control experimental hardware using internet infrastructure. The need for remote laboratories came after experiencing problems imposed by traditional laboratories. Among them are: the high cost of laboratory equipment, scarcity of space, scarcity of technical personnel along with the restricted university budget creates a significant bottleneck on building required laboratory experiments. The solution to these problems is to build web-accessible laboratories. Remote laboratories allow students and educators to interact with real laboratory equipment located anywhere in the world at anytime. Recently, many universities and other educational institutions especially in third world countries rely on simulations because they do not afford the experimental equipment they require to their students. Remote laboratories enable users to get real data from real-time hand-on experiments. To implement many remote laboratories, the system architecture should be flexible, understandable and easy to implement, so that different laboratories with different hardware can be deployed easily. The modifications were made to enable developers to add more equipment in ISA framework and to attract the new developers to develop many online laboratories. Keywords: Batched, ISA, labserver, servicebroker.

Authors: Axay J Mehta, Hema A Mehta, T.C.Manjunath, C. Ardil
Abstract:
In this paper, the modelling and design of artificial neural network architecture for load forecasting purposes is investigated. The primary pre-requisite for power system planning is to arrive at realistic estimates of future demand of power, which is known as Load Forecasting. Short Term Load Forecasting (STLF) helps in determining the economic, reliable and secure operating strategies for power system. The dependence of load on several factors makes the load forecasting a very challenging job. An over estimation of the load may cause premature investment and unnecessary blocking of the capital where as under estimation of load may result in shortage of equipment and circuits. It is always better to plan the system for the load slightly higher than expected one so that no exigency may arise. In this paper, a load-forecasting model is proposed using a multilayer neural network with an appropriately modified back propagation learning algorithm. Once the neural network model is designed and trained, it can forecast the load of the power system 24 hours ahead on daily basis and can also forecast the cumulative load on daily basis. The real load data that is used for the Artificial Neural Network training was taken from LDC, Gujarat Electricity Board, Jambuva, Gujarat, India. The results show that the load forecasting of the ANN model follows the actual load pattern more accurately throughout the forecasted period.

Abstract:
Discussion and development of principles of the uniform nation formation within the limits of the Kazakhstan state obviously became one of the most pressing questions of the day. The fact that this question has not been solved "from above" as many other questions has caused really brisk discussion, shows us increase of civil consciousness in Kazakhstan society, and also the actuality of this theme which can be carried in the category of fatal questions. In any sense, nation building has raised civil society to a much higher level. It would be better to begin with certain definitions. First is the word "nation". The second is the "state". Both of these terms are very closely connected with each other, so that in English language they are in general synonyms. In Russian more shades of these terms exist. For example in Kazakhstan the citizens of the country irrespective of nationality (but mainly with reference to non-kazakhs) are called «kazakhstanians», while the name of the title nation is \"Kazakhs\". The same we can see in Russia, where, for example, the Chechen or the Yakut –are \"Rossiyane\" which means “the citizens of Russian Federation, but not \"Russians\". Authors: Pucheng Zhou, Bingrong Hong
Abstract:
How to coordinate the behaviors of the agents through learning is a challenging problem within multi-agent domains. Because of its complexity, recent work has focused on how coordinated strategies can be learned. Here we are interested in using reinforcement learning techniques to learn the coordinated actions of a group of agents, without requiring explicit communication among them. However, traditional reinforcement learning methods are based on the assumption that the environment can be modeled as Markov Decision Process, which usually cannot be satisfied when multiple agents coexist in the same environment. Moreover, to effectively coordinate each agent-s behavior so as to achieve the goal, it-s necessary to augment the state of each agent with the information about other existing agents. Whereas, as the number of agents in a multiagent environment increases, the state space of each agent grows exponentially, which will cause the combinational explosion problem. Profit sharing is one of the reinforcement learning methods that allow agents to learn effective behaviors from their experiences even within non-Markovian environments. In this paper, to remedy the drawback of the original profit sharing approach that needs much memory to store each state-action pair during the learning process, we firstly address a kind of on-line rational profit sharing algorithm. Then, we integrate the advantages of modular learning architecture with on-line rational profit sharing algorithm, and propose a new modular reinforcement learning model. The effectiveness of the technique is demonstrated using the pursuit problem. Keywords: Multi-agent learning; reinforcement learning; rationalprofit sharing; modular architecture.

Authors: Aline Alves Bandeira, Maria Cecília de Paula Silva
Abstract:
The existing legal gap regarding thes treatment and final disposal of industrial effluents in Brazil promotes legal uncertainty. The government has not structured itself to guarantee environmental protection. The current legal system and public policies must guarantee the protection of bodies of water and an effective treatment of industrial effluents. This is because economic progress, eco-efficiency and industrial ecology are inseparable. The lack of protection for the water bodies weakens environmental protection, with abuses by companies that do not give due treatment to their effluents, or fail to present the water balance of their factories. It is considered necessary to enact a specific law on industrial effluents related to a National Industrial Effluent Policy, because it is the location of the largest Integrated Industrial Complex in the Southern Hemisphere. Authors: Oliver Radolović
Abstract:
The subject of the paper is comparative analysis of the hotel guest-s contractual liability for breaching the obligation for non-payment of hotel services in the hotel-keeper-s contract. The paper is methodologically conceived of six chapters (1. introduction, 2. comparative law sources of the hotel-keeper-s contract, 3. the guest-s obligation for payment of hotel services, 4. hotel guest's liability for non-payment, 5. the hotel-keeper-s rights due to nonpayment and 6. conclusion), which analyzes the guest-s liability for non-payment of hotel services through the international law, European law, euro-continental national laws (France, Germany, Italy, Croatia) and Anglo-American national laws (UK, USA). The paper-s results are the synthesis of answers to the set hypothesis and comparative review of hotel guest-s contractual liability for nonpayment of hotel services provided. In conclusion, it is necessary to adopt an international convention on the hotel-keeper-s contract, which would unify the institute of the hotel guest-s contractual liability for non-payment of hotel services at the international level.

Authors: Y. A. Chan, H. J. Liu, K. C. Tseng, T. C. Kuo
Abstract:
Green propellants used for satellite-level propulsion system become attractive in recent years because the non-toxicity and lower requirements of safety protection. One of the green propellants, high-concentration hydrogen peroxide H2O2 solution (≥70% w/w, weight concentration percentage), often known as high-test peroxide (HTP), is considered because it is ITAR-free, easy to manufacture and the operating temperature is lower than traditional monopropellant propulsion. To establish satellite propulsion technology, the National Space Organization (NSPO) in Taiwan has initialized a long-term cooperation project with the National Cheng Kung University to develop compatible tank and thruster. An experimental propulsion payload has been allocated for the future self-reliant satellite to perform orbit transfer and maintenance operations. In the present research, an 1-Newton thruster prototype is designed and the thrusting force is measured by a pendulum-type platform. The preliminary hot-firing test at ambient environment showed the generated thrust and the specific impulse are about 0.7 Newton and 102 seconds, respectively.

Authors: Sherif. S. Nafee, Ameer. K. Al-Ramady, Salem. A. Shaheen
Abstract:
The analytical prediction of the decay heat results from the fast neutron fission of actinides was initiated under a project, 10-MAT1134-3, funded by king Abdulaziz City of Science and Technology (KASCT), Long-Term Comprehensive National Plan for Science, Technology and Innovations, managed by a team from King Abdulaziz University (KAU), Saudi Arabia, and supervised by Argonne National Laboratory (ANL) has collaborated with KAU's team to assist in the computational analysis. In this paper, the numerical solution of coupled linear differential equations that describe the decays and buildups of minor fission product MFA, has been used to predict the total decay heat and its components from the fast neutron fission of 235U and 239Pu. The reliability of the present approach is illustrated via systematic comparisons with the measurements reported by the University of Tokyo, in YAYOI reactor. Keywords: Decay heat, fast neutron fission, and Numerical Solution of Linear Differential Equations.
