Abstract:
Energy investments have increased in North Mediterranean Ceyhan and Yumurtalık districts of Turkey in the last years because of the treaties which are signed between Turkey and other countries for petroleum and natural gas transmission. Authority of land use has passed to district and metropolitan municipalities from town municipalities because of changes in coast legislation and local management legislation. Also Ministry of Environment and Urban Planning and Ministry of Industry and Commerce have had a right to comment on planning unofficially. Public investments increase in area and related planning and expropriation services continue. On the other hand, a lot of private sectors invest in organised industrial sites and industrial areas and it causes a rapid change in ownership status. Also Ceyhan-yumurtalık region is the tourism centre of North Mediterranean. Tourism investments continue in this district. Especially construction sector gain speed and a lot of country sites and apartments are built. In these studies, changes in planning activities in management of different administrative organisations and changes in ownership status and changes in private properties will be presented.Keywords: coast management, land management, land use, property, public interest

Abstract:
Semiconductor photocatalysts such as ZnO has attracted much attention in recent years due to their various applications for the degradation of organic pollutants in water, air and in dye sensitized photovoltaic solar cell. In the present work, ZnO thin films were prepared by ultrasonic spray pyrolysis by using different precursors namely: Acetate, chloride and zinc nitrate in order to investigate their influence on ZnO photocatalytic activity. The films crystalline structure was studied by mean of X-ray diffraction measurements (XRD) and the films surface morphology by Scanning Electron Microscopy (SEM). The films optical properties were studied by mean of UV–visible spectroscopy. The prepared films were tested for the degradation of the red reactive dye largely used in textile industry. As a result, we found that the zinc nitrate is the best precursor to prepare ZnO thin films suitable for a good photocatalytic activity.Keywords: precursor, thins films, spray pyrolysis, zinc oxide

Abstract:
The classification of low-resolution satellite images has been a worthwhile and fertile field that attracts plenty of researchers due to its importance in monitoring geographical areas. It could be used for several purposes such as disaster management, military surveillance, agricultural monitoring. The main objective of this work is to classify efficiently and accurately low-resolution satellite images by using novel technics of deep learning and reinforcement learning. The images include roads, residential areas, industrial areas, rivers, sea lakes, and vegetation. To achieve that goal, we carried out experiments on the sentinel-2 images considering both high accuracy and efficiency classification. Our proposed model achieved a 91% accuracy on the testing dataset besides a good classification for land cover. Focus on the parameter precision; we have obtained 93% for the river, 92% for residential, 97% for residential, 96% for the forest, 87% for annual crop, 84% for herbaceous vegetation, 85% for pasture, 78% highway and 100% for Sea Lake.Keywords: classification, deep learning, reinforcement learning, satellite imagery

Abstract:
Osteoporosis is a common disease characterized by low bone mass and deterioration of micro-architectural bone tissue, which provokes an increased risk of fracture. This work treats the texture characterization of trabecular bone radiographs. The aim was to analyze according to clinical research a group of 174 subjects: 87 osteoporotic patients (OP) with various bone fracture types and 87 control cases (CC). To characterize osteoporosis, Fractal and MultiFractal (MF) methods were applied to images for features (attributes) extraction. In order to improve the results, a new method of MF spectrum based on the q-stucture function calculation was proposed and a combination of Fractal and MF attributes was used. The Support Vector Machines (SVM) was applied as a classifier to distinguish between OP patients and CC subjects. The features fusion (fractal and MF) allowed a good discrimination between the two groups with an accuracy rate of 96.22%.Keywords: fractal, micro-architecture analysis, multifractal, osteoporosis, SVM

Abstract:
The wastewater was treated with a natural asorbent “Diatomite” to eliminate chromium three. Diatomite is an element that comes from Sig (west of Algeria). The physicochemical characterization revealed that the diatomite is mainly made up of silica, lime and a lower degree of alumina. The process considered in static regime, at 20°C, an ion stirring speed of 150 rpm, a pH = 4 and a grain diameter of between 100 and 150µm, shows that one gram of diatomite purified can fix according to the Langmuir model up to 39.64 mg/g of chromium with pseudo 1st order kinetics. The pseudo-equilibrium time highlighted is 25 minutes. The affinity between the adsorbent and the adsorbate follows the value of the RL ratio indicates us that the solid used has a good adsorption capacity. The external transport of the metal ions from the solution to the adsorbent seems to be a step controlling the speed of the overall process. On the other hand, internal transport in the pores is not the only limiting mechanism of sorption kinetics. Thermodynamic parameters show that chromium sorption is spontaneous and exothermic with negative entropy.Keywords: adsorption, diatomite, crIII, wastewater

Abstract:
Racial disparities in criminal justice outcomes are well-documented. However, there is little evidence on the extent to which racial bias by prosecutors is responsible for these disparities. This paper tests for racial bias in conviction by prosecutors. To identify effects, this paper leverages as good as random variation in prosecutor race using detailed administrative data on the case assignment process and case outcomes in New York County, New York. This paper shows that the assignment of an opposite-race prosecutor leads to a 5 percentage point (~ 8 percent) increase in the likelihood of conviction for property crimes. There is no evidence of effects for other types of crimes. Additional results indicate decreased dismissals by opposite-race prosecutors likely drive my property crime estimates.Keywords: criminal justice, discrimination, prosecutors, racial disparities

Abstract:
Nanocrystalline cellulose (NCC) were produced by using the ultrasound assisted acid hydrolysis from oil palm empty fruit bunch (EFB) pulp with different hydrolysis time then were analyzed by using FESEM and TGA as in comparison with EFB fiber and EFB pulp. Based on the FESEM analysis, it was found that NCC has a rod like shaped under the acid hydrolysis with an assistant of ultrasound. According to thermal stability, the NCC obtained show remarkable sign of high thermal stability compared to EFB fiber and EFB pulp. However, as the hydrolysis time increase, the thermal stability of NCC was deceased. As in conclusion, the NCC can be prepared by using ultrasound assisted acid hydrolysis. Abstract:
The main goal of this research relates to the modeling of FSW from a different or unusual perspective coming from mechanical engineering, particularly looking for a way to establish process windows by assessing soundness of the joints as a priority and with the added advantage of lower computational time. This paper presents the use of a previously developed model applied to specific aspects of soundness evaluation of AA7075 FSW welds. EMSO software (Environment for Modeling, Simulation, and Optimization) was used for simulation and an adapted CNC machine was used for actual welding. This model based approach showed good agreement with the experimental data, from which it is possible to set a window of operation for commercial aluminum alloy AA7075, all with low computational costs and employing simple quality indicators that can be used by non-specialized users in process modeling.Keywords: aluminum AA7075, friction stir welding, phenomenological based semiphysical model, processing map

This research investigated the design and analysis of a rear bumper of an automobile with a hybrid polymer composite of OPEBF/Banana fibre. OPEBF/Banana fibre hybrid polymers composite is of low cost, lightweight, as well as possesses satisfactory mechanical properties. In this research work, hybrid composites have been developed using the hand layup technique based on the percentage combination of OPEBF/Banana fibre at 10:90, 20:80, 30:70, 40:60, 50:50. 60:40, 70:30. 20:80, 90:10, 95:5. The mechanical properties in the context of compressive strength of 65MPa, a flexural strength of 20MPa, and impact strength of 3.25Joule were observed, and the simulation analysis on the induction of 500N load at the factor of safety of 3 was observed to have displayed a good strength suitable for automobile bumper with the advantages of weight reduction.Keywords: OPEBF, Banana, fibre, hybrid

Under the new normal situation, some urban spaces with the industrial base and regional features in Zhejiang, China have been selected to build a characteristic town, a kind of environmentally-friendly development platform with city-industry integrated, in an attempt to achieve the most optimized layout of productivity with the least space resource. After analysis on the connotation, mechanism and mode of characteristic town in Zhejiang, it is suggested in this paper that characteristic town should take improving the regional ecological environment as an important object in planning strategy from the perspective of ecological concept. Improved environmental quality, optimized resource allocation, and compact industrial distribution should be realized so as to drive the regional green and sustainable development. Corrosion inhibitors are widely used in concrete industry to reduce the corrosion rate of steel rebar which is present in contact with aggressive environments. The present work aims to using Zamzam water from well located within the Masjid al-Haram in Mecca, Saudi Arabia 20 m (66 ft) east of the Kaaba, the holiest place in Islam as corrosion inhibitor for steel in rain water and simulated acid rain. The effect of Zamzam water was investigated by electrochemical impedance spectroscopy (EIS) and Potentiodynamic polarization techniques in Department of Civil Engineering - IUT Saint-Nazaire, Nantes University, France. Zamzam water is considered to be one of the most important steel corrosion inhibitor which is frequently used in different industrial applications. In recent years, by developing cities and increasing population, reconstructing on closed landfill sites in some regions is unavoidable. Long-term settlement is one of the major concerns associated with reconstruction on landfills after closure. The purpose of this research is evaluating the effect of preloading in various patterns of height and time on long-term settlements of closed landfills. In this regard, five scenarios of surcharge from 1 to 3 m high within 3, 4.5 and 6 months of preloading time have been modeled using PLAXIS 2D software. Moreover, the numerical results have been compared to those obtained from analytical methods, and a good agreement has been achieved. The findings indicate that there is a linear relationship between settlement and surcharge height. Although, long-term settlement decreased by applying a longer and higher preloading, the time of preloading was found to be a more effective factor compared to preloading height.Keywords: preloading, long-term settlement, landfill, PLAXIS 2D

Abstract:
Many researches have concentrated on improving the aerodynamic performance of wind turbine blade through testing and theoretical studies. A small wind turbine blade is designed, fabricated and tested. The power performance of small horizontal axis wind turbines is simulated in details using Computational Fluid Dynamic (CFD). The three-dimensional CFD models are presented using ANSYS-CFX v13 software for predicting the performance of a small horizontal axis wind turbine. The simulation results are compared with the experimental data measured from a small wind turbine model, which designed according to a vehicle-based test system. The analysis of wake effect and aerodynamic of the blade can be carried out when the rotational effect was simulated. Finally, comparison between experimental, numerical and analytical performance has been done. The present study was aimed to examine the structure of children’s adaptation during school transition and to identify a commonality and dissimilarity at the elementary and junior high school. 1,983 students in the 6th grade and 2,051 students in the 7th grade were extracted by stratified two-stage random sampling and completed the ASSESS that evaluated the school adaptation from the view point of ‘general satisfaction’, ‘teachers’ support’, ‘friends’ support’, ‘anti-bullying relationship’, ‘prosocial skills’, and ‘academic adaptation’. The 7th graders tend to be worse adaptation than the 6th graders. A structural equation modeling showed the goodness of fit for each grades. Both models were very similar but the 7th graders’ model showed a lower coefficient at the pass from ‘teachers’ support’ to ‘friends’ support’. The role of ‘teachers’ support’ was decreased to keep a good relation in junior high school. We also discussed how we provide a continuous assistance for prevention of the 7th graders’ gap.Keywords: school transition, social support, psychological adaptation, K-12

Abstract:
Learning Disabilities (LDs) are less understood by the Indonesia’s educational practitioners. As a result, students with LDs are at risk of being outcast from the learning process that requires participation, which potentially disconnects them academically and socially. Its objective is to raise the voice of students with LDs regarding their engagement in the classroom. This research is conducted in two urban regular public primary schools in Indonesia. The study uses an ethnographic case study research design, which explores the views and experiences of four (4) students with LDs. The data were collected using participant observations and interviews. The preliminary findings highlighted two areas: 1) the stigmatization about LDs; and 2) perceived membership. Having LDs was a barrier to fully engage in the academic and social life. Interestingly, they were more likely dependent on each other for support as limited assistance was offered by teachers and peers. Their peers did not take a keen interest in helping them when they found difficulties with the assignments. Furthermore, due to their low academic performance, they were not in favor of being nominated as a group member. In a situation that required them to do a group assignment, they were not expected to give a contribution, positioning themselves as incompatible. These findings indicated that such practices legitimate the hegemony of the superior over those who are powerless and left behind.Keywords: engagement, experiences, learning disability, qualitative design

At the level of the Moroccan Sais Plateau, groundwater constitutes strategic natural resources for agricultural, industrial, and domestic use. Today, due to climate change and population growth, the pressure on groundwater has increased considerably. This contribution aims to delineate and map potential areas for groundwater storage in the area in question using GIS and remote sensing. The methodology adopted is based on the identification of the thematic layers used to assess the potential recharge of the aquifer. The mapping of potential areas for groundwater storage is developed through the method of modeling and weighted overlay using the spatial analysis tool on the Geographic Information System. Cities have become the nodes of global networks, standing at the intersection points of the flows of capital, goods, workers, businesses and travellers, making them the spots where innovation, progress and economic development occur. The primary challenge for them is to create the most fertile ecosystems for triggering innovation activities. Design emerges as an essential feature in this process of laboratorisation of cities. This paper aims at exploring the spatial hubs of transformation within the knowledge economy, providing an overview of the current models of innovation spaces, before focusing on the innovation district of one of the cities that are riding the innovation wave, namely, Boston, USA. Useful lessons will be drawn from the case study of the innovation district in Boston, allowing to define precious tools for policymakers, in the form of a range of factors that define the broad strategy able to implement the model successfully. A highly sensitive, and selective α-Lipoic acid (ALA) sensor based on a functionalized multi-walled carbon nanotubes-polyindole/Ti2O3 (f-MWCNTs-PIN/Ti2O3) nanocomposite modified glassy carbon electrode (GCE) was developed. The fabricated f-MWCNTs-PIN/Ti2O3/GCE displayed an enhanced voltammetric response for oxidation towards ALA relative to that of a f-MWCNTs/GCE, f-MWCNTs-PIN/GCE, Ti2O3/GCE, and a bare GCE. Under optimum conditions, the f-MWCNTs-PIN/Ti2O3/GCE showed a wide linear range at ALA concentrations of 0.39-115.8 µM. The limit of detection of 12 nM and sensitivity of about 6.39 µA µM-1cm-2. The developed sensor showed anti-interference, reproducibility, good repeatability, and operational stability. Abstract:
This paper aims to address the evolution of public-private partnerships for mainstreaming an evaluation approach in the community-based education project. It examines the distinctive features of Save the Children’s School Me project in terms of empowerment evaluation principles introduced by David M. Fetterman, especially community ownership, capacity building, and organizational learning. School Me is a Save the Children Korea funded-project, having been implemented in Cote d’Ivoire and Sierra Leone since 2016. The objective of this project is to reduce gender-based disparities in school completion and learning outcomes by creating an empowering learning environment for girls and boys. Both quasi-experimental and experimental methods for impact evaluation have been used to explore changes in learning outcomes, gender attitudes, and learning environments. To locate School Me in the public-private partnership framework for community empowerment and sustainability, the data have been collected from School Me progress/final reports, baseline, and endline reports, fieldwork observations, inter-rater reliability of baseline and endline data collected from a total of 75 schools in Cote d’Ivoire and Sierra Leone. The findings of this study show that School Me project has a significant evaluation component, including qualitative exploratory research, participatory monitoring, and impact evaluation. It strongly encourages key actors, girls, boys, parents, teachers, community leaders, and local education authorities, to participate in the collection and interpretation of data. For example, 45 community volunteers collected baseline data in Cote d’Ivoire; on the other hand, three local government officers and fourteen enumerators participated in the follow-up data collection of Sierra Leone. Not only does this public-private partnership improve local government and community members’ knowledge and skills of monitoring and evaluation, but the evaluative findings also help them find their own problems and solutions with a strong sense of community ownership. Such community empowerment enables Save the Children country offices and member offices to gain invaluable experiences and lessons learned. Abstract:
The Sendai Framework notes that disaster risk reduction is essential for sustainable development, and Disaster Risk Reduction is included in 3 of the Sustainable Development Goals (SDGs), and 4 of the SDG targets. However, apart from promoting better governance and resourcing of disaster management agencies, little guidance is given how low-income nations can balance investments across the SDGs to achieve sustainable development in an increasingly climate vulnerable world with increasing prevalence of flood and drought disasters. As one of the world’s poorest nations, Malawi must balance investments across all the SDGs. This paper explores how Malawi’s National Guidelines for Community-based Flood Risk Management integrate sustainable development and flood management objectives at different administrative levels. While Malawi periodically suffers from large, widespread flooding, the greatest impacts are felt through the smaller annual floods and flash floods. The Guidelines address this through principles that recognize that while the protection of human life is the most important priority for flood risk management, addressing the impacts of floods on the rural poor and the economy requires different approaches. The National Guidelines are therefore underpinned by the following; 1. In the short-term investments in flood risk management must focus on breaking the poverty – vulnerability cycle; 2. In the long-term investments in the other SDGs will have the greatest flood risk management benefits; 3. If measures are in place to prevent loss of life and protect strategic infrastructure, it is better to protect more people against small and medium size floods than fewer people against larger floods; 4. Flood prevention measures should focus on small (1:5 return period) floods; 5. Flood protection measures should focus on small and medium floods (1:20 return period) while minimizing the risk of failure in larger floods; 6. The impacts of larger floods ( > 1:50) must be addressed through improved preparedness; 7. The impacts of climate change on flood frequencies are best addressed by focusing on growth not overdesign; and 8. Manage floods and droughts conjunctively. The National Guidelines weave these principles into Malawi’s approach to flood risk management through recommendations for planning and implementing flood prevention, protection and preparedness measures at district, traditional authority and village levels.Keywords: flood risk management in low-income countries, sustainable development, investments in prevention, protection and preparedness, community-based flood risk management, Malawi

The aim of this paper is to present a (PAPF) supplied by the Photovoltaic cells ,in such a way that the (PAPF) feeds the linear and nonlinear loads by harmonics currents and the excess of the energy is injected into the power system. In order to improve the performances of conventional (PAPF) This paper also proposes artificial neural networks (ANN) for harmonics identification and DC link voltage control. The simulation study results of the new (SAPF) identification technique are found quite satisfactory by assuring good filtering characteristics and high system stability.Keywords: SAPF, harmonics current, photovoltaic cells, MPPT, artificial neural networks (ANN)

Abstract:
Social applications consist of powerful tools that allow people to connect and interact with each other. However, its negative use cannot be ignored. Cyberbullying is a new and serious Internet problem. Cyberbullying is one of the most common risks for teenagers to go online. More than half of young people report that they do not tell their parents when this will occur, which can have significant physiological consequences. Cyberbullying involves the deliberate use of digital media on the Internet to convey false or embarrassing information about others. Therefore, this article provides a way to detect cyber-bullying in social media applications for parents. The purpose of our work is to develop an architectural model for identifying and measuring the state of Cyberbullying faced by children on social media applications. For parents, this will be a good tool for monitoring their children without invading their privacy. Abstract:
Photovoltaic (PV) water pumping system is one of the most used and important applications in the field of solar energy. However, the cost and the efficiency are still a concern, especially with continued change of solar radiation and temperature. Then, the improvement of the efficiency of the system components is a good solution to reducing the cost. The use of maximum power point tracking (MPPT) algorithms to track the output maximum power point (MPP) of the PV panel is very important to improve the efficiency of the whole system. In this paper, we will present a definition of the functioning of MPPT technique, and a detailed model of each component of PV pumping system with Matlab-Simulink, the results shows the influence of the changing of solar radiation and temperature in the output characteristics of PV panel, which influence in the efficiency of the system. Connected-Vehicles consists of intelligent vehicles, each of which can communicate with each other. Smart Cities are the most prominent application area of intelligent vehicles that can communicate with each other. The most important goal that is desired to be realized in Smart Cities planned for facilitating people's lives is to make transportation more comfortable and safe with intelligent/autonomous/driverless vehicles communicating with each other. In order to ensure these, the city must have communication infrastructure in the first place, and the vehicles must have the features to communicate with this infrastructure and with each other. In this context, intelligent transport studies to solve all transportation and traffic problems in classical cities continue to increase rapidly. In this study, current connected-vehicle applications developed for smart cities are considered in terms of communication techniques, vehicular networking, IoT, urban transportation implementations, intelligent traffic management, road safety, self driving. Abstract:
Although ozone is well-documented to affect crop yields in the densely populated Indo-Gangetic Plain, there is little knowledge of its effects around cities in more remote areas of South Asia. We surveyed crops around the city of Peshawar, Pakistan for visible injury, linking this to passive measurements of ozone concentrations. Foliar injury was found in the field on potato, onion and cotton when the mean monthly ozone concentration reached 35-55ppb. The symptoms on onion were reproduced in ozone fumigation experiments, which also showed that daytime ozone concentrations of 60ppb and above significantly reduce the growth of Pakistani varieties of both spinach (Beta vulgaris) and onion. Aphid infestation on spinach was also reduced at these elevated ozone concentrations. The ozone concentrations in Peshawar are comparable to those through many parts of northern south Asia, where ozone may therefore be a significant threat to sensitive vegetable crops in peri-urban regions.Keywords: ozone, air pollution, vegetable crops, peshawar, south asia

Here five different problems are considered by varying the number of facilities for illustration. Abstract:
In this study, 68Ga-PDTMP was prepared as a new agent for bone imaging. 68Ga was obtained from SnO2 based generator. A certain volume of the PDTMP solution was added to the vial containing 68GaCl3 and the pH of the mixture was adjusted to 4 using HEPES. Radiochemical purity of the radiolabelled complex was checked by thin layer chromatography. Biodistribution of this new agent was assessed in rats after intravenously injection of the complex. For this purpose, the rats were killed at specified times after injection and the weight and activity of each organ was measured. Injected dose per gram was calculated by dividing the activity of each organ to the total injected activity and the mass of each organ. As expected the most of the activity was accumulated in the bone tissue. The radiolabelled compound was extracted from blood very fast. This new bone-seeking complex can be considered as a good candidate of PET-based radiopharmaceutical for imaging of bone metastases.Keywords: biodistribution, Ga-68, imaging, PDTMP

A global challenge which is of paramount significance today is the issue of devising innovative solutions to tackle the environmental issues, as well as more intelligent and foresightful consumption of and management of natural resources. Changes in global climate resulting from the burning of fossil fuel and the rise in the level of energy consumption are a few examples of environmental issues detrimental to any form of life on earth, which are aggravated year by year. Overall, energy-efficient designs and construction strategies can be studied at three scales: building, block, and city. Nevertheless, as the available literature suggests, the greatest emphasis has been on building and city scales, and little has been done as to the energy-efficient designs at block scale. Therefore, the aim of the current research is to investigate the influences of residential block scale envelope on the energy consumption in buildings. To this end, a case study of residential block scale has been selected in the city of Isfahan, in Iran, situated in a hot and dry climate with cold winters. Abstract:
In this research, it was examined that some residual amount of bleaching chemicals left in the liquor, this amount is more in Batch-wise process as compared to continuous process. These chemicals can be recovered and reused for bleaching by adding more quantity of fresh bleaching chemicals and water, this quantity will be required to balance the recipe for fabric. This liquor is recovered and samples were bleached with different modified recipe of liquor for both processes i.e. Batch-wise and continuous process. Every time good results were achieved with negligible variation in the quality parameter between the fabric bleached with fresh liquor and the fabric bleached with Recovered Liquor. Additionally, samples were dyed, and found that dyeing can be done easily on samples bleached with recover liquor.Keywords: bleaching process, hydrogen peroxide, sodium hydroxide, liquor recovery
