1276 The South African Polycentric Water Resource Governance-Management Nexus: Parlaying an Institutional Agent and Structured Social Engagement
Authors: J. H. Boonzaaier, A. C. Brent
Abstract:
South Africa, a water scarce country, experiences the phenomenon that its life supporting natural water resources is seriously threatened by the users that are totally dependent on it. South Africa is globally applauded to have of the best and most progressive water laws and policies. There are however growing concerns regarding natural water resource quality deterioration and a critical void in the management of natural resources and compliance to policies due to increasing institutional uncertainties and failures. These are in accordance with concerns of many South African researchers and practitioners that call for a change in paradigm from talk to practice and a more constructive, practical approach to governance challenges in the management of water resources. A qualitative theory-building case study through longitudinal action research was conducted from 2014 to 2017. The research assessed whether a strategic positioned institutional agent can be parlayed to facilitate and execute WRM on catchment level by engaging multiple stakeholders in a polycentric setting. Through a critical realist approach a distinction was made between ex ante self-deterministic human behaviour in the realist realm, and ex post governance-management in the constructivist realm. A congruence analysis, including Toulmin’s method of argumentation analysis, was utilised. The study evaluated the unique case of a self-steering local water management institution, the Impala Water Users Association (WUA) in the Pongola River catchment in the northern part of the KwaZulu-Natal Province of South Africa. Exploiting prevailing water resource threats, it expanded its ancillary functions from 20,000 to 300,000 ha. Embarking on WRM activities, it addressed natural water system quality assessments, social awareness, knowledge support, and threats, such as: soil erosion, waste and effluent into water systems, coal mining, and water security dimensions; through structured engagement with 21 different catchment stakeholders. By implementing a proposed polycentric governance-management model on a catchment scale, the WUA achieved to fill the void. It developed a foundation and capacity to protect the resilience of the natural environment that is critical for freshwater resources to ensure long-term water security of the Pongola River basin. Further work is recommended on appropriate statutory delegations, mechanisms of sustainable funding, sufficient penetration of knowledge to local levels to catalyse behaviour change, incentivised support from professionals, back-to-back expansion of WUAs to alleviate scale and cost burdens, and the creation of catchment data monitoring and compilation centres.

Abstract:
In this paper we propose a Multiple Description Image Coding(MDIC) scheme to generate two compressed and balanced rates descriptions in the wavelet domain (Daubechies biorthogonal (9, 7) wavelet) using pairwise correlating transform optimal and application method for Generalized Multiple Description Coding (GMDC) to image coding in the wavelet domain. The GMDC produces statistically correlated streams such that lost streams can be estimated from the received data. Our performance test shown that the proposed method gives more improvement and good quality of the reconstructed image when the wavelet coefficients are normalized by Gaussian Scale Mixture (GSM) model then the Gaussian one ,.

Authors: Michel Han, Christophe Besson, Alain Savary, Yvan Becher
Abstract:
The variable flux permanent magnet synchronous motor (VF-PMSM), also called "Memory Motor", is a new generation of motor capable of modifying the magnetization state with short pulses of current during operation or standstill. The impact of such operation is the expansion of the operating range in the torque-speed characteristic and an improvement in energy efficiency at high-speed in comparison to conventional permanent magnet synchronous machines (PMSMs). This paper reviews the operating principle and the unique features of the proposed memory motor. The benefits of this concept are highlighted by comparing the performance of the rotor of the VF-PMSM to that of two PM rotors that are typically found in the industry. The investigation emphasizes the properties of the variable magnetization and presents the comparison of the torque-speed characteristic with the capability of loss reduction in a VF-PMSM by means of experimental results, especially when tests are conducted under identical conditions for each rotor (same stator, same inverter and same experimental setup). The experimental results demonstrated that the VF-PMSM gives an additional degree of freedom to optimize the efficiency over a wide speed range. Thus, with a design easy to manufacture and with the possibility of controlling the magnetization and the demagnetization of the magnets during operations, the VF-PMSM can be interesting for various applications.

Abstract:
Flow forming is widely used in many industries, especially in defence technology industries. Pressure vessels requirements are high precision, light weight, seamless and optimum strength. For large pressure vessels, flow forming by 3 rollers machine were used. In case of long range rocket motor case flow forming and welding of pressure vessels have been used for manufacturing. Due to complication of welding process, researchers had developed 4 meters length pressure vessels without weldment by 4 rollers flow forming machine. Design and preparation of preform work pieces are performed. The optimization of flow forming parameter such as feed rate, spindle speed and depth of cut will be discussed. The experimental result shown relation of flow forming parameters to quality of flow formed tube and prototype pressure vessels have been made.

Authors: H. Yousefnia, S. Zolghadri
Abstract:
An early diagnosis of bone metastasis is very important for making a right decision on a subsequent therapy. One of the most important steps to be taken initially, for developing a new radiopharmaceutical is the measurement of organ radiation exposure dose. In this study, the dosimetric studies of a novel agent for SPECT-imaging of the bone metastasis, 111In-(4- {[(bis(phosphonomethyl))carbamoyl]methyl}7,10bis(carboxymethyl) -1,4,7,10-tetraazacyclododec-1-yl) acetic acid (111In-BPAMD) complex, have been carried out to estimate the dose in human organs based on the data derived from mice. The radiolabeled complex was prepared with high radiochemical purity in the optimal conditions. Biodistribution studies of the complex was investigated in the male Syrian mice at the selected times after injection (2, 4, 24 and 48 h). The human absorbed dose estimation of the complex was made based on data derived from the mice by the radiation absorbed dose assessment resource (RADAR) method. 111In-BPAMD complex was prepared with high radiochemical purity >95% (ITLC) and specific activities of 2.85 TBq/mmol. Total body effective absorbed dose for 111In-BPAMD was 0.205 mSv/MBq. This value is comparable to the other 111In clinically used complexes. The results show that the dose with respect to the critical organs is satisfactory within the acceptable range for diagnostic nuclear medicine procedures. Generally, 111In-BPAMD has interesting characteristics and it can be considered as a viable agent for SPECT-imaging of the bone metastasis in the near future. Keywords: In-111, BPAMD, absorbed dose, RADAR.

Abstract:
The Globally Asynchronous Locally Synchronous Network on Chip (GALS NoC) is the most efficient solution that provides low latency transfers and power efficient System on Chip (SoC) interconnect. This study presents a GALS and generic NoC architecture based on a configurable router. This router integrates a sophisticated dynamic arbiter, the wormhole routing technique and can be configured in a manner that allows it to be used in many possible NoC topologies such as Mesh 2-D, Tree and Polygon architectures. This makes it possible to improve the quality of service (QoS) required by the proposed NoC. A comparative performances study of the proposed NoC architecture, Tore architecture and of the most used Mesh 2D architecture is performed. This study shows that Spidergon architecture is characterised by the lower latency and the later saturation. It is also shown that no matter what the number of used links is raised; the Links×Diameter product permitted by the Spidergon architecture remains always the lower. The only limitation of this architecture comes from it-s over cost in term of silicon area.

Authors: Arie Pujiwati, Kengo Nakamura, Noriaki Watanabe, Takeshi Komai
Abstract:
Coal mining is well known to cause considerable environmental impacts, including trace element contamination of soil. This study aimed to assess the trace element (As, Cd, Co, Cu, Ni, Pb, Sb, and Zn) contamination of soil in the vicinity of coal mining activities, using the case study of Asam-asam River basin, South Kalimantan, Indonesia, and to assess the human health risk, incorporating total and bioavailable (water-leachable and acid-leachable) concentrations. The results show the enrichment of As and Co in soil, surpassing the background soil value. Contamination was evaluated based on the index of geo-accumulation, Igeo and the pollution index, PI. Igeo values showed that the soil was generally uncontaminated (Igeo ≤ 0), except for elevated As and Co. Mean PI for Ni and Cu indicated slight contamination. Regarding the assessment of health risks, the Hazard Index, HI showed adverse risks (HI > 1) for Ni, Co, and As. Further, Ni and As were found to pose unacceptable carcinogenic risk (risk > 1.10-5). Farming, settlement, and plantation were found to present greater risk than coal mines. These results show that coal mining activity in the study area contaminates the soils by particular elements and may pose potential human health risk in its surrounding area. This study is important for setting appropriate countermeasure actions and improving basic coal mining management in Indonesia.

Authors: Federica Cornali
Abstract:
Does education matter to the quality of our life? The results of extensive studies offer an affirmative answer to this question: high education levels are positively associated with higher income, with more highly qualified professions, with lower risk of unemployment, with better physical health and also, it is said, with more happiness. However, exploring these relationships is far from straightforward. Aside from educational credentials, what properties distinguish functionally literate individuals? How can their personal level of satisfaction be measured? What are the social mechanisms whereby education affects well-being?Using a literacy index and several measures for well-being developed by secondary analysis of the Adult Literacy and Life Skills Survey database, this investigation examined the relationship between literacy skills and subjective wellbeing in several OECD (Organisation for Economic Co-operation and Development) countries. Special attention was been addressed to Italy, and in particular to two regions representing territorial differences in this country: Piedmont and Campania.

Abstract:
Nowadays, cloud environments are becoming a need for companies, this new technology gives the opportunities to access to the data anywhere and anytime. It also provides an optimized and secured access to the resources and gives more security for the data which is stored in the platform. However, some companies do not trust Cloud providers, they think that providers can access and modify some confidential data such as bank accounts. Many works have been done in this context, they conclude that encryption methods realized by providers ensure the confidentiality, but, they forgot that Cloud providers can decrypt the confidential resources. The best solution here is to apply some operations on the data before sending them to the provider Cloud in the objective to make them unreadable. The principal idea is to allow user how it can protect his data with his own methods. In this paper, we are going to demonstrate our approach and prove that is more efficient in term of execution time than some existing methods. This work aims at enhancing the quality of service of providers and ensuring the trust of the customers.

Authors: Robert H. Crawford, André Stephan
Abstract:
Certifications such as the Passive House Standard aim to reduce the final space heating energy demand of residential buildings. Space conditioning, notably heating, is responsible for nearly 70% of final residential energy consumption in Europe. There is therefore significant scope for the reduction of energy consumption through improvements to the energy efficiency of residential buildings. However, these certifications totally overlook the energy embodied in the building materials used to achieve this greater operational energy efficiency. The large amount of insulation and the triple-glazed high efficiency windows require a significant amount of energy to manufacture. While some previous studies have assessed the life cycle energy demand of passive houses, including their embodied energy, these rely on incomplete assessment techniques which greatly underestimate embodied energy and can lead to misleading conclusions. This paper analyses the embodied and operational energy demands of a case study passive house using a comprehensive hybrid analysis technique to quantify embodied energy. Results show that the embodied energy is much more significant than previously thought. Also, compared to a standard house with the same geometry, structure, finishes and number of people, a passive house can use more energy over 80 years, mainly due to the additional materials required. Current building energy efficiency certifications should widen their system boundaries to include embodied energy in order to reduce the life cycle energy demand of residential buildings.

Abstract:
Time series analysis often requires data that represents the evolution of an observed variable in equidistant time steps. In order to collect this data sampling is applied. While continuous signals may be sampled, analyzed and reconstructed applying Shannon-s sampling theorem, time-discrete signals have to be dealt with differently. In this article we consider the discrete-event simulation (DES) of job-shop-systems and study the effects of different sampling rates on data quality regarding completeness and accuracy of reconstructed inventory evolutions. At this we discuss deterministic as well as non-deterministic behavior of system variables. Error curves are deployed to illustrate and discuss the sampling rate-s impact and to derive recommendations for its wellfounded choice. Keywords: discrete-event simulation, job-shop-system, sampling rate.

Abstract:
High voltage generators are being subject to higher voltage rating and are being designed to operate in harsh conditions. Stator windings are the main component of generators in which Electrical, magnetically and thermal stresses remain major failures for insulation degradation accelerated aging. A large number of generators failed due to stator winding problems, mainly insulation deterioration. Insulation degradation assessment plays vital role in the asset life management. Mostly the stator failure is catastrophic causing significant damage to the plant. Other than generation loss, stator failure involves heavy repair or replacement cost. Electro thermal analysis is the main characteristic for improvement design of stator slot-s insulation. Dielectric parameters such as insulation thickness, spacing, material types, geometry of winding and slot are major design consideration. A very powerful method available to analyze electro thermal performance is Finite Element Method (FEM) which is used in this paper. The analysis of various stator coil and slot configurations are used to design the better dielectric system to reduce electrical and thermal stresses in order to increase the power of generator in the same volume of core. Since the outbreak of mad cow disease and bird flu, consumers have become more concerned with meat quality and safety. As a result, meat traceability is adopted as one approach to handle consumers’ concern in this issue. Nevertheless, in Thailand, meat traceability is rarely used as a marketing tool to persuade consumers. As a consequence, the present study attempts to understand consumer trust in the meat traceability system by conducting a study in this country to examine the impact of three types of consumer knowledge on this trust. The study results reveal that out of three types of consumer knowledge, marketplace knowledge was the sole predictor of consumer trust in meat traceability and it has a positive influence. General product class knowledge and knowledge in meat products with traceability, however, did not significantly influence consumer trust. Abstract:
With the rapid advanced of technology, the industrial processes become increasingly demanding, from the point of view, power quality and controllability. The advent of multi levels inverters responds partially to these requirements. But actually, the new generation of multi-cells inverters permits to reach more performances, since, it offers more voltage levels. The disadvantage in the increase of voltage levels by the number of cells in cascades is on account of series igbts synchronisation loss, from where, a limitation of cells in cascade to 4. Regarding to these constraints, a new topology is proposed in this paper, which increases the voltage levels of the three-cell inverter from 4 to 8; with the same number of igbts, and using less stored energy in the flaying capacitors. Abstract:
The current paper presents a structural assessment and proposals for retrofit of the National Youth Foundation Building, an existing reinforced concrete (RC) building in the city of Igoumenitsa, Greece. The building is scheduled to be renovated in order to create a Municipal Cultural Center. The bearing capacity and structural integrity have been investigated in relation to the provisions and requirements of the Greek Retrofitting Code (KAN.EPE.) and European Standards (Eurocodes). The capacity of the existing concrete structure that makes up the two central buildings in the complex (buildings II and IV) has been evaluated both in its present form and after including several proposed architectural interventions. The structural system consists of spatial frames of columns and beams that have been simulated using beam elements. Some RC elements of the buildings have been strengthened in the past by means of concrete jacketing and have had cracks sealed with epoxy injections. Static-nonlinear analysis (Pushover) has been used to assess the seismic performance of the two structures with regard to performance level B1 from KAN.EPE. Retrofitting scenarios are proposed for the two buildings, including type Λ steel bracings and placement of concrete shear walls in the transverse direction in order to achieve the design-specification deformation in each applicable situation, improve the seismic performance, and reduce the number of interventions required.

Authors: Swetha Priya Darshini Thammadi, Sateesh Kumar Pisini, Sanjay Kumar Shukla
Abstract:
Source apportionment using Dispersion model depends primarily on the quality of Emission Inventory. In the present study, a CMB receptor model has been used to identify the sources of PM2.5, while the AERMOD dispersion model has been used to account for missing sources of PM2.5 in the Emission Inventory. A statistical approach has been developed to quantify the missing sources not considered in the Emission Inventory. The inventory of each grid was improved by adjusting emissions based on road lengths and deficit in measured and modelled concentrations. The results showed that in CMB analyses, fugitive sources - soil and road dust - contribute significantly to ambient PM2.5 pollution. As a result, AERMOD significantly underestimated the ambient air concentration at most locations. The revised Emission Inventory showed a significant improvement in AERMOD performance which is evident through statistical tests.

Authors: Aeslina Binti Abdul Kadir, Ahmad Shayuti Bin Abdul Rahim
Abstract:
Brick is one of the most common masonry units used as building material. Due to the demand, different types of waste have been investigated to be incorporated into the bricks. Many types of sludge have been incorporated in fired clay brick for example marble sludge, stone sludge, water sludge, sewage sludge, and ceramic sludge. The utilization of these waste materials in fired clay bricks usually has positive effects on the properties such as lightweight bricks with improved shrinkage, porosity, and strength. This paper reviews on utilization of different types of sludge wastes into fired clay bricks. Previous investigations have demonstrated positive effects on the physical and mechanical properties as well as less impact towards the environment. Thus, the utilizations of sludge waste could produce a good quality of brick and could be one of alternative disposal methods for the sludge wastes.

Abstract:
Run-of-river (RoR) hydropower projects represent a viable, clean, and cost-effective alternative to dam-based plants and provide decentralized power production. However, RoR schemes’ cost-effectiveness depends on the proper selection of site and design flow, which is a challenging task because it requires multivariate analysis. In this respect, this study presents the development of an investment decision support tool for assessing the optimal size of an RoR scheme considering the technical, environmental, and cost constraints. The net present value (NPV) from a project perspective is used as an objective function for supporting the investment decision. The tool has been tested by applying it to an actual RoR project recently proposed in Colombia. The obtained results show that the optimum point in financial terms does not match the flow that maximizes energy generation from exploiting the river's available flow. For the case study, the flow that maximizes energy corresponds to a value of 5.1 m3/s. In comparison, an amount of 2.1 m3/s maximizes the investors NPV. Finally, a sensitivity analysis is performed to determine the NPV as a function of the debt rate changes and the electricity prices and the CapEx. Even for the worst-case scenario, the optimal size represents a positive business case with an NPV of 2.2 USD million and an internal rate of return (IRR) 1.5 times higher than the discount rate.

Authors: J. Subbalakshmi, G. Dhruvasamhith, S. M. Hussain
Abstract:
Polyaniline (PANI) is one of the most extensively studied material among the conducting polymers due to its simple synthesis by chemical and electrochemical routes. PANIs have advantages of chemical stability and high conductivity making their commercial applications quite attractive. However, to our knowledge, very little work has been reported on the tensile strength properties of templated PANIs processed with polyvinyl alcohol and also, detailed study has not been carried out. We have investigated the effect of small molecule and polymers as templates on PANI. Stable aqueous colloidal suspensions of trisodium citrate (TSC), poly(ethylenedioxythiophene)-polystyrene sulfonate (PEDOT-PSS), and polyethylene glycol (PEG) templated PANIs were prepared through chemical synthesis, processed with polyvinyl alcohol (PVA) and were fabricated into films by solution casting. Absorption and infra-red spectra were studied to gain insight into the possible molecular interactions. Surface morphology was studied through scanning electron microscope and optical microscope. Interestingly, tensile testing studies revealed least strain for pure PVA when compared to the blends of templated PANI. Furthermore, among the blends, TSC templated PANI possessed maximum elasticity. The ultimate tensile strength for PVA processed, PEG-templated PANI was found to be five times more than other blends considered in this study. We establish structure–property correlation with morphology, spectral characterization and tensile testing studies. Keywords: Processed films, polyvinyl alcohol, spectroscopy, surface morphology, templated polyanilines, tensile test.

Authors: Siva Prasad Darla, C. D. Naiju, K. Annamalai, Y. Upendra Sravan
Abstract:
In recent years, environment regulation forcing manufactures to consider recovery activity of end-of- life products and/or return products for refurbishing, recycling, remanufacturing/repair and disposal in supply chain management. In this paper, a mathematical model is formulated for single product production-inventory system considering remanufacturing/reuse of return products and rate of return products follows a demand like function, dependent on purchasing price and acceptance quality level. It is useful in decision making to determine whether to go for remanufacturing or disposal of returned products along with newly produced products to satisfy a stationary demand. In addition, a modified genetic algorithm approach is proposed, inspired by particle swarm optimization method. Numerical analysis of the case study is carried out to validate the model. Keywords: Genetic Algorithm, Particle Swarm Optimization, Production, Remanufacturing.

Authors: Nükhet Konuk, N. Gamze Turan, Yüksel Ardalı
Abstract:
Cities play a vital role in the social fabric of countries and in national and regional economic growth worldwide; however, the environmental effects of such growth need to be assessed and managed better. The critical and most immediate problems faced by cities of developing countries are the health impacts of urban pollution that derive from inadequate water, sanitation, drainage and solid waste services, poor urban and industrial waste management, and air pollution. As globalization continues, earth's natural processes transform local problems into international issues. The aim of this study is to provide a broad overview of the pollution from urban wastes and emissions in Turkey which is a developing country. It is aimed to underline the significance of reorganizing the institutional tools in a worldwide perspective in order to generate coherent solutions to urban problems, and to enhance urban quality. Keywords: Environmental pollution, developing countries, environmental degradation, urban environmental problems.

Authors: Mehdi Nafar, Mohammad Reza Mansouri
Abstract:
The present research presents a direct active and reactive power control (DPC) of a wind energy conversion system (WECS) for the maximum power point tracking (MPPT) based on a doubly fed induction generator (DFIG) connected to electric power grid. The control strategy of the Rotor Side Converter (RSC) is targeted in extracting a maximum of power under fluctuating wind speed. A fuzzy logic speed controller (FLC) has been used to ensure the MPPT. The Grid Side Converter is directed in a way to ensure sinusoidal current in the grid side and a smooth DC voltage. To reduce fluctuations, rotor torque and voltage use of multilevel inverters is a good way to remove the rotor harmony. Keywords: DFIG, power quality improvement, wind energy conversion system, WECS, fuzzy logic, RSC, GSC, inverter.
