2489 Research on the Effect of the System of General Counsel on the Efficiency of M&As in State-Owned Enterprises
Authors: Mao Ju
Abstract:
The system of general counsel (GC) is an important governance structure designed for the construction of state-owned enterprises (SOEs) under the rule of law. This article is based on the setting of mergers and acquisitions (M&As) and takes the efficiency of M&As to examine the implementation effect of the system of GC for SOEs. Research has found that: (1) companies implementing the system of GC for SOEs have higher efficiency in M&As, manifested in better operational and market performance, and this effect depends on the professional ability and power of the GC. This indicates that the GC of SOEs has played a positive role in the decision-making process of M&As, which helps to improve the efficiency of M&As. (2) The impact of the GC of SOEs on the efficiency of M&As is heterogeneous, and this positive effect is mainly reflected in local and commercial SOEs. (3) The path of this impact is that the GC of SOEs can help reduce ineffective M&As in advance, enhance the ability to integrate M&As after the fact and reduce the risk of goodwill impairment and bankruptcy. This article reveals the impact of the construction of SOEs under the rule of law with the system of GC as the core of M&As activities, providing intuitive evidence for the implementation effect of the GC of SOEs. The research conclusion has important practical guiding value for comprehensively deepening the construction of the rule of SOEs under the rule of law and writing a good chapter on the Chinese path to modernization of SOEs.Keywords: the system of general counsel, merger and acquisition efficiency, state-owned enterprises, mergers and acquisitions

Abstract:
The food and feeding habits of Auchenoglanis occidentalis, which is commonly called the “BuBu” cat fish or the giraffe cat fish from Tagwai Lake Minna, was analysed from January to June, 2013. A total of 216 fish specimen were used for the study which were obtained from the local fishermen operating in Tagwai Lake Minna. Fishing gears used include cast nets and gills nets of various sizes. They also use hook and lines. The frequency of occurrence and dominance method were used to analyse the food in the gut. Auchenoglanis occidentalis from Tagwai Lake, Minna had a broad spectrum of food items in the gut, ranging from insects, fish, plant materials to protozoan. The percentage of insects was (31.75%), fish (12.70%), Chyme (20.63%), plant materials (20.63%), protozoa (1.59%) and soil (12.70%). The presence of different food items in the gut of the Auchenoglanis occidentalis which ranged from animal to plant and soil made it to be considered as an omnivore bottom feeder. The food habits of this fish showed no remarkable difference between the dry season months and the rainy season months. The broad food spectrum of the fish makes them a good aquaculture candidate. It also suggests that the specie feed both in surface water and near the substratum (sand). Keywords: Auchenoglanis occidentalis, ecology, Tagwai Lake, Nigeria

Authors: Xinyuan Chen, Mohd Nizam Husen, Zhongmei Zhou, Gongde Guo, Wei Gao
Abstract:
Temporal Knowledge Graph Completion (TKGC) has attracted increasing attention for its enormous value; however, existing models lack capabilities to capture both local interactions and global dependencies simultaneously with evolutionary dynamics, while the latest achievements in convolutions and Transformers haven't been employed in this area. What’s more, periodic patterns in TKGs haven’t been fully explored either. To this end, a multi-stage hybrid architecture with convolution-backed Transformers is introduced in TKGC tasks for the first time combining the Hawkes process to model evolving event sequences in a continuous-time domain. In addition, the seasonal-trend decomposition is adopted to identify periodic patterns. Experiments on six public datasets are conducted to verify model effectiveness against state-of-the-art (SOTA) methods. An extensive ablation study is carried out accordingly to evaluate architecture variants as well as the contributions of independent components in addition, paving the way for further potential exploitation. Besides complexity analysis, input sensitivity and safety challenges are also thoroughly discussed for comprehensiveness with novel methods. Keywords: temporal knowledge graph completion, convolution, transformer, Hawkes process, periodicity

Authors: ChunLoon Cha, HoYeon Lee, SangSoon Hwang
Abstract:
Mild combustion is characterized with its distinguished features, such as suppressed pollutant emission, homogeneous temperature distribution, reduced noise and thermal stress. However, most studies for MILD combustion have been focused on gas phase fuel. Therefore further study on MILD combustion using liquid fuel is needed for the application to liquid fueled gas turbine especially. In this work, we will focus on numerical simulation of the effects of diluent gas velocity on the formation of liquid fuel MILD combustion used in gas turbine area. A series of numerical simulations using Ansys fluent 18.2 have been carried out in order to investigate the detail effect of the flow field in the furnace on the formation of MILD combustion. The operating conditions were fixed at relatively lower heat intensity of 1.28 MW/m³ atm and various global equivalence ratios were changed. The results show that the local high temperature region was decreased and the flame temperature was uniformly distributed due to high velocity of diluted burnt gas. The increasing of diluted burnt gas velocity can be controlled by open ratio of adapter size. It was found that the maximum temperature became lower than 1800K and the average temperature was lower than 1500K that thermal NO formation was suppressed. Keywords: MILD combustion, spray combustion, liquid fuel, diluent gas velocity, low NOx emission
Procedia PDF Downloads 2322482 Vocational and Technical Education: A Practical Approach to Reducing Insecurity in Nigeria
Authors: S. S. Amoor
Abstract:
Insecurity is becoming a major tool in the hand of Nigeria’s enemies to increase poverty and hatred among the citizens and split the county into several political segments. It is based on this background that this paper critically examines Vocational and Technical Education as a practical and realistic approach to reducing insecurity in Nigeria so as to save the country from total disintegration. The paper discusses the concept of insecurity, types, causes and effects of insecurity, and how vocational and technical education and its variables are fundamental and practical measures to reducing insecurity in Nigeria. The paper concludes that the large army of unemployed and unskilled youths in Nigeria requires immediate attention in the area of provision of marketable vocational and technical skills, creativity and competences that will prepare them for employment or self-reliance. It is hoped that government jobs or self-employment will keep the teeming youths busy and therefore take their minds away from odd jobs that threaten the security of the country. In line with these, the paper recommends, among others, that since the teeming unemployed and unskilled youths are mostly from the rural areas, the state governments in collaboration with the local governments should take appropriate steps to provide the youths with vocational skills in carpentry, fashion designing, hair-dressing, driving, welding, mechanical works, among others. Once the youths are involved in one skilled trade or the other, insecurity would be reduced. Keywords: vocational and technical education, insecurity, practical approach to reducing insecurity, unemployment

Authors: Meor Othman Hamzah, Lillian Gungat, Nur Izzi Md. Yusoff, Jan Valentin
Abstract:
The recent hike in raw materials costs and the quest for preservation of the environment has prompted asphalt industries to adopt greener road construction technology. This paper presents a study on such technology by means of asphalt recycling and use of warm mix asphalt (WMA) additive. It evaluates the effects of a WMA named RH-WMA on binder rheological properties and asphalt mixture performance. The recycled asphalt, obtained from local roads, was processed, fractionated, and incorporated with virgin aggregate and binder. For binder testing, the recycled asphalt was extracted and blended with virgin binder. The binder and mixtures specimen containing 30 % and 50 % recycled asphalt contents were mixed with 3 % RH-WMA. The rheological properties of the binder were evaluated based on fundamental, viscosity, and frequency sweep tests. Indirect tensile strength and resilient modulus tests were carried out to assess the mixture’s performances. The rheological properties and strength performance results showed that the addition of RH-WMA slightly reduced the binder and mixtures stiffness. The percentage of recycled asphalt increased the stiffness of binder and mixture, and thus improves the resistance to rutting. Therefore, the integration of recycled asphalt and RH-WMA can be an alternative material for road sustainable construction for countries in the tropics. Keywords: recycled asphalt, warm mix additive, rheological, mixture performance

Authors: Luis F. Caballero-castro, Dirsa Feliciano, Daniela Novoa, Orlando Arroyo, Jesús D. Villalba-morales
Abstract:
Colombia faces a critical challenge in seismic resilience due to the prevalence of informal housing, which constitutes approximately 70% of residential structures. More than 10 million Colombians (20% of the population), live in homes susceptible to collapse in the event of an earthquake. This, combined with the fact that 83% of the population is in intermediate and high seismic hazard areas, has brought serious consequences to the country. These consequences became evident during the 1999 Armenia earthquake, which affected nearly 100,000 properties and represented economic losses equivalent to 1.88% of that year's Gross Domestic Product (GDP). Despite previous efforts to reinforce informal housing through methods like externally reinforced masonry walls, alternatives related to seismic protection systems (SPDs), such as Buckling-Restrained Braces (BRB), have not yet been explored in the country. BRBs are reinforcement elements capable of withstanding both compression and tension, making them effective in enhancing the lateral stiffness of structures. In this study, the use of low-cost and easily installable BRBs for the retrofit of informal housing in Colombia was evaluated, considering the economic limitations of the communities. For this purpose, a case study was selected involving an informally constructed dwelling in the country, from which field information on its structural characteristics and construction materials was collected. Based on the gathered information, nonlinear models with and without BRBs were created, and their seismic performance was analyzed and compared through incremental static (pushover) and nonlinear dynamic analyses. In the first analysis, the capacity curve was identified, showcasing the sequence of failure events occurring from initial yielding to structural collapse. In the second case, the model underwent nonlinear dynamic analyses using a set of seismic records consistent with the country's seismic hazard. Based on the results, fragility curves were calculated to evaluate the probability of failure of the informal housings before and after the intervention with BRBs, providing essential information about their effectiveness in reducing seismic vulnerability. The results indicate that low-cost BRBs can significantly increase the capacity of informal housing to withstand earthquakes. The dynamic analysis revealed that retrofit structures experienced lower displacements and deformations, enhancing the safety of residents and the seismic performance of informally constructed houses. In other words, the use of low-cost BRBs in the retrofit of informal housing in Colombia is a promising strategy for improving structural safety in seismic-prone areas. This study emphasizes the importance of seeking affordable and practical solutions to address seismic risk in vulnerable communities in earthquake-prone regions in Colombia and serves as a model for addressing similar challenges of informal housing worldwide. Keywords: buckling-restrained braces, fragility curves, informal housing, incremental dynamic analysis, seismic retrofit

Authors: Waleed S. Alwaneen
Abstract:
Dairy industry is flourishing in world to provide milk and milk products to local population. Besides milk products, dairy industries also generate a substantial amount of cow manure that significantly affects the environment. Moreover, heat produced during the decomposition of the cow manure adversely affects the crop germination. Different companies are producing vermicompost using different species of worms/larvae to overcome the harmful effects using fresh manure. Tiger worm treatment enhanced plant growth, especially in the compost-manure ratio (75% compost, 25% cow manure), followed by a ratio of 50% compost, 50% cow manure. Results also indicated that plant growth in Waxworm treated manure was weak as compared to plant growth in compost treated with Fruit Beetle (FB), Waxworms (WW), and Control (C) especially in the compost (25% compost, 75% cow manure) and 100% cow manure where there was no growth at all. Freshplant weight, fresh leaf weight and fresh root weight were significantly higher in the compost treated with Tiger worms in (75% compost, 25% cow manure); no evidence was seen for any significant differences in the dry root weight measurement between FB, Tiger worms (TW), WW, Control (C) in all composts. TW produced the best product, especially at the compost ratio of 75% compost, 25% cow manure followed by 50% compost, 50% cow manure. Keywords: fruit beetle, tiger worms, waxworms, control

Authors: M. Pena, J. Shin, H. Park
Abstract:
The main objective of any engineering activity is the development of a system that fulfills the specific economic, social or environmental needs. Green growth policies, as a system, targets to satisfy two main needs: economic and environmental growth. Cities are complex systems composed of varied characteristics such as differences in socio-environmental conditions and local affordability, among others. Thus, commissioned policies are required to address these differences and to ensure green development. A more maintainable and justifiable, resource-efficient green growth can be obtained in urban areas if multi-criteria framework of policies relevant to green buildings is designed. Reason is that, this approach fits to target the differences and unique conditions of urban areas. By following the principles of axiomatic design, this paper urges to derive a framework for the application of green buildings policies in urban areas with distinctive socio-economic and environmental characteristics. Functional requirements defined as principles to ensure green growth and design parameters are identified in each set of conditions. Design matrices are constructed for each group of urban areas. Thus, the understanding of the needs and differences for each group of urban areas and the methodology to ensure green buildings is achieved. Keywords: axiomatic design, green growth, sustainable development, urban planning

Abstract:
Despite the World Health Organization (WHO) declaration of international health emergency concern, the status quo of responses and efforts to stem the worst-recorded Ebola epidemic Ebola outbreak is still precariously inadequate in most of the affected in West. Mining natural resources have been shown to play a key role in both motivating and fuelling ethnic, civil and armed conflicts that have plagued a number of African countries over the last decade. Revenues from the exploitation of natural resources are not only used in sustaining the national economy but also armies, personal enrichment and building political support. Little is documented on the mining and ecological impact on the emergence and geographical distribution of Ebola in Africa over time and space. We aimed to provide a better understanding of the interconnectedness among issues of mining natural, resource management, mining conflict and post-conflict on Ebola outbreak and how wealth generated from abundant natural resources could be better managed in promoting research and development towards strengthening environmental, socioeconomic and health systems sustainability on Ebola outbreak and other emerging diseases surveillance and responses systems prevention and control, early warning alert, durable peace and sustainable development rather than to fuel conflicts, resurgence and emerging diseases epidemics in the perspective of community and national/regional approach. Our results showed the first assessment of systematic impact of all major minerals conflict events diffusion over space and time and mining activities on nine Ebola genesis and geo-distribution in affected countries across Africa. We demonstrate how, where and when mining activities in Africa increase ecological degradation, conflicts at the local level and then spreads violence across territory and time by enhancing the financial capacities of fighting groups/ethnics and diseases onset. In addition, led process of developing minimum standards for natural resource governance; improving governmental and civil society capacity for natural resource management, including the strengthening of monitoring and enforcement mechanisms; understanding the post-mining and conflicts community or national reconstruction and rehabilitation programmes in strengthening or developing community health systems and regulatory mechanisms. In addition the quest for the control over these resources and illegal mining across the landscape forest incursion provided increase environmental and ecological instability and displacement and disequilibrium, therefore affecting the intensity and duration of mining and conflict/wars and episode of Ebola outbreaks over time and space. We highlight the key findings and lessons learnt in promoting country or community-led process in transforming natural resource wealth from a peace liability to a peace asset. The imperative necessity for advocacy and through facilitating intergovernmental deliberations on critical issues and challenges affecting Africa community transforming exploitation of natural resources from a peace liability to outbreak prevention and control. The vital role of mining in increasing government revenues and expenditures, equitable distribution of wealth and health to all stakeholders, in particular local communities requires coordination, cooperative leadership and partnership in fostering sustainable developmental initiatives from mining context to outbreak and other infectious diseases surveillance responses systems in prevention and control, and judicious resource management. Keywords: mining, mining conflicts, mines, ecological, Ebola, outbreak, mining companies, miners, impact

Authors: Sze Ming Yau
Abstract:
Social worker-client interacting experience is scarcely studied in Hong Kong. Through this qualitative study, the experiences of Hong Kong social work practitioners in relating with clients provide new insights on social worker training and development. Thematic analysis is applied to examine the data collected by in-depth interviews with six local social work practitioners. The results show all practitioners have experienced both positive and challenging situations during the relating process. Their reactions either facilitate or hinder the process. Most of the practitioners’ strong reactions can be accounted for by using the concept of countertransference reactions during the interview session with clients. Moreover, they also have rarely reviewed the implications of those reactions after the session. In addition to countertransference, the self-expectation of practitioners also influences the relating process. Their self-expectations of being capable to help lead to anxiety. Though countertransference and anxiety of practitioners significantly influence the relating process, the practitioners do not adequately address personal issues and anxiety. Enhancing case conceptualization ability is their major coping strategy. The study has implications, including enhancement of social work training, workplace support, practitioner’s self-reflection, and integration of theory and practice. Keywords: coping, countertransference, reactions, relating process, social workers
Procedia PDF Downloads 2622470 Governing Urban Water Infrasystems: A Case Study of Los Angeles in the Context of Global Frameworks
Authors: Joachim Monkelbaan, Marcia Hale
Abstract:
Now that global frameworks for sustainability governance (e.g. the Sustainable Development Goals, Paris Climate Agreement and Sendai Framework for Disaster Risk Reduction) are in place, the question is how these aspirations that represent major transitions can be put into practice. Water ‘infrasystems’ can play an especially significant role in strengthening regional sustainability. Infrasystems include both hard and soft infrastructure, such as pipes and technology for delivering water, as well as the institutions and governance models that direct its delivery. As such, an integrated infrasystems view is crucial for Integrative Water Management (IWM). Due to frequently contested ownership of and responsibility for water resources, these infrasystems can also play an important role in facilitating conflict and catalysing community empowerment, especially through participatory approaches to governance. In this paper, we analyze the water infrasystem of the Los Angeles region through the lens of global frameworks for sustainability governance. By complementing a solid overview of governance theories with empirical data from interviews with water actors in the LA metropolitan region (including NGOs, water managers, scientists and elected officials), this paper elucidates ways for this infrasystem to be better aligned with global sustainability frameworks. In addition, it opens up the opportunity to scrutinize the appropriateness of global frameworks when it comes to fostering sustainability action at the local level. Keywords: governance, transitions, global frameworks, infrasystems

Abstract:
Primate city induced rapid urbanization has been become one of the main challenges in sustainable development in Mongolia like other developing countries since transition to market economy in 1990. According due to statistical yearbook, population number of Ulaanbaatar city has increased from 0.5 million to 1.5 million for last 30 years and contains now almost half (47%) of total Mongolian population. Rural-Ulaanbaatar and local Cities-Ulaanbaatar city migration leads to social issues like uncontrolled urbanization, income inequality, poverty, overwork of public service, economic over cost for redevelopment and limitation of transport and environmental degradation including air, noise, water and soil pollution. Most thresholds of all of the sustainable urban development main and sub-indicators over exceeded from safety level to unsafety level in Ulaanbaatar. So, there is an urgent need to remove migration pull factors including some administrative and high education functions from Ulaanbaatar city to its satellite cities or secondary cities. Moreover, urban smart transport system and green and renewable energy technologies should be introduced to urban development master plan of Ulaanbaatar city. Keywords: challenge for sustainable urban development, migration factors, primate city , urban safety thresholds

Terrorism has been growing in the shadow of unpredictability, however, is possible to minimize the danger of a terrorist attack by doing the: (1) recognition; (2); evaluation; (3) avoidance; (4) threat reduction. The vulnerability of tourism industry to terrorism is an undeniable fact, and terrorists know it. They use this advantage attacking tourists for very specific reasons, such as the: (1) international coverage by the media, “if it bleeds it leads” ; (2) chances of getting different nationalities at the same place and time; (3) possibility of destroyed the economy of a destination, or destinations (“terrorism contamination effect”), through the reduction of tourist demand; (4) psychological, and social disruption based on fear of negative consequences. Security incidents, such as terrorism, include different preventive measures that can be conducted in partnership with: tourism industry (hotels, airports, tourist attractions, among others); central government; public and/or private sector; local community; and media. The recovery strategies must be based on the dissemination of positive information to the media; in creating new marketing strategies that emphasize the social and cultural values of the destination; encourage domestic tourism; get government, or state, financial support. Keywords: terrorism, tourism, safety, security, impacts, prevention, recovery

Authors: Elias Akoury
Abstract:
Nuclear Magnetic Resonance (NMR) spectroscopy is an indispensable technique used in structure determination of small and macromolecules to study their physical properties, elucidation of characteristic interactions, dynamics and thermodynamic processes. Quantum mechanics defines the theoretical description of NMR spectroscopy and treatment of the dynamics of nuclear spin systems. The phenomenon of residual dipolar coupling (RDCs) has become a routine tool for accurate structure determination by providing global orientation information of magnetic dipole-dipole interaction vectors within a common reference frame. This offers accessibility of distance-independent angular information and insights to local relaxation. The measurement of RDCs requires an anisotropic orientation medium for the molecules to partially align along the magnetic field. This can be achieved by introduction of liquid crystals or attaching a paramagnetic center. Although anisotropic paramagnetic tags continue to mark achievements in the biomolecular NMR of large proteins, its application in small organic molecules remains unspread. Here, we propose a strategy for the synthesis of a lanthanide tag and the measurement of RDCs in organic molecules using paramagnetic lanthanide complexes. Keywords: lanthanide tags, NMR spectroscopy, residual dipolar coupling, quantum mechanics of spin dynamics

Authors: Chunhong Zhao
Abstract:
Remotely sensed land surface temperature (LST) is vital to understand the land-atmosphere energy balance, hydrological cycle, and thus is widely used to describe the urban heat island (UHI) phenomenon. However, due to technical constraints, satellite thermal sensors are unable to provide LST measurement with both high spatial and high temporal resolution. Despite different downscaling techniques and algorithms to generate high spatiotemporal resolution LST. Four major metropolitan areas in Texas, USA: Dallas-Fort Worth, Houston, San Antonio, and Austin all demonstrate UHI effects. Different cities are expected to have varying SUHI effect during the urban development trajectory. With the help of the Landsat, ASTER, and MODIS archives, this study focuses on the spatial patterns of UHIs and the seasonal and annual variation of these metropolitan areas. With Gaussian model, and Local Indicators of Spatial Autocorrelations (LISA), as well as data fusion methods, this study identifies the hotspots and the trajectory of the UHI phenomenon of the four cities. By making comparison analysis, the result can help to alleviate the advent effect of UHI and formulate rational urban planning in the long run. Keywords: spatiotemporal analysis, land surface temperature, urban heat island evaluation, metropolitan areas of Texas, USA

Authors: Milton Jusu
Abstract:
Efforts by the Ministry of Fisheries and Marine Resources and its development partners to introduce “modern” aquaculture in Sierra Leone since the 1970s have not been successful. A number of reasons have been hypothesized, including the suggestion that the market infrastructure and demand for farmed fish were inadequate to stimulate large-scale and widespread aquaculture production in the country. We have assessed the size, structure, networks, and opportunities in fish markets using a combination of Participatory Rural Appraisals (PRAs) and questionnaire surveys conducted in a sample of 29 markets (urban, weekly, wholesale, and retail) and two hundred traders. The study showed that the local fish markets were dynamic, with very high variations in demand and supply. The markets sampled supplied between 135.2 and 9947.6 tonnes/year. Mean prices for fresh fish varied between US$1.12 and US$3.89/kg depending on species, with smoked catfish and shrimps commanding prices as high as US$7.4/kg. It is unlikely that marine capture fisheries can increase their current production levels, and these may, in fact, already be over-exploited and declining. Marine fish supplies are particularly low between July and September. More careful attention to the timing of harvests (rainy season, not dry season) and to species (catfish, not tilapia) (could help in the successful adoption of aquaculture. Keywords: fisheries, aquaculture, marine, fish ponds

Authors: M. Budakoglu, M. Karaman, A. Abdelnasser, M. Kumral
Abstract:
The spatial interpolation and spatial correlation of the rare earth elements (REE) of lake surface sediments of Lake Acıgöl and its surrounding lithological units is carried out by using GIS techniques like Inverse Distance Weighted (IDW) and Geographically Weighted Regression (GWR) techniques. IDW technique which makes the spatial interpolation shows that the lithological units like Hayrettin Formation at north of Lake Acigol have high REE contents than lake sediments as well as ∑LREE and ∑HREE contents. However, Eu/Eu* values (based on chondrite-normalized REE pattern) show high value in some lake surface sediments than in lithological units and that refers to negative Eu-anomaly. Also, the spatial interpolation of the V/Cr ratio indicated that Acıgöl lithological units and lake sediments deposited in in oxic and dysoxic conditions. But, the spatial correlation is carried out by GWR technique. This technique shows high spatial correlation coefficient between ∑LREE and ∑HREE which is higher in the lithological units (Hayrettin Formation and Cameli Formation) than in the other lithological units and lake surface sediments. Also, the matching between REEs and Sc and Al refers to REE abundances of Lake Acıgöl sediments weathered from local bedrock around the lake. Keywords: spatial geochemical modeling, IDW, GWR techniques, REE, lake sediments, Lake Acıgöl, Turkey

Abstract:
The constant monitoring of blood glucose level is necessary for maintaining health of patients and to alert medical specialists to take preemptive measures before the onset of any complication as a result of diabetes. The current clinical monitoring of blood glucose uses invasive methods repeatedly which are uncomfortable and may result in infections in diabetic patients. Several attempts have been made to develop non-invasive techniques for blood glucose measurement. In this regard, the existing methods are not reliable and are less accurate. Other approaches claiming high accuracy have not been tested on extended dataset, and thus, results are not statistically significant. It is a well-known fact that acetone concentration in breath has a direct relation with blood glucose level. In this paper, we have developed the first of its kind, reliable and high accuracy breath analyzer for non-invasive blood glucose measurement. The acetone concentration in breath was measured using MQ 138 sensor in the samples collected from local hospitals in Pakistan involving one hundred patients. The blood glucose levels of these patients are determined using conventional invasive clinical method. We propose a linear regression classifier that is trained to map breath acetone level to the collected blood glucose level achieving high accuracy. Keywords: blood glucose level, breath acetone concentration, diabetes, linear regression

Abstract:
Social entrepreneurship represents an innovation of traditional business models. During the last decade, its important role in contributing to rural and regional development has been widely recognized, due to its capacity to combat the problem of depopulation through the creation of employment. However, the success of this type of innovative business initiatives depends to a large extent on the existence of an adequate ecosystem of support resources. Based on the theoretical framework of the quadruple helix (QH), which highlights the need for collaboration between different interest groups -university, industry, government and civil society- for the development of regional innovations, in this work the network analysis is applied to study the ecosystem of resources to support social entrepreneurship in the rural area of the province of Zaragoza (Spain). It is a quantitative analysis that can be used to measure the interactions between the different actors that make up the quadruple helix, as well as the networks created between the different institutions and support organizations, through the study of the complex networks they form. The results show the importance of the involvement of local governments and the university, as key elements in the development process, but also allow identifying other issues that are susceptible to improvement. Keywords: ecosystem of support resources, network analysis, quadruple helix, social entrepreneurship

Authors: Rahah Hasan, Faridah Sahari
Abstract:
This paper describes the development of modern art in Borneo, particularly in Sarawak, Sabah, and Brunei, after the Second World War until the 1970s. This was the period when the British Colonial government dictated the education system, which consequentially inculcated visual art through art and craft subjects imposed on all vernacular schools in Borneo. British influence within the state governance, social, and education system designed with Western ideology created not only a westernized society and mindset but at the same time generated artistic opportunities for emerging local painters to be involved in the initiation of Modern Art in Borneo. Through the historical method and analysis of primary and secondary data, it was obvious that the existence of colonial government departments and institutions such as museums and teaching colleges, and other social organizations in Borneo at that time contributed significantly to the artistic movement. The similar structure and motivation of development in other areas of Borneo confirmed that artistic affirmation of modern art advanced homogenously. Their understanding of easel painting as well as a unique interpretation of culture once distanced from traditional art, resulting in a new visual image that transcended their ethnicity and identity through new mediums and tools. These meticulous interventions modestly visualized in each painting, as discussed in this paper, hopefully, will give a deeper understanding and appreciation of the history of modern art in Borneo. Keywords: art history, Borneo art, fine art, modern art
